~first Port Engineers Society was formed at San Francisco, California in ;:-__/ February, 1946 - and in April, 1946 the San Francisco Society contacted
one of our present Honorary Members in New York and suggested a similar organization be formed.
An impromptu meeting of several Port Engineers was held at the Whitehall Club, April 23, 1946, and it was decided to form a Port Engineers Society of New York.
Letters were mailed to all Port Engineers in the New York Area - notifying them of this movement and, if interested, requested they attend a general meeting to be held at 115 Liberty Street, New York on May 15, 1946. Subject meeting was attended by thirty-four local Port Engineers and Acting Officers were elected. The revision of the San Francisco Port Engineers Society's by-laws was discussed and a prominent admiralty lawyer voluteered to obtain a Charter and Corporation Seal - under the title of THE PORT ENGINEERS SOCIETY OF NEW YORK. Difficulty was encountered in obtaining the Charter under title of PORT ENGINEERS SOCIETY OF NEW YORK, however, after several meetings, the New York State authorities accepted our application with the revised title of THE SOCIETY OF MARINE PORT ENGINEERS, NEW YORK, NY, INC. and were granted a CHARTER, DATED SEPTEMBER 25, 1946.
Our first meeting as a legally incorporated society was held at the Downtown Athletic Club, Wednesday evening, October 30, 1946. We have on file the Minutes and names of everyone who attended the first impromptu meeting of the Whitehall Club, - also every meeting to date.

PRESIDENT'S MESSAGE
I bid a sincere welcome to all members, guests and friends of The Society of Marine Port Engineers, New York to this our Sixty-Seventh Annual Dinner Dance.
I am also excited to welcome our Honoree this year, The Grand Bahama Shipyard LTD. I look forward to hearing about the development of this enterprise from near obscurity to becoming a major player in the ship repair and conversion industry, particularly in the cruising fleet. It will also be interesting to hear of their plans for future growth and business outlook.
I would like to commend the hard work of our Dinner Dance and Journal Committees for another successful event and extend a special thanks to all our many supporters and boosters for making our Scholarship Loan and Charity efforts possible. Through your continued generosity the Society has been able to donate $20,000 for charitable causes this past year including The Navesink Maritime Heritage Association, the Sea Scouts Ship228, SUNY Maritime Museum and Scholarship Funds, and the South Street Seaport School Ship Lettie G Howard, details of which can be found in this Journal and on our website. We hope to continue this level of charity in the coming year.
Our IT Committee has also been hard at work updating the SMPE.org website and we expect a major improvement in the functionality in the near future. I ask that you check it out when you have a moment.

HISTORY The History and development of the Grand Bahama Shipyard Ltd can be traced to the early 1990's when a study into the prospects of developing a facility to service the growing cruise industry in the Caribbean region was performed by the UK based A&P Group. The study was to take account of the increasing volume and potential size of the cruise vessels operating in the region, assessing existing regional yards and their ability to handle potentially larger cruise vessels, whilst accounting for loss of revenue, incurred costs and logistical issues if the cruise vessels had to return to Europe for docking. The study further determined how other marine business could be attracted to offset start- up costs and aid the potential profitability of the yard.
The plan was presented, but not acted on until 1999 when Lloyd Werft the world renowned building and repair yard from Bremerhaven in Germany became involved, they commenced basic repair activity with some success. With this success noted, in 2000 a UK company, Cammell Laird, another yard with an immense history in the maritime world, bought the fledgling yard posting an aggressive investment and development projection plan, unfortunately their plan was never executed as Cammell Laird went into bankruptcy in early 2001. The seeds however had been placed and the potential witnessed, and with the support of serious industry included institutions and the local Port Authority in April 2001 the Grand Bahama Shipyard Ltd was formed.
DEVELOPMENT Development of the facility has been gradual but determined,from the original Lloyd Werft yard set-up consisting of one floating Panama sized dock, two wet berths and a basic machine shop, the yard capacity increased in 2002 with the addition of a lengthened "Handy-max" sized dock purchased from Portland (Oregon). This dock being capable of handling Suez-max vessels increased the capabilities of the yard and can be considered the start of the evolution of the yard as we know it today. To get to Freeport the dock did indeed travel the World, its voyage from Portland, to Freeport encompassed the Globe, across the Pacific, through the South China seas, through the Indian Ocean, a transit of the Suez Canal, through the Mediterranean and .finally across the Atlantic Ocean to Freeport!
The volume of regional and World traffic ,fuelled the continual growth in work load and reputation of the yard, it became evident that, to service this potential, a third dock would be required.An opportunity arose in 2007 to purchase a Suezmax sized dockfrom Le Harve, France, and after a transit across the Atlantic and some modification work to access routes, this dock became a fully functioning asset in 2008 boosting revenues from the low $70m's to the $11 Om range.

