    Changes in Regulations

    (a) Regulations for Divisional Boards

    Council has made the following changes in regulations, to come into effect on 6 June.

    Explanatory Note

    The following changes, made on the recommendation of the Social Sciences Divisional Board, amend the membership of the Social Sciences Board to include the Associate Head of the Social Sciences Division (Education) and the Associate Head of the Social Sciences Division (Research) with effect from 1 october 2014.

    Text of Regulations

    1 In Council Regulations 17 of 2002 (Regulations for Divisional Boards) amend existing regulation 15 and substitute (new text underlined, deleted text struck through):

    '15. The social sciences Board shall consist of:

    (1) the Head of the Social Sciences Division, who shall be chairman;

    (2)–(15) the head of department/chair of faculty board for each of the 14 constituent units of the division ex officio;

    (16)–(18) three persons elected on a rotational basis by and from academic members of the following units of the division, with each person serving a two-year period:

    (a) the Department of Economics;

    (b) the Department of Education;

    (c) the Faculty of law;

    (d) the Department of Politics and International Relations;

    (e) the School of Geography and the Environment;

    (f) the Saïd Business School;

    (19)–(20) two persons elected on a rotational basis by and from academic members of the following units of the

    division, with each person serving a two-year period of office:

    (a) the Department for International Development;

    (b) the School for Interdisciplinary Area Studies;

    (c) the Department of Sociology;

    (d) the oxford Internet Institute;

    (e) the Department of Social Policy and Intervention;

    (f) the School of Anthropology;

    (g) the Institute of Archaeology and research laboratory for archaeology and the History of Art;

    (h) the Blavatnik School of Government;

    (21), (22) the Associate Head of the Social Sciences Division (Education) and the Associate Head of the Social Sciences Division (Research) ex officio;

    (2123), (2224) two persons appointed, for a three-year term, under the procedures of the Conference of Colleges. They shall have appropriate experience and understanding of academic policy and finance and be familiar with the subject areas concerned, but should not hold a salaried teaching or research post within the division;

    (2325) any member of University Council elected by and from among members of the faculties and sub-faculties in the Social Sciences Division.'

    2 This regulation shall be effective from 1 october 2014.

    (b) Student Appeal Panel: corrigendum

    Explanatory Note

    When changes were made to Statute XI (University Discipline) in 2009 (Gazette Vol 139, p1165, 28 may 2009), a cross-reference in the regulations for the Student Appeal Panel was overlooked.

    Text of Regulations

    In regulation 1.1 of Council Regulations 4 of 2006 concerning the student appeal Panel, delete 'as specified in section 17 (1) of Statute

    XI' and substitute 'as specified in section 16 (1) of Statute XI'.

    (c) Regulations for the Employment of University Staff: corrigendum

    Explanatory Note

    When changes were made to statute XIV concerning the employment of academic and support staff by the University (Gazette Vol 144, p160, 28 November 2013), the cross-references in the associated regulations were not updated.

    Text of Regulations

    1 In Council Regulations 3 of 2004, replace the reference to section 13 of statute XIV in regulation 7.(1) with a reference to section 15 of statute XIV.

    2 Ibid, replace the reference to section 9 of statute XIV in regulation 12 with a reference to section 11 of statute XIV.

    The General Purposes Committee of Council has made the following changes in regulations, to come into effect on 6 June.

    Establishment of Medical School Prize and Scholarship Fund

    Explanatory Note

    These regulations establish the 'Medical School Prize and Scholarship Fund' for the advancement of education and learning at, or in connection with, the Medical Sciences Division, through the award of prizes and scholarships.  

    It is intended that by resolution of Council, on behalf of the University as trustee, under the Charities Act 2011, the Martin Wronker Prizes Fund for Medicine, Medical Scholarships Fund, George Herbert Hunt Travelling Scholarship Fund, John Pearce Prizes in Surgery Fund, Meakins McClaran Medal Fund, Sidney Truelove Prize in Gastroenterology Fund, Sir Roger Bannister Neurology Prize Fund, Geoffrey

    Spray Prize in Clinical Biochemistry Fund, Tizard Prize in Paediatrics Fund, Duthie Prize in orthopaedic surgery Fund, mallam Memorial Prize in Clinical Medicine Fund, Eoin Hodgson Memorial Fund, John Potter Essay Prize Fund, Brian Ingram Johnson Prize in Pathology Fund, John Stallworthy Prizes in obstetrics Fund, Witts Prize in Haematology or Gastroenterology Fund, lovel Prize Fund, renwick Vickers Dermatology Prize Fund, John Friend Prize in Medical History Fund, and Pre-Clinical Adviser's Medical Scholarships Fund, shall be transferred and administered as part of this new trust fund.

