Lourdes University is pleased to welcome returning and new students to campus for the Fall 2020 semester for face-to-face, hybrid and on-line instruction. The University anticipates entering into a fall athletic season with appropriate guidelines to assure health and safety of student-athletes.

As a Franciscan University with the fundamental values of community and reverence, Lourdes is committed to providing students and employees a coronavirus-safe environment. Since no vaccine or therapeutics are currently available to fight the coronavirus and because of the scientific predicted resurgence of the virus in fall, Lourdes developed a plan following current state and public health guidelines. The awareness that these guidelines might be quickly changed requires planned flexibility and quick adaptation.

The operating plan presented is rooted in an expectation that all students and employees are committed to the health and well-being of our community and actively respect each individual on campus. As such, each member of the community has a responsibility for adhering to the guidelines to assure safety for her/himself and other members of the Lourdes community with faculty and staff providing strong role modeling.

The Lourdes community and all guests on campus are expected to follow the Centers for Disease Control and Prevention, Ohio Department of Health and Toledo-Lucas County Health Department guidelines as follows:

Monitor your health • If experiencing fever, cough, shortness of breath, or other symptoms

stay home and self-monitor symptoms and/or consult a health care professional (See Reference 1)

• Take your temperature before entering a public space

Personal hygiene • Frequent hand washing for at least 20 seconds • Use of hand sanitizer when soap washing not readily available • Avoid touching eyes, nose and mouth • Always cover your mouth and nose when coughing or sneezing

Guidelines for Monitoring Health and Personal Hygiene (See Reference 2)

All students who are not feeling well are not permitted on campus.

Each day before entering campus buildings students will either take their temperatures at home or have temperatures taken on campus at designated locations. Commuters whose temperature is in excess of 100.4 F will not be allowed on campus and will be asked to immediately leave campus. Residential students will be asked to return to their apartments and consult the Health Center.

Lourdes University and the Athletics Department will also follow the guidelines set forth in the Ohio Department of Health Director’s Second Amended Order that Provides Mandatory Requirements for Youth, Collegiate, Amateur, Club and Professional Sports.

Recommendations for personal hygiene are posted throughout campus. Hand sanitizing supplies are available near the entrances of all buildings and in high touch environments.

Remove high-touch items such as magazines, utensils, pens and provide single use items when possible.

COVID-19 Exposure ProtocolDefinitionsAn individual has been in close contact with a person who has COVID-19 if:

recommended until 10 days after exposure if the person is not having symptoms

- If symptomatic and has had an exposure to a COVID-19 positive person, testing will be conducted as soon as possible

Testing PolicyThere is nothing more important to Lourdes than the health and safety of University students, staff and faculty. In that spirit, and in compliance with the recommendation of Governor DeWine’s Office in the state of Ohio, Lourdes will begin doing random COVID-19 testing of faculty, staff and students. Beginning after October 9, 2029, Lourdes will be testing 3% of community members each week. Weekly notifications will be sent through the Lourdes email system to randomly selected individuals directing them to make an appointment to be tested at the Lourdes University – ProMedica Health Clinic in Sylvan Square, 4900 N. McCord Road. Lourdes is utilizing the Abbott BinaxNOW™ COVID-19 test, as it is a highly accurate but minimally invasive test, with results available in 5 – 15 minutes. Students are not required to quarantine or isolate because of this test, unless they are found positive for COVID-19. Random testing is one of the best tools known to slow the spread of the virus. These random tests will be represented in the Lourdes COVID-19 Dashboard weekly updates. Since the commencement of the 2020 Fall semester, the University Health Clinic is testing members of the Lourdes Community who are symptomatic. The University has secured additional tests through a private company for athletic testing. The Lourdes University Health Clinic also works with the Toledo-Lucas County Health Department for testing of those who have been exposed and for contact tracing purposes.

Guidelines for Monitoring Physical Distancing All students are expected to follow social distancing guidelines as defined by the Ohio Department of Health.

Signage indicating the maximum occupancy is posted in rooms and common areas with adherence to physical distancing.

Classrooms have been evaluated for available seating with assurance to the physical distancing guidelines.

Art studios may require more space, possible adjacent rooms or use of the Canticle Center Gallery or student lounge.

Social gathering spaces (Franciscan Center, Ebeid Recreation Center, Planetarium Lobby, Den, Gubi’s Grind, Campus Ministry House, Canticle Center student lounge and gallery area, Franciscan Center and Canticle gyms) are marked for assurance to physical distancing guidelines.

Dining areas (e.g., dining room, café, concession stand) are set up to allow for adherence to ODH guidelines for public dining (50% capacity). This number will be monitored by AVI employees in the servery, as well as inside and outside seating.

Residence halls will not exceed two residents per bedroom, four residents per apartment. The maximum number permitted in a campus apartment (residential students and guests combined) is seven.

In public areas, floor markings will guide physical distancing.

Faculty and staff offices as well as conference rooms will follow maximum occupancy guidelines and assure physical distancing can be accommodated. If physical distancing is not possible, a meeting must be rescheduled to an alternative location.

