CSSC 2012-2013 College Search Committee Report

March 18, 2013

We, present to the body of the CSSC, the nomination by John Christopher

Morillo (BS Geology - II) of Ms. AryannaCanacan from UP Diliman

The reasons stated by the Mr. Morillo regarding the nomination are as follows

"Background in serving the studentry from her previous experience in the student

council as a council and being servant of the masses through her mass org

Anakbayan."

We, the CSSC, acknolwedge receipt of such nomination last Friday afternoon,

this was March 15, 2013.The CSSC also acknowledges that anyone maybe nominated

to be the 31st Student Regent

To reiterate, the nominees for SR follow a procedure, which includes the

endorsement of CSC which is the CSSC or us in this case. And then it is forwarded to

the USC, which is the USC UPD.

Also, being a nominee deemed sufficient to be endorsed and deliberated by the

CSC, USC entails such requirements of having a good track record as a student-leader

during his/her stay in the university.

As we have reviewed, Ms. Canacan is an outgoing member of the USC 2012-

2013 under Ms. Heart Dino's administration

And she is also a member of the mass organization "Anakbayan" and

"STAND-UP" both of which have continuously uphold its goals selfess service and

collective action for the people of this university and the country.

With these credentials and track record at hand, we left it to the body to have a

motion to endorse the nomination of the said student for the position of Student

Regent

A motion for unanimous decision was raised and was eventually seconded and

approved.

The CSSC approves of the nomination of Ms. Canacan as a nominee for the

position to be the next SR for AY 2013-2014.GASC is set to be held at May, at UP

Miag-ao in Iloilo.

Vision

Ang isang nagkakaisanghanay ng mag-aaral na magiging kritikal at mapanuri sa mga kaganapan sa

lipunan; isang kolektibong hanay na tapat na tutugon sa mga isyu, at mapagpasyang ididirekta ang

laban sa pagsusulong ng karapatan di lamang ng kanilang sector, bagkus maging ng mas malawak na

hanay ng mamamayang Pilipino.

Mission

Magiging instrument ang Student Regent sapagmumulat ng mga mag-aaral, sa pagtataas ng kanilang

kaalaman ukol sa kanilang mga batayan at demokratikong karapatan; at sa pagtitipon ng kanilang

mga isyu at hinaing. Responsibilidad ng Student Regent na maging tulay sa pagitan ng hanay ng mga

mag-aaral at administrasyon; at ang pagbubukas ng lahat ng maaaring espasyo upang makakilos ang

mga mag-aaral tungo sa pagta-tanggol at pagsusulong ng kanilang demokratikong karapatan at

pangangailangan.

GPOA/SPOA

Bilang pinakamataas na representante ng mga mag-aaral sa pamantasan, mahalaga ang paglubog

ng Student Regent sa hanay na kanyang nirerepresenta.

Maglunsad ng Student Congresses sa bawat campus o di kaya ay sa bawat cluster of units ng

unibersidad. Magsisilbi itong venue upang una, makalap ang mga issue at hinaing ng mga

mag-aaral at ng kanilang respective UP Community, at pangalawa, upang mailatag rin ang

pangkabuuang larawan ng UP system sa kanila.

Pagtibayin ang ugnayan ng Student Regent sa iba’t ibang units at mga lokal nitong kolehiyo

sa pamamagitan ng regular na konsultasyon sa kanila ukol sa kanilang mga issue, at sa

regular na paga-update ukol sa mga nagaganap sa UP system. Mamaksimahin ng Student

Regent ang lahat ng venue na maaari gaya ng in-person meetings o di kaya ay via online

communications.

Ibukas sa mga mag-aaral ang mga magiging agenda sa Board of Regents meeting upang

makakalap ng kanilang reaksyon ukol dito, partikular na sa mga usaping direktang

makakaapekto sa mga estudyante ng pamantasan.

Ibukas rin ang opisina sa mga estudyanteng nais magsuplong ng kanilang issue at hinaing.

Maaaring maglunsad ng isang Online Grievance Desk na system-wide ang saklaw. At kung

ano man ang makakalap na isyu rito ay agad na ico-coordinate sa respective local unit para

sa mas mabilisang pag-aksyon.

Mangunguna ang Student Regent sa pag-aaral ng mga isyu at hinaing ng mga mag-aaral.

Sa usapin ng tuition fee at laboratory fees, kung babalikan, nakaangkla ang pagtataas ng tuition

nuong 2006 sa pangangailangan ng pondo upang mapabuti ang mga pasilidad ng pamantasan.

Subalit sa kabila nito ay patuloy pa rin ang pagtataas at paglikha ng mga bagong laboratory fees sa

iba’t ibang kurso, partikular na sa Engineering at Sciences.

Maglulunsad ang Office of the Student Regent ng pag-aaral tungkol sa mga nagdaang

laboratory fee increases sa layuning mapatanggal ang mga ito. Magbubuo ito ng mga

technical working groups na kabibilangan ng mga estudyanteng direktang naaapektuhan ng

fee increase, mga lokal na student leaders at mga mag-aaral na bihasa sa paga-analisa nito.

Dagdag pa riyan ay maglulunsad rin ng muling konsultasyon ang Student Regent sa mga

mag-aaral na direktang naaapektuhan nito.

Maglulunsad rin ang Office of the Student Regent ng muling pag-aaral sa tuition increase.

Layunin nitong makakalap ng impormasyon at datos kung saan napupunta ang dagdag na

tuition, kung nagagamit ba ito alinsunod sa naging proposal nuong 2006, at kung mayroon

nga bang pangangailangan nito.

