What is the Plan?

Get Out The Count‘GOTC’

GOTC is a national initiative led by The Funders Census Initiative 2020 (FCI) (a working group of the Funders’Committee for Civic Participation (FCCP)), State Voices and Leadership Conference on Civil and Human Rights.

The plan prioritizes effective outreach to minority, immigrant and other hard to count populations including peoplewho identify as LGBTQ, low income, homeless, formerly incarcerated, youth, people from rural areas and those

displaced by major natural disasters. It seeks to leverage existing civic engagement infrastructure and growgreater long-term capacity to organize in support of initiatives that empower local communities.

NC Census Task Force

The NC Census Task Force is a coalition of community leaders and stakeholders coordinating resources and

advocacy efforts to mobilize all people in North Carolina, including those who have been historically undercounted,

in order to achieve a full and accurate Census count.

Developing Resources

Community Outreach Grant Program:NC Counts Coalition, in partnership with Blueprint NC, established acommunity outreach regrant program for its ‘Get out the Count’initiative that supports community-based organizations in reachingthe communities they know best. The Coalition provides high-impact grants attached to measurable outcomes, technicalassistance and one-on-one coaching to local organizations equippedto be trusted messengers to their communities. Through this grant,NC Counts will expand and/or support the capacity of community-based organizations to participate in 2020 Census outreach.

Section 1 – Grant Application Process

• You must submit your grant through the online portalØ Tip: You may want to type your answers in a

Word document first and then copy and paste over to the online application. The online application will not save your work.

• Unless the Census timeline is extended before the end of July, this is the FINAL ROUND OF GRANTS! • Rolling Timeline

Section 1 – Grant Application ProcessTIMELINE FOR GRANT SUBMISSIONS AND REVIEW

Round 3 - Begin Accepting Proposals July 1, 2020

Deadlines for round 3 of applications Proposals will be accepted on a rolling deadline until July 24, 2020 or until funding has been depleted. The Committee will review applications on a weekly basis.

Applications will be reviewed and scored by the grant review team

Follow-up one-on-ones scheduled as necessary

Proposals submitted by July 10th Proposals submitted by July 10th will be reviewed the week of July 13.

Proposals submitted by July 17th Proposals submitted by July 17th will be reviewed the week of July 20.

Proposals submitted by July 24th Proposals submitted by July 24th will be reviewed the week of July 27.

Proposals will not be accepted after 11:59 pm on July 24, 2020.

Ø This is not a grant for marketing and advertising, it is for outreach!Ø We will fund direct contact strategies

• What cannot be funded through this grant:Ø Billboards – In most circumstancesØ Website management servicesØ Participation in a complete count committeeØ Participation in media events and/or interviewsØ Regranting of funds Ø Advertising – In most circumstances, depends on the ask

Section 3 – Evaluation

Organizational Considerations• Relationship and Experience – Provide a clear statement / example of how

you are connected to the community you are going to serve• Capacity – We want to know that you have the capacity to take the work

on, or that you will be using the grant funding to add capacity to take the work on. Tell us who will be managing and implementing your program.

• Representation - Organizational and/or project leadership is reflective of the community the proposal is focused on (Racially, ethnically, economically and geographically)

• Budget Size – Priority will be given to small organizations with civicengagement budgets $500,000.00

Section 3 – Evaluation

Tactics• Targeted tactics to historically undercounted

communities (hard-to-count communities, HTCCs)• The more specific, the better!

• Best Practice Example – Tell us the exact Census tracts that you will target• Best Practice Example - Include the demographics of the tract that you will target• Best Practice Example - If you are targeting the Census tract because of low internet access, tell us

that!

Section 3 – EvaluationGoals• There MUST be clear metrics!• Proposals that lack clear metrics will not be reviewed. Submitting

organizations may resubmit with metrics• The more specific, the better!• Ex. We will mail a Census reminder to 300 households in tract 509 in

Wake County, NC between August 3, 2020 – August 8, 2020• We will host a Census caravan with at least 20 vehicles to drive

through tract 13.03 in Durham County, NC• Our organization has 1,000 followers on Facebook. We will engage

at least 200 viewers during a Facebook Couch party.

Alignment • We encourage collaborations!• If this is a collaborative proposal, let us know the participating orgs and the role they will play

Ø Also, if your proposal is sharing funds among several organizations, let us know!• If there is a CCC in your community, you should be in contact with that CCC and try to coordinate efforts to

reduce duplicative efforts. Ø Though we encourage collaboration with government formed CCCs, this grant is not an opportunity

to funnel funding through a nonprofit to support the work of a government organization.
