INTRODUCTION
The Tauranga Moana and Te Arawa ki Takutai Partnership Forums were established by Western Bay of Plenty District Council in 2014 as governance entities focused on kaupapa Maori. Each of the Partnership Forums has representatives from lwi and Hapu in the Western Bay of Plenty together with the full complement of Elected Members from Western Bay of Plenty District Council. The objectives of the Partnership Forums are to address issues of significance for Maori, recommend ways to enhance Maori capacity and capability to contribute to Council decision making, ensure Council is meeting its legislative obligations to Maori and to build Council understanding of the Treaty of Waitangi.
Te Ara Mua has been developed to provide the means by which the Partnership Forums wi ll achieve their objectives. This plan provides Nga Whetu - a framework for identifying issues of significance for Maori in line wi th Treaty of Waitangi principles that have been adopted by Council and the clear statutory obligations Council has to Maori. The plan also outlines Nga Kaihoe, an annual work programme for the Partnership Forums to drive actions that address issues of significance. The aim is to assist Maori to form effective partnerships w ith Council so that

issues of significance, capacity building opportunities and Treaty issues that have been identified. a~ addressed in the decisions Council makes.
The Partnersh ip Forums acknowledge the importa~e
o f the Long Term Plan. Annual Plan and District Plan as major drivers o f Council business. Te A ra Mua aims to inform and influence those plans and processes and by way of Nga Kaihoe w ill drive acti ons through them that w ill help the Partn ership Forums to achieve their objectives. As the Partnersh ip Forums are comprised of both Elected Members and representatives of HapO and lwi wi thin the Distri ct, Te A ra Mua seeks to reflect the aspirat ions o f all part ies.
The Partnership Forum s need to pri o riti se the issues of significance identified in th is plan and continua ll y review them. This can be done th roug h annual discussions. The Partnership Forums will also develop a robust means o f evaluating the performance of this plan to ensure the objecti ves of the Partnersh ip Forum s are being add ressed . The members of the Partnership Forums see thi s plan as a tool that p rov ides st rong d irecti on and leadership to Counc il. Te Ara Mua is a li ving document that the Partnership Forums will work on continuall y and review and revise where needed.

This flowchart provides a mechanism for assessing whether issues of significance can be progressed through Te Ara Mua. The proposed issue of significance will identify which of the above Treaty Principles it relates to ( these Treaty Principles having already been adopted by Council) It then needs to be determined whether the issue of significance is one that can be addressed by Management and Operations of Counci l. If so, it then needs to be categorised under one of the four well beings of Social, Cultural, Environmental or Economic to develop an action. The issue wi ll then be ready for Implementation and Evaluation.
