HUD Point-in-Time Count & Survey Mobile App In order to collect Point-in-Time (PIT) data according to HUD standards, Continuum of Care programs (CoC) need to use high quality survey instruments. In 2015, HUD is providing CoCs with a set of model surveys that can be administered in the field via a mobile app. These surveys reflect a review of the best local practices, and the input of leading survey and homeless methodology experts.

What Is It?A snapshot of what homelessness looks like in Orange County.
When Is It Done? Saturday, January 24th from 4:30 am – 9:00 am.
Where Is It Done?Counting and surveying takes place throughout the entire county.
Why Is It Done? Orange County receives more than $16 million every year in HUD funding to house the homeless. To continue receiving needed funding we must provide this information to HUD. The information is also used by elected officials, non-profits, and private funders to guide the provision of services for the homeless.
How Is It Done? It is really important to remember the count is done in accordance with HUD guidance. This means: The count only includes the LITERALLY HOMELESS (those sleeping in places not
meant for human habitation, i.e. outside, cars, tents, other public spaces) The survey questions collect information required by HUD and Congress The survey is done in a timeframe HUD requires - 1 day out of last 10 days in January
Law Enforcement Outreach Providers Homeless Guides
Along the map route, volunteers count and survey the homeless they encounter. This informationis analyzed and presented in a report to be shared with HUD, Congress, the County, Cities, and the public.
