6-1 6 Transportation Analysis General Summary & Overview Alternative 2 Modified is the preferred alternative for transportation improvements needed to accommodate access to the consolidated DHS Headquarters at St. Elizabeths. It includes the following roadway improvements: Interchange modifications at I-295 interchange with Malcolm X Avenue – these improvements would provide direct ramps to the proposed West Campus Access Road and would help separate local traffic from traffic associated with the DHS Headquarters. The interchange modifications would also eliminate existing unsafe weaving conditions on I-295 and reduce the number of merge points onto I-295 northbound. West Campus Access Road – this three-lane road would run parallel to I-295 to its East between the Malcolm X Avenue interchange and Firth Sterling Avenue. This new road would connect to the proposed access modifications at Malcolm X Avenue and provide access to the West Campus portion of the DHS Headquarters consolidation. Firth Sterling Avenue / West Campus Access Road Intersection Improvements – these improvements will connect the West Campus Access Road with existing Firth Sterling Avenue and provide improvements and modifications to Firth Sterling Avenue and its side streets. Martin Luther King Jr. Avenue Improvements – these improvements include two travel lanes in each direction, an additional turn lane, median, and sidewalks along Martin Luther King Jr. Avenue to mitigate traffic associated with FEMA and Gates 1 and 2 on the West Campus. In addition, the preferred alternative would include the implementation of a shuttle system to reduce vehicular demand within the vicinity of St. Elizabeths Campus. Two routes are proposed to serve the Congress Heights Metro Station. One route is proposed between the Anacostia Metro Station and DHS Headquarters The No Action Alternative studied in this report includes the full development of West Campus but no relocation of the FEMA Headquarters. No improvements to I-295 are included and minimal improvements to the local street network are proposed. The West Campus Access Road connects only to Firth Sterling Avenue to the north and does not provide direct access to the south to Malcolm X Avenue or I-295. Under this alternative, estimated traffic demand headed to the West Campus cannot be accommodated. Alternative 2 and Alternative 2 Modified provide generally the same transportation improvements. Alternative 2 Modified differs from Alternative 2 in that it requires less right-of-way and consequently it produces less impact to NPS parklands when compared to Alternative 2. It also reduces the number of bridges needed at the Malcolm X Avenue interchange with I-295 compared to the proposed design in Alternative 2 and reduces the number of required merge points onto I-295 northbound.

Both Build Alternative 2 and Build Alternative 2 Modified improve traffic operations when compared to the No Action Alternative. Freeway speeds improve while higher shares of estimated traffic demand are accommodated on the freeway segments. Local and arterial traffic operations in both Build Alternatives do not degrade from the No Action Alternative.

Improvements to traffic operations are generally greater in the AM peak hour. Higher levels of congestion under all scenarios are present in the PM peak hour and as a consequence improvements to traffic operations are less clear. Table 6-1 compares freeway operations for traffic approaching and leaving the major interchanges on I-295 that would provide access to St. Elizabeths Campus. During the AM peak hour, both Build Alternatives serve higher shares of traffic demand and improve average freeway speeds on I-295 northbound approaching the Malcolm X Avenue interchange and on I-295 southbound approaching the Suitland Parkway interchange. During the PM peak hour, both Build alternatives serve significantly higher traffic demand (roughly 10 percent more) and consequently they show some degradation in average vehicle speed. This is especially noticeable in the southbound direction where speeds decrease in approximately 10mph when compared to the No Action alternative. It is important to note that the lower percent of demand served in the No Action alternative reflects gridlock conditions generated upstream of these segments thus, in this alternative, the higher speeds are the result of metered traffic conditions while, on the Build alternatives, the lower speeds are the result of better upstream traffic conditions due to the proposed improvements.

Similar improvements to traffic operations occur on the local and arterial street networks. Improvements are greater in the AM peak hour than in the PM peak hour. Table 6-2 compares local and arterial traffic operations at major access points to St. Elizabeths Campus. Overall, intersection LOS improves in the AM peak hour under both Build Alternatives but degrades slightly in the PM peak hour. Under the No Action Alternative, access to St. Elizabeths West Campus is concentrated primarily on the West Campus Access Road. Traffic demand exceeds the available capacity of the local street network. Under both Build Alternatives, the proposed modifications to the Malcolm X Avenue interchange spreads out traffic demand accessing St. Elizabeths. As a consequence, there is less demand on the West Campus Access Road from the north and higher shares of traffic demand can be accommodated. Under both Build Alternatives, higher traffic demands are expected along Martin Luther King Jr. Avenue than the No Action Alternative. Proposed improvements to Martin Luther King Jr. Avenue in both Build Alternatives help to mitigate traffic associated with this demand. Both Alternatives accommodate a similar share of estimated traffic demand as the No Action Alternative.

Alternative 2 Modified provides the best balance between providing additional access to the St. Elizabeths Campus while minimizing impacts to adjacent lands. Traffic operational analysis results demonstrate that the No Action alternative cannot accommodate the demand associated with the DHS Headquarters consolidation. Both Build Alternatives improve traffic operations and accommodate a higher share of estimated traffic demand. Alternative 2 Modified, the preferred alternative, can provide similar improvements with fewer impacts to adjacent parklands and less right-of-way requirements.
