Executive Summary

Background

Arlington Public Schools (APS) has engaged Segal Waters Consulting to conduct a market rate study affecting 4,200 employees in 380 job titles, excluding teachers. To gather this information, Segal Waters, in consultation with the APS’ Project Team, developed a customized survey instrument that was distributed to eight (8) public sector employers that are representative of the School’s competitive labor market. Of the eight (8) peer employers, six (6) responded to the survey and one survey was completed by Segal Waters on behalf of the participant, resulting in a 87.5% response rate.

The market study covered 55 benchmark jobs. To assist survey respondents in making job matches based on duties and qualifications rather than title, the survey instrument contained job summaries. In addition to those benchmarks, we examined the competitiveness of Teacher Pay at APS.

Summary of Findings

Based on overall market data from the custom survey of peer employers, Table 1 indicates that the School’s pay structure is market competitive at the entry, midpoint, and range maximum. We define market competitiveness as being between 95% and 105% of the market average.

We did find variation in the competitiveness of individual benchmark job titles (see Table 6).

Teacher Pay (Table 2) is very competitive compared to market. Depending on Lane, APS ranges from 103% to 114% of market. See Appendix A for detailed comparative information.

Methodology

Benchmark jobs

The market study covered 55 benchmark jobs, which are representative of the School’s workforce. Table 3 provides a list of benchmark jobs and Appendix A provides the job summaries for each benchmark job.

Peer Employers

Criteria for the selection of benchmark organizations included employers the School competes with and loses employees to as well as employers of similar size and structure with similar positions that provide similar services. While no one employer will meet all these requirements, the collective group of employers should cover these characteristics. We worked with the Arlington Public School’s Project Team to identify eight (8) public sector peer employers as representative of the School’s local competitive labor market as shown in Table 3.

Job Matching We asked survey respondents to provide pay information for jobs that are comparable to the Arlington Public School’s benchmark titles. The survey document provided job summaries to assist with the matching. Segal reviewed the survey responses for reasonability and – in some cases – asked for validating information (such as classification listings, job descriptions, and pay data for other potential job matches).

Data Analysis and Adjustments

Contract Months

We adjusted the market data based on differences in standard contract months between an APS benchmark title and a peer’s job match. For example, if an APS benchmark title is a 12-month job and a peer’s job is only 11-months, we increased the reported pay rates by 9.09% to reflect the difference in standard contract months, as shown in the example below.

Findings – Base Pay Based on overall market data from the custom survey peer employers, the Arlington Public School’s pay structure is within market range at the range entry, midpoint, and maximum. Structure analysis did not include the additional longevity steps at the top of the pay ranges. We define market competitiveness as being between 95% and 105% of the market average. However, we did find that there is a variety of competitiveness for individual jobs and when data is analyzed on separate employee group breakouts. Appendix B provides the market analysis for each individual benchmark job.

Overall, at the midpoint of the pay range:

Findings – Pay Practices

Compensation Policies and Practices

Tables 7 through 13 detail characteristics of peer employer pay plans including:

Pay Schedule Type- Table 7: Consistent with APS’s pay schedule, six of the seven comparator organizations have a step and grade pay system.

Pay Increases- Table 8: APS and five of the seven comparators have pay increases based on longevity/time in position. Montgomery Public Schools has pay increases based on a combination of longevity/time in position and across the board increases. Arlington County uses across the board increases with a group of employees receiving pay based on performance.

Education Pay Supplements- Tables 9-11: Like APS, five of the seven comparators do not provide Education Pay Supplements for Administrator positions. Three of the seven do provide Supplements for Exempt positions where APS does not. APS does provide Supplements for Non-exempt positions like one other employer.

Longevity Pay Supplements- Tables 12-13 Five of the seven comparators do not provide Longevity Pay. APS provides Longevity through additional steps added to the top of their pay ranges.

Recommendations

Changes to the current Pay Structure

In general, the overall current pay structures are competitive with the market data at the range minimum, midpoint, and maximum. However, in addition to five individual positions within the Administrative and Technical Exempt positions, positions in the following categories are consistently lagging market:

Cafeteria Workers, Cooks and Managers Instructional Assistants and Resource Assistants School Bus Drivers and Attendants

In addition, five of the nine Maintenance and Custodial positions are lagging market.

The three identified groups of positions as well as positions noted within the individual groups should be reviewed for range adjustments.

Review of Pay Practice Competitiveness

There are no recommended changes to APS’ pay practices. A review of surveyed Pay Practices indicates that Arlington Public Schools uses similar approaches as its comparator employers. Pay Schedule and Pay Increases at APS are generally consistent with comparator School Systems. Like APS, five of the seven comparators do not provide Education Pay Supplements for Administrator positions. Three of the seven do provide Supplements for Exempt positions where APS does not.

APS does provide pay supplements for Non-exempt positions, while only one comparator provides a supplement for licensed mechanics. One other comparator provides pay differentials based on degree type but it does not include Non-exempt classified staff.

Five of the seven do not provide Longevity Pay. APS also does not provide Longevity Pay however, APS does provide Longevity steps at the end of the pay scales rather than Longevity Pay Supplements.

2 Activities Coordinator

Summary: The activities coordinator is responsible for coordinating the activities program, including clubs, academic activities, intramurals and sports. 8 Bus Driver

Summary: Drives a school bus to pick-up, transport and discharge students and other passengers. 12 Custodian III

Summary: Supervises and performs moderate and heavy cleaning tasks in school buildings or certain centers on an assigned shift, usually the evening/night or weekend shift. An employee assigned to positions in this class is responsible for efficient performance of building cleaning and maintenance duties. The work involves general custodial duties, maintaining building security at night, opening and locking-up building and being on call to respond to break-ins and emergencies.
