1. Opening of meeting The Chairman of TC 3 Hans Brückner opened the meeting

2. Approval of the agenda, document 3/952C/DA The draft agenda for the plenary meeting was approved.

The distribution of the official document was discussed. JP NC commented that the draft agenda shall be distributed four months before the meeting and revised draft shall be distributed six weeks in advance of the meeting. The draft agenda for this plenary meeting was distributed correctly but the revised agenda was not distributed in time. Version C of the agenda, including references to the latest incoming “green documents” was presented at the meeting. It was noted in the agenda that no items in the agenda had been changed since version A (only document references had been added).

The convenors and liaison officers were reminded to provide their reports earlier so that these reports can be circulated in advance of the meeting.

3. Note the approval of the minutes from the previous meeting of TC3 in Prague 2008-10-09, document 3/937/RM

The minutes were noted as automatically approved without comments.

4. Information from the IEC Central Office No representation from CO was present at the meeting.

5. Report from the Chairman of TC3 The Chairman noted that 2009 had been an active year with many published standards and thanked the teams.

The Chairman also drew attention to the receivers of the 1906 Award this year:

− Mr. Manfred KRATZAT,

− Mr. Gerhard NENTWICH,

− Mr. Leo STUEHLER,

− Mr. Katsuo TAKADA.

6. Report from the co-ordination meetings with TC3 Officers in Geneva 2008-04-23/24, 3(Geneva/Secretariat)5

There were no comments to report.

7. Report from the Secretary of TC3, including actions taken as a result of the minutes from the meeting in Prague and the later co-ordination meeting, document 3/972/INF

The report was accepted as written.

It was noted that the CO should had been asked for a time schedule for the conversion of the data bases. No document was available from the CO as the resources had been focused on the data base for the IEC 61360.

Germany had asked for a detailed time schedule from CO for the implementation of IEC 60617 and IEC 60417 multi-language data base until the end of 2009.

It was later on discussed that the responsibility for the language version should remain at the relevant NC.

8. IEC 60617 Graphical symbols for diagrams 8.1. Consideration of the report on the status of the IEC60617 data base and on the

implementation of the procedures, document 3/973/INF The report was accepted as written.

8.2. Consideration of the report from the Validation Team for IEC60617 on validated graphical symbols in the IEC60617 data base, document 3/974/INF

The report was accepted as written.

8.3. Consideration of the report from PT 30 Alarm and signalling symbols, document 3(Tel Aviv/PT30)1

The report was accepted as written.

It was noted that still some signalling symbols remain from the original proposal. These will be prepared by PT 30.

8.4. Consideration of the report from PT 38 Rules for the construction of graphical symbols for diagrams, document 3(Tel Aviv/PT38)3

A new report from Mr. Sumio Araki was presented at the meeting. The report was available as meeting document 3(Tel Aviv/PT38)13. Comments and discussion:

Mr. Araki reported about his new approach shortly after the Prague meeting claiming not having received any response.

Germany objected to this as comments had been provided by proposing a strategy of how to proceed in the task. Until the meeting in Tel Aviv, however no further activity has been noted. Therefore Germany proposed to close the work.

The proposal from Germany and the comments from Norway, available as document 3(Tel Aviv/NO)8, were discussed. Noted from the discussion is:

The report raises some questions based on a review of the existing symbols in the data base and the Annex A of 3/811/DC. For implementation of the proposed changes a set of rules should be prepared, but no proposal from PT38 or any NC is available of how to find principle solutions to the questions.

Mr. Fritz Reuter proposed to first handle the issue of dynamic symbols (see item 35.135.1) and see which additional rules this would require and then go back to the present item to see if the rules for the existing symbols in the data base have to be changed or new need to be added. Due to this he proposed to put PT 38 “on hold” for the time being.

Regarding “combined symbols”:

We can not change the historical situation and the symbols we have today in IEC 60617DB, but we can set up rules for the future. However, the rules on how to create combined symbols will be difficult to set up if they should be applicable also for the symbols we have today.

Regarding orientation of symbols:

Within the series IEC 81714, the orientation of symbols is defined, however, the presentation of symbols in IEC 60617 data base does not always follow these orientation rules.

