THE Province experienced net job gains of 3 794 in the third quarter of 2015 and job gains of 48 712 on an annual basis. This means we are achieving more or less 60 per cent of the provincial job creation target on an annual basis.Community services recorded the highest job gains of 26 166 on an annual basis while mining shed 32 4005 jobs in the same period. Notwithstanding all these, a greater number of our people and mainly the youth are looking at us to bring about change.Accord ing to the s t r ic t de f in i t ion o f unemployment, 420 229 people were unemployed in Mpumalanga at the end of the third quarter of 2015 of which 71.2 per cent are young people below the age of 35 years, hence the call by the ANC Youth League for the 40 per cent set-asides on decent jobs and economic opportunities.The performance of the mining industry, which is the main contributor to our economy is a major concern, hence the proactive step taken by the Executive Council by directing the Department of Economic Development and Tourism to prepare a report on the state of mining and possible interventions. The provincial poverty rate improved from 51.2 per cent in 2009 to 35.9 per cent in 2014,as measured by the lower bound poverty line of Statistics South Africa. This means that the number of people living in poverty declined by 471 322 between 2009 and 2014. While social grants play an important role in the fight against poverty and inequality, job creation remains critical in addressing socio-economic challenges in a sustainable manner. MID YEAR PERFORMANCE REVIEWThe Provincial Government has spent R18.9 billion or 48.9 per cent of the Provincial Budget of R38.7

We will continue to provide bursaries to deserving learners to address the shortage of critical skills in various areas of the economy, including the health sector. In pursuit of the plan to increase the number of medical practitioners in the Province, R18.1 million is allocated for funding of additional 90 student doctors participating on Cuban programme this financial year. Medical care and hospitalisation for all The Freedom Charter is premised on the principle that free medical care and hospitalisation shall be provided for all, with special care for mothers and young children.In this regard, additional resources are provided for the implementation of various health care programmes. R60 million is allocated to the Department of Health to fill the most critical posts, while additional budget amounting to R38 million is provided to reduce a backlog of 647 orthopaedic surgeries in various facilities especially in tertiary and regional Hospitals in line with the LETSEMA project. Safety and security for all:Safety and security of our people in all public facilities is of paramount importance. To this end,an allocation of R13 million is made available for appointment of is the

additional 102 security personnel to improve security in our health facilities and boarding schools. In his State of the Province Address this year, Honourable Premier DD Mabuza said, and I quote: “at the heart of integrated, sustainable human settlements is the provision of basic services such as water, sanitation and electricity to create decent living conditions for the people of the Province”.A combined shortfall of R50 million has been identified for the finalisation of water and sanitation projects at Mkhondo Local Municipality. To indicate the seriousness with which we want to realise a democratic change for all, a special allocation amounting to R20 million is provided to fund a shortfall in this regard, of which R10 million will be directed towards the construction of a bulk water line from Mkhondo reservoir to Maphepheni / Malayinini and Rustplas.A further R30 million will be re-allocated for the same project from the R200 million already allocated to the Department of Human Settlements in the main budget appropriation. The other R10 million from the special allocation is for upgrading of Mkhondo waste water treatment works.Military Veterans played a vital role in achieving our democratic dispensation, and the transformation of the society cannot be complete without a material change in their lives. A donation received from the Department of Military Veterans amounting to R13 million 258 thousand is appropriated to provide improved specifications on the housing facilities for military veterans who qualify for the government's housing assistance initiative.

Het onraad vermoed want elke keer is daar dieselfde verskoning. Die persoon in beheer van die kantoor is nie daar nie. Sy is glo op Sabie in 'n vergadering. Vir almal in die ry vertel hulle dieselfde storie. Dit het weke so aangegaan. Toe het hy gevra wie is in beheer van die kantoor: Die dames het gesê die Bestuurder van die Lisensiekantore. Hy het gevra om die waarnemende bestuurder te sien, nee hy is siek... maar iemand moet tog die kantoor waarneem? Uiteindelik het hy die vorm gekry op 16 November. Hy he t Vrydag omgegaan na d ie Verkeersdepartement. Die man het die

dokument gevat en na 'n konferensiesaal gestap. Mnr. Meyer het gehoor hoe hy met een van die dames praat. Die man by die Verkeersdepartement het toe self na die lisensiekantore gegaan. Hy het teruggekom en gesê d ie dokument is by d ie lisensiekantore. Terwyl hy daar staan hoor ek hoe hulle ander mense in die ry vertel: “Vrydae is daar niemand nie”. Sy het vir my gesê: “Come next week”.Na al die probleme wil hy ook mnr. Mpala bedank wat dit Maandag uitgesorteer het na meer as twee maande. Hy wil net graag die Lydenburgers bewus maak van die probleem. En om hulp te soek tot iemand help. Die Lisensiekantore het 'n probleem.Dankie aan die Verkeersdepartment wat op die ou einde die vorms gaan haal het, dit was al die tyd by die lisensiekantore gewees.