Plexiglass separation barriers have been installed in areas of high transaction traffic. These areas include the Welcome Desk, Duns Scotus Circulation Desk, Academic Success Center Reception Desk, the Student Accounts Counter, Directions Credit Union, the Information Technology Desk, the Registrar’s Office Counter, the Recreation Center Lobby Desk, and Café Lourdes and Dining Hall Registers. Plexiglass separation barriers will be installed if additional spaces are identified.

Guidelines for Facial CoveringsAll students must wear face coverings when in indoor public spaces, including hallways and entrance lobbies. Face coverings are strongly encouraged when individuals are outdoors on the historic, mid or residential campuses. (See Reference 4)

Facial coverings should be cloth/fabric and cover an individual’s nose, mouth and chin. (See Reference 4)

Facial coverings will be given to students as Fall 2020 starts.

Facial coverings are available in the lobby areas of Ebeid Hall, Franciscan Center, Recreation Center and Canticle Center. Employees who are hosting guests are expected to have secured facial coverings if needed.

PPE is worn by students and staff in science and nursing laboratories as well as studios when appropriate.

Faculty and staff determine if face coverings are required when students or peers are in their individual offices based on health concerns and ability to physically distance.

Face coverings are required of students when attending classes; faculty wear face masks or shields.

Facial coverings may be prohibited by specifically documented legal, life, health or safety considerations. Per the Toledo-Lucas County Health Department asthma, allergies and sinus infections are not a contraindication for using a face mask. Students wishing to have an accommodation should consult the Accessibility Services Office; faculty should consult with the Human Resource Office. (See Reference 2)

Guidelines for Cleaning and DisinfectingPublic and common areas on campus are cleaned and disinfected by Environmental Services staff as often as possible to promote safety.

All classrooms, restrooms, lounges, stairwells, elevators, corridors and public spaces are cleaned during the overnight work shifts.

Elevator buttons and stairwell railings should be self-cleaned before use.

Classrooms: Prior to the start of each class session, all high-touch points in the classroom are disinfected. This consists of a wipe down of the following touch points:

Each classroom is equipped with a spray bottle of Betco pH7Q Dual disinfectant and a roll of paper towels for this purpose.

When disinfecting, spray the paper towel thoroughly with the pH7Q to avoid over splash into eyes and other surfaces. Once the paper towel is appropriately damp with the disinfectant, wipe down the identified surfaces, ensuring they are completely wet.

Environmental Services staff thoroughly clean and disinfect classrooms following industry best practices each night. The ES Staff refills disinfectant bottles and replenish paper towels each night as required.

Laboratories/Studios: Hard surfaces and common touch points are cleaned and disinfected at the end of each class session. Supervisors or instructors oversee performance of cleaning due to specialized equipment.

Residence Halls: Residents are responsible for the cleaning of their bedroom and apartment. They will be provided with educational materials and supplies to ensure that they have the ability to maintain a clean and healthy environment. Environmental staff regularly clean and disinfect common spaces in the residential areas, such as hallways, stairways, laundry rooms, the Den and Gubi’s Grind.

Athletics will follow the guidelines of the NAIA and WHAC for cleaning and disinfecting all equipment and facilities. The use of fitness, competition and training facilities will follow the guidelines from the Ohio Department of Health. (See Reference 3)

Personal Work Area: Employees and student workers are responsible for sanitizing their own workspaces each day. It is recommended that they clean their own computer keyboards, mice, video monitors, telephones, chairs, desk surfaces, tables, cabinet and drawer handles, and personal items. Sanitizer supplies will be available in designated locations throughout campus.

Environmental Services will clean office spaces twice weekly. Tasks performed include waste removal, minor dusting, disinfection of doorknobs and light switches, and carpet vacuuming. Personal items and materials on desks and work surfaces such as papers, books, knick-knacks, etc. are not moved in order to disinfect surfaces underneath. Only cleared desk spaces are wiped.

Academic FormatThe faculty recognizes the need for flexible design of courses which allows for face to face instruction and can be adapted to hybrid or remote learning depending on the continued impact of the coronavirus.

A majority of courses will be offered face-to-face or hybrid with appropriate physical distancing in Fall 2020. Courses may also be delivered on line as reflected in the course schedule. Room assignments are based on the ability to physically distance. Lab study may require the use of additional classroom space for rotation of learners.

Classes with more than 20 students, particularly with faculty and students in the iWolf program, may adopt a hybrid model; the class would meet on alternating class sessions with half of the students, while the other half participates remotely attending via videoconferencing and/or receives content remotely.

Extra sections of courses may be necessary depending on classroom availability with appropriate social distancing.

Labs may run hybrid options with alternating halves of the class. Some faculty will pilot software options for remote learning for students and faculty in the fall.

Personal protection equipment is required for nursing and science laboratories as well as studio study.

Attendance policies for classes have been created with safety as a priority. Faculty should be prepared to accommodate remote student learning for students with health concerns or caring for or living with individuals with health vulnerabilities. Faculty are encouraged to use pedagogy conducive to flexibility, such as the flipped classroom with in-class face-to-face study reserved for active learning. Some courses, especially in the sciences, nursing, or math, may use smaller group face-to-face meetings for problem-solving sessions.