Mr. Araki had no proposal at the moment. He accepted the idea to set the team on hold for the time being, waiting for result of the work on Dynamic symbols.

Decision 1 : TC3 decided at its meeting in Tel Aviv to set PT38 on hold for the time being until the initial result of the Task Force on dynamic graphical symbols is available.

8.5. Consideration of the report from PT 42 Development of mnemonics and designations of symbols for measuring relays instruments and related devices (stage 0), document 3/978/INF

The committee noted with satisfaction that the work in the PT42 is close to the distribution of CD.

Mr. Fritz Reuter informed that the committee TC57 has discussed a request regarding ANSI device numbers as described in document 57/1006/DC (not available at the meeting). It has been requested to issue this document as a double-logo IEC-IEEE standard.

In our opinion these device numbers are device function numbers and not mnemonics. The purpose of the device function numbers are categorization and classification of types.

TC57 has internally received negative comments, but also proposals for handing over this work to IEC TC 3 (document 57/1022/INF, not available at the meeting).

Decision 2 : The TC3 decided at its meeting in Tel Aviv that, provided that the work on device function numbers will be assigned to IEC TC 3, this shall be handled by MT18 and not by PT42 in order to keep the work on mnemonics and classification apart.

8.6. To consider withdrawal of IEC 61286 Ed.2: Information technology - Coded graphic character set for use in the preparation of documents used in electrotechnology and for information interchange, document 3/966/MCR

The report was accepted as written.

8.7. To consider update of IEC/TR 62154 Ed.1: Terminology in the area of information structures, documentation and graphical symbols, document 3/967/MCR

The report was accepted as written.

9. IEC 60848 GRAFCET specification language for sequential function charts 9.1. Consideration of the report from the Convener of MT 33 No report was available.

The French NC had been asked, but had presently no proposal for an expert to replace Mr. Bouteille, who has retired.

The German NC reported that it is preparing a proposal of improvements to the standard IEC 60848. A report will be sent to the secretariat. An MCR for IEC 60848 will be required in 2010.

The Chairman asked the NC’s to consider a new convener in that context.

10. IEC 61082 Preparation of documents used in electrotechnology 10.1. Consideration of the report from the Convener of MT 16 The Convener had presently nothing to report.

11. IEC 61175 Designation of signals 11.1. Consideration of the report from the Convener of MT 17, document 3(Tel

Aviv/MT17)10 U Mr. Karl-Anker Thorn commented that a corrigendum of IEC 61175 had been prepared but not accepted as such by the CO. The conclusion had been that we will wait with the proposed corrections until the next revision of the standard planned for 2011.

A new convener is required as Mr. Karl-Anker Thorn will go to retirement.

Decision 3 : TC3 decided at its meeting in Tel Aviv that an MCR should be distributed as soon as possible and in this also ask for a new convenor. Mr. Karl-Anker Thorn can remain as a member of the team for one year more.

12. IEC 81346 Ed. 2 - Structuring principles and reference designations and IEC 61666 Ed. 2 - Identification of terminals within a system

12.1. Consideration of the report from the Convener of MT 18, document HU3(Tel Aviv/MT18)6 UH The report was accepted as written.

12.2. Discussion of possibly arising questions as a result of the circulation of documents relating to IEC 61666

A big number of comments to 3/943A/CDV (regarding edition 2 of IEC 61666) have been compiled but not circulated so far. However, the CDV is approved and according to the directives we should therefore formally go to an FDIS.

It was discussed how to handle the situation. One possibility is to issue a FDIS including editorial and minor technical changes from the CDV and start a new revision of the document as soon as possible. This solution is formally possible, but not so appropriate.

Mr. Fritz Reuter said that the document lacks the information (properties) for data exchange. German NC proposed that these properties should be published in an annex and made available at least as a meeting document to be discussed appropriately.

Prof. Hiroaki Ikeda commented that many members of TC3 are aware that a big number of comments on IEC/CDV 61666 have been raised to 3/943A/CDV but the TC 3 members have not been informed in advance of this meeting. A preliminary CC (or RVC) should have been circulated.