Sa kasalukuyan ay mayroon ng Proposed Revisions na ihinain para sa Socialized Tuition and Financial

Assistance Program o STFAP ng UP. Dagdag riyan, tatahakin na rin ng iba pang state universities and

colleges ang pagkakaroon ng STFAP, batay sa Roadmap for Higher Education Reform.

Maglulunsad rin ang Office of the Student Regent ng pag-aaral sa magiging implikasyon ng

pagkakaroon ng technical revisions sa STFAP, at ng pagkakaroon ng STFAP sa iba’t ibang

SUCs.

Labas pa riyan ay ipagpapatuloy ng Office of the Student Regent ang pagkalap ng mga

problemang kinakaharap ng mag-aaral sa STFAP, sa teknikal man o ‘di-teknikal na aspeto.

Nitong nagdaang taon rin ay naipinalisa na ang Code of Student Conduct. Ito ang magiging batayan

kung ano ang maaaring maging “corrective measure” ng estudyante o organisasyon, sakaling

sumuway ito sa mga patakaran ng pamantasan. Kabilang sa mga naaprubahang polisiya ay ang

pagbabawal sa mga estudyanteng sumali ng organisasyon, fraternity o sorority hangga’t hindi pa ito

nakakatapos ng isang semestreng residency sa pamantasan.

Katuwang ang mga lider ng iba’t ibang organisasyon, fraternity, sorority at pormasyon ng

mga estudyante sa pamantasan, pag-aaralan ng Office of the Student Regent kung paano

maaapektuhan nitong polisiya ang mga pormasyon sa pamantasan.

Labas pa sa mga nabanggit, sa bawat isyu at hinaing na kakaharapin ng mga mag-aaral, ay magbubuo

ng working group ang Office of the Student Regent. Kabibilangan ito ng mga lokal na leader-

estudyante lalo na kung may partikularidad ang isyu, mga estudyanteng direktang naaapektuhan

nito, at ilang bihasa kung kakailanganin. Layunin nitong mapalalim ang kaalaman ukol sa isyu upang

makapagbuo ng solidong tindig hindi lamang ang opisina kundi maging ang mga mag-aaral.

Mahalagang bigyang diin ang epektong ng mga kagnapang ito sa pampublikong karakter ng

pamantasan.

Subalit higit sa lahat, ang Student Regent ay hindi lamang isang representante ng mga mag-aaral,

kundi isang elemento na magtataguyod ng mga demokratikong karapatan ng mga mag-aaral sa

pamantasan.

Magsisilbing venue ang Office of the Student Regent upang makapaglunsad ng kampanya

ang mga mag-aaral hinggil sa isyu. Katuwang ang iba’t ibang lider-estudyante, pormasyon at

mga indibidwal, mamaksimahin rin ang iba’t ibang porma na maaaring gamitin upang

mailunsad at maisulong ang kampanya.

Maglulunsad ang Student Regent ng mga aktibidad na alinsunod sa mga layunin ng

kampanya gaya sa porma ng mga forum, documentary film showing, open discussions at

debates upang maipaabot ang isyu sa mas malawak na audience.

Paiigtingin ng Office of the Student Regent ang panawagan para sa student representation,

higit lalo na sa mga katawang magbubuo ng polisiyang makakaapekto sa mga mag-aaral.

Kakatuwangin ng Student Regent ang mga lokal na lider-estuyante upang maitulak ito.

Mangunguna at magiging kabilang rin ang Student Regent sa mga alyansang bubuuin ng mga

mag-aaral upang maisulong at maitaguyod ang kanilang mga demokratiko at batayang

karapatan, at magiging katuwang ang Student Regent sa pagpapalawak ng saklaw nito.

Titiyakin ng Student Regent na sinusunod ng pamantasan, Armed Forces of the Philippines at

ng Philippine National Police ang Sotto-Enrile Accord, upang patuloy na maging malaya ang

komunidad ng UP mula sa militarisasyon. Sa kabila nito ay sisiguraduhin ng Student Regent

na papanagutin o di kaya’y mananagot ang sinumang lumabag o lalabag dito.

Mangunguna ang Student Regent sa pagtutulak na magkaroon ng mas mataas na subsidyo

ang pamantasan pagdating sa usapin ng seguridad. Ngunit labas pa rito ay paiigtingin rin ng

Student Regent ang ugnayan sa iba pang sector ng UP community upang maitulak ang

community security.

Paiigtingin ng Student Regent ang mga kampanya laban sa human rights violation. Kabilang

na rito ang pagkampanya laban sa red tagging sa loob at labas ng pamantasan, at ang mga

panawagang ilitaw ang mga kapwa iskolar na sina Karen Empeno at Sherlyn Cadapan at ang

pagpapalaya kay Maricon Montajes.

Bilang isang Iskolar ng Bayan, mangunguna rin ang Student Regent sa pagbabalik at muling

pagsandig ng mga mag-aaral sa iba pang mga sector ng UP Community at ng lipunan.

Maglulunsad ang Office of the Student Regent ng mga basic masses integration. Layunin

nitong mas mapalalim ang pagkakaintindi ng mga mag-aaral sa isyung kinakaharap ng iba

pang sector sa lipunan, at mas pagtibayin ang pakikiisa ng mga mag-aaral sa mga kampanya

ng ibang sector.

Maglulunsad rin ang Office of the Student Regent ng iba pang aktibidad na magiging venue

para mailapit sa mag-aaral ang isyu ng ibang sector gaya ng documentary film showings at

open forums. Sa mga ganitong aktibidad ay kakatuwangin ng Student Regent ang iba pang

sector para sa mas masigla at malaman na talakayan.

Mangunguna ang Student Regent sa pakikiisa sa mga kampanya at laban ng iba pang sector

sa loob at labas ng pamantasan, gaya ng mga kampanya para sa karapatan sa lupa at sa

nararapat na sahod para sa mga manggagawa.