If classroom space becomes a limiting factor for face-to-face study, priority for on-ground study will be given to courses designed to engage learners in the college experience and/or in which pedagogy requires significant and consistent faculty-student engagement. Courses which are offered in multiple sections will be offered online and face-to-face.

Depending on a resurgence of the virus, while classes are beginning face-to-face, the faculty are prepared to switch to increasing online study. This scenario is dictated by public health guidelines and careful attention to the well-being of our students and faculty.

Students and faculty should be prepared for sudden adjustments in instructional formats. Communication will be done through campus e-mails and RAVE. Students should make sure they have course materials with them when they leave campus in case of a “stay in place” directive.

A policy statement addressing teaching and learning in the COVID-19 pandemic is included in every course syllabus.

Academic support services through the Academic Success Center will continue to be available as usual despite the academic format being used.

CONTACT TRACINGFollowing Toledo-Lucas County Health Department guidance regarding contact tracing, Lourdes University will:

• Ensure all transportation has assigned seating and seating charts AND

• Ensure all classrooms have assigned seating and seating charts for ease of contact tracing.

Experiential LearningCivic engagement and community based learning opportunities are impacted by restrictions put in place by community partners, thus internships, experiential learning required for the major, and service learning experiences will be designed so as to be completed as early as possible in the fall semester.

Discipline simulations and software supporting experiential learning will be used to support and fulfill learning objectives.

Until further notice, international service experiences are suspended.

Activities and EventsAll Lourdes University events will adhere to mass gathering restrictions defined by the Ohio and Toledo-Lucas County Health departments. (See Reference 5)

To ensure a safe and hassle-free move onto campus, we are welcoming students over several days, and spread out the check-in times for the new and returning students to ensure that they have a safe and relaxed experience. Residence staff will provide pre-arrival information and be available to help with check in. For health reasons, all students and families are asked to unload their personal belongings without assistance from staff, OLs, or RAs.

New Student Orientation is planned in compliance with meeting guidelines established by the ODH.

The Franciscan Center is open but has cancelled the majority of external events for the Fall 2020 semester.

Lourdes University will welcome spectators to its athletic events during the 2020-21 season in accordance with the order set forth by the state of Ohio. For athletic home games, Lourdes will operate at 15% of maximum capacity while enforcing social distancing guidelines of at least six feet between families. Spectators must conduct daily symptom assessments and anyone experiencing any symptoms must stay home. Spectators may not congregate at the facility before or after games. Face coverings will be required throughout the event. Fans from the Lourdes community will be admitted on a first come, first serve basis until the facility reaches capacity. Tickets are $5 each with students, faculty, and staff admitted free of charge with valid ID. Lourdes student-athletes are allowed two complimentary admissions each as well. No opponent spectators will be admitted for indoor events.

The CampusThe Sisters of St. Francis and Lourdes University share our campus space. During the COVID-19 pandemic, University students are asked to restrict their use of the campus grounds to the front of the maintenance buildings (end of parking lot B), the grassy area in front of St. Joseph Hall and to the side of Ebeid and Lourdes Halls and the arboretum. All scheduled classrooms are open to students.

Students must follow Sisters of St. Francis protocols for visiting SOSF administrative offices, All Good Things, Rosary Care, Our Lady of Grace, Portiuncula Chapel, and Queen of Peace Chapel.

Campus OperationsLourdes University is committed to the safety of students, employees and visitors. Should we be directed by government officials, or if a public health emergency occurs that requires us to alter operations to contain the spread of disease or virus, we will follow protocols informed by the best practices in public health. In the event of a Stay-at-Home order issued by the government, residential students will have a 48-hour window to determine whether to remain in place or leave campus. Students choosing to leave campus will not be allowed to return for the duration of the Stay-at-Home order.

The University will remain in operation in the event of a Stay-at-Home order with the residence halls, dining hall services (including as needed delivery) and support services open.

COVID-19 CommunicationsThe Lourdes University COVID-19 website will be kept up to date as policy and procedures are developed.

Awareness signage throughout campus highlighting Lourdes, CDC, Ohio and Lucas County health protocols are installed.

Lourdes uses students’ and employees’ Lourdes University email addresses for campus communication.

In addition, the RAVE emergency text messaging service will be used for public health alerts, adjustments in academic delivery, and changes in campus operations.

Code of Conduct – The Code of Conduct states that “Students are required to engage in responsible social conduct that reflects credit upon the University.” This specifically speaks to the expectation that students abide by, and observe all directives concerning safety and limiting the spread of COVID-19.

Public Safety – A major function of the Lourdes Public Safety Department is to keep Lourdes a safe campus and ensure that when emergencies or accidents happen, their impact is minimized and a return to normal activity will occur as quickly as possible. Students are encouraged to report continued violations of this policy and ODH guidelines to appropriate campus authorities. Administrators who observe that their warnings are being ignored should contact Public Safety for assistance.