As the MT18 has not yet had the time to study in detail the consequences of the comments it was suggested to do this first before any final decision is taken.

Decision 4 : TC3 decided at its meeting in Tel Aviv to let the working group MT18 continue the study of the comments and their consequences for an FDIS, and then the Secretariat will discuss with the CO how to handle the continuation as 2CDV or FDIS. It was noted that if a second CDV can be circulated, this can be done with a shorter circulation period than 5 months.

13. IEC 61355 Ed. 2 Classification and designation of documents for plants, systems and equipment

13.1. Consideration of the report from the Convener of MT 19, document 3/976/INF The convener Mr. Hans Brückner commented the report and the questionnaire circulated regarding preparation of missing descriptions in the data base IEC 61355DB. The Swedish and Finnish NC have offered to provide descriptions.

Mr. Hans Brückner proposed:

14. IEC/PAS 61906 Procedure for the declaration of materials in products of the electrotechnical and electronic industry

14.1. Consideration of the coordination with TC111 A PAS is valid for three years but can be extended for another three year period. The validity of IEC/PAS 61906 has been extended for such a three year period, since the intended replacement document, produced in TC111, could not be published in due time to replace it. The reason to the delay of the replacement document was that a big number of comments were given to the 1CD.

The result is that the IEC/PAS 61906 will be valid for two more years (until 2011).

Mr. Murayama reported that the work on the second CD is ongoing.

15. IEC 62023 Structuring of technical information and documentation and IEC 62027 Preparation of parts lists

15.1. Consideration of the report from the Convener of MT 20, document 3/962/INF The Convener, Mr. Per-Åke Svensson, commented that the first working drafts have been circulated. A CD may be possible to publish early next year. A meeting is preliminary planned to end of this year.

16. IEC 62079 Preparation of instructions - Structuring, content and presentation 16.1. Consideration of the report from the Convenors of MT21,

Document 3(Tel Aviv/MT21)4 After three physical meetings a telephone conference is scheduled. A 2CD taking into account the received comments on the first CD will be prepared.

The representation from ISO/TC 10 was discussed. Mr. Sven Radhe has not fully participated yet. A new/additional member from ISO is expected, but yet not appointed.

Mr. Karl-Anker Thorn pointed out that it is important to clarify how to prepare a multi part standard in the 80000-series, indicating its importance for both IEC and ISO.

In order to make it a double logo standard series at least one additional part will be required or foreseen for the future. There is a possibility that additional parts will be prepared, as indicated by the UK NC. The DE NC support the idea, even if it was previous not the intention to have additional parts but the standard should be opened for further parts.

JP NC commented that the scope of draft Guide 37 is beyond the commonly understood function of the Guides defined in ISO/IEC Directive, part 2 (2008), item 3.6. Therefore, all members were encouraged to pay their attention to document C/1581/DV, voting on which would be terminated on 2009-10-26. In addition, because of an input from ISO member in MT 21, there is duplication between the draft Guide 37 and IEC 62079 Ed. 2 under development.

UK NC commented that the revision of Guide 37 is an old work item which will continue but will take long time.

Comment after the meeting: The revised ISO/IEC Guide 37 will be issued before IEC 62079 Ed.2.

Decision 6 : TC3 decided at its meeting in Tel Aviv that the draft for the IEC 62079 Ed. 2 shall be considered to become the first part of an 82079 series. The MT21 shall therefore reconsider the main title of the publication and propose a subtitle for this Part 1. The MT should also investigate if a part 2 needs to be planned now or if it for the time being should be left open as future work and inform the Secretariat.

17. IEC/PAS 62515: Requirements concerning the interoperability between electromechanical and electrical applications in CAx- systems

The disbanding of JWG15 has been discussed between the Secretary of ISO/TC10 Mr. Sven Radhe, and the Secretary of TC 3, and to replace the JWG with a joint participation in MT23.

As a result a proposal for disbanding has been circulated in ISO/TC10.

