What’s new in the Report?

2019 LSSIP Event 3

• The Report is the culmination and fulfilment of YOURLSSIP work!

• The same data collection process as every year – the “LSSIP cycle”

• But:• More reliance on the quantitative data in the Data Base (e.g.

% info)• Deeper analysis of the available Data• Several new indicators, showing the “distribution” of progress

and the closeness to completion• Rearrangement of content within the Sections• Just scratched the surface of the LSSIP data (but a journey of

a thousand miles begins with a single step)… so stay tuned, the best is yet to come…

• No “Conclusions” anymore – so no corresponding section in the LSSIP Level 1 (former Chapter 3)

Overall findings (1/2)

• The implementation progress is steady, with advances in implementation across all the ECAC area

• For 32 Objectives at least one State/Airport has finalised completion in 2018.• Best performers are:

• SAF11 (+9 States)• ITY-AGVCS2 (+6 States)• COM10 (+6 States)• ITY-AGDL (+5 States)

• 13 Objectives have a completion rate (States having completed the Objective within the applicability area) above 50%

• Top performers are:• FCM04.1 (88%)• ITY-FMTP (76%)• ATC02.9 (72%)

Overall findings (2/2)

• Of the 9 implementation Objectives expected to be completed in 2018, only 1 has been achieved (FCM04.1)

• The implementation of the other 8 has slipped, with current expected completion dates varying between 2019 and 2023

• Currently 15 Objectives are late (the agreed FOC date has passed but the implementation has been completed by less than 80% of the States in the applicability area)

• Other 5 Objectives are not yet late but based on the current implementation status and the closeness of their respective FOCs, they are either at risk of delay or delays in implementation are already planned

• For 10 objectives the current information does not allow a reliable estimation of the expected achievement date (e.g. too many “Not Yet Planned”).

Findings per Key Feature (1/4)• Optimised ATM Network Services

• STAM P1 has been Achieved

• The risk of delay of AOM19.1, identified last year, has been confirmed. Now it’s Late…Out of the 23 States which during the previous reporting cycle were expecting to finalise implementation in 2018, only 3 have managed to make it.

• For STAM P2 (FOC 12/2021), 12 States do not have implementation plans yet (out of which 8 are in the Regulated PCP area)

• Out of the 19 States which, during the previous reporting cycle, were expecting completion of AOM13.1 in 2018, only 2 were successful!

• And… FCM03 still not implemented…

Findings per Key Feature (2/4)• Advanced Air Traffic Services

• Continuous and sustained progress on Free Route implementation. Many cross-border implementation initiatives

• Deployment of basic AMAN is constantly extending (applicability area grew to 32 locations, from 20 in 2014)

• Number of States reporting delayed in the implementation of ATC17 increased from 10 to 28. New estimated achievement date – 2021

• No progress with regard the NAV related objectives. Fully explainable by the publication of the IR on PBN (EU) 2018/1048 on 18 July 2018

Findings per Key Feature (3/4)• High Performing Airports

• Incremental evolution in functionalities: AOP04.1→AOP04.2→AOP12→AOP13, with AOP04.1 (A-SMGCS Surveillance) providing the baseline.

• Applicability Area of AOP04.1 grew from 16 to currently 50 implementing airports

• There is clear evidence that Time Based Separation (TBS) is NOT going to be implemented in the regulated (PCP) applicability area

• Remote Tower is happening! Implemented at 3 locations (+1 on 2018) and ongoing at 12 others.

Findings per Key Feature (4/4)

• Enabling Aviation Infrastructure

• Creates the required technical infrastructure providing the foundation for numerous operational improvements

• With few exceptions, the objectives are either late or at risk of delay, including ALL the objectives backed by SES legislation (ITY) with delays going up to 5 years (ITY-FMTP)

• 15 States in ECAC area (+5 in 2018) have completed the implementation of ITY-AGDL

• Too early to assess the completion date of INF08.1 on SWIM

Can we do better?

• YES, WE CAN! But not without YOU!• Be as precise and complete as possible• Be consistent• Improve planning reliability• Do not remove info from the DB once the Objectives are completed (e.g.

dates)• Provide info at all levels, down to checkpoints• If you decide to implement an Objective, join its applicability area• When doubts, ask your CP! We’re here to help

• The above + new analysis tools will allow the identification of better tailored conclusions and recommendations to be fed to the relevant working arrangements – everybody will benefit!