Isusulong ng Student Regent ang transparency and accountability sa bahagi nito at sa bahagi na rin

ng administrasyon.

Regular na magpapablisa ang Student Regent ng mga report tungkol sa mapag-uusapan at

resolusyong mabubuo ng Board of Regents sa bawat meeting nito. Dagdag pa riyan ay

maglalabas rin ng financial report ang opisina kada apat na buwan.

Regular na maga-update ang opisina tungkol sa mga aktibidad at kampanyang isinusulong

nito – lokal man o system-wide. Maglalabas rin ng report at documentation ang opisina

pagkatapos ng mga aktibidad nito.

Sa bahagi naman ng administrasyon, maglulunsad ng pag-aaral ang Student Regent

katuwang ang iba pang lider-estudyante ukol sa mga kontratang pinasukan ng unibersidad at

gagawing pampubliko ang magiging resulta nito. Para sa mga papasuking kontrata ng

pamantasan, titiyakin ng Student Regent na hindi ito sasagka sa mga demokratiko at

batayang karapatan ng mga mag-aaral.

Labas pa sa mga ito, isusulong rin ng Student Regent ang ilan pang mga proyekto.

Mahalagang magkaroon ng liaison officers ang opisina ng Student Regent sa iba’t ibang

campuses ng pamantasan. Kabilang sa magiging liaison officers ay myembro ng mga local

student councils. Maliban pa sa pagiging tulay mula sa mga local na unit papuntang system-

wide, ang mga liaison officers ang titipon ng mga makukuhang volunteers ng opisina sa iba’t

ibang campus.

Sa panahon ng malalaking sakuna, mangunguna ang Student Regent sa pagco-coordinate ng

donation drive sa iba’t ibang units. Mangunguna rin ito sa pakikipag-ugnayan sa mga

organisasyon at pormasyon sa pamantasan upang makalikom ng mga donasyon.

Maglulunsad rin ang Office of the Student Regent ng isang bukas na talakayan kasama ang

mga nagdaang Student Regent at mga kasalukuyang lider-estudyante. Layunin nitong

magbigay espasyo upang makapulot ng aral ang mga kasalukuyang lider-estudyante mula sa

mga naging karanasan ng pamantasan nuon.

Upholding the Mandate to Serve for Genuine Public Service for the University and the Nation:

A Vision towards Fulfilling the Mission of the UP Office of the Student Regent

UP Student Regent Nominee

As Iskolars ng Bayan, our public service involvement has been one of the highest ideals as we have seen the power of solidarity and collective struggle of our predecessors that lead to the re-establishment of the student councils and the institutionalization of the Office of the Student Regent and, at the same time, as the student leaders of the 1970’s and 1980’s fight the Martial Law Regime with the belief that genuine student representation is tantamount to protecting the welfare not only of the students but also of the marginalized and underrepresented sectors of the society. In recognition of this capacity of the students in releasing such capability towards social change, Article II Section 13 of the 1987 Constitution provides that the State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, intellectual and social well-being. It shall inculcate in the youth, patriotism and nationalism, and encourage their involvement in public and civic affairs. The recognition of the long-fought struggle for genuine student representation has also manifested via Executive Order 204-A, Series of 1987. This policy sealed the fate of the Office of the Student Regent as a permanent institution that serves as the voice of the Iskolars ng Bayan to the highest policy-making body in the UP System, the UP Board of Regents. Since its establishment, the Office of the Student Regent, as an institution, has struggled to protect the public service character of the University through relevant campaigns and policy alternatives such as the yearly call for the greater state subsidy, priority spending and public investment not only for the University but for Basic Social Services (Education & Healthcare), sharp critique on the current implementation of the Socialized Tuition Financial Assistance Program and its numerous revisions, the removal of repressive university policies on students, student organizations, fraternities, sororities and varsities by asserting greater student participation in the crafting of the student code of conduct, promotion of maximum student representation for all of the student councils to be represented in their respective college and university administrations and upholding issues of the general populace and the marginalized by advocating for the repeal of libellous Anti-Cybercrime Law & the ineffective Comprehensive Agrarian Reform Law, outright condemnation of the culture of impunity that lead to the Ampatuan, Maguindanao Massacre and the demand for justice for Karen, She, Lordei, Given Grace and Kristel who are victims of the social ills of

militarization, gender-based violence, patriarchy and poverty even magnified by the certain irrational and unfair organizational and leadership culture among administrators within the University itself. In short, as UP System-wide Student Council Chairperson Lean Alejandro says: “The place of honor is in the line of fire” and the holders of the office for the past years have faced crossfire just to protect the honor and integrity of the Office, even going against not only the status-quo but even a former holder of the office for good governance or in other cases, sacrificing themselves just to show what is fairness and justice in the University Governance. As we move forward towards the 105th year of the Premier State University and National University, we must go back and analyse our shortcomings, claim our collective gains & victories , assess our path and plan for our future goals to achieve greater heights and reap more victories. Now more than ever, the Student Regent must be

principled in pursuing the interests of the Iskolars ng Bayan and the Public and in the fulfilment of these duties not just merely represent for representation’s sake, but he/she must be able to pro-actively protect and advocate for the students’ rights and development. The OSR as a Catalyst The Office of the Student Regent does not exist in a vacuum, nor is it solely devoted to the aspirations and ideals of the student body. The Student Regent is a public official but recognizes the students as its direct constituency by virtue of the election. However, the Student Regent is also a public office, duly paid for and maintained by the public. To assume that the Office of the Student Regent is the end-all be-all of the public’s goals and aspirations is to assume that one person can do it alone. Throughout history, this has been proven false. The Student Regent should first distance himself or herself from the perspective that it is an office where power resides. It should not be venerated as a symbol of power. It should be considered merely a catalyst to further social progress. Principles:

The Office of the Student Regent should be a catalyst for social change.