21. IEC 62507 Ed. 1 Rules for identification systems 21.1. Consideration of the report from PT 39 Basic rules for identification systems,

document 3/961/INF The Convener commented that there are a big number of members from different liaison bodies. The PT has prepared and circulated a CDV for IEC 62507-1, with closing date in December. Compared to the previous CD, a reference model has been included. The work on part 2 has started. It will be a Technical report.

The next meeting will be held early next year, when the comments on the CDV for part 1 are available.

In connection to the report a discussion on the participation in TC3 and access to documents took place. It was clarified that the participation in TC3 is not personal [except Chairman and Secretary] but the NC’s are participants. This means that NC’s need to organize access to documents for their relevant experts as this cannot be done on TC 3-level. In working groups on the other hand the participation is personal and the members have access to all relevant working documents.

22. Consideration of the work on Generic Specification of Information on Products (GSIP), Part 1: Principles and methods, and Part 2: Structure of specification

22.1. Note of the publication of IEC/PAS 62569-1, Document 3/940/PAS The document was noted.

22.2. Consideration of the report from PT 41, Document 3(Tel Aviv/PT41)11 Mr. Fritz Reuter presented the report and pointed out that the membership is unclear due to not updated expert system.

Because of the new title of the document a lot of changes were required and it was therefore decided to circulate a new document for voting.

The work on part 2 is ongoing. Mr. Reuter reported about a contact to a JTC1-member from Microsoft, who indicated possible support for the development of an appropriate XML implementation of a template.

23. Report from the Chairman of SC3C - Graphical symbols for use on equipment - and relevant decisions, Document 3(Tel Aviv/SC3C)9

The Chairman, Mr. Nakamura, reported in accordance with document 3(Tel Aviv/SC3C)9, see Annex A.

The terms of office as Chairman for SC3C for Mr, Yuji Nakamura will now come to an end. The Japanese Secretariat of SC3C has nominated Mr. Arto Sirviö from Finland as successor, and document 3/980/Q has been circulated for voting. Mr. Sirviö was accepted by the meeting as future Chairman of SC3C. However, the voting period is not ended so the nomination is still pending.

The Chairman of TC3 thanked Mr. Nakamura for his contribution during the years and handed over a gift reminding him of TC3.

Comments to the proposed guidelines from DE (item 4.6 of 3(Tel Aviv/SC3C)9): The guidelines shall in general be written in the form of recommendation and should not include too many “shall”. (Reply from Secretary of SC 3C: the number of should and shall are the same as in the corresponding part of IEC Guide 108. The documents were accepted.)

UK had made a strong negative reaction on the decision on the use of the term “safety related symbols” (compare “safety symbols” handled by TC145). The secretary of SC3C commented that the decision was taken in consensus at SC 3C meeting in Tel Aviv, but UK was against.

From German NC it is proposed to define the symbols necessary and deal with those, meaning not to make it more complicated in the relation to ISO 7000. The problem must be seen from the users’ point of view and not the developers view.

The ISO concept data base will include the ISO 7000 symbols. This means that these symbols will be included in two data bases. This is not a desirable solution if it means that introduction of new symbols and changes have to be managed in two places.

Viewing and using (downloading) of symbols from IEC 60417DB with connection to payment of access was discussed. Prof Ikeda said that this should not be treated by the experts defining the symbols. ISO plan to allow free access of viewing. For IEC reference was made to the principles laid down for the IEC 61360 data base.

24. Report from the Chairman of SC3D - Data sets for libraries - and relevant decisions, Document: 3(Tel Aviv/3D)11

The Chairman, Mr. Murayama, reported in accordance with document 3(Tel Aviv/SC3D)11, see Appendix B.

Korea is a new P-member. Czech Republic is no longer P-member.

There was a suggestion to change the name of the sub-committee in order to make the real working area more understandable for users. Among a number of proposals SC3D agreed about: “Product properties and classes and their identification”.

Decision 8 : TC3 decided at its meeting in Tel Aviv that the name of the sub-committee SC3D should be changed to: Product properties and classes and their identification

Liaison reports with connection to SC3D where presented. Reported was: SC65E; IEC TC111; ISO TC184/SC4/Wg2; ECALS and eClass (working together).

