Medina, and Victor “Teddy” Perez Jr. She leaves behind her father David Contreras; brother, Henry Ortiz; sisters, Clorie Buzan and Rose Hunter. She also leaves behind many brothers-in-law, sisters in-law, nieces, nephews, and other loving relatives and friends.

She was selfl ess with her love for her family. She is preceded in death by her mother Francis Contreras and mother-in-law Julia Medina. Isabel was born on July 15, 1954 in Truth or Consequence, NM. She grew up in Catalina, Arizona. She married

the love of her life on December 22, 1972; they moved to Bagdad, Arizona in 1978 to raise their family. Her greatest joys were her grandchildren. Services for Mrs. Medina were held Feb. 9 at the St. Odilia’s Catholic Church in Tucson. Interment followed at Holy Hope Cemetery in Tucson.

Pinal County Sheriff Paul Babeu

Babeu addresses credit card fraud at Bashas’ stores; most cases concentrated in Gold Canyon, Queen ValleyBy Mila Besich-Lira Pinal County Sheriff Paul Babeu and his staff addressed several hundred residents of Queen Valley last night regarding the recent rash of credit card fraud that has been reported. The focus of the meeting was on how residents can keep their sensitive financial information safe and to provide an update on the security breech that occurred at the Bashas’ family of stores. The Bashas’ credit card payment system was attacked by a sophisticated malware that allowed the hackers to obtain the sensitive credit card data. Those criminals then used those card numbers to make other purchases using the sensitive data. Hundreds of customers to the 136 Bashas’, Food City and AJ’s Fine Food stores across the state have noticed fraudulent charges to their credit and debit card accounts. The charges are often being made in other states and in some cases other countries such as France and Italy. It is believed that the criminals involved with the breech are not located in Arizona. To date 507 reports of credit card fraud have been

filed with PCSO Sheriff Babeu updated the residents about the ongoing investigations and how the Pinal County Sheriff’s Office got involved with the case. In his presentation to residents, Babeu explained that they had discussed not releasing the information about the rash of fraud cases but decided it was in the public’s best interest to share the information. “We work for the people not a company,” explained Babeu. PCSO reports that they contacted Bashas’ on Jan. 23, 2013 regarding the high number of credit card fraud reports. Babeu explained that based on their information the malware attack happened sometime in the summer of 2012 and that the malware

has been collecting data since then. One suspect involved with the crime has been arrested. Detectives from PCSO gave a presentation to

the residents on how to protect themselves from these types of fraud. They encouraged the residents to shop on secure websites, shred mail and old credit

cards and try to keep cards out of the view of other customers when making a purchase. They also shared information on credit guard services and wallets

that prevent crooks from scanning data off cards that are placed in a wallet or purse. The detectives explained that using cash is

one of the only full proof ways to avoid credit card fraud. The detectives and Sheriff Babeu stressed the importance that the residents monitor their credit and debit card statements carefully. A resident in the audience explained that during a recent trip to Bashas’ there were notices that the system was secure and safe to use. Sheriff Babeu explained that PCSO could not confirm that the malware had been removed from the credit card system at the Bashas family of stores, he also commented that attorneys from Bashas asked him to make a retraction on his statements or face a potential law suit. Copper Area News spoke with officials from Bashas’ regarding the security breech and found that Bashas’ Corporate Office began an investigation with a third party forensic specialist as soon as the they started receiving calls from customers reporting

the fraud complaints. Upon confirmation that the payment system had been attacked the company alerted law enforcement, the media, their stores and customers. Kristy Jozwiak, Director of Communications for Bashas’, confirmed that the forensic investigator has found that no customer information was obtained in the summer of 2012. “Bashas’ is and has been compliant will all Payment Card Industry (PCI) security requirements and we have installed additional security measures, beyond what is required by the industry to our point of sale and enterprise systems to further protect our customers’ information from such attacks in the future,” explained Jozwiak in a written statement. The company is working directly with federal law enforcement authorities and not with PCSO. “It is important to know that there have been some erroneous statements made by the Pinal County Sheriff’s