THE PRESENT In 2009 Reuben K Byrd a native of Virginia joined the company as SVP of Operations, and with no immediate plans to purchase additional docks, but with a brief to continue to grow the yard and revenue opportunity, his focus was on development and evaluation of the infra-structure, berths and efficiency aspects. Within his stewardship he has instilled a sense of awareness to detail and motivation required to take the company to the next level. He is well into his tenure and now serves as Chief Operating Officer of the Grand Bahama Shipyard Ltd. With his ever increasing and widening range of responsibilities including, comprehensive management of all facilities, project planning and operations, engineering, capital projects and yard and workforce development, his fore sight and organizational implementations have and will continue to have a positive impact on the yard.
Fittingly it was just recently announced that Chief Operating Officer of Grand Bahama Shipyard Ltd ("GBS"), Reuben K. Byrd, will assume the responsibilities of Acting President from June 15, 2015 following the retirement of the present Chairman of the Board and CEO Carl-Gustaf Rotkirch, 65, on June 15,2015. The board will elect a new Chairman of the Board in due course.
Mr. Rotkirch joined the Company inAugust2008 and has during his tenure seen the company develop into a world
renowned repair shipyard with a wide a"ay of customers. GBS services more than a hundred vessels yearly of types ranging from cruise ships to container ships, tankers, research vessels, tugs, barges and off shore support vessels as well as drill ships, crane ships and pipe layers.
Since 2008, revenues have strengthened and the facilities have developed from a two dry-dock shipyard into a ship repair, refurbishment and conversion facility with three dry-docks and four to five fully equipped wet berths and workshops together with a selection of partners including Bradford Marine,ABB, Rolls-Royce, Chris-Marine, KE-Marine, MSHS, Wartsila, IMC Metal Fusion, GCS and SPS on site. The shipyard also offers the services of local subcontractors including Quality Services Ltd., Mechanical Engineering, Bahamas Tank Cleaning Co. and Verified Services among others.
Regarding the yard business portfolio, Grand Bahama Shipyard is regarded as the world leading yard/or repairing the largest volume of Cruise vessels (numbering some twenty vessels) on a yearly basis. The Cruise business stream, (or segment) is important to the yard as it accounts for 40-50% of the yearly business. This base provides the opportunity for sound business planning and long term vision, the culture developed at the yard is one where numbers and targets are treated as guidelines and are consistently exceeded. This is achieved by relying on its proven reputation as a company that goes above and beyond to exceed customer expectations, the overriding aim being to complete every project on time and within budget, which in itself can be can be challenging.

Besides being a driving force of the local economy Grand Bahama Shipyard giving a great deal of time and talent to support education and other community services, including the arts. See below Grand Bahama Shipyard helps to restore the Iconic Nassau Conch. Toby Smith, while helping his daughter with a project decided to restore sculptures made by Stephen Burrows, including the iconic conch which was created in 1980, and was displayed on the roundabout near the Nassau International Airport. Smith contacted Reuben Byrd, Senior Vice President of Operations GBS to assist in the restoration of the sculpture as the Shipyard had the necessary equipment. "There is an understanding, a partnership with the cruise lines, together we are more effective and by working cooperatively we readily achieve the common goal, and appreciate how to meet their specific needs. We apply the three "e's" concept; communication, collaboration and co-ordination; and through discussion and by application of this concept we have positioned ourselves to deal with even the most challenging projects by optimizing, improving and staying open to opportunities and listening to and understanding our cruise clients and their business" states Byrd, he continues, ''We meet with the cruise lines on a regular basis and discuss future projects, this open forum influences our facility development planning,/ or example we have numerous revitalization and major refit project stemmed going forward which will range from 24

to 36 days, obviously a long and costly period if the allocated period was on dock. The ref ore we have invested heavily in our "wet berth" facilities, particularly the berth affectionately known as "North Beach" which has been re-structured as a fully serviced berth with adequate cranes capable of safely mooring cruise vessels where projects can be continued and completed after the mandatory underwater works and hull painting have been completed, thereby offering a suitable and cost effective solution. Adjacent to the berth is a large "laydown" area which provides opportunity to fabricate sections which can be partially outfitted prior to lifting onboard and also for storing containers and equipment sequentially for use during the project, the record is in excess of nine hundred for one project! This logistical solution saves on time and cost.

