RULESANDPROCEDURES

OFTHE

PACIFICSOUTHWESTCOLLEGIATEFORENSICASSOCIATION

I. ELIGIBILITYInsectionsbelow,thetermparticipationmeanscompetitioninanyeventatanytwoormoretournamentsinanygivensemesteroranyoneormoretournamentsinanygivenquarter;thetermexperienceissynonymouswithparticipation.

A. SchoolEligibilityAllCollegesandUniversitiesareeligibletoattendPSCFAeventsprovidedallfeeshavebeenpaid.

B. StudentEligibility1. Participation

a) AstudentwillbeeligibletocompeteataPSCFAtournamentiftheyareeligibletocompeteatoneofthefollowingnationaltournaments:PhiRhoPi,AFA-NIET,NPDA,andNFA.

b) Programsmayrequesttotheexecutivecommittee,inwriting,awaiverofthisc) StudentsmayonlycompeteatPSCFAtournamentsiftheyrepresentanofficially

recognizedcollegeoruniversityprogram/organization.d) Judgesforfeitsanyremainingeligibilitytocompeteinadivisionforwhichthey

judged(BP/IPDAexempted).2. Divisions:Theserestrictionsshallapplytoone’seligibilityinsimilarevents.PSCFA

recognizesfive‘non-similar’eventgroupings:(1)Debate,(2)ReadersTheater,(3)LimitedPreparationevents(ExtemporaneousandImpromptu),(4)PlatformPreparationevents(Persuasion,Informative,SpeechtoEntertain/AfterDinnerSpeaking,CommunicationAnalysis),(5)OralInterpretationevents.

a) Rookiea. Astudentwithnopreviouscompetitiveexperienceindebateorindividual

eventsatanylevel.b) Novice

a. NoviceDebate:Ateamcomprisedofdebaters,neitherofwhomhasparticipatedinmorethantwosemestersofdebateand/orparticipatedineliminationroundsatthreeormoredebatetournamentsorwonanymedalatCCCFAorPhiRhoPiorwonaneliminationroundawardattheNPDA,CEDAorNDTNationalChampionshipTournamentsoranynationalchampionshiptournament

b. NoviceIndividualEvent:Astudentwhohasnotwonatrophy(1st,2nd,or3rd)inaneventinwhichafinalroundoccursoraGold/Silver/BronzeatCCCFAorPhiRhoPi.(ReadersTheatreandInterpretationshallbeconsideredsimilarevents)

c) Juniora. JuniorDebate:Ateamcomprisedofdebatersneitherofwhomhas

participatedinmorethanfoursemestersofIPDA/NDT/CEDAorParliamentarydebateand/orwhohasnotparticipatedineliminationroundsofajuniororopendivisionofthreeIPDA,CEDAand/orNDTand/orParliamentarytournaments.AgoldorsilvermedalatCCCFAorPhiRhoPiorwinninganeliminationroundawardattheIPDA,NPDA,CEDAorNDTNationalChampionshipTournamentsoranynationalchampionshiptournamentshallcountasafinalround.

b. JuniorIndividualEvents:Astudentwhoisintheirfirstorsecondyearofintercollegiatecompetitionand/orwhohasnotwontwotrophies(1st,2nd,or3rd)inaneventinwhichafinalroundoccurs.WinningaGold/Silver/BronzeatCCCFAorPhiRhoPishallcountasafinalround

d) Senior:AnystudenteligibletoparticipatemaybeenteredinSeniorDivisionregardlessofclassstandingorexperience.

C. EnforcementIfateamorindividualisfoundtobeinviolationofanyeligibilityruleafteratournamenthasbegun,thatpersonorteamwillbedisqualifiedfromthateventfortheremainderofthetournament,atthediscretionofthetournamentdirector.Ifateamorindividualismovedtothecorrectdivisionbythetournamentdirectorthefollowingtabulationprocedureswillbefollowed:(1)Thedebateteamfoundinviolationwillreceivelossesforallpreviousdebatesinthetournament.Allpreviousopponentsoftheviolatingteamwillreceivebyes.(2)Theindividualspeakerisfoundinviolationtheywillreceivethelowestpossiblerankandrateforallpreviousrounds.