Department regarding the situation,” explained Jozwiak. According to Bashas’, PCSO contacted the company in late January but only to say that they (PCSO) thought the Bashas’ payment system was a common denominator in their fraud reports from residents. PCSO did not confirm that Bashas’ was in fact the source of the problem when they made the call. According to state laws businesses are not required to release any information when security breaches occur, however Bashas decided it was best to inform their customers and go public with the information. Joswiak further explained that they released this information within 48 hours of the company’s knowledge that the malware was in the system. She encouraged customers to contact Bashas’ Customer Service Department if they have any questions or concerns. The number to reach customer service is 480-883-6131. Customers who shop at the Bashas’ family of stores regardless of where they reside are encouraged to monitor their credit and debit card statements carefully and alert authorities if fraudulent charges are found. Those living in incorporated communities should contact their local police departments; those living in un-incorporated areas should contact PCSO or their county sheriff’s office. By Mila Besich-Lira Last week the San Carlos Apache Tribe announced that the Tribe will begin construction on a second casino within the Copper Corridor. The new casino will be located just east of highway 77 at Milepost 127 between Mammoth and Dudleyville. The Tribe is planning on constructing a temporary facility that will house up to 400 slot machines, 10 to 12 table games, a small lounge and restaurant. Future plans for the casino site will include a permanent full service resort which will include hotel and convention space. The anticipated opening of the temporary casino will be in the first half of 2014 with construction of the permanent facility to begin shortly after of the opening of the temporary location.

San Carlos Apache Tribe to open new casino in Dudleyville

The plans for construction of the second casino were put on hold in 2008 due to the nationwide economic downturn. In a press release provided by the Tribe, they announced that the project will help to bring much needed economic benefits to the Tribe and the surrounding areas. They anticipate that the new casino will create 400 permanent

jobs in addition to the construction jobs and it will also bring millions of dollars in revenue to the area. The San Carlos Apache Tribe is allowed to operate two class II gaming facilities according to the 2003 State Gaming Compact. The Tribe will be hosting community meetings prior to the construction

of the temporary facility. According to the press release, the Tribe is looking forward to working with the

local communities and communicating with them about the construction process and economic benefits.

The Tribe’s first casino the Apache Gold Casino Resort is located just east of Globe on the San Carlos Indian Reservation.

Rachelle Sanchez, the former Mammoth town clerk and acting town manager has submitted a claim seeking wages not paid to her, attorney fees and treble damages which may allow her to collect triple the amount of wages owed her.

Her claim cites that the Mammoth Town Council are in violation of breach of contract; breach of covenant of good faith and fair dealing; breach of fiduciary duties; interference with contractual relationship and civil conspiracy against Council members in their individual capacity; intentional infliction of emotional distress and violation of the open meeting law as well as Ms. Sanchez’s due process rights.

The amounts of compensation being sought by Ms. Sanchez including accumulated leave plus additional pay she feels is due totals $44,170. If triple damages are granted her by the court, she could receive as much as $132,510 plus attorney fees.

The claim has been filed in the Superior Court of

Arizona in the County of Pinal.

Sanchez alleges that in 2012, the Town of Mammoth failed to pay all her wages and other sums owed to her. She believes that the Council members met illegally and without public notice and then placed her on “administrative leave” pending an investigation in April of 2012.

The complaint claims no investigation was ever done and Sanchez was not provided a hearing. She filed a grievance challenging her termination and placement on administrative leave per Town of Mammoth employee policies.

The Mammoth Town Council has admitted that Sanchez was placed on administrative leave pending an investigation in Apr. 2012. She filed a grievance about being placed on leave and the Town did not respond to it.

Sanchez claims she was never given the reasons for the illegal action to terminate her employment and that Mammoth then failed to pay all monies owed her in accumulated

leave under terms of her employment, failing to make contributions to and pay the employee’s portion of her 401K retirement plan in violation of the law. The Town was given legal advice that all sums for salary wages due and accumulated leave not paid results in triple damages plus attorney fees, and that their failure to pay her could result in personal liability against them individually.

Town Council member Juan Barcelo was singled out in the complaint as acting with malice and reckless disregard for Sanchez’s employment rights as a private person before he became a member of the Council.

The Defendants denied all other allegations or were without sufficient information to respond to the allegation. They have asked the court to dismiss the Plaintiff’s Complaint with prejudice; award Defendant’s their attorney fees and costs incurred in connection with this matter; and award such other relief as the Court deems just and appropriate under the circumstances.

