    The government needs to open a new round of nationality verification for migrant

    workers after one million workers failed to register, activists say.

    Rights activist Somchai Homla-or said yesterday one million migrant workers failed

    to apply for verification by the Feb 28 deadline.

    Many foreign workers are unaware of the verification requirement and some fear for

    their safety if they have to travel back to their countries to verify their nationalities, he

    told a seminar on the government's policy on national verification of alien workers.

    Anyone who fails to apply will be deported.

    Mr Somchai said deportation would hurt many businesses which rely on migrant

    workers.

    A new round of applications would avert a possible labour crisis, he said.

    The Labour Ministry should offer incentives for those who pass nationality

    verification such as social welfare benefits, health and education services, he said. A

    proper welfare system would enable illegal workers to declare themselves and work

    legally. It would stop them being exploited by selfish employers or labour officials.

    The seminar was held by labour organisations and the National Human RightsCommission.

    The organisers said the government should ask Burma to allow verification of its

    citizens in Thailand to save the workers travel costs.

    Anurak Thotsarat, of the Employment Department, said about 250,000 migrant

    workers from Burma, Laos and Cambodia had undergone the verification process.

    Of this number, 140,000 were Burmese.

    Mr Anurak said the verification of Burmese workers was proceeding slowly because

    many made mistakes filling out their applications.

    Obthip Pukkawan, director of the Office of the Workmen's Compensation Fund under

    the Social Security Office, said the labour law provided equal protection to Thai

    workers and migrant workers.

    However, the Social Security Act did not cover some segments of the workforce such

    as household maids and streetside stall vendors.

    New Delhi (Mizzima) A total of more than 60 migrants and NGO workers were

    returned to Burma today from the northeastern Indian state of Mizoram, amid a

    random crackdown on illegal migrants, witnesses said.

    Burmese workers from clothing factories in many wards, including Ramhlun Southand Ramthar in the state capital of Aizawl were arrested on Saturday for immigration

    law violations. The citys district court on Sunday ordered their return and officials

    took those detained to the Tio River, In some wards, Burmese women were arrested.

    But in ours, women and those with children were not they [police] arrested only

    men, some of whom had arrived here only a few months ago, Aizawl clothing

    factory worker Khin Maung Oo said.

    Some had already been arrested under the immigration law. The police said that they

    were reluctant to arrest the migrants and that they were acting only on the orders of

    their superior officers, he said.

    A Burmese citizen who observed the court proceedings told Mizzima that two leaders

    and 28 students of the Chin National Council, and members of the Free Burma

    Rangers, a Thailand-based humanitarian group that rescues victims of junta attacks on

    ethnic minority villages, were also among those detained and sent back to Burma.

    Other sources said reports of the Free Burma Rangers arrests were unconfirmed.

    An Aizawl rights activist gave a different total of those detained. Twenty-eight

    workers were arrested under the immigration act. Two of them are women.

    The court witness said: Burmese migrants were arrested under the immigration act

    because they didnt have documents that permitted their stay.

    Mizzima contacted the Aizawl Police Station and an officer said to address inquiries

    to the ward-level police stations. An officer at Bawngkawn Police Station confirmed

    that some illegal migrants were arrested for violating immigration laws but declined

    to provide details.

    In the past, people detained under immigration laws were sentenced to jail for about

    six months, but employers or relatives could have them released on bail. Now

    regulations are tighter, so the illegal migrants are being refused bail.

    Most of the 50,000 Burmese migrant workers in Mizoram are without visas, leaving

    them vulnerable to arrest.

    Burmese in the state predicted more arrests in light of the increasing frequency of

    police patrols. Some illegal migrants have fled to the jungle to hide amid growing

    concerns they would face arrest.

    The arrests may be the result of drug-related and other crimes committed by

    Burmese people. In the past, when there were many crimes committed by Burmese

    illegal workers, crackdowns on migrants were launched, a Burmese worker told

    Mizzima.

    According to the Aizawl narcotics squad, about 60 drug-related crimes were

    committed this year by Burmese citizens in the city.

    The thousands of Burmese migrants in Mizoram work in businesses including

    goldsmiths shops, car-care service centres, restaurants, clothing factories, and in salesand road construction.

