Welcome Message Dear Friends Welcome to the 4th Indian Social Work Congress (ISWC) 2016. We are pleased to invite you to be a part of the 4th Indian Social Work Congress 2016 at Varanasi, Uttar Pradesh. In the previous consecutive years, three grand ISWCs were organised at Delhi (2013), Pune (2014) and Ladnun (2015) respectively and the success of these three forums gives us the inspiration and the zeal to organize the next in the series. As we are all aware the primary intent of the Indian Social Work Congress is to introspect within, reflect upon and strive to overcome the various social concerns and challenges confronting the social work profession. It is in this context that we surmised that the desirable theme for the 4th ISWC 2016 should be Social Development and Social Work Profession: Issues and Challenges. The suggestive theme wishes to bring together people associated with the discipline of social work to deliberate on issues and concerns of social development emanating out of the contemporary persona and discourses of the profession. As a collective exercise, this Congress would use the lenses of introspection and audit to gaze at the achievements and challenges/shortfalls that the profession has encountered in the course of its practice in India. It shall also dwell on the development of collaborative and participative methodologies to revisit the present and emerging trends of professional practice. We firmly believe that this is the opportune moment for all of us to respond to the changing social-political realities of the times and this forum is the most evocative way of defining and consolidating meaningful responses and interventions that are imperative in order to reinforce our professional claims. We are confident that the 4th ISWC shall provide an excellent confluence to all social work educators, researchers, activists, development practitioners and practicing professionals to share their views and experiences on a common platform. Being the hosts of the 4th Indian Social Work Congress, we also believe that this shall be a personally enriching and professionally productive engagement for each one of us. We wish to express our deepest gratitude to NAPSWI for granting us yet another opportunity to host this notable event. We look forward to welcoming you in Varanasi. About the Congress The Indian Social Work Congress is an initiative of National Association of Professional Social Workers in India (NAPSWI). With humble beginning at Delhi University in 2013, the second Congress took place in 2014 at University of Pune and third in 2015 at JVBI, Ladnun. In the same series, it is being organised for the fourth time by Mahatma Gandhi Kashi Vidyapith, Varanasi-one of the oldest Department of Social Work of the country which is known for its excellence in social work education. The purpose of ISWC is to bring the fraternity of professional social workers together to discuss and deliberate upon the issues related to the social work education, practice and research in India. It aims to strengthen the social work profession to ensure social justice and human rights for all and to deliberate and record the response of the profession with regard to various social concerns and challenges. Specifically, the 4th ISWC 2016 aims at the achievement of the following objectives:

1. Provide a platform to social work professionals to discuss and deliberate on the issues related to social justice, social work education, research and practice. 2. Address various issues and challenges of social development vis-à-vis social work profession in the changing socio-economic and political context. 3. Share and exchange experiences among social work educators, researchers and development practitioners in order to strengthen the social work profession. Thematic Engagement of 4th ISWC 2016: The theme of 4th ISWC 2016 “Social Development and Social Work Profession: Issues and Challenges” has emerged from the contemporary concerns of local to global community in the present democratic society and in consonance with social work values. The emergence of new economies in Asia, newer paradigm of information technology and significant dominance of the market economy has impacted the life and living of common people and marginalized groups, governance, services, civility and civil society, the ethics and social responsibility. This has also increased the roles and responsibility of the profession to a major extent. One of the compelling and contemporary concerns is sustainable development. The international community achieved a new global compact last September, which binds 196 countries of the world to rethink, redefine and redeem development for the people and the planet. This has immense implications for social development. The UN document entitled Transforming our world: the 2030 Agenda for sustainable development contains 17 goals and 169 targets. It is for the first time that all nations adopted the same set of goals regardless of their relative positions on the development continuum. There is now a remarkable convergence of vision underlying the priorities for the proposed SDGs and those of the newly elected Government in India. Building on the Millennium Development Goals (MDGs), the SDGs propose to end poverty and deprivation in all forms, leaving no one behind, as well as to make progress on other different indicators of social development. While we all agree that development that meets the needs of the present without compromising the ability of future generations to meet their own needs, the new framework of sustainable development is to include three elements: economic growth, social inclusion and environmental protection. In the

present times, it is a challenge to achieve the stated goals of social development. It is quite natural that 4th ISWC should make its contribution towards understanding, analyzing and interpreting the sustainable development goals amidst the challenges of neo-liberal economy. While the global frameworks of the SDGs are well intended; they also remain challenged by certain constraints underpinning new transformation paradigms as well as neo-liberal economic framework. The greater task that awaits us is to make this work to remove poverty and chart development pathways, which are planet and people friendly. The 4th Indian Social Work Congress will provide a platform to discuss and deliberate on how the profession of social work can engage itself in achieving the above objectives. At this juncture, where social work profession is undergoing major transformation from local to global level, 4th ISWC 2016 shall pave the way to explore newer dimensions and directions. ORGANISERS: The 4th ISWC 2016 is being organised by NAPSWI and Department of Social work, Mahatma Gandhi Kashi Vidyapith, Varanasi jointly and details of both the organisations are as under: National Association of Professional Social Workers in India (NAPSWI) NAPSWI is a non - profit, non- political, national level organization dedicated to the promotion of standards and enhancement of the status of the social work profession. NAPSWI is one of the largest associations of social work professionals in India. NAPSWI was born in 2005, following the concerns of professional social workers to cater to the need of having an organisation at the national level. Since its inception, it has been making attempts to bring professional social workers on one platform so that a collective identity of the profession could emerge. NAPSWI intends to fulfill the twin purposes of promoting the social work profession within the country together with safeguarding and protecting the interests of social work professionals. Its Secretariat is located at CSRD, Institute of Social Work and Research, Ahmednagar and the office of the President is located at the Department of Social Work, University of Delhi. Department of Social Work, , Mahatma Gandhi Kashi Vidyapeeth, Varanasi Mahatma Gandhi Kashi Vidyapith owes its birth to the educational, cultural & political aspiration of pre-independence India. In fact, it has been the action field of Indian National Movement as also a place of pilgrimage of Indian Socialist Movement. Founding resolution of “Rashtra Ratna” Babu Shiva Prasad Gupt, inspiration of the “Father of the Nation” Mahatma Gandhi and brilliance of “Bharat Ratna” Dr. Bhagwan Das have resulted in establishing this national educational institution of repute. It was inaugurated by Mahatma Gandhi during the non-cooperation movement of the freedom struggle on the auspicious occasion of Basant Panchami on Feb.10, 1921. Some of the illustrious alumni of this institution like Chandra Shekhar Azad, Lal Bahadur Shastri, Pt. Kamlapati Tripathi, Prof. Raja Ram Shastri, B.V. Keskar, A.R. Shastri, Manmathnath Gupt, Pranavesh Chatterjee, T.N. Singh, Harinath Shastri, Bhola Paswan Shastri & Ram Krishna Hegde deserve special mention. Kashi Vidyapith is continuously striving towards the fulfillment of following commitments-

