    The purpose of this T! is to describe the service access procedures as presented to the user.

    :efinitions and procedures are provided in this T! for international roamin- national roamin and reionallyprovided service. These are mandatory in relation to the technical realiation of the Mobile !tation (2).

    Public 5and Mobile &etwor" (P5M&) is a networ" established and operated by an dministration or /POfor the specific purpose of providin land mobile communication services to the public. %t providescommunication possibilities for mobile users. 7or communications between mobile and fi'ed users-interwor"in with a fi'ed networ" is necessary.

    2.1 Ge&er$! re7uiree&ts

    2 with a valid %M!% may roam and access service in the area authoried by the entitlement of the subscription.

    %f a communication has been established- the 2 will in principle not suffer an interruption within the P5M& area(provided the entitlement of the subscription allows it). 2'ceptions are possible if no networ" resources or radiocoverae are available locally.

    Fowever- if the 2 leaves the P5M& area- an established communication may terminate. %f the user then wants tocontinue- another networ" providin service has to be selected and a new communication has to be established (seeclause 3).

    !ubject to roamin areements- a visited networ" shall be able to prevent incomin roamers from usin a particularradio access technoloy (e.. when the home networ" has not implemented this radio access technoloy).

    2.2 8&ter&$tio&$! ro$i&%nternational roamin is a service whereby an 2 of a iven P5M& is able to obtain service from a P5M& of anothercountry.

    The availability of %nternational /oamin is subject to inter?P5M& areements.

    2.3 $tio&$! ro$i&

    &ational /oamin is a service whereby an 2 of a iven P5M& is able to obtain service from another P5M& of thesame country- anywhere- or on a reional basis.

    3.2.1 Ge&er$!

    The 2 shall support both manual and automatic networ" selection mechanisms (modes). The 2 shall select the lastmode used- as the default mode- at every switch?on.

    s an optional feature of the M2- the user shall be able to set a preference in the M2 for the mode that shall be used atswitch on. %f set then the M2 shall select this preference rather than the default mode.

    &ote 0y defaultin to the last mode used- e.. manual networ" selection- the undesired automatic selection of

    an adjacent P5M& instead of the desired FP5M& in border areas- can be avoided at switch?on.

    The user shall be iven the opportunity to chane mode at any time.

    2'cept as defined below- the MM% shall be at the discretion of the 2 manufacturer.

    The 2 shall contain display functions by which vailable P5M&s and the !elected P5M& can be indicated.

    %n order not to confuse the user- the same definitions of P5M& names shall be applied consistently both in reisteredmode and in the list presented to the user when in manual mode.

    %n shared networ"s a radio access networ" can be part of more than one P5M&. This shall be transparent to the user-i.e. the 2 shall be able to indicate those P5M&s to the user- and the 2 shall support networ" selection amon thoseP5M&s- as in non?shared networ"s.

    3.2.2 Proceures

    3.2.2.1 Ge&er$!

    %n the followin procedures the 2 selects and attempts reistration on P5M&s.

    %n this T!- the term @P5M& !election@ defines an 2 based procedure- whereby candidate P5M&s are chosen- one ata time- for attempted reistration.

    ser 1ontrolled P5M& !elector data field e'ists on the !%M to allow the user to indicate a preference for networ"selection. %t shall be possible for the user to update the ser 1ontrolled P5M& !elector data field- but it shall not bepossible to update this data field over the radio interface- e.. usin !%M pplication Tool"it.

    %t shall be possible to have an Operator 1ontrolled P5M& !elector list and a ser 1ontrolled P5M& !elector liststored on the !%MC!%M card. 0oth P5M& !elector lists may contain a list of preferred P5M&s in priority order. %tshall be possible to have an associated ccess Technoloy identifier e..- 2?T/&- T/&- or G2/& associatedwith each entry in the P5M& !elector lists.

    The 2 shall utilise all the information stored in the !%M related to networ" selection- e.. FP5M&- Operatorcontrolled P5M& !elector list- ser 1ontrolled P5M& !elector list- 7orbidden P5M& list.

    &ote , P5M& in a !elector list- includin FP5M&- may have multiple occurrences- with different accesstechnoloy identifiers.