    Text of Regulations

    In Part 2 of Council regulations 25 of 2002, concerning trusts, insert new §2331 as follows, and renumber existing §§233–393 as §§234–394:

    '§233. Medical School Prize and Scholarship Fund

    1. Ten pounds and such further money or property as may be paid or transferred to be held by the University on the same trusts shall be held together as part of the Medical School Prize and Scholarship Fund ("the Fund"), which shall be held on the trusts declared in this regulation.  

    2. The Fund includes transfers from the Martin Wronker Prizes Fund for Medicine, Medical Scholarships Fund, George Herbert Hunt Travelling Scholarship Fund, John Pearce Prizes in Surgery Fund, Meakins McClaran Medal Fund, Sidney Truelove Prize in Gastroenterology Fund, Sir Roger Bannister Neurology Prize Fund, Geoffrey Spray Prize in Clinical Biochemistry Fund, Tizard Prize in Paediatrics Fund, Duthie Prize in orthopaedic surgery Fund, mallam Memorial Prize in Clinical Medicine Fund, Eoin Hodgson Memorial Fund, John Potter Essay Prize Fund, Brian Ingram Johnson Prize in Pathology Fund, John Stallworthy Prizes in obstetrics Fund, Witts Prize in Haematology or Gastroenterology Fund, lovel Prize Fund, renwick Vickers Dermatology Prize Fund, John Friend Prize in Medical History Fund, and Pre-Clinical Adviser's Medical Scholarships Fund2.

    3. The University shall retain as permanent endowment those of the assets in the Fund which are contributed on the express understanding that they are to be treated as permanent endowment ("the Permanent Endowment").

    4. The University shall (a) apply the income of the Permanent Endowment; and (b) apply the income and, in its discretion, the capital of the remainder of the Fund, towards the

    advancement of education and learning at, or in connection with, the Medical Sciences Division through the award of prizes and scholarships.

    5. The administration of the Fund, and the application of its income, shall be the responsibility of the Medical Sciences Divisional Board, which may make and amend standing orders consistent with these regulations governing the administration of the Fund and the application of its income.

    6. The university may in its absolute discretion in the period ending 21 years from the date of this regulation, instead of applying the income of the Fund in any year, accumulate all or any part of such income by investing it, and holding it as part of the capital of the Fund. The University may apply the whole or any part of such accumulated income in any subsequent year as if it were income of the Fund arising in the then current year.

    7. The University shall have power to pay out of the capital or the income of the Fund all costs of and incidental to the creation of the Fund and the management and administration of the Fund.

    8. The University may exercise any of its corporate powers in the management and administration of the Fund in so far as those powers are not inconsistent with these regulations.

    9. Subject to regulation 10, Council may amend, repeal or add to these regulations in accordance with Part d of statute XVI, but no amendment is valid if it would cause the Fund to:

    (1) cease to be exclusively charitable according to the law of England and Wales; or

    (2) be outside the objects of the University.

    10. Any amendment to regulation 4 is an amendment to the main objects of the Fund for the purposes of Part d of statute XVI and must be approved both by Congregation of the University and subsequently by Her Majesty in Council.'

    1The numbering is subject to the approval of other regulation changes and may therefore change.

    2Approval of paragraph 2 of the Trust Regulation is conditional on Council resolving to transfer the said funds into the new Medical School Prize and Scholarship Fund and the Charity Commission registering no objections to the transfer.

    Consolidation of Medical School Prize and Scholarship Funds

    on 19 may, Council approved the consolidation of various existing trust funds into other trust funds by the passing of a resolution for the purposes of section 268 of the Charities act 2011 (“the act”). The approval of Council and the resolution passed for the purposes of the Act shall be effective 15 days after the date of publication of this notice unless written notice of a resolution, signed by at least 20 members of Congregation and calling upon Council to withhold such approval and such resolution, has been given to the Registrar by noon on 6 June. The full text of the resolution is set out below (see also 'Council and Main Committees' section above, p490).