D. JudgingEligibility

1. RookieDivisionshallbeopenforalljudges.2. NoviceDivisionshallbelimitedtothoseindividualswhoareoutofnoviceeligibility.3. JuniorDivisionshallnotbejudgedbyanyonewhohasjuniorornoviceeligibility.4. SeniorDivisionshallbelimitedtothoseindividualswhohaveaB.A.orB.S.degreeorareno

longereligibletocompete.5. Noonewillbeallowedtojudgeandcompeteatthesametournament(exceptjudgingRookie

division).

**AnystudentwhojudgesanyeventofferedatNFAregardlessofdivisionatFallorSpringChampswilllosetheireligibilitytocompeteattheNFANationalTournament.

JudgeCertificationandCensure1. Certification

a. AlljudgesarerequiredtobecertifiedbytheorganizationpriortojudgingatanyPSCFAtournament.Tobecertified,judgesmustreviewthePSCFAGuidelinesforJudgespublication,andsigntheaccompanyingform/codeofconductstatementindicatingtheirreviewofandacceptanceofPSCFAguidelines.Foralljudgesmeetingaschool’sjudgingcommitment,thatschoolisresponsibleforensuringthatalljudgesarecertified.Foralljudgeshiredbythetournamentdirectly,theTournamentDirectorhasthisresponsibility.Intheeventthatanuncertifiedjudgeshouldarriveatatournamenttojudge,he/shewillbegiventhirtyminutestoreviewandsignthecertificationform.Inanemergency,aTournamentDirectormayallowanuncertifiedjudgetotakeaballotforoneroundonly.

b. Untilajudgeiscertified,he/shecannotcounttowardaschool’sjudgingcommitment.Ifthejudgedoesnotgetcertified,thatschoolwouldbesubjecttotheappropriatepenaltyfee.

c. ThePSCFAguidelinesforJudgesPublicationwillbeaccessiblefromthewebsite,andwillbeavailableatthejudges’tableforPSCFAtournaments.

d. ShouldPSCFArulesorprocedureschange,judgeswillbeaskedtoreviewthechangesandsignaformtoupdatetheircertification.Updatingcertificationwillnotbesubjecttoathirtyminutereviewperiodforthereviewofchanges.

e. AlistofcertifiedjudgeswillbemaintainedonthewebsiteandalsoprovidedtoeachPSCFATournamentDirector.

f. FREDCertificationformsmaybeacceptedbythePSCFAVicePresidentorothermembersoftheexecutiveteam.

g. PSCFAwillhaveasign-in/check-inprocessattheJudgesTableforJudgeshiredbythetournamentdirector.

h. AllHiredJudgesandICC’s(InstitutionContractedCritics)mustsignthePSCFAJudgesPaymentForm(W-9)toreceivedpaymentbycheck.

2. JudgeCensure:Egregiousbehavioronthepartofajudge,shallincurthepenaltieslistedin

sub-section.a. Suchbehaviorisdescribedasoneofthefollowing:

(a) Verbalbatteryofastudent(includingcursingatorgrosslydemeaningcomments)(b) Physicalbatteryofastudent(includingpushing,striking,orthrowingobjectsat

them)(c) Grossviolationofthetermsofjudgecertification

3. JudgecensureProcedure:a. Disciplinaryproceduresforacts,describedinsub-section2,shallbe:

(a) ThefirstoffensewillbehandledbytheTournamentDirector,andiftheeventisseriousenoughthejudgemayberemovedfromthejudgingpoolatthattournament.

(b) Thesecondoffensewillresultintherevocationofjudgecertificationforonecalendaryear.

(c) Thethirdoffensewillresultinpermanentrevocationofjudgecertificationandalettersenttotheresponsibleschool’sadministrationdetailingtheactiontakenandthereasonsforit.

b. Inthecaseofremovalofajudge,underthisrule,his/herschoolwillberequiredtopaythejudgingfeestomakeupforthatjudge’sabsence

c. Theappealsprocess,underthisrule,willconsistofanappealfirsttotheOmbudsperson,then,ifnecessarytotheentireexecutivecommittee

FortheWarm-UpTournament(Exception):

1. NoentryfeesA. WedochargeaSchoolFee(andPSCFAdues,iftheyhaven’tbeenpaid)B. Wedochargeno-showfeesandnuisancefees

2. ForjudgingA. Schoolsmustcovertheirdebatecommitment(aswithothertournaments)

B. Schoolsmustcover75%oftheirIndividualEventsentriesunlesstheTournamentDirectorbelievesthereisasufficientpoolofjudgestoallowaschooltopayadditionaljudgingpenalties(inexcessofthoseallowedbythe75%rule)