Realizing this need the governing council of Vidyapith, among whom counted some of the eminent leaders of the country, decided to establish the institute of social sciences, later renamed as the School of Social Work, on the 15th August, 1947, providing courses at under-graduate and post-graduate levels for the training of much needed professional personnel for the administration of services and programmes for national reconstruction and development. Since1979 it has become one of the faculties of the University. The Faculty of Social work, KVP has distinction of being first faculty status in the country. The Department of Social Work endeavours to promote a peaceful and inclusive social order through professional social work education and practice thereby its mission is to prepare students to become generalist social work professionals by enhancing their commitment to democracy, peace, human rights, people’s empowerment, social justice, and human diversity. We invite professional social workers in particular and others interested to submit the abstract online through our website. The abstract should not exceed 500 words and it should include the author’s name, designation, affiliating institution, mailing address, contact no., e-mail ID, title of the abstract and text. We are open to accepting the abstract till 31st August 2016. Once the abstract is received, the acceptance will be communicated within seven days. Accepted abstracts of the registered delegates will be published in the book of abstracts. In case abstract is not accepted, the registration shall be valid for participation only, if you so desire otherwise your registration fees shall be refunded after deducting normal charges. Please ensure plagiarism check. Plagiarism is the use of someone else’s work, words, or ideas as if they were your own. Plagiarism is a serious offense and will be treated legally. We propose to have two kinds of presentation oral as well as poster presentation. Only selected papers will be accepted for presentation and should be accompanied by power point presentation and full paper in detail. The length of full paper including tables, diagrams, illustrations, references etc. should not be more than 5000 to 6000 words. The full paper should be in English and typed in MS-Word in Times New Roman with font size 12. Bibliographical references should be arranged alphabetically and given at the end of the text in the APA format (6th edition) only.(The

guidelines are available on NAPSWI website. The full version of paper should be submitted in both hard and soft copy latest by 10th September,2016. For submission of abstract/paper, please go to Registration tab on website. A committee will review the abstracts and the papers. Information regarding acceptance and presentation will be communicated to the authors subsequently. The selected papers will be published in an edited book. Social Programmes: Students’ Forum: The Congress has planned a social work Students’ Forum for student members of NAPSWI with the purpose to provide opportunity to budding social work professionals. The details will be communicated later on. Information Exchange: The Congress will host a book and resource exchange table at the conference venue. You can exchange information with other colleagues. In addition to, print material, we will also accept information in digital form which will be uploaded on NAPSWI website. Please bring information to exchange with others. There are no limits or particular focus. Book Release: The Congress will host Release of Books related to social work published during 2015 to 2016. The authors and/or publishers can submit their request for release of books. Each book release will be given 7-10 minutes time and will be chaired by Eminent Academician/Practitioner (to be decided by a Committee in consultation with author/publisher). This event will be a sponsored event. The Congress will encourage provision

of special price of such books for the Congress delegates. A book comprising of the selected papers presented in 2nd ISWC 2014 will also be released. Souvenir Auction and Sale: The NAPSWI will organise Auction and Sale of gifted items/souvenirs for NAPSWI corpus fund at Indian Social Work Congress 2016. Please remember to bring an item from your state/country that can be placed for sale or auctioned at the Congress Dinner. Tell your colleagues and encourage them to join in and support NAPSWI. Accommodation Information: Congress organizers ensure modest accommodation to all participants upon prior request which will be highly subsidised. Please put your requirement in the registration form. Varanasi City- How to reach? Varanasi is well connected by road, rail and air from Delhi, Lucknow, Mumbai, Kolkata, Chennai, Bengaluru and almost all parts of the country. You are advised to book your ticket in advance. The city has many historical and religious places- Baba Vishwanath temple,Bharat Mata Mandir, Banaras Hindu University, Sankat Mochan Hanuman temple, Monkey tmple(Durga temple), Assi ghat, Dasaswamedh Ghat, Ganga Ghat and many others. Sarnath is one of four holy Buddhist sites sanctioned by the Buddha himself for pilgrimage, located just 12 km from the Hindu holy city of Varanasi. It is the site of the deer park where Gautama Buddha first taught the Dharma after his enlightenment. If you are interested in exploring city and adjoining area, please add one or two day extra for city visit. The organizers will facilitate one day city tour on payment basis.