The Office of the Student Regent should be a representative of the students and of the people.

The Office of the Student Regent should uphold the public character of the office and translate it to the empowerment and reorientation of UP as a University of the People

The Office of the Student Regent should recognize the power of unified action – beyond the politics lies a unity of perspectives that aim to empower the university and the people.

People: The true goal of the Office of the Student Regent should first and foremost, be in service of the people. Recognizing that UP students is the direct constituency of the office is also recognizing that beyond being a UP student, the individual is a component of the society. These programs aim to empower as well as exhibit the true nature of the iskolar ng bayan – an agent of change, an agent of social progress, but more importantly, affirm the public character of the university through the involvement of the iskolar ng bayan. The Student Regent commits to be in service of the students and the people. The Student Regent affirms the public character of the University of the Philippines. ***General Program of Action to be discussed during the deliberation on May 18-19, 2013 in UP Visayas.

VISION-MISSION STATEMENT Hanna Keila Halog Garcia Nominee, Student Regent

We are at a time when education in the University has become and continues to become increasingly inaccessible to a vast majority of Filipinos. Now we are faced with another structural revision of the STFAP, and dormitory and laboratory fee increases are pending in almost all UP units, even while there are mechanisms ensured by the past Student Regencies to apply the concept of genuine and “comprehensive consultation” – a concept agreed upon during the term of Student Regent Cori Co in the BOR. Even student organizations, catalysts of student involvement within the various campuses, are little by little suppressed through the imposition of policies and requirements that essentially limit the constitutionally mandated right of organization and the youth’s mandate in nation-building. Pockets of student representation in different UP units are removed in the past years, such as in the case of the UP Cebu Student Council and UP Mindanao University Student Council losing their seats in their respective unit’s administration in the period of 2009-2010, while the change of administrative leadership of the UP Manila College of Arts and Sciences led to the removal of its student council’s representation in the governance of the college. Another such examples are the remaining observer statuses for UP CSWCD Student Council and UP Baguio University Student Council in their respective administrations.

The issue of university security has been one of debate and lamentation as evidenced by recent incidents

of crimes that victimize the lives of our fellow Iskolars ng Bayan, like in the cases of Lordei and Given Grace. More than that, the cases of the missing UP Students Karen and She, as well as the prevalent entry of the forces of the police and the military in the university (particularly in Regional Units such as those in the South) are carrying the potential threat to the students’ constitutional right to freedom of expression vis-à-vis dissent. Despite a nominal increase in the budget of the University of the Philippines, other remaining State Colleges and Universities in the country are forced to be self sufficient under the logic of Zero-Based Budgeting and RPHER. The famed “bottom-up approach in budgeting” of the current State administration has actually proven, time and time again, to not be applicable in the affairs of our very own Premier State University & National University. Case in point, right under our very own noses, an extremely prejudicial “Forced Leave of Absence” policy had already been implemented in UP Manila that, while initially denied by those in authority, had in fact affected more than 80 students. If not publicized for being an influential factor to the death of Behavioral Sciences Freshman student, Kristel Tejada, UP President Pascual would most probably not have even condemned such administrative measure. These are just a few of the issues have been confronted and will continue to confront the Office of the Student Regent.

This upcoming school year is the most opportune time for the Student Regent to unify all the studentry

under the banner of asserting rights to move forward these issues not only within the confines of our University but to the Philippine Government – a social institution mandated to support and develop each and every Iskolar ng Bayan. More than ever, this is also a time for the Office of the Student Regent to be more transparent, accessible, accountable, and approachable to its constituents. As such, I humbly propose that we achieve what I believe ought to be its three-pronged function: 1.) A Bastion of Students Rights and Development; 2.) A Policy, Program and Legislative Think-tank, and finally 3.) As a Vanguard of National and Local Issues. Following through with this approach would be instrumental in the fulfillment of the university’s mandate as, truly, a public service university, labeled such by no other than the UP Charter.

The Office of the Student Regent, despite geographic limitations, must be accessible to Iskolars ng

Bayan in all UP campuses within the country. The institution must maximize effective and modern means of information & communication technologies by a creation of an online consultation mechanism for students and student leaders alike, and must devote time and resources to be physically present via regular campus-hopping (“courtesy calls”) for visits to University and College Student Councils, organizations, fraternities, sororities and even the various political parties to ensure that all of their concerns, even their specific advocacies are considered by the OSR. The Office of the Student Regent must strengthen present mechanisms, through helping shape existing institutions like the historically rooted KASAMA sa UP, but must be open to develop and support new groups that cater to the issues of the subsectors of the University, such as the working students, student, research & graduate assistants, cultural organizations, varsity players and the graduate students. Moreover, the OSR must create innovative mechanisms for students to air their grievances to the BOR via the creation of OSR Unit Teams – such that I propose to call, the OSR Commissions (and their respective members, the OSR

Commissioners) - and an accessible mobile and online hotline to address issues in real-time in every UP campus. These shall be distinct from the student councils but at the end of the day, still in coordination with them, in order to effectively and efficiently mount campaigns and projects in a university system that spans the entire archipelago.

The Office of the Student Regent must also be accountable and transparent. The Office must

constantly communicate the agenda of the Iskolars ng Bayan through regular press releases to be published in campus papers, disseminated through social media and even in mainstream media. With this, the Office of the Student Regent may also maintain an interactive website to ensure access to information that pertains to the BOR’s agenda.