Mr. Fritz Reuter suggested that TC3 and SC3D should be considered to play a more active role in the Smart grid initiative, since this i.a. deal with communication among different network nodes, where therefore clear semantic definitions of DETs will be required.

Decision 9 : TC3 decided at its meeting in Tel Aviv that it should be pointed out in the RSMB that involvement of TC3 and especially SC3D in the Smart grid initiative is important.

Reports from the National Committees The Finnish NC presented activities in Finland related to information of documentation standards and handbooks. The activities include a web sites intended for different users, mainly university students and teachers.

The Japanese NC reported that work on revision of Japanese Industrial Standards JIS C 0617 series to be identical to IEC 60617 is well under way. An article on IEC 60617 appeared in the monthly magazine published by Japanese Standards Association. Also an article on IEC 60417 was published in the same magazine.

The Danish NC reported that the local organization has prepared presentation of documentation standards for mainly industrial users.

The Swedish NC informed about a seminar on the ISO/IEC standards for documentation which was realized for mainly industrial users.

The Czech NC has realized that the publication, “Graphical symbols on medical equipment technology” written by ESiCCO, is used and helpful for Czech consumers.

The Norwegian NC is in the process of publishing the translated version of IEC 81346-1 and IEC 81346-2. The NC does consider translation of other publications from TC3 to Norwegian.

A.1 SC 3C organization Secretary informed the appointment of assistant secretary, Ms. Kayo ITO using 3C/1623/AC, and the call for nomination of a new chairman using 3C/1627/AC to which Finish National

Committee only responded with nomination of the candidate Mr. Arto SILVIO. The Japanese National Committee, in its capacity of secretariat of SC 3C, proposed the nomination of him as the next chairman for approval by TC 3 as in 3/980/Q.

A.2 Activity of Graphical symbols by Validation Team 60417 A.2.1 Activity on graphical symbols 16 graphical symbols were released to IEC 60417 as the result of validation by VT 60417 in the past year.

A.2.2 Activity on change requests 8 change requests for 22 graphical symbols were resolved and 4 change requests for 13 graphical symbols are under evaluation.

- A compilation of comments on 3C/1632/CD was discussed at SC 3C meeting in Tel Aviv.

DECISION: SC 3C in Tel Aviv decided to ask Japanese National Committee to come up with a revised proposal of a common title and description for the graphical symbols ISO 7000-2106 (undo) and IEC 60417-Pr09-001 (undo; bringing back) under development in the project IEC 60417- C00083, so that each of which would be registered as ISO 7000-2106A and ISO 7000-2106B in accordance with IEC 80416-1 Ed.2, C.2.1, respectively, in order to formulate a corresponding Change Request to ISO 7000.

SC 3C also decided to ask German National Committee to develop an improved symbol original for IEC 60417-Pr09-001 under work in 3C/1632/CD as the extended database procedure.

A.2.3 Activity of Validation Team 60417 10 members out of 17 nominated delegates had been registered to VT 60417.

DECISION: SC 3C in Tel Aviv decided to encourage Romanian National Committee to nominate a delegate member to VT 60417 via Expert Management System.

A.4 Activities of AHG, Project Teams and Task Force A.4.1 AHG 1: To study a possible course of action of SC 3C taking into account already received comments from various sources on PWI 3C-1. After discussion the following decisions were taken.

DECISION: SC 3C in Tel Aviv decided to establish MT 60417 composed of individual experts. Task: Upon a call by Secretary to: - deliver support for the purpose of preparatory work in connection with Change Requests in the normal database procedure; - establish resolution whether the extended database procedure be applied or not; and - recommend a solution on any issues raised by SC 3C (e.g. QP 4 in 3C/1628/DC).

DECISION : SC 3C in Tel Aviv decided to introduce the following term and definition in the technical work of SC 3C (Approved by consensus with objection: United Kingdom) “safety related graphical symbol”: graphical symbol for use on equipment that conveys a message with a relation to personal and/or equipment safety and that is not qualified as a safety sign, e.g. because the related risk is comparatively low NOTE A safety related graphical symbol may e.g. express a prohibition (Do not …) or a warning related to a specific hazard (Caution! ...), however it is not required to use the safety colours and shapes according to ISO 3864. It can be standardized in IEC 60417 or ISO 7000.