    New Delhi (Mizzima) Burmese refugees in New Delhi, India have been suffering

    from an outbreak of skin diseases since early this month, which free clinics catering to

    them blame on high humidity, poor access to clean water and inherent poverty.

    Also blaming pollution in the metropolis of more than 22 million people, the clinics

    said the asylum-seekers and refugees, men and women, had scabies rashes on their

    heads, hands and legs.

    About 8,400 Burmese refugees including those of Chin, Arakanese, Kachin and Shan

    ethnic groups, live in New Delhi. About 3,700 were recognised by the United Nations

    refugee body, the UNHCR, and carry identification cards to that effect. The

    applications for around 4,500 asylum-seekers were being processed, according to a

    report released last month by the organisation. Many of them survive only with the

    aid of two free self-help health centres.

    They had raised lesions on their skin, which festered and produced pus. It is because

    of the weather conditions and the environment. The atmosphere is very humid and

    infectious, Dr. Tint Swe, Yamonena, one of the free clinics, told Mizzima.

    According to clinic records, 20 of 87 patients treated in the first two weeks of this

    month were suffering scabies. The doctor said he had treated a total of 30 skin

    patients in the period.

    The patients felt itchy and their sores were festering. Because of the rain, more

    patients have suffered skin diseases this month, Kyawt Kyawt, a nurse from the

    Womens Rights and Welfare Association of Burma (WRWAB) clinic, said.

    Most of the Burmese live in the suburban wards of Vikas Puri, Uttam Nagar,

    Asalatpur and Janak Puri, in New Delhis west.

    The unhealthy environment has become one of the main problems the refugees face.

    Water distributed by the Indian government in their areas can only be used for

    washing and bathing. For cooking, they have to buy bottled water. Sometimes, they

    need to queue where there are water taps.

    The water distributed by the government cant use for cooking. Sometimes, there is

    rust in the distributed water. At that time, we cant use it even for taking a bath or

    washing, Ahkhu, a Burmese refugee from Vikas Puri said.

    Dengue is also a problem. Last year, 1,153 people in the city suffered from thepotentially haemorraghic, mosquito-borne fever and three died.

    Some Burmese patients were assumed to have suffered the dengue fever, but there

    was no medical equipment in the free clinics to confirm presence of the disease,

    Kyawt Kyawt said. So, all the free-clinic doctors could do was tell them to have a

    check-up in hospital, if they had enough money.

    We dont have the resources to buy some medicines so weve had to tell patients to

    buy those medicines themselves, she said. We also advised them to be checked by a

    specialist, also if they have enough money.

    After heavy rain in New Delhi from mid-July, 496 cases of dengue had been recorded,

    at a rate of at least 30 new cases a day, The Times of India newspaper reported.

    *************************************************************Long-Detained Refugees Reunite With Family

    Shing Aung Ling, 24, and Kee Aung Thang, 26, who were arrested on the Thai-

    Malaysian border and detained at different detention camps, had today a happy

    reunion with family members, relatives and friends in Malaysia.

    The two Chin refugees fleeing military-ruled Burma were released last Thursday after

    having spent 9 and 7 months respectively in the Malaysian immigration detention

    camps. The two were arrested together with other 10 refugees while crossing the Thai

    border en route to Malaysia.

    A member of CRC (Chin Refugee Committee) told Chinland Guardian: "We all arevery happy to meet them [Shing Aung Ling and Kee Aung Thang] here in our office.

    After staying with us for two days, they went to see their families living at different

    places outside of Kuala Lumpur."

    "As they were just released, their skin colours were dark and looking unhealthy. They

    are not very strong mentally as they had been going through difficult times at different

    detention camps near the border, which we cannot reach from the capital," continued

    the CRC member who talked to the two Chin refugees.

    Shing Aung Ling, from Sungtawng village, and Kee Aung Thang, from Muitui village,

    of Mindat Township in Southern Chin State were arrested on 24 November 2009 and4 January 2010 respectively.

    Kee Aung Ling escaped from the hands of human-trafficking agents by jumping off a

    moving motorbike heading toward a deep forest on the Malaysia-Thailand border

    where traffickers are known to operate. After hiding in the cane fields for two days,

    he was arrested by the local Malaysian authorities in a small village and handed over

    to the police.

    Hundreds of Chin refugees still remain in detention camps in Malaysia, according to

    CRC.