    The 2 shall inore those P5M& N access technoloy entries in the ser 1ontrolled P5M& selector and Operator1ontrolled P5M& selector lists where the associated ccess Technoloy is not supported by the 2. %n the case that

    there are multiple associated ccess Technoloy identifiers in an entry the 2 shall not inore the entry if it includesany associated ccess Technoloy that is supported by the 2.

    iii) each entry in the @Operator 1ontrolled P5M& !elector with ccess Technoloy@ data field in the!%MC!%M (in priority order). %t shall be possible to confiure a voice capable 2 so that it shall notattempt reistration on a P5M& if all cells identified as belonin to the P5M& do not support thecorrespondin voice serviceH

    %f a P5M& does not support voice services then this shall be indicated to the user.

    The user may select the desired P5M& and the 2 shall attempt reistration on this P5M&. (This may ta"e place atany time durin the presentation of P5M&s.)

    %f the reistration cannot be achieved on the selected P5M&- the 2 shall indicate @&o !ervice@. The user may thenselect and attempt to reister on another or the same P5M& followin the above procedure. The 2 shall not attemptto reister on a P5M& which has not been selected by the user.

    Once the 2 has reistered on a P5M& selected by the user- the 2 shall not automatically reister on a differentP5M& unless

    Dhen a reistration attempt by the 2 is rejected by a networ" with an indication of @permanent@ P5M& restriction-the P5M& identity shall be written to a list of @7orbidden P5M&s@ stored in a data field in the !%MC!%M.

    %f a successful reistration is achieved on a P5M& in the @7orbidden P5M&@ list- the P5M& shall be deleted from thelist.

    Dhen in automatic mode- the 2 may indicate any P5M&s which will not be selected due to their presence in the@7orbidden P5M&@ list.

    &ote %n the conte't of this 3GPP T!- the term country is to be interpreted not as a political entity but as asinle Mobile 1ountry 1ode (M11). 7or e'ample the ! and %ndia have multiple M11. !uch casesare in fact treated as e'ceptions in the 3GPP specifications. 7or all other countries- multiple M11s maybe used- however the specifications have not ta"en this into account and there could be adverse effectssuch as the 2 bein unable to detect that multiple M11s are within the same country.

    %n the case that there are multiple 2FP5M&s available- the 2 shall not attempt to select a hiher priority 2FP5M&when an 2FP5M& has already been selected. The priorities of 2FP5M&s are only applicable when the 2 is on aBP5M& and multiple 2FP5M&s are available.

    The 2 shall only ma"e reselection attempts while in idle mode for circuit services. %n case of GP/! terminals- the2 shall only ma"e reselection attempts while in %dle or !tand?by mode.

    The interval between attempts shall be stored in the !%MC!%M. Only the service provider shall be able to select forwhich of the previous situations- periodic networ" selection shall be attempted and to set the interval- which shall bebetween 9 minutes and ; hours- with a step sie of 9 minutes. One value shall be desinated to indicate that noperiodic attempts shall be made.

    %n the absence of a permitted value in the !%MC!%M- or the !%MC!%M is phase , and therefore does not contain thedatafield- then a default value of 9+ minutes- shall be used by the 2.

    &ote se of values less than 9+ minutes may result in e'cessive M2 battery drain.

    3.2.2.6 8&vesti$tio& PLM Sc$&

    The operator shall be able to control by !%MC!%M confiuration whether an 2 that is capable shall perform aninvestiation scan. This investiation scan shall be performed after each successful P5M& selection as well as durinlimited service state. The investiation scan shall search for a hiher prioritised P5M& that does not offer 1! voiceservice. %f such a P5M& is available- the user shall be informed. This enables the user to switch to such a P5M& usinmanual selection if the user so prefers. The investiation scan shall not be performed when no !%MC!%M is inserted.

    3.2.2. Voi

    %t shall be possible for the FP5M& at any time to direct a 2- that is in automatic mode- to search for a specificBP5M& and- if it is available- move to that BP5M& as soon as possible. This BP5M& shall then be rearded as thehihest priority BP5M& as defined by the operator- thouh any 2FP5M& or P5M& on the ser 1ontrolled P5M&list shall have hiher priority. This process shall be done transparently and without inconvenience to the user.