The Park and Center for Environmental Education is now open every Saturday and Sunday through April. Guided tours of the historic Kannally Ranch House are offered every Saturday and Sunday at 10:00 a.m. and 2:00 p.m. A wildlife slide show and

interpretive bug display is ongoing and gift shop is open. The park is a great place for friends to bring a picnic lunch, hike, take photographs and commune with nature. welcomed a number of interested people looking for a health care facility for family members. Now called Grace Manor, it is an assisted living and respite home for those people that need care in their older years.

Despite the snow on Saturday, people came to tour the facility which is owned and operated by Jodie Gillies. Grace Manor has always been a dream of Gillies’.

Gillies said she believes she has a calling to be in this line of work. She says she has been given a gift which is working with the elderly, whether as an advocate or taking care of them.

“I feel it is an honor to be with our elder

The Sun Corridor MPO is being formed by the City of Casa Grande because the city reached beyond a 50,000 population threshold, explained Mayor Bob Jackson, a requirement of a new federal transportation law. Joining Casa Grande in this new organization

are the cities of Eloy, Coolidge, San Tan Valley and most recently Florence, which announced a resolution to join on Jan. 22. Jackson said the scope of Central Arizona Association of Governments, or CAAG, had become stretched thin to accommodate the entirety of both Pinal and Gila counties. He said the new MPO would create an opportunity to focus on the needs of the immediate surroundings of western Pinal. “I think what’s happened in western Pinal is that we no longer have the same issues that they

By Nina Crowder The Community Schools Athletic League is a far ranging group of school districts including the Oracle School District, Mammoth San Manuel Unifi ed School District, Hayden/Winkleman Unifi ed School District and the Ray Unifi ed School District. These programs include soccer, fl ag football, basketball, wrestling, swimming and cheerleading/spirit squad through multiple events. The Community Schools Athletic League was able to bring the Community Schools Athletic Basketball program to the town of Kearny on Saturday, Feb. 9 for the fi rst time ever. There are currently 35 basketball teams with over 350 participants, not including the adult volunteers and the 80-plus cheerleaders that contributed to an incredible day of basketball and fun. The bleachers were fi lled with parents, grandparents and friends as they watched the action packed youth basketball games and cheered on the various teams. Thanks to the Ray High School Baseball team for the fantastic job with the concessions. Larry Ramirez, the

Community Schools Director estimates there was over 1,000 people in attendance throughout the day on Saturday, a fun fi lled and rewarding day. The Community Schools Basketball Program has four age-appropriate divisions: kindergarten-down, fi rst-second grade, third-fourth grade and fi fth-sixth grade. To initiate the Community Schools Basketball season, the games started Feb. 2 in Oracle, with the second round of games on Feb. 9 in Kearny. There will be games on February 12, 13 and 14 at Mammoth Elementary School gym. The following week the games will be held February 19, 20 and 21 at the San Manuel High School gym and then Saturday, March 2nd at the Hayden High School gym. On Mar. 9, the exciting six-week season will conclude at the San Manuel High School gym with the offi cial March Madness tournament. By Chase KampCopper Area News The fallout from the tragic Dec. 20 shooting at Sandy Hook Elementary in Newtown, Connecticut on resonated across the country. Eastern Pinal education leaders, parents and law enforcement are evaluating how to best prevent such an incident from occurring close to home. The most promising solution has been the implementation of school resource offi cers, or SROs: sworn law enforcement offi cials that not only serve as armed security, administrators say, but aid in reducing crime and drastically changing school culture through classes and training offered to students and faculty. However, SRO programs in the area, which are funded through grants from the state Department of Education, have been cut in the last few years due to statewide budget shortfalls and educating funding crunches. Pete Guzman, Superintendent of Superior Unifi ed School District, said his district was very fortunate to receive the services of PCSO deputy Paul Licano as an SRO a few years ago. The SRO served the local elementary school but was primarily stationed the Junior-Senior High School, where he proved very helpful in reducing