    Council agreed to:

    (i) note that the gross income of each of the following funds (“the Funds") in its last financial year did not exceed £10,000, that the Funds do not hold any designated land and are not companies or other bodies corporate, that the Funds hold permanent endowment, and that therefore the Funds comply with the requirements of the Charities Act 2011:

    (iii) note that the gross income of the following fund (“the Fund") in its last financial year did not exceed £10,000, that the Fund does not hold any designated land and is not a company or other body corporate, and that therefore the Fund complies with the requirements of the Charities Act 2011:

    (a) Pre-Clinical Adviser's Medical Scholarships Fund;

    (iv) resolve for the purposes of sections 267–272 of the Charities act 2011 that all the property of the aforementioned Fund should be transferred to the Medical School Prize and Scholarship Fund, Council being satisfied that:

    (a) it is expedient in the interests of furthering the purposes of the Fund for its property to be transferred as set out above; and

    (b) the Medical School Prize and Scholarship Fund has purposes that are substantially similar to the purposes of the Fund;

    (v) resolve that the resolutions at (ii) and (iv) above be notified to the University Gazette and, provided that no notice of a

    resolution calling upon Council to annul or amend the proposals is received by the Registrar by noon on the eleventh day after the day on which the proposals are published, resolve that copies be sent to the Charity Commission together with a statement of the University's reasons for passing them. If the Charity Commission requires further steps to be taken the Trusts Administrator is authorised to take such steps as are necessary. once the above resolutions take effect the Trusts Administrator is authorised to take such steps as are necessary to transfer the property of the Funds in accordance with the above resolutions and any guidance given by the Commission for the purposes of the Charities Act 2011.

    Consultation on possible revisions to Statute XII

    on 27 February 2014 the Personnel Committee launched a consultation of individuals and bodies within the collegiate University on the desirability of possible revisions to Statute XII, which governs the employment of academic and academic-related staff. The consultation paper is available on the Statute XII consultation website at www.ox.ac.uk/statuteXII.

    A set of Questions and Answers, addressing the questions that have been asked most frequently in the course of the consultation so far, has now been added to this website.

    The Personnel Committee welcomes responses from all members of the University until the close of the consultation period on 4 June 2014. Responses should be sent to [email protected] and should state whether the respondent wishes to remain anonymous.

    Socially Responsible Investment Review Committee

    STATEmENT oN THE FoSSiL FuEL DivESTmENT CAmPAigN

    The Socially Responsible Investment Review Committee (SRIRC) is considering a representation from oxford university student union (ousu) for divestment from all fossil fuel investments held by oxford university Endowment management (ouem) on behalf of oxford

    University. For the text of the SRIRC’s full notice and ousu’s resolution, see www.admin.ox.ac.uk/councilsec/governance/committees/srirc/srircstatementonthe fossilfueldivestmentcampaign or Gazette No 5057, 24 april 2014.

    The SRIRC is responsible for forming an opinion on the question of socially responsible investment that the divestment resolution raises and for advising Council accordingly. at its meeting on 6 march 2014, the SRIRC began detailed discussions on this subject and invites interested parties to submit evidence or views:

    • that might inform the committee's consideration of the question of possible divestment from companies 'that participate in exploration for and/or extraction of fossil fuel reserves'; and/or

    • on whether there are alternative ways in which the University should engage in the debate about climate change.

    The SRIRC will review submissions at its next meeting on 2 July 2014, and will publish a summary of the views received on its website, ensuring that such views are given proper consideration in the eventual recommendation that is made to Council.

    Interested parties should send their submissions to [email protected]. The deadline for submissions is 23 June.

    Encaenia

    SHELDoNiAN THEATRE

    At the Encaenia to be held in the Sheldonian Theatre on 25 June, the Curators of the Theatre propose to allot seats as follows, and subject to availability, to those who apply for tickets:

    (a) one visitor's ticket each to Heads of Houses, Canons of Christ Church, members of Council, and certain other persons holding official positions in the University;

    (b) one visitor's ticket to each Professor;

    (c) one ticket to each member of Convocation (ie any matriculated member of the University on whom any degree of the University has been conferred, or any member of Congregation who does not hold such a degree).

    Applications for tickets in the above categories, stating the name and standing of each person for whom a ticket is requested, should be made no later than 11 June to the university Card office, Examination Schools (email: [email protected]). For security reasons, all requests for tickets must state the names of the persons for whom the tickets are intended.

    Tickets for all other members of the University (ie those who have not been admitted to any degree of the University) will be distributed through college authorities. All applications for tickets in this category should be made to the college authorities and not to the University Card office.

    The gates and entrances to the theatre will be opened at 10.45am and the proceedings will begin at 11.30am. Holders of tickets are requested to be in their places inside the theatre by 11.15am.

    All current members of the University are required to wear subfusc and full oxford academic dress. Doctors will wear their robes and other graduates their hoods.