Construction of First Pier
The mentioned berth developments have also been designed to support the yard's commercial business stream which equates for 60% of the business and includes, containerships, conventional product and LPG/LNG tankers, bulk carriers, transport barges, especially and importantly all forms of vessels involved in the offshore market segment. The berth has been dredged to an average depth of 20m with four pits dredged to 25m to facilitate the "in water" removal of thrusters, this innovation removing the need for costly durations on dock. Availing of all the yards facilities during 2015 and beyond is Crowley Maritime Services. One of the largest exclusive ship repair block agreement in Caribbean history, worth over $10 Million, was signed earlier this year between GBSL and Crowley for an extensive maintenance program for twenty three ( 1 oil product tanker, 12 product barges, and 10 tugs) vessels.

FACILITIES Three floating dry docks capable of handling the largest ships in the world over 300m (1000/t) in length
No. I Dock is 2683 meters (880/eet) long with an internal breadth o/33.5 meters (115/eet) and a lifting capacity of 27,000 ton. The dock, which is capable of handling panamax vessels, is fitted with two 20 ton cranes and offers a full range of services.
No. 2 Dock is 300 meters (985 feet) long with an internal breadth of 585 meters (192 feet) and a lifting capacity of 82 ,500 ton. The dock, which is capable of handling vessels up to VLCC size, or cruise vessels up to 150,000 ton, is.fitted with two 24 ton cranes and one 32 ton crane and a comprehensive range of services, including a high voltage power supply system.
No. 3 Dock is 310 meters (1017 feet) long with an internal breadth of 54.6 meters (179 feet) and a lifting capacity of 54,000 ton. The dock is fitted with two 40 ton cranes as well as a comprehensive range of back-up services.
Regarding the wet berths, at the entrance to the yard and at the four fully serviced berths the water depth averages 16m (54/t) and the range of mobile cranes ranges from 20 ton to 300 ton making the yard capable of diversifying to accommodate the most complex of projects.
Grand Bahama Shipyard also has a range of workshops and services for specific tasks, including a state-of-the-art steel shop, mechanical shop, pipe shop, electrical shop, rigging store, maintenance shop and warehouse facilities, office space, as well as a number of specialist contractors located in the yard.

THE FUTURE GBS is the biggest commercial shipyard on this side of the Americas, and repair more cruise ships than any other yard in the world. However, cruise ships represent only 40% of our overall projects. We are growing rapidly in the areas of LNG, the offshore sector, seismic ships, and general cargo ships, and tankers. As Rueben K. Byrd puts it "we are very proud of our in-house expertise and general culture within our organization of"nothing is impossible", the default reaction being one of "yes, let's find a way to do it!"

GUIDELINES FOR SMPE CHARITABLE GRANT PROGRAM
From time to time the Board of Directors at the SMPENY (Society of Marine Port Engineers - New York),
may be financially capable of providing monies to other Societies, Institutions and Organizations so as to
assist these groups with a financial philanthropic grant. When considering offering this assistance the
BOD - SMPENY will follow these guidelines.
Each grant - SHALL:
• be aligned with the core mission of the SMPENY - most notably " .. . to promote and protect the
interests and welfare of the American Merchant Marine."
• be used for tangible and real assets or objects that are Maritime Industry related
• be associated with education of Maritime industry candidates
• be made by a viable Maritime organization that can offer tax receipt
• result in recognition of the SMPE
• be not more than 15% of the total monies available for philanthropy on any given year
• be accompanied by an application to the Treasurer that will be voted on by a Full Quorum of the
BOARD
• be ceremonially presented at the Annual Dinner Dance (SMPE will provide for expenses of at
least (1) Member and Guest from the society/organization receiving grant to attend)
There are times when the Society has been asked to participate in sponsorship of other Societies via
Journal Ads. In these cases the SMPENY will take out a journal ad provided there is guaranteed
reciprocity by the requesting Society.

Howard as she prepares each year to provide a training platform for the Harbor School of NY (located on Governor's Island) and the Marine Academy of Science and Technology (MAST) on Sandy Hook, NJ.
The Lettie G. Howard is a National Landmark since 1989, has recently been overhauled and is currently owned and operated through the South Street Seaport Museum.

The SUNY Maritime College, located at Ft. Schuyler on Throggs Neck in the Bronx, is celebrating its 140th year of education. For many of the students that attend SUNYMC, they are usually the 1st generation of college students in their family. The Admiral's Scholarship Awards help make education possible for countless numbers of students that would otherwise not be able to afford tuition and most importantly the Summer Sea Term.

SMPE Annual Russ Magna Golf Outing was held SEPTEMBER 8, 2014.
The event was held at the Apple Ridge Country Club with participants enjoying lunch, refreshments on the course, beer all day at the turn, first class cocktail hour open bar, sit down awards steak dinner, and dessert. Sponsors had their company name proudly displayed on a sign. Each golfer received a quality Society of Marine Port Engineers Logo, golf shirt. At the dinner golf prizes were presented for the best teams and individual prizes for the many great golfers in our group. A set of top quality golf clubs and a golf bag were ramed off. A good time was had by all.
