The night’s agenda dealt with three resolutions for the 2010- 2011 Haywood County Budget. A resolution to making appropriations for the various county funds, departments, institutions, offices and agencies was accepted by the commission. Under these appropriations, the solid waste disposal fund will be $850,043, the general debt service fund will be $1,407,123, the general- purpose school fund will be $23,474,248, and the Solid waste/sanitation fund will be $584,823. The general fund for the fiscal year will be $10,412,477, which will include $161,536 for the County Commission, $252,009 for the County Mayor, $1,455,087 for the sheriff’s department and $1,317,746 for the Ambulance/Emergency medical service. The commission also voted and passed a resolution that will make the combined property tax rate for Haywood County $2.38 on each $100 of taxable property. Broken down, $1.2173 of the tax levy will go to the general fund; 0.1272 will go to the highway/ public works; 0.9901 will go to the general-purpose school fund; and 0.04554 will go to the general debt service fund. And finally, a resolution making appropriations to nonprofit charitable organizations for the county was voted and passed by the commission. The county will give a total of $263, 976 to nonprofit organizations in the county, which include $7,500 to the Carl Perkins Child Abuse Center, $60,000 to the Haywood County Chamber of Commerce, $10,000 to the Boys & Girls Club, $10,000 to the YMCA and $100,000 to Air Wing. It was noted by Commissioner Richard Jameson that during the year, the commission attempt to look into establishing a clear definition on that the organizations deemed as nonprofit are in fact technically nonprofit, so that a better understanding is established by the time the next year’s plan for a budget emerge. Concluding the meeting was special thanks and recognition to Ann Medford who is retiring as County Clerk, and four county commissioners who will not be returning for this year. Lee Casey, Ronald Wood, Fred Bishop and Robert Campbell were each honored for their time spent as county commissioners. TN FOOT CARE CENTER LLC Dr. Cedric K. A few years ago, the seed known as Xcellence Inc., located at 55 Kleer Vu Drive, was planted in Brownsville. Placed next to its “sister” business known as Lee & Irving Financial Services, the organization relied mostly on word of mouth and attempts at community outreach. Now on the cusp of holding its third annual Gala Fundraiser, some could say that Xcellence has sprouted as a successful non-profit organization. The non-profit organization resulted as a brainchild from the mind of C.E.O. Angella Palmer. It was September 2008, when Palmer would use her business expertise, and drive for better communities to evolve her idea into a reality. “Our mission is to develop personal leaders, as well as economic development within our community,” Palmer said. “Our goal is to create ‘Xcellence’ communities.” The organization attempts to help the community through specific areas, Palmer noted. Palmer describes the group, as a faith-based organization—the ‘X’ in their namesake alluding to Jesus—and exemplifies this through providing a network for other community spiritually rooted groups, from church picnics to prayer groups Palmer said. The organization also has its eye aimed providing avenues for social gatherings, away from the clubbing atmosphere and more focused on events like book clubs, Palmer said. The group also extends its hands for local business leaders. With Lee & Irving adjoined to it, the organization’s collective experience with business management, and a business resource center, Xcellence could potentially be a one-stop shop for budding entrepreneurs. Palmer is quick to note however that non-business owners shouldn’t feel left out. “My motto is that you still need to know business because it’s an opportunity for someone to take advantage of you if you don’t know,’ she said. “So there are still aspects of business you need to know.” But perhaps the biggest avenue that people have become familiar with the organization is community outreach. For example, earlier this year the organization hosted a drug awareness rally for the youth, as well as school summit where they gave away free backpacks. The organization has also been known to host a local pageant, as well as tutoring. “In order to be blessed, be a blessing. This is an organization where there truly is something for everyone,” Palmer said. Long term, the organization is hoping to build on what’s been achieved so far and grow. “I’ve gained so much from being in the organization, the camaraderie and just a way of connecting here in Brownsville,” Said V.P. of Organizational Advancement Veronica Poke. “I’m looking forward to Xcellence growing more.” “I’ve watched it from the beginning and it has grown especially as far as what we do for the community in giving back and letting the community know we’re here,” Chief Financial Officer Cora Lassiter said. For now, the organization will be focusing its attention towards it upcoming fundraising Gala to be held September 18 at the Brownsville Country Club.