The Student Regent must also not only represent and ensure the rights of present students of the

University but of every Filipino aspiring to enter UP, and for all Filipinos who look up to the University as an agent of change and as an incubator of the nation’s progress. Decisions passed by the Board of Regents are policies that shape the destiny of UP and affect present and more so, future UP students. Policies in UP are also echoed among many other public institutions of higher learning across the country, and affect every Filipino’s chance of achieving formal higher education. As such, the Student Regent must always and continue to be grounded on the principles of free and accessible education for all Filipinos, especially whenever he is confronted with the many issues that tend to limit access to this inalienable right.

The Office of the Student Regent must be firm with the principles of public service, despite adversity,

as it has been proven by history that the University has been also a testing ground for commercialization and commodification of education (even in healthcare). Evidence of this resonates through the years: from the time of the LTHEDP to RPHER, Private Accreditation of the University, numerous STFAP revisions, utilization of idle assets for commercial purposes, even ISO-certification of the PGH with the help of Moody’s International. Now with the implementation of the K to 12 and other such similar policies, the OSR must have lead comprehensive research and data-gathering in order to mitigate the effects of these policies as technocrats, policy-makers and administrators are undeniably either misguided by the usual culture of bureaucracy or deeply influenced by political patronage. The OSR is established by the collective action led by social movements for genuine change, and historically, has always drawn inspiration from such. Through this vision, the holder of the office must ensure that UP students themselves, together with their humble but dignified representation in the BOR, and the rest of the student formations, pursue a path for the betterment of the university and the nation.

With all humility and modesty, I submit as such my vision and mission for the Office of the Student Regent

as a nominee for the position of Student Regent.

College Search Committee Report on the Conducted Deliberation for Student Regent (SR) Nominees

The College Search Committee (CC) deliberation for Student Regent nominees was conducted

on March 15, 2013 at the Student Union Building in UPLB. Present during the event were members of

the College of Human Ecology Student Council 2012-2013 and Mr. Allen Lemuel G. Lemence, a Student

Regent nominee.

The CC received two nominations from the student body. Mr. Marvin A. Noces, a member of the

CHE Student Council nominated Mr. Alon Velasquez from the College of Development Communication.

Reasons stated by Mr. Noces for nominating Mr. Velasquez included good quality of leadership skills,

high awareness in national and campus issues, and the desire of the nominee to serve the people. Mr.

Alon Velasquez is an incumbent College Student Council Councilor of the College of Development

Communication. He is also a member of the Philippine League of Development Communication Students

and of the UPLB Babaylan. Mr. Velasquez is a convenor of the Save Bondoc Peninsula Movement and

UPLB STOP TOFI.

Another nomination was filed by the members of the UMALOHOKAN, INCORPORATED with Mr.

Allen Lemuel Lemence, an Industrial Engineering student, as their nominee. Mr. Lemence emphasized

the significance of having a Student Code and genuine representation of the UP studentry by the

Student Regent. When asked what could be the role of the Student Regent in educating the people

especially the youth about issues of national concern, he stressed on the ability of the Student Regent to

influence people by providing stands and official statements and mobilizing the people.

At present, Mr. Allen Lemuel Lemence is a member of the College of Engineering and Agro-

Industrial Technology Student Council and the Executive Vice-Chairperson of the KASAMA sa UP. He is

also a former member of the UPLB University Student Council.

The committee has decided to endorse Mr. Alon Velasquez and Mr. Allen Lemuel Lemence as

Student Regent nominees to the University Search Committee (UC) for the following reasons:

a) the nominees were able to connect the issues of the University of the Philippines to the issues of the

people outside UP;

b) the nominees were firm in their stand that education is a right and that we have to assert for

sufficient state subsidy and scrap all repressive policies in education;

c) the nominees were highly aware of the conditions of the basic masses outside UP since they have

already joined several integrations with different sectors of the society and it is important to note that

integrating with masses in promoting a mass-oriented UP education;

d) the nominees were incumbent members of their respective College Student Councils which reflects

the trust of their constituents to them as student-leaders;

The College of Human Ecology Student Council strongly believes that Mr. Alon Velasquez and

Mr. Allen Lemuel Lemence can assure genuine representation of the 50,000 UP students inside and

outside the University of the Philippines.

REPORT OF THE UPLB UNIVERSITY SEARCH COMMITTEE IN LIEU OF THE CONCLUDED COLLEGE AND

UNIVERSITY-WIDE DELIBERATIONS Submitted in accordance to the requirement set by

General Remarks Last March 21, the UPLB has concluded its University-wide deliberations to select its official nominee to the 31st Student Regent Selection which will be held on May 4-5 at the UP Miag-ao Campus, Iloilo. The deliberation was held at the SU Amphitheater. The University-wide Deliberation has been presided by the University Student Council with Arthur Kent Holt, incoming USC Chairperson, as its presiding officer, duly assigned by the outgoing USC Chairperson Ms. Abegaille de la Cruz. The event has started around 7:30pm and has been concluded around 2am. All UPLB Student Councils were able to send representatives who were also present until the end of the event. Incumbent and outgoing council members, organizations, and individual students have composed the audience. Consensus-oriented and guided by proper parliamentary procedures, the body was able to democratically select Mr. Allen Lemence from the College of Engineering and Agro-Industrial Technology, BS Industrial Technology ‘10, as the official UPLB Nominee to the 31st Student Regent Selection. He is also an outgoing councilor of his College Student Council, CEAT-SC. Details of the recently concluded selection are listed below. This report is divided into three Major Points: Pre-Deliberation, Deliberation Proper, Post-Deliberation.