C. NuisanceFees1. Change/Dropfees:

a. $5.00pereventslotchangesmadeafter12:00P.M.onFriday,atthediscretionoftheTournamentDirector.

b. $5.00pereventslotchangesmadebetween6:00P.M.onTuesdayand12:00P.M.onFriday:ifsuchchangesareinexcessof10%oftheoriginalentryor10slots,whicheverisgreater,atthediscretionoftheTournamentDirector.

2. StudentNo-ShowFeesa. $20perindividualeventslot,$40.00perdebateorReadersTheaterentrywillbeassessed.b. Ano-showshallbedefinedasanycompetitorenteredinthetournamentwhodoesnot

participateinthefirstroundofcompetitionintheireventandwhoseabsenceisnotreportedtothetournamentdirectorbeforetheendofthedropperiod(usuallythefirsthalfhouroneachdayofcompetition).

c. ExceptionsareatthediscretionoftheOmbudspersonifreasonablejustificationisdemonstrated.

3. JudgeNuisanceFeesa. $50.00perround,atthediscretionofthetournamentdirectorwillbeassessed.

4. LateAddFeesa. $50.00perschool,atthediscretionofthetournamentdirectorwillbeassessed.b. LateAddFeesareimposedonSchoolswhoenterthetournamentaftertheentryduedate.

D. AnnualDues:$50.00perschoolE. Payment

a.TheTreasurershallcollect“Exit”fees(entry,judging,nuisancefeesanddues,ifnecessary)onthelastdayaschoolhasstudentscompetinginthetournament.Timesforeachcollectionwillbepostedatthebeginningofthetournament.b.FailuretopayfeeswillresultintheschoolbeingprohibitedfromparticipatinginfurtherPSCFAtournamentsuntilfeesarepaid.SchoolsnotpayingfeesmustpayowedfeesbyRegistrationofthenextPSCFATournamentattended.c.Thetournamentand/oreventdirectorsand/orthemembersoftheoversightcommitteeareresponsibleforprovidingawrittenexplanationtotheTreasurerforallnuisancefees.

F. Waivers1. NewProgramsPSCFAwillagreetowaivefeestonewprograms.Newprogramswillpetitiontheexecutivecommitteetwoweekspriortotournament.2. FinancialDifficultyPSCFAwillagreetowaivefeestoprogramsinfinancialdifficulty.Thefollowingprocedureswillbeusedtodetermineeligibility:

a) Schoolmustshowclearindicationthatinstitutionalfundingisunavailable.b) UponapprovalbytheExecutiveCommittee,feeswillbewaivedforoneacademicyear,withan

optiontobereviewedbytheExecutiveCommitteefora2ndconsecutiveyearmaximum.c) Institutionscanbeconsideredforeligibilityafter5yearshaveelapsedsincepreviousutilizationof

thepolicy.

III.TOURNAMENTENTRYANDPROCEDURESA. EntryFormatAllentriesmustusetheWebsiteentryformoritsequivalentB. Judges

1. Commitmenta) Eachschoolmustprovideonejudgepereachtwodebateentries,onejudgeforeachtworeaders

theaterentries,andonejudgeforeachfiveindividualeventsperspeakinghour,plusone/halfjudgecommitmentforanyadditionalteamentry.

b) Failuretoprovidejudgeswillresultintheassessmentofpenaltyfeestobedeterminedbytheassociation,and/orhavingtheschool’sdebateentriesremovedfromcompetitionatthediscretionofthetournamentdirector.

c) Judgesmustbequalifiedtocoverthesamedivisionsinwhichtheirschool’sentrieswillbecompeting.

d) Intheeventaschoolhasextrajudges,theschoolmustdesignatecommittedandhiredjudges.2.HiredJudgesa) TherateofpayforjudgingIndividualEvents,ReadersTheater,Lincoln-Douglas,InternationalPublicDebate,andParliamentarydebateshallbe$15.00perround.

b) TherateofpayforjudgingteamPolicyDebateshallbe$15.00perround.c) PSCFAwillguaranteepaymentfor75%oftheroundsperdaytohiredjudges,providingthatthejudgeisqualified,availablefor11roundsonagivenday,andFREDcertifiedbythetournamentdirector.Judgeswillbeguaranteed$60forbeingavailableforallroundsofaFridayofaPSCFATournament,fordebate.