This term and definition should be communicated to ISO TC 145 and its SC’s.

DECISION: SC 3C in Tel Aviv decided to establish the provision that graphical symbols having no safety related meaning should not use the geometrical shape of the equilateral triangle as a surrounding shape.

DECISION: SC 3C in Tel Aviv decided to categorize into four categories, those graphical symbols identified by continuous activities in the project PWI 3C-1 which were developed and/or standardized by Product Committees; and to ask secretary SC 3C to take the respective actions.

DECISION: SC 3C in Tel Aviv decided to disband its Ad Hoc Group 1 with thanks to the leader, Prof. Ikeda, and all members of the group for the important recommendations phrased as Questions of Principle in 3C/1628/DC for the sake of coherency of graphical symbols for use on equipment among IEC deliverables.

DECISION: It was decided to disband PT 37 with thanks to PTL and the expert members.

A.4.4 SC 3C TF: To study how to proceed on creation of “common graphical symbol elements” (Mr. Yuji NAKAMURA). The report was noted and the following decision was taken.

DECISION: It was decided to ask secretary to circulate a DC based on the received report from Task Force and to disband Task Force installed by 3C/1515/AC with thanks to the leaders Mr. Yuji Nakamura and Mr. Fred Brigham as well as the members upon completion of the assigned task.

A.4.5 PWI 3C-1: Survey of graphical symbols for use on equipment standardised by Product Committees but not registered in IEC 60417. The report was noted with agreement on importance of continuation of the survey and the following decision was taken.

DECISION: SC 3C in Tel Aviv decided to continue the survey assigned to the project PWI 3C-1 (stage 0) result of which being a valuable input to MT 60417.

A.4.6 NP: Graphical symbols for use on equipment – Guidelines for the inclusion in product publications – proposed horizontal standard Report of Voting on NP, 3C/1635/RVN, resulted an establishment of PT 62648 aiming at a horizontal standard. Change of the target dates of submission of documents proposed in 3C/1635/RVN was noted as follows:

A.5 One-Stop shop for IEC 60417-ISO 7000 joint database “one-stop shop” was in two folds: one for subscribed users, and the other for proposers of Change Requests.

For subscribed users, the one-stop shop had been established since the join of ISO 7000 to the IEC 60417 platform in 2004. It had been well appreciated by the users.

For proposers of Change Requests, “one-stop shop” was discussed in April 2008 in TC 3 coordination meeting and implemented in April 2009. It was an e-mail based notification to both secretaries of SC 3C and ISO TC 145/SC 3 in parallel, who were responsible for management of IEC 60417 and ISO 7000, respectively.

It was noted that ISO TC 145/SC 3 started to use the maintenance part of IEC 60417 and ISO 7000 joint publication in database format in September 2009. Leaflet on ISO Concept Database dated 2009-10-01 was also noted.

A.6 JWG 11 Activity with ISO/TC 145 - Review Maintenance Cycles SC 3C/JWG 11 was in charge of maintenance of publications of jointly developed multipart standard with ISO; Part 1 and Part 3 of ISO/IEC 80416 series for which IEC held administrative responsibility. Namely:

- IEC 80416-1 (MRD: 2017), required no action for the time being; and

- IEC 80416-3 (MRD: 2010), ongoing amendment work assigned to JWG 11; 2CD under circulation.

Referring to Part 2 and Part 4 of ISO/IEC 80416 series for which ISO held administrative responsibility, the stage code was noted as follows as of date of SC 3C meeting in Tel Aviv October 2009.

- ISO 80416-2:2001 (90.20), 2nd ISO systematic review was closed; 3C/1642/DC was under circulation to poll views on maintenance; and

- ISO 80416-4:2005 (90.60), reconfirmed by both committees and required no action for the time being.

A.7 Liaison activity Among liaison committees and organizations, the liaison report from ISO/IEC JTC 1/SC 35 (Information Technology – User Interfaces) was received. It was extracts from the list of resolutions taken in Saskatoon (Canada) in August 2009 relevant ones only for SC 3C interests.