PRE-DELIBERATION As early as the 1st week of March, the UPLB Student Councils were able to cascade the public announcement made by the OSR regarding the 31st Student Regent Selection. At the start of the 2nd week, the University Student Council were able to release Publicity Materials online. We are also able to post these materials on distinguished academic buildings. College Student Councils were also able to echo these announcements to their respective constituents.

The presiding officer has called the attention of the deliberating body. Beforehand, the nominees were oriented of the general flow of the program. Through drawlots, the order of presentation of GPOA and CV, as well as the order of individual deliberation, were determined. This was the order followed: 1. Alon Velasquez 2. Reniel Villaflor 3. Kristyn Getlain 4. Allen Lemence Due to academic reasons, Mr. Allen Lemence has arrived late and was deliberated on a different time within the event. He has also presented his CV and GPOA in a different time. While a nominee presents his/her CV and GPOA, the other nominees are instructed to stay inside the USC Office as they wait for their turn. Every after presentation of a nominee’s CV and GPOA, a 20-minute individual deliberation takes place. Questions have come solely from the audience. This part of the event lasted for around two(2) hours. After the presentation and individual deliberations of the three(3) nominees – Velasquez, Villaflor, and Getlain, the body has built a resolution to wait for Mr. Lemence’s arrival. Upon building consensus, it was made clear that as the body waits for Mr. Lemence’s arrival, the body shall resume its proceedings. Furthermore, at the time of his arrival, the ongoing deliberation will be stopped temporarily to give way for his presentation and individual deliberation. Mr Lemence has arrived around 10:40pm. After his presentation and individual deliberation, the open-fire deliberation has resumed. The open-fire deliberation has lasted for almost two(2) and a half hours.

After which, the nominees have been excluded again from the event for the Student Councils are set to proceed to their respective college caucuses. Yet it was recognized that a unit may endorse a maximum of two(2) nominees. For this reason, the Student Councils have first decided if UPLB will endorse one(1) or two(2) nominees to the GASC. The body has failed to establish a consensus hence was resolved through casting of votes (1 Council, 1 Vote). There it was resolved that UPLB will endorse only one(1) nominee to the GASC. Afterwards, college caucuses have commenced. Each Student Council is vested with 2 votes, which they could entirely give to one(1) nominee or split it to two(2) nominees. Student Councils are encouraged to build consensus in determining the nominee/s they will vote. Accumulatively, the caucuses have lasted for around 45 minutes. After which, the body has reconvened for the tallying of votes. After all the nominees have rejoined the assembly, the presiding officer has announced the name of the nominee whom the UPLB will endorse. A privilege speech was given by the UPLB nominee to the 31st Student Regent Selection, Mr. Allen Lemence. The presiding officer has made some recapitulations and announcements. The deliberation has been adjourned around 2am.

POST-DELIBERATION College Student Councils have been required to pass a narrative report regarding the concluded College-level and University-level deliberations. *Please see attached files for individual CSC reports.

Earlier yesterday, April 1, Mr. Lemence was able to send his acceptance letter to the Secretariat of the OSR. The University Student Council is now communicating with the UPLB Administration asking to financially support the Student Councils which will participate the upcoming General Assembly of Student Councils. Additional Remark We would like to apologize if the UPLB UC is not able to submit its report to the OSR on time. I, Mr. Arthur Holt, member of the UPLB UC’s presidium takes up the responsibility for this incident. Delay has been brought about concurrent academic requirements. We direly hope that the OSR, under the leadership of Student Regent Cleve Kevin Robert Arguelles will consider this incident.

Montaño: Well, Victor Gregor Limon is a 3rd yr BS Political Science student in the CSSP in UP Diliman. 54

I've known him as a writer for the Philippine Collegian and as a fellow member of Solidaridad. 55

I've seen how he works. I always appreciate his articles as they always carry the interests of the 56 students and the people. 57

Denila: Considering that he is a writer, is he visible to the students? like joining mass actions? 58

Montaño: As a political science student, he has been active in various student and youth campaigns 59 particularly on movement to junk cybercrime law which was also spearheaded by CEGP. 60

Bargamento: How about his grades? 61

Montaño: victor's academic standing is consistently good. 62

Dumasig: how about for the students? What are his concrete actions that were accomplished for the 63 students? 64

Montaño: i believe that his active participation as a writer for the Philippine collegian is a service to the 65 students one cannot simply gloss over. Writing about students and people's issues every week is a 66 concrete action already. 67

Degamo: writing the student's and people's issue re their rights and welfare every week in kule is concrete 68 enough for him to be nominated. aside from that, being able to know the issues and what he writes, it is 69 clear nga he has immersed with the students considering his vantage point and stand on different concerns 70 faced by the students, both locally and nationally. 71 72

Gumanao: based from what I read from his articles in kule and from his others, I saw his consistency to 73

promote and defend STRAW and the people’s issues as well. 74

Trocio: Considering UP's fading public character, we need a SR that will know how to protect student and 76

people's interests. His rich experience as a writer who strives to expose people's issues and voice out 77

students' concerns, is a proof that he can lead the students towards greater victories. 78

After manifestations were done, the body was amenable to nominate Victor Limon as the next 90

Perez informed the body that only outgoing student representatives will be allowed to cast their vote for 94

the next SR. Chairperson Cabatingan said that the budget officer told him that the council has 75k in the 95

accounting office, this means that more people can go. 96

ictory is fostered by the strength of our principles, the unity of our action.

As we usher in a new academic year, students of the University of the Philippines again

face the challenge of building and mobilizing a strong and united student front against

the perennial challenges to our common goals for the university.

For while the national university is yet to receive the state support it needs to guarantee

that UP education is accessible and affordable, students and other sectors of the university

meanwhile face policies which threaten UP’s mandate to accomplish academic excellence and

service to the nation.