C.EntryConfirmation

a) Alljudgesmustcheckinduringtheregistrationperiodtoconfirmattendanceandcommitment.

b) Alldebateteamsparticipatinginthetournamentmustregisterwiththetournamentstaffduringtheregistrationperiod(nolaterthanfifteenminutesaftertheannouncementofthetopic)

D. IndividualEventPatterns

a) PatternA: Extemporaneous,Prose,Poetry,Informative,SpeechtoEntertain,CulturalArtifactb) PatternB: Impromptu,Persuasion,Duo,ProgrammedOralInterpretation,Communication

Analysis,DramaE. ChampionshipTournaments

a) 80RoomsfortheFallandSpringChampstournamentsisoptimal.b) RulesforenteringChampionshiptournamentsasfollows:

a. Numberofentriesinaneventwillbebasedonthenumberofroomsavailableatthetimeoftheevent.

b. SchoolswillenterIEeventsinrankorderineachpattern(forexample:1.LianaKoeppel–Sr.IMP;2.RollandPetrello–Jr.POE;3.LianaKoeppel–Sr.PERS;4.RollandPetrello–Sr.IMP)

c. SchoolswillenterDebateEventsinRankorder(forexample)1.KoeppelandPetrello-Sr.PARLI;2.HackandWyman-Nov.PARLI;3.DecarboandFleming-Sr.PARLI)

d. TournamentDirectorswilltakeeachschool’sfirstevent,secondevent,etc.,untilroomsaremaximized.Allschoolswillhaveanequalnumberofentriesaccepted(ineachpattern)

e. Thoseentriesnotaccommodatedwillbeplacedonawaitinglistbasedontimeofschoolentryforeacheventinthepattern.Firstcome,firstservedgoingschool1,school2,school3,etc.Entrytimetobebasedon“slotlastupdated”dateandtime.

f. Eventpanelswillbefilledoutwithadditionalstudentsbasedonwaitinglists.Ifentrylimitsarereachedandaneventhastwo“bye”slots,thenexttwoentriesinthateventwillbechosenfromthewaitinglist.

g. EntrieswillbedueMondaynight.Eventlistswillbepostedontheforensicstournament.netwebsiteonTuesday.

h. SchoolsmaymakenamechangesONLY.Noeventchangeswillbemade(includingdivision).LateDropswillnotbefilled.

i. Schoolswillbechargedadropfeeforentriesdroppedafterthedropdeadline.j. SchoolsmaybeginenteringthetournamenttwoWednesdaysbeforetheDropdeadline.k. ForChampionshipTournamentswheretherearenolimitationsonentries,thefollowing

shallapply:i. FeeswillbeassessedasoftheWednesdayfollowingtheentrydeadlineii. A$5addfeewillbeappliedtoalllateentries(whichareacceptedattheTournament

Director’sdiscretion)foraschoolbetweentheMondaydeadlineandtheWednesdaydeadline($10fordebate)

iii. AddsaftertheWednesdaydeadlinewillbeatthediscretionoftheTournamentDirectorandwillbe$10($20forDebate)

iv. Therewillbeadropfeeof$5foranydropaftertheWednesdaydeadlineuntil30minutesbeforethefirstroundofcompetition(Ifnotreported,itwillremainasaNoShow)

v. Changesfromaschoolfromonepersontoanotherinthesamepatternwillnotbeconstruedasanaddforthesepurposes.Changesfromoneeventtoanotherinthesamepatternwillnotbeconstruedasanadd.However,thedropfeewillapply.