A.8 Review the Strategic Business Plan SC 3C part of Strategic Business Plan was reviewed, but basically agreed on no change.

Name: As a conclusion of discussion at SC3D plenary at Tel Aviv also at Prague last year, a request was made to from SC3D to TC3 Secretary to take necessary steps to change the title of the SC into either one of the 4 titles listed below;

i) “Product properties and classification”, ii) “Product properties, classification, and identification” iii) “Product properties and their identification and classification” iv) “Product properties and classes and their identification”

Reason: Current name of the SC does not represent the content of the standards that SC3D has been developing and maintaining. The phrase “data sets” as well as “library” tend to induce misunderstanding among experts outside TC3 community. This has lead to NP proposals in other TC/SCs that violate or overlap with the scope of SC3D. Experts and end users are likely to think SC3D deals with data library filled with instance values. Also the guide 77 that recommends and promotes the use of IEC 61360 standard to other TC/SC in both ISO and IEC communities is titled as “Guide for specification of product properties and classes”. Thus it is desirable that the SC names be in line with the guide 77.

SC3D chairman and acting secretary for this meeting recommends the amendment of the name of the SC:

It was decided in the TC3 plenary on Oct.21, that “Product properties and classes and their identification” shall be the new name of the SC.

B.3. New publications since last meeting: IEC 61360-1

New Part 1, namely IEC 61360-1 edition 3 “Standard data elements types with associated classification scheme for electric items - Part 1: Definitions - Principles and methods” has been officially published by IEC-CO, July 2009.

Comments pointing editorial issues have been raised by Japanese mirror committee, concerning value format and tables of unit. They will be processed through normal standard maintenance procedure.

IEC 61360-2

Edition 3 of the Part2 “Data element types with associated classification scheme for electric components - Part 2: EXPRESS dictionary schema” is in ADIS stage --- approved for FDIS.

This standard shares the EXPRESS schema and body of the standard with ISO 13584-42 edition2, which has been approved as DIS. Thus ISO 13584-42 edition2 is in pre IS stage. However, the newly defined formal specification of value format for property is yet to be included in the draft. Thus the project leader for IEC 61360-2 awaits the delivery of the final IS document of from ISO TC184/SC4/WG2. New deadline for 61360-2 FDIS is the end of the year 2009.

Creation and maintenance of IEC CCD content with IEC 61987-11 dictionary to be submitted by IEC SC65E will be facilitated by the maintenance team MT 3, consisting of experts from the proposer’s side and from SC3D. A few experts have been nominated additionally by SC3D national committees.

B.4. Working Group 2

Scope

There is a discussion about the scope of IEC61360. It is agreed among the participants that topology shall be out of the scope of IEC61360 series of standard.

In terms of discussion on the cardinality of properties, it is understood that such a feature is necessary for representing the multiplicity of a required component of a product such as the number of slots for specific purpose in a modular measuring instrument. An easy example for understanding might be the case of the number of motorized wheels in a 4 wheel-drive car. Having 4 motorized wheels is part of the definition of this type of automobile.

Membership

Korea notified to SC3D that Mr. Juenkun Kwak, and Sangmi Choi will serve as experts to IEC SC3D.

But registration through the IEC expert management system is yet to be done. This needs to be done by the Korean National Committee and its members themselves.

Sweden nominated a Mr. Stig Hellholm as an expert member to IEC SC3D/WG2

No other change has been reported to Secretariat.

New work item proposal

New standardization proposal on standardized product ontology register and transfer (3D/170/NP) received warm support from the P member countries in combined NP/CD vote with no negative votes.

However it lacked one additional vote that commits experts to this work. By email communication with NEN and SC3D/WG2 expert from Netherlands Mr. Addie Dijkstra, it is found that Netherlands just missed the date of votes on 3D/170/NP by accidents. It is confirmed that Netherlands wished to change the votes to affirmative: both on NP proposal and question on accepting the WD as CD.

SC3D secretary (in cooperation with chairman) will immediately prepare RVN.

