TECHNOLOGY AT SAFETY SERVICE - Riflessometro (“Reflexmeter”),

also known as “RCCS” (Riflessometro Car Connection System) is an

electronic device able to detect all factors causing traffic collisions, such

as tiredness, indispositions, as well as alcohol and drug abuse or the

assumption of drugs causing bad effects on psychophysical conditions.

The use of Riflessometro is very simple: test about psychophysical

conditions can be taken using an app, available both for devices supporting

iOs and Androids systems, and connected to installed RCCS through a

wireless connection. The app is able to measure and to process data about

time of reaction between the visual stimulus produced by the device and the

voluntary motoric reaction of the operator.

In case of positive result, the app allows the ignition of the vehicle by the

RCCS. On the contrary, in case of negative result the system does not allow

the ignition. Furthermore, all results are locally stored in the memory of the

app and sent to a central database.

The idea of Riflessometro came from the study of a test

device adopted by aviation pilots in order to assess their

psychophysical conditions before flying. Then, a similar

device to install on vehicle has been developed, in order to

improve personal safety on the road.

I n 2011, in Italy 3860 people died because of traffic accidents.

According to data collected by Istat in 2011, unaccomplishment

of right of way, inattentive driving and high speed represent the

main causes of traffic accidents. Data about accidents provoked

by altered pshycopshycal conditions of drivers are not available, since it is

very hard for police institutions to detect this kind of causes through the

available tools.

The research of new tools able to test psychophysical conditions of drivers

shall be improved in order to provide specific data and to better road safety

and drivers awareness.

In 2010, the General Assembly of the United Nations announced the Decade of Road Safety for the period 2011-2020, in order to further reduce the victims of

traffic accidents

Moreover, Riflessometro can be

used by certain companies in order to

assess conditions of workers and avoid a risky

working environment. In case of negative result of the

test, the supervisor can be informed by a control panel

and receive a text message, an e-mail or a phone call

concerning the worker conditions.

Thus, the system grants a safer environment, as well

as it prevents deathly accidents at work. Under the

economic point of view, the use of the device, along

with decreasing risks, also helps to decrease insurance

bonus of companies.

Last but not least, Riflessometro can be adopted

by police authority as sanction mean: the device

stores and communicates all data about vehicles

which violate traffic laws. Under this point of view,

Riflessometro can replace current devices, such as

speed traps and tutors.

RIFLESSOMETRO AND BREATHALYZER: A COMPARISON - Police and

many companies actually adopt Breathalyzer as the main mean to measure

the alcohol rate of drivers and employees. However, Breathalyzer is not able

to provide precise and truthful measures about the real conditions of the

tested people, with a 95.8% of assessed errors. Moreover, Breathalyzer tests

only alcohol abuse, without detecting drugs abuse or other factors which

affect psychophysical conditions and which are usually the main cause of

deathly car accidents.