behavioral incidents for older students. “[Having an SRO] does help the discipline and it did make a lot of difference,” Guzman said. Not only was the SRO highly visible on campus patrols and assisted with disciplinary actions, he explained, but he also taught a popular law enforcement class that counted as career and technical education credit. “I think he made a very positive impact on our kids,” Guzman said. Pinal County Sheriff Paul Babeu has joined a number of state leaders in proposing ideas to bolster school safety in the wake of Sandy Hook. He and state Senator Rich Crandall (R-Mesa) announced on Jan. 15 a $30 million dollar plan that aims to put a school resource offi cer in a third of Arizona’s schools. The proposal would provide $30 million to add nearly 300 SROs, $4.5 million to improve mental health assessment to pro-actively identify threats and $1.5 million to expand school guidance counseling. The proposal is one of several recently announced by Arizona lawmakers and government leaders. Crandall argued his and Babeu’s proposal is the most politically and fi scally feasible. excess funding through a ballot referral in 2014. In 2002, the passing of ballot Prop 301 guaranteed $7.8 million annually for SROs, but the state swept additional funding for the program in 2009, forcing many districts like Superior to drop their offi cers. However, a controversial aspect of the proposal would also allow schools the option of training and arming select numbers of administrators and teachers for security purposes.

Crandall said the majority of superintendents he has spoken with do not like the idea of arming teachers or administrators, but that the voluntary option would be available for schools that were unable to hire SROs. “We have 2,200 schools in Arizona and as much as we’d like, we simply can’t fund an SRO in every school,” Crandall said. “I don’t want to arm a couple of teachers in every school, but what is the alternative?” Babeu argued. “We need a

permanent funding source, since the general fund may be eliminated, yet the threat to our schools remains.” Guzman is among those school leaders that does not like the idea of arming administrators. “Our job is to protect the kids—that’s our number one priority,” he said, “but does that mean allowing arms in schools? I don’t think so.” Guzman is also not convinced that proposed action at the Capitol will help his district. “Just because they say they’re going to pour more money into grants doesn’t mean it’s going to be helpful to the rural areas,” Guzman argued.State grants for SROs are distributed based on crime and behavioral report statistics. Guzman said bigger schools and districts were prioritized over

smaller ones. “It’s the same old story,” he said, “The rural areas just get left out all the time. So what if they have more kids? It’s one kid that gets hurt that counts. Just because they’re in bigger areas doesn’t mean they should get more services.” For the time being, Superior USD has increased teacher supervision in the playground, ordered security cameras and tightened visitor requirements. The district has reviewed its crisis plan and sent copies to emergency personnel, also making it available for parents to comment upon. The schools plan to soon run emergency drills. “We’re trying to be more careful in everything we do,” Guzman said.

By Mila Besich-Lira During a scheduled ap-pearance at the Cobre Val-ley Democrats meeting in Globe, Resolution Copper Project Manager Andrew Taplin shared that a new bill to approve the long awaited Southeast Arizona Land Exchange will be introduced into Congress next week. Taplin shared that the bill has received bi-partisan support and will also be introduced into the Senate and the House of Representatives. Following the presentation and discussion the Cobre Valley Democrats passed a resolution of support for the Resolution Copper Project. Once introduced the bill will have to go through Congres-sional committees and will have to be approved in both the House and Senate before it can be forwarded to the President for final approval. The introduction of the 2013 legislation does not change the job scale-backs that Reso-lution announced at the end of November. Taplin explained that due to the global economic uncer-tainty, Rio Tinto scaled back many projects worldwide that were not delivering profits in short time frames. The Rio Tinto scale backs forced Res-olution Copper to decrease their operating budget from $218 million in 2012 to $50 million in 2013, laying off 400 workers at the project. Taplin explained that Reso-lution Copper has charted a course to complete the Mine Plan of Operations by June of this year. Once the mine plan of operations is complete, this will trigger the start of the National Environmental Pro-tection Act process, or NEPA.