Dit is dus te verwagte dat die aanvraag na bejaardesorg in die toekoms gaan vergroot. Indien die regering, nie-winsgewende organisasies en ander rolspelers, nie spoedig werk maak van die toenemende bejaardesorg behoefte nie, gaan Suid-Afrika binnekort 'n groter bejaardesorg krisis in die gesig staar.Baie min mense dink daaraan dat hulle gaan oud word, of dit is iets wat in die verre toekoms lê en later kan aandag kry. Baie min mense wonder ooit oor hoé oud hulle gaan word. Ons weet dit in elk geval nie. Tog bly dit 'n feit dat elkeen van ons, tensy daar iets vooraf met ons gebeur, gaan oud word en waarskynlik ouer as wat ons ouers en grootouers geword het of nog gaan word. Die feit dat ons moontlik langer kan leef as wat ons verwag, bring allerlei implikasies mee. Dit is reeds so met die huidige geslag bejaardes. Baie van hulle sê dat hulle nooit gedink het dat hulle so oud as wat hulle nou is, sou word nie en hulle worstel nou met fisiese, finansiële, geestelike en ander probleme wat kenmerkend van die ouderdom is. Hulle het hulp en

ondersteuning dringend nodig daar waar hulle in die gemeenskap tussen ons probeer oorleef.Barmhartigheid is die gesindheid waarmee iemand wat fisiek en finansieel in 'n gunstige posisie verkeer, sonder eie voordeel 'n ander wat in moeilike omstandighede is, tegemoet kan kom en help.In die Bybel vind ons heelwat sinonieme vir barmhartig en barmhartigheid, soos ontferm, meegevoel, medelye, jammer kry, goedheid, liefde en genade. Dikwels word genade en barmhartigheid saam gebruik as uitdrukking. Dit alles dui daarop hoe weerloos die mens word wanneer die ouderdom toeneem en al h o e m e e r v a n a n d e r m e n s e s e barmhartigheid vir hulp en versorging afhanklik raak. Kinders speel uiteraard 'n belangrike rol maar met hulle eie huishoudings in ag geneem, kan hulle nie altyd die ondersteunende versorging van die bejaarde oorneem nie.OSR Lydenburg wil graag hierdie Desember 2015 'n verskil maak aan die lewe van talle behoeftige bejaardes deur hul te bederf met 'n geskenk pakkie waarin broodnodige toiletware is. Ontwikkel sterk punte

THE Islamic Propagation Centre International is a 50 year old body that aims to bring different faiths to common terms with one another through dialogue.A public lecture was presented at the Lydenburg Islamic Centre on Saturday 21 November, which was well attended by locals from a number of different faiths and interested parties. Several Ministers and religious leaders also attended and questions were asked and answered. The lecture entitled “Is the Quran a Book of Peace or Violence” was presented by Advocate Yusuf Ismail. Advocate Yusuf Ismail is an independent researcher on Religion and Politics, a practising Attorney, a public speaker on Islam and has partaken in numerous interfaith dialogues at universities, churches and mosques with academics of other faiths.The lecture went a long way to dispel fears and misconceptions around the faith of Islam and attendees gained a better understanding of the faith. The general consensus was that we need to have more of these open talks and take hands on aspects where different faiths are in agreement.On questions regarding ISIS it was made clear that the Advocate regarded them as a violent group, not acting in line with the teachings of the Koran.The Highlands Panorama News was also invited to attend a session on the previous Friday, during which the Advocate spent the whole day teaching local teachers of the faith on various topics, including the similarities and differences between the Quran and the Bible and the respective faiths. The Koran remains unaltered from the original text and great effort is made in translating the volume into other languages so that different interpretations should be minimised.Modern day violence and problems stem from different, fundamentalist interpretations of faith, similar to the various and often very different interpretations of Christianity, or the Jewish and other faiths. FOLLOWING on Andre Coetzee’s story about traffic congestion in Lydenburg, Frik Bronkhorst provided the follow letter sent to authorities years ago:This message is not only intended to bring an urgent safety matter to the Minister's attention, but also in the spirit of being constructive, present a possible solution to resolve the matter. The matter explained below, is an excellent opportunity where government can cash in on delivery, providing solutions to public needs without having to bother with the burden of expenses (i) The Town of Mashishing is currently divided in two by means of a railway line, with only one subway crossing connecting the two main portions of town.(ii) This situation not only results in traffic congestion, but provides the only link from upper town to downtown where emergency (hospitals, doctors) and other community facilities (schools) are situated. The situation is CRITICAL to resolve because an obstruction of this "bottleneck" has severe emergency service implications for people working and living to the east of the railway line. (iii) This railway obstruction has forced residents from the upper town, in an effort to get children in time to school, to create numerous pathway crossings at several points. (iv) Long Tom/Nel Street is only ONE street that needs to carry in-and-out severe traffic on peak hours (parents to and from school), with enormous risk to human lives (children crossing street, impatient drivers). (This has been addressed - ED)(iv) In an effort to resolve this growing critical situation, the residents, business chamber, council, school and sponsors are willing to assist with the actual