More than five years since the UP tuition hike in 2007, the flaws of the Socialized Tuition

and Financial Assistance Program (STFAP) have led us to consider the facts. For instance, from

2007 to 2012 alone, only 1 out 10 UP students receive free tuition, according to data from the

Office of Scholarships and Student Services (OSSS). As a result, we begin to share a desire to

forward a genuine alternative to the STFAP and other policies which limit the accessibility of

education in UP.

Every year, declining government subsidy pushes the university administration towards

corporate partnerships and other projects designed to generate internal income—an omen which

foreshadows the future of public higher education under President Benigno Aquino III’s long-

term policy of forcing state universities and colleges toward self-sustainability.

Outside the borders of our campuses, these university issues echo the urgency of crises

which continue to hound our society—wages remain low, our democratic institutions remain

weak, social services remain under-funded, while our basic human and civil rights are

undermined by the state.

Indeed, for the students of a university whose very existence is owed to the Filipino

people, nothing is more urgent than the call for greater involvement in the local and national

community—not only as we graduate and pursue our chosen fields but also while we are

nurtured within the university.

It is in this light that the Office of the Student Regent (OSR) serves a unique and crucial

role. As the sole representative of around 50,000 students across the UP system to the

university’s highest policy-making body, the Student Regent (SR) must tap into the OSR’s huge

potential in strengthening the unity of its constituents through a representative, comprehensive,

and concrete agenda.

The SR must embody this agenda and be a decisive voice in shaping the policies of the

university. Solidly backed by the support of student councils, institutions and organizations, and

in concert with the other sectoral regents, the SR would be fearlessin asserting our just demands.

Through the OSR, we envision a university whose unity is enriched by the diversity of

experiences in the UP community. We envision a university unwavering inits resolve to uphold

the right to education and whose vital mission isto serve our nation and our people. We envision

a university that is united and at the forefront of the call for social justice.

f. Assist student institutions, such as campus publications, in codifying rules for

their organization and administration.

g. Maximise the potential of alliance-building with student organizations,

fraternities, and sororities in advocating the rights of students and other sectors

of the UP community.

h. Coordinate with college and university student councils in delivering services

(e.g. renovations and repair of facilities, improvement of library collections and

subscriptions, etc.).

i. Forge partnerships with non-government organizations, civil society

organizations, sectoral groups, and student formations in other universities, in

firm opposition to government policies which are against the national interest

and the welfare of the Filipino people.

j. Intensify the involvement of UP students in the fight for genuine land reform,

decent wages and benefits for workers, and the protection of basic human and

civil rights.

UNIVERSITY OF THE PHILIPPINES MINDANAO REPORT OF THE UP MINDANAO COLLEGE SEARCH COMMITTEE 31st Student Regent Selection 18 March 2013

The College Search Committee (CC), composed of the College of Humanities and Social Sciences and

College of Science and Mathematics Student Council and other Student leaders from different

organizations, met last March 18 at the CHSS Building Room 105 to deliberate the lone nominee for

student regent from the UP Mindanao campus, Ms. Krista Iris Melgarejo, a 6th year BS Food

Technology student.

The CC received the nomination form on March 15 from Ms. Marianne May Loquias, a 4th year BA

Anthropology student of CHSS and currently the prime chancellor of the Dalub-aral ng mga Ugnayan

Galing at Organisadong Ningas na Ginagabayan ng Antropolohiya (DUGONG-Antro), a recognized

academic organization in the University. Ms. Loquias nominated Ms. Melgarejo based on the nominee’s

performance during her term in the UP Mindanao University Student Council AY 2010-2011 and in her

capacity to lead and voice out the students’ and people’s interest.

The nominee was given time to present her vision. It was noted that she recognized the continuing

decline of UP’s public character and the students’ vital role to restore it to the University of the People – a

University that will truly serve the nation, which can only be achieved through the collective strength of

the students. In line with the recent incident involving a UP Manila freshman, for her, it was a wake up

call and now is not the time for division as the history of the Office of the Student Regent and the student

movement has proven that divisiveness has paved the way for anti-student and anti-people policies in the

university.

The members of the Committee also raised several questions to be answered by the nominee ranging

from issues inside the University (e.g. STFAP Bracketing Scheme, Tuition and Other Fees Increase, etc.)

to national and peoples’ issues (e.g. Human Rights, Public-Private Partnership, etc.), in order to

determine her stand on different issues and the quality of representation she will offer if chosen to be the

next student regent.

The Committee sees that she is fit to be a nominee for the student regent position based on her

experiences as reviewed by the committee and her views and stands on different issues concerning the

students and people.

UNIVERSITY OF THE PHILIPPINES MINDANAO REPORT OF THE UNIVERSITY SEARCH COMMITTEE 31ST STUDENT REGENT SELECTION 01 April 2013

As recommended by the College Search Committee, Ms. Krista Iris V. Melgarejo, was subjected

to the University-wide deliberation. The University Search Committee composed of the

incumbent and incoming University Student Council members and student leaders from different

organizations met on April 01 at the CHSS Building Room 105.

The nominee was given time to present her Vision paper and General Plans of Action (GPOA).

Her vision paper entitled ‘Reclaiming the University of the People’ talked about the militant

history of the Office of the Student Regent as a product of continuous assertion of our democratic

rights and that the strength of the office is dependent upon the collective strength of its

constituents. For the past few years, the University has been in an increasingly compromised

position. It has repeatedly been asked to choose between institutional survival and its primary

obligation to educate the Filipino people. It was forced to implement anti-student and anti-

student policies pushing more poor students to the periphery like Kristel Tejada, further from the

quality education they rightfully deserve. This is the challenge that the Office of the Student

Regent now faces and only through collective action of the different sectors in the university that

we can achieve greater victories. And with this, divisiveness is our greatest enemy and that we

must reclaim the university for the people.