Resolution Copper Land Exchange Bill to be introduced Next Week

The legislation may be dif-ferent from previous bills be-cause the NEPA will already be in process. Due to the decreased budget, Taplin explained, Resolution will be stopping the reha-bilitation work of the number nine shaft as well as the drill-ing and examination of the ore body. The company will complete the construction of the number 10 shaft and is hoping to continue to have one drill operating on prop-erty to continue studying the ore body. Once the construction is complete on the number 10 shaft those employees will also be laid off. Resolution Copper officials will continue to work on the legislative process and regu-latory permits through 2013. If progress can be made with the land exchange and the permitting moves quickly, Taplin explained they would go to the Rio Tinto board of director to request additional capital funding for the proj-ect. That additional funding would allow Resolution to continue the ore body explo-ration and shaft development which will require more con-

tractor work. Throughout his presentation, Taplin discussed Resolution’s social license to operate. He said working with the stakeholders and community leaders remains important to the company. They will also make new attempts to work with the San Carlos Native American Tribe. Several employees who had been laid off from vari-ous contractors were present and asked what they can do to help move the legislation forward. Roy Chavez, chairman of the Retired Miners and Concerned Citizens was also present at the meeting. He commented during the discus-sion that what he had heard at the meeting was different from what he had heard in the past and he felt it was good news. Mickie Nye, local busi-ness owner in Globe and a member of the Cobre Valley Democrats, explained that several community members are working on a grass roots effort to help advocate for the Resolution Copper project and other economic develop-ment projects for the mining communities.

In another big shift, the City of Maricopa recently voted to join the Maricopa Association of Governments, or MAG, though the city is located in Pinal County. Mayor Christian Price said it was not an easy decision, one that needed to be made in only two months and was not intended to disconnect from Pinal. “In the end it comes down to what your residents identify with,” Price said, citing that 75 percent of the city’s residents work in Maricopa County. “Some said that if we joined MAG, we would be one of the little fish,” he said, but argued there were 16 cities smaller than Maricopa in the organization. Jackson said he recognized the pros and cons of Maricopa’s decision, but argued that having an ally in Maricopa County would lend itself to projects like the East-West

corridor and I-11 project. “Maricopa becomes our voice at that MAG meeting,” he said. However, CAAG is the group that takes a big hit, Jackson explained. About two-thirds of the money CAG receives for transportation related to population would exit along with Maricopa and the Sun Corridor MPO members. Florence Mayor Tom Rankin, who fought to keep Maricopa in CAAG, told the gathering that he would work with San Tan Valley to eventually incorporate and solidify the western Pinal region. “This MPO to me is what makes Pinal County,” he said. “We have to do it right in setting the boundaries.” Though the more populous areas may be organizing around their shared goals, Rankin said, the smaller eastern Pinal and Gila County entities that make up Central Arizona Association of Governments will not be neglected. “CAAG is not going to die,” Rankin said. “We cannot forget eastern Pinal County.”

A driver reported that he had swerved to miss a deer crossing the road and smashed into the guard rail. Criminal damage was reported in the 400 block of S. Tierra Verde Pl., San Manuel. A rock was thrown at a vehicle.Feb. 5 Theft was reported in the 800 block of N. Robles Rd., Oracle. The situation was determined to be one of owner-renter, and the owner was referred to the courts for a civil solution. A juvenile girl was reported as a runaway in the 300 block of N. Alto Loma Dr., Oracle. She was later located at her grandmother’s house. Theft of a wheelchair and wheeler holder was reported in the 500 block of S. Ladera St., San Manuel.Feb. 6 Juan Gabriel Covarrubias, 30, Dudleyville, was arrested in the area of Jumping Cactus and Highway 77, Dudleyville, on warrants for failure to appear and failure to comply with a court order. He was transported and booked into the Pinal County Jail. A concerned citizen reported that an unmarked gray DC8 airplane twice flew very low over his home in the 88000 block of E. River Ranch Rd., Mammoth. The citizen stated that the plane was only 100-150 feet over his home, low enough that he could see in the windows. The PCSO dispatcher contacted the FAA for more information and the FAA stated that it was possibly a military aircraft. The citizen was told that

should the airplane come back, he should contact the FAA or the National Guard directly. Theft was reported in the area of S. River Rd., Mammoth. Approximately 3-4 miles from Highway 77, an unknown person or persons cut down some power poles and attempted to take the wire. Theft of a meter was reported in the 600 block of W. Fifth Ave., San Manuel.Feb. 7 Deputies received a report of truancy in the 2600 block of W. El Paseo, Oracle. Three juveniles were ditching school. Burglary was reported in the 1100 block of N. Justice Dr., Oracle. Assault was reported in the area of E. Grant St., Oracle. Assault was reported in the 900 block of W. First Ave., San Manuel. The two involved were fifth grade students spitting on each other. The school handled discipline.