construction of an i n e x p e n s i v e s a f e vehicle crossing at one o f t he key -po in t s (dotted yellow lines). This solution will not result in any negative effect on the current, l o w - f r e q u e n c y o p e r a t i o n s & funct ion ing of the existing railway line.(v) The willingness of the general public to resolve the matter is so strong that no

construction costs are requested from government.(vi) However, despite several attempts over years, neither the Bussiness Chamber, nor the Local Authorities could succeed in obtaining permission from Transnet to continue with providing a solution to this critical problem. vi) An urgent plea is herewith presented to the Minister to assist in facilitating permission to our community to continue the planning and construction of such a crossing. Please assist us/Local Council/Parents/Community with either obtaining permission or launch an investigation on the matter in order to resolve the matter.Your prompt feedback will be appreciated. We have had good feedback on this story but the general consencus is that the problem lies with Spoornet or Transnet not willing to assist with level crossings due to safety issues. We

feel that safety issues can be addressed, but we need a willingness from the Railway officials and Thaba Chweu to facilitate a public meeting in this regard - ED.

THE South African bakkie market will see new models introduced in 2016 including Toyota's Hilux, Mitsubishi's Triton and Fiat's Fullback. Will the new arrivals topple SA's current segment-leader - Ford's Ranger? Fiat and Mitsubishi's partnership has resulted in two new bakkies for SA - the next-generation Triton and all-new Fullback. The Fullback is the Italian automaker's first bakkie in South Africa since its Strada offering. Traditional players in the SA market, Toyota and Nissan, will unveil new bakkies in the form the highly-anticipated Hilux and Navara. Other possible pick-ups for South Africa include Renault's Alaskan concept and a workhouse by Mercedes-Benz. With so many new models set to launched locally 2016 promises to be an awesome year for local bakkie fans.

Toyota Hilux:Toyota's eagerly-anticipated eighth-generation Hilux was launched in Thailand in May 2015 and is expected in South Africa early in 2016. The new model,

according to the automaker has been completely re-designed from the inside out and for the first time (at least for us) has a luxurious interior. The local Hilux launch will also coincide the launch of the SUV derivative - the next-gen Fortuner.

Mitsubishi Triton:

Mitsubishi has confirmed that its next-generation Triton bakkie will arrive in South Africa by mid--

2016. The new bakkie is in its fifth-generation and the marque says it is their most advanced bakkie yet. The Triton uses a new-generation 2.4 litre turbo d iese l eng ine which produces 133kW/430Nm. The engine uses cylinder block from aluminium to save 30kg overall. There are two transmission options: a six-speed manual and five-speed automatic.

Nissan Navara:

Nissan has unveiled its new Navara for South Africa, set to arrive locally in 2016. Can Nissan's new flagship pick-up take on local champs Ford's Ranger and Toyota's Hilux?

The Navara will be available in two power outputs, 118kW and 140kW, and the range-

topping version introduces twin turbocharging technology, a first for Nissan. The 2.3 litre can be mated to a standard six-speed manual or a seven-speed auto. A four-wheel drive variant will be available.

NET voordat die skoolvakansie regtig begin, is daar 'n oomblik van waarheid wanneer ouers hul kind se jaareinde skoolrapport ontvang. Die wyse waarop ouers oor die skoolrapport reageer 'n belangrike rol kan speel in hoe hul kind die volgende jaar presteer. Ouers word aangemoedig om kwaliteit-tyd opsy te sit om met hul kind sy akademiese vordering in 2015 te bespreek en om akademiese doelwitte vir 2016 te stel. Dit moet verkieslik nie gedoen word wanneer die finale resultate ontvang word nie en ook nie in Januarie wanneer dit al te laat is nie. Daar is gemoedsrus vir ouers wat weet dat hulle 'n gestruktureerde plan in plek gesit het om hul kind te help om sy volle potensiaal te bereik, hetsy die kind 'n gemiddeld van 75% handhaaf en moontlik 90% kan behaal, of al is die doelwit vir die volgende jaar slegs om elke vak te slaag.Indien 'n kind swak presteer het, word daar aanbeveel dat hy 'n leestoets moet doen. Leesstoetse is net so belangrik as wat 'n oogtoets en gehoortoets is. Om lees te toets, is 'n nuttige manier vir ouers om uit te vind of hul kind visuele of ouditiewe prosesseringsprobleme het, wat anders is as om 'n sig- of gehoorprobleem te hê. As 'n kind sukkel om akkuraat te prosesseer wat hy lees, lê die probleem nie in sy oë nie en kan die probleem dus nie met 'n bril opgelos word nie. Vermy aanlyn- of gerekenariseerde leestoetse. Wees op die uitkyk vir 'n deeglike leestoets wat jou sal help om geskikte en beproefde strategieë te vind om jou kind se leerprobleme op te los. Skaakklubs, spelkompetisies en lees-kunswedstryde addisionele stimulasie aan leerders bied wat gereeld toppresteerders in hul klas is.