During the open forum, the nominee was bombarded with different questions involving issues

inside and outside of the university. And here are the highlights:

What are your concrete plans in order to encourage students to participate on different

issues?

Students will only participate if they fully understand the issue and political

consciousness can only be achieved through intensive forums, group discussions, etc.

We must provide venues for the students to discuss issues and present their stands in

order to come up with the sharpest line.

What can you say about the statement that ‘activism s passé and irrelevant to the present

time’?

People who believe that activism is passé are ignorant of history. Some concrete

examples are the reduction of working hours to 8, women’s right to vote and the like.

Our rights are not served in a silver platter rather they are product of struggles.

Reforms are only part of the struggle; it should be partnered with mass movement.

If you get to be selected, what will be the first issue you’ll address?

It will be the democratization or accessibility of UP education.

After the open forum, the members of the committee discussed and came up with a unanimous

decision to let her advance and be subjected to the system-wide deliberation this coming May

2013 based on her experience as a local student leader, her vision and General Plans of Actions

Reclaiming the University of the People Krista Iris V. Melgarejo

University of the Philippines Mindanao

UP Mindanao is a university at the periphery. Being a relatively younger constituent unit in the system, it

is still quite struggling to properly establish itself as one of the premier universities in the island but this

requires a lot of support from the University administration. Unfortunately, due to the lack of budget,

there are not enough items for the faculty and staff and there are shortages in facilities like classrooms

and laboratories. The plight of marginalized students throughout the UP System resonates with the

plight of our humble campus, as it resonates with the history of the Office of the Student Regent.

The institutionalization of the OSR was not handed to the students on a silver platter; rather it was a

product of our continuous and tireless struggle to assert our democratic rights. From the periphery as a

mere observer in the meetings of the Board of Regents, our collective and militant action has claimed

for the students the power to be represented, vote and voice out our interests among University

administrators and Malacañang appointed regents in the highest policy-making body of the University.

Yet, the OSR should not be put upon a pedestal or in an ivory tower. Without the collective support of

the students, the Student Regent is powerless and voiceless in the BOR. What is one compared to the

strength of fifty thousand?

The importance of harnessing this strength is now as urgent as ever. For the past few years, the

University has been in an increasingly compromised position. It has repeatedly been asked to choose

between institutional survival and its primary obligation to educate the Filipino people. It was forced to

choose to increase tuition and other fees by 300% in 2006, and it is forced to choose every year that the

government slashes the budget for education. These schemes have driven more and more poor

students to the periphery, students like Kristel Tejada, further from the quality education they deserve.

And this reveals our primary task at hand – we need to reclaim the University of the People!

Reclaiming it not only means asserting for a higher budget but it also includes a reorientation of its

obligations to the Filipino people – it is to produce graduates who are intellectually capable but are also

prepared to heed the call of the time to serve the people.

This is the challenge that the Office of the Student Regent now faces, a historic task that not only affects

those who are in UP right now, but also those who will be in UP in the future; not only students but

other sectors in the UP Community. To achieve greater victories, it is also important that we join forces

with these sectors and the broader mass of the Philippine society. It is in uniting that we realize that all

our issues, though on the surface appear to be different, can all be rooted in the pervasive ills of social

inequality and injustice.

This historic task also reminds us of another lesson from the history of the student movement. Genuine

student leadership does not dwell on bickering and political differences, for this distracts us from our

primary roles as vanguards of student rights. It is during these periods of distraction and derailment

that anti-student and anti-people policies are approved, to the detriment of our welfare.

And with this, the message is clear, not only for the OSR but also for each of us – divisiveness is indeed

our greatest enemy that shrouds the fact that we are all at the periphery, and that we must reclaim the

University – not just for the students but also for the Filipino people.

General Plans of Action

For decades, the OSR, together with other student leaders and sectors inside and outside the University,

has been at the forefront of the students’ and the Filipino people’s struggle to assert our democratic

rights. We envision the OSR to continue its primary and historic role by combining the lessons provided

by the past while continually experimenting to improve and develop new methods and practices for the

future.

More specifically, we aim to do the following:

On Democratic Governance and Genuine Student Representation

1. Consult, update and inform of Board activities and resolutions

2. Work closely with college and university student councils, student publications and other

student formations to strengthen student – OSR relations

3. Strengthen OSR volunteers in every constituent unit

4. Revitalize student participation in summits and congresses

5. Engage students in broad and deepened discussion of issues that serve their sectoral and

national interests

6. Explore other venues and platforms to widen student participation in decision making, even

outside formal structures

Continue to Struggle for our Right to Education

1. Continue to assert for higher state subsidy and accessible education for all

2. Call for the scrapping of the Socialized Tuition and Financial Assistance Program (STFAP)

3. Review existing fees and push for the scrapping of unjust fees

4. Review the existing and future development programs inside the University

5. Unite with other student regents and trustees from other universities and colleges

On Our Democratic Rights

1. Campaign for student representation inside the decision making bodies in every constituent unit

2. Integrate and unite with the different sectors of the UP community

3. Unite with the other sectoral regents to push for the interests of the community inside the

Board

Engage Students to Play a Role in People’s Issues

1. Support and advocate for the resumption of the GPH-NDFP peace talks

2. Support and advocate for the right to self determination and ancestral domain of the Moro

people and the indigenous peoples

3. Human rights in various social spheres

4. General, unconditional and omnibus amnesty for political prisoners

5. Genuine agrarian reform for the farmers

6. National industrialization

7. Wage hike for workers

8. Women and LGBT rights