B.5 Discussion on “copyright manifesto”, A question was raised by Prof. G. Pierra, deputy convenor of ISO TC184/SC4/WG2 with respect to allowed use of standard dictionaries in business. However the document of Prof. Pierra has not been circulated to SC3D members. Thus it is premature to have deep discussion at Tel Aviv. It is decided that Mr. Murayama will circulate the document with the SC3D copyright agreement with IEC CO, and collect the opinions of the members.

The issue will be a topic of joint meeting between SC3D and ISO TC184/SC4/WG2 in the coming month at Rotterdam, Netherlands.

SC3D received from Udo Doebrich the Liaison report about the current status of the work. He reported as follows:

First input test data was sent to the new IEC 61360 data base developed by the IEC Central Office IT-Group. The results shown in a meeting between IEC SC 65E and Mr.Maislich at the 18th of September 2009 in Geneva are very positive. Only minor problem with cascading blocks needs to be solved.

IEC SC 65E expresses thanks to IEC SC 3D and the IEC Central office personally Mr. Maislich and his IT team for the good work and support given in the last year.

IEC TC111 MD (material declaration standard)

It is reported by Liaison officer to TC111 after the talk with editor of the MD standard in the evening of Oct.20th, that the solutions of compiled CD2 comments have been done at the Tel Aviv Meeting. The MD standard will go into CDV vote within this year.

B.7 SC3D resolution It is agreed that SC3D should be involved in the Smart Grids activities, since IEC 61360 standards provide standardized way of defining classes and properties of products, including power electric equipment and devices used in Smart Grid.

Mr. Murayama, acting secretary of SC3D, for Tel Aviv, requests TC3 Secretary to send a letter to SMB to arouse the attention.

B.8 Future meeting schedule Schedules are set as follows:

Joint meeting of ISO TC184 SC4 and IEC SC3D/WG2 in Rotterdam (NL): 2009-11-10/11. Prior to the joint meeting, on 2009-11-9 in the afternoon, SC3D/WG2 will hold its own meeting in the same venue for discussing internal affairs within SC3D/WG2.

Next regular WG2 meeting will be held in Frankfurt, Germany, on 2010-02-8/10.

The meeting after the Frankfurt meeting in February will be held in Japan in May-June period. Japanese mirror committee will be kindly asked to set the date and venue in communication with SC3D Secretary, before the next regular meeting in Frankfurt. If Japan finds it difficult to set the appropriate dates and place within Japan, SC3D Secretary will ask Korea to organize it.

Next SC3D in 2010 will be held in Seattle, USA:

C.3 Notes from the Workshop C.3.1 Database application with the new database platform Mr. Alan Maislisch presented the result of the work on the new database platform and its application for IEC 61360 (on-line presentation in the test environment).

It was concluded that only a few requirements were left for implementation for IEC 61360, and its application for the content to be provided by SC65E. With regard to “old” requirements it was available for immediate production.

Also these last requirements were expected to be fulfilled shortly and the database platform could therefore be taken into full production by the end of 2009. A time schedule for the conversion of the other databases to the one was asked for.

The participants expressed their satisfaction with the result provided by Alan Maislisch and his team.

C.3.2 Dynamic graphical symbols for use on equipment Mr. Sven-Anders Lejdeby and Prof Hiroaki Ikeda presented some background to the concept of dynamic graphical symbols by showing examples from human system interfaces and a test application on the new database platform. Prof. Ikeda presented a Technical trend assessment of the concept as documented in 3WS(Tel Aviv/Secretary)3.

The participants in the workshop expressed their interest in the subject and it was concluded that TC3 should be asked to set up a Task Force to study the subject further in order to come to a conclusion whether or not a new work item should be proposed.

C.3.3 Maintenance of IEC 61355 DB, Classification and designation of documents for plants, systems and equipment

Mr. Hans Brückner presented the result of the questionnaire 3/954/DC as documented in the report 3/976/INF. It was concluded that we should 1. Keep the names in the data base; 2. Ask SE and FI NC’s to propose descriptions of some document kinds; and to 3. Change the content of the description field to: “No standardized description is presently available”.
