A huge thank you to the over 350 MAHC Members and affordable housing professionals that joined us for the 2018 MAHC Annual Meeting! In addition to celebrating the work of our members over the past year, we heard a great keynote address by Nan Roman, President and CEO of the National Alliance to End Homelessness. We also had a timely panel discussion with local and regional experts about strategies for integrating homeless housing units into tax credit properties and how to fund homeless services. We also presented the 2019 MAHC legislative priorities. Thank you to everyone who helped to make this event a success!

Congratulations to the 2018 MAHC Housing Award Winners!Episcopal Housing Corporation (EHC) received the President’s Award in recognition of its creativity and innovative partnerships in providing housing and supportive services for Baltimore’s most vulnerable residents. EHC has demonstrated outstanding leadership and collaboration in advancing the affordable housing industry across the state.

his lifetime commitment to advancing affordable housing. Jim has developed housing for vulnerable populations, taken on years-long, complex projects and volunteers in the affordable housing industry serving on five Boards, including MAHC.

The Innovation Award was awarded to Stone Grove Crossing Resident Services Program – Pennrose Properties in celebration of innovation within the affordable rental housing community in Maryland. Stone Grove Crossing is a former public housing community located in Salisbury that was redeveloped by Pennrose Properties in 2016. The property manager, Beth Hitch, successfully developed and implemented a robust and unprecedented level of programming to support the residents by providing financial support, wellness activities and opportunities to support and give back to the surrounding community.

Congratulations to The Community Builders for the upcoming grand opening of its newest community on November 14, 2018! Each one- and two-bedroom apartment at City View at McCulloh, located in the Druid Heights neighborhood of Baltimore, now features new flooring, kitchen countertops, cabinets and appliances and new baths.

NCSHA Releases Opportunity Zone Fund Directory

The National Council of State Housing Agencies (NCSHA) released the Opportunity Zone Fund Directory, which provides descriptions and contact information for publicly-announced Opportunity Funds that aim to attract investment in Opportunity Zones. The directory will be regularly updated.

The directory is available here.

Guidance Issued on Qualified Opportunity Zones

On October 19, 2018, Ballard Spahr, LLP released the first set of proposed regulations and a Revenue Ruling providing guidance on the Qualified Opportunity Fund (QOF). The guidance addresses some of the important uncertainties necessary to implement this program such as what type of gains can be rolled over, how a fund can qualify as a QOF and how are the terms QOZ Business Property and QOZ Business defined.

DHCD announced FY19 Community Legacy Grants, awarding $8 million to 79 neighborhood revitalization and redevelopment projects in 22 jurisdictions across Maryland. Over the last four years, the Community Legacy program has awarded more than $33 million in grants. The full list of winners is available here.

DHCD has announced the public comment period on the draft of the 2017 Consolidated Plan Annual Performance and Evaluation Report (CAPER). The planning document covers a five year period and is designed to coordinate federal and state resources to provide housing, economic opportunities and acceptable living environments for citizens across the state. DHCD is accepting written comments on the report, via email or standard post, through November 9, 2018. Emails can be directed to [email protected]. Standard mail can be sent to 7800 Harkins Road, Lanham, MD 20706.

The Main Street Maryland program – which aims to strengthen the economic development potential in Maryland’s historic downtown districts and neighborhoods – celebrated its 20th anniversary by announcing the designation of the Town of New Market and the City of Laurel as new communities, bringing the statewide total to 30 Main Streets.

Sojourner Place at Argyle, Baltimore, MD

Sojourner Place at Argyle, developed and owned by Episcopal Housing Corporation, has recently completed renovations in the Upton neighborhood in West Baltimore. The 12 one-bedroom units offers permanent, supportive housing for formerly homeless households, most of whom are just coming off the streets. Episcopal partnered with Health Care for the Homeless to assure Maryland’s most vulnerable residents have safe, decent and affordable housing.

The development costs were funded by the State of Maryland’s Shelter and Transitional Housing program and Project CORE, Baltimore’s HOME funds with Vacants to Value properties and grants from the Harry and Jeanette Weinberg and Bank of America Foundations. The residents pay 30 percent of their income for rent and then use Project Based Vouchers to pay the remaining balance.
