Dear Mr. Towle:

PRC Environmental Management, Inc. (PRC) recently conducted residential and monitoringwell ground-water split sampling activities during Phase 2 of the CryoChem remedial investigationand feasibility study (RI/FS). PRC also oversaw the activities of JACA, contractor to the potentiallyresponsible party. These activities were conducted under Work Assignment No. C03023 of U.S. EPAContract No. 68-W8-0005 (TES VIII).

JACA conducted the sampling activities on August 16, 17, and 18. PRC personnel werepresent on August 16 and 17. On these two days, the following personnel were present:

On August 16 and 17, JACA sampled 15 residential wells, four shallow monitoring wells, andthree deep monitoring wells. PRC personnel observed the sampling of seven residential wells andthe seven monitoring wells. PRC received three residential well ground-water split samples, threemonitoring well ground-water split samples, one duplicate sample, and one field blank. PRC alsoprepared two trip blanks. The samples were analyzed for volatile organic compounds. AttachmentA presents the split sample numbers, locations, and parameters to be analyzed for. All samples werecollected on August 16 and 17 and sent each day to the following Contract Laboratory Program(CLP) laboratory, under CLP Case No. 12545.

Copies of the traffic reports, chain-of-custody records, and the CRL sample shipping log areincluded as Attachment B to this letter. Attachment C contains a figure showing residential well splitsampling locations (Figure 1) and a figure showing monitoring well split sample locations (Figure 2).

PRC adhered to its split sampling QAPP, with the following deviations:

• PRC neglected to collect a duplicate sample from the residential wells.

A split sample from RI-8 could not be taken, since the water quality of RI-8 was very poor (high silt content due to low water level). A split sample wastaken instead at RI-1-shallow. Of the three remaining downgradient shallowwells to be sampled by JACA (RI-1, RI-4, and RI-5), RI-1 was the only wellwith a ground-water level sufficient for sampling.

PRC made the following observations concerning JACA's sampling activities, includingproblems encountered and deviations from the Sampling and Analysis Plan (SAP).

RESIDENTIAL WELL SAMPLING

The residential wells were purged by attaching a garden hose to the spigot and allowing thewater to flow for 20 minutes. The hose was removed prior to sampling and the flow of water wasreduced to prevent volatilization. Samples were collected directly from the spigot.

Problems Encountered

JACA personnel were aware that the Kountry Kitchen restaurant (P.O. Box266, and JACA No. Ill) installed a chlorine treatment system in July 1989,but did not know if the sample collected from the outside spigot bypassed thetreatment system. PRC did not observe the collection of this sample.

A sample was taken from P.O. Box 68 (JACA No. 107) without knowingwhether there was a carbon filter system.

Deviations from SAP

• JACA only collected one duplicate sample at P.O. Box 267 (JACA No. 114).According to the SAP, two duplicate samples should have been collected.

• The rate of flow was not measured. The purpose of measuring the rate offlow is to ensure that any water in the holding tank is purged prior tosampling.

MONITORING WELL SAMPLING

The monitoring wells were purged using submersible pumps. The pumps were flushed withclean water for about 5 minutes between wells. A minimum of three well volumes were removedfrom each well except from those that were pumped dry. Purge water from the wells that were

found to be previously contaminated was collected in holding tanks or drums and will be handledappropriately based on the results of laboratory analyses. The purge water from the uncontaminatedwells was discharged onto the ground.

The wells were sampled using a stainless steel bailer. Samples were collected from the middleof the screened interval or from the yield zone in deep bedrock wells. Between each well, the bailerswere decontaminated using an alconox wash, an acetone rinse, and a distilled water rinse.

Problems Encountered

JACA personnel encountered several problems with the shallow monitoringwells. RI-8 and RI-4 went dry after approximately 1/2-gallon was purged;RI-5 went dry after approximately 7 gallons; and RI-6 only containedapproximately 3 inches of water in the bottom of the well. Therefore, JACAdid not samaple RI-6, and planned to sample RI-4 on August 18.

JACA personnel found RI-5-deep to be no longer artesian, and removed thevalve assembly. The water level was approximately 2 feet below the groundsurface. JACA purged the well at 5 gpm for 90 minutes.

Deviations from SAP

• The pH and specific conductivity were not measured during purging. JACAstated that visual observation of water quality would be used to determine ifgreater than three well volumes needed to be purged. In addition, pH, specificconductivity, and temperature were not recorded at the time of sampling.

• Since RI-2 was found to be slightly contaminated, the purge water should havebeen stored in individually labeled storage tanks. However, JACA personneldischarged purge water from RI-2 onto the ground for about 1 1 minutes (50gallons). The remainder of the purge water was containerized in 55-gallondrums.