IV.AWARDSA. DebateandReadersTheater1. TypesofAwards

a) DEBandRTTeamAwards

i. AlldivisionsofdebatewillreceiveawardsequivalenttoaGold/Silver/Bronzeformat.WinnersofthesecondeliminationroundwillreceiveaGold;thelosersofthateliminationroundwillreceiveaSilver;thelosersofthefirsteliminationroundwillreceiveaBronze

ii. SeniordivisiondebaterswillcontinuedebatingthroughFinalsiii. Onlywinningrecords(4-2or3-1)shalladvance.InNoviceandJunior,enough3-3or2-2

recordsshallbepulleduptocompletethenextbracketdivisibleby4withoutviolatingthe50%rule(e.g.ifthereare21teamswithawinningrecord,3additionalteamswillbepulledup,however,ifthereare20teamswithawinningrecord,thebracketwillbeconsideredcompleteandnoadditionalteamswillbepulledup).

iv. InSeniorDivisionamaximumof16teamswillbreak(Octos)aslongasitdoesnotexceed50%ofthefield.

6. Proposingnewevents A.ProposingneweventsforPSCFATournaments

1.NeweventsmayonlybeproposedbyaffiliatesofPSCFAmemberschoolsingoodfinancialstanding.

a. NeweventproposalswillonlybevotedonatthefallPSCFAFallcoachesconferenceb. Allproposalsrequirea“NewEventProposalForm”as(providedbyPSCFA)tobe

submittedelectronicallytothePSCFAPresidentbySeptember1stoftheproposalyear.ThePresidentwillmakeeverypossibleefforttopostallreceivedproposalformsonthePSCFAwebsiteand/orcirculatethemviaemailtothemembershipbytheTuesdaypriortotheFallCoachesConference

c. Forneweventsthathavenotbeenpreviouslyofferedatmultipletournamentswithintheregion,itisstronglysuggestedthattheproposalincludealiveorvideodemonstration(orpartialdemonstration)attheFallCoachesConferenceduringaSaturdayafternoonsession.

d. Allneweventsrequireoneyearof“experimentalevent”statusbeforetheymaybeproposedforpermanentadoption.

e. Experimentaleventswillbeofferedwithnoentryfees.Awardswillbeintheformofcertificatesandtheeventswillnotcountforsweepstakes.Resultswillnotimpactanindividualstudent’seligibilityatotherPSCFAtournaments.

f. Experimentaleventswillautomaticallysunsetafteroneyear.Aresubmissionoftherequestisrequiredafterthefirstyearforextensionofexperimentalstatusorpermanentadoption.

g. Tournamentdirectorshavethediscretiontolimitentriesforexperimentaleventsbasedonpracticalconsiderations.

h. Ifaneweventisapproved,thesponsorshouldbepreparedtopresentalivestudentdemonstrationoftheeventwithcoachcommentaryattheFallDemonstrationSeminarofthefirstyeartheeventisoffered.Schedulingisatthediscretionoftheseminardirector.

i. Eventsmaybeextendedonanexperimentalbasisforanadditionalyearthroughresubmissionofdocumentsthefollowingfall.

j. Toproposepermanentadditionofevent,sponsor(ordesignee)mustpresentwrittenanalysisatthefollowingyear’sPSCFAFallCoachesConferencealongwithaneweventproposalform.Itisstronglysuggestedthatsupplementaldocumentationfortheproposalincludesurveyresultsfrombothcoachesandstudentsabouttheevent.

k. Eventsthatarenotapprovedforpermanentadoptioncanberesubmittedinfutureyears.

2. NewEventProposalForm

a. ThenewEventProposalmustincludespecificinformationasprovidedintheProposalFormb. AcopyoftheNewEventProposalwillbeprovidedbytheExecutiveSecretaryofPSCFAandcanbefoundonthePSCFAwebsite.

VI.TOURNAMENTHOST

A. PSCFAwillcredit$300totheaccountofTournamentHostsorwaiveentryfees,whicheverisgreater.Thehostschoolisstillresponsibleforalljudgingand/ornuisancefees.Uptothreehostsworkingintabroommaycoverthehostschool’sjudgingcommitment.

B. EquipmentandSupplies:1. TheExecutiveCommitteeshouldmakeavailablenecessaryquantitiesofsuppliesincluding:

pencils,paper,paperclips,rubberbands,computerpaper,tape(scotchandmasking),largefelttipmarkers,staplerandstaples,whitebusinessenvelopes,computerprintercartridges,ballotenvelopes,scissors,etc.

2. TheExecutiveCommitteeshouldmakeavailablenecessaryequipmentincluding:computers,printers,copier,extensioncords,powerstrips,etc.

C. TournamentHostIncentive:Afacilitiesfeeof$35willbeaddedtothefeesheetsatFallChamps,SpringChamps,andCool-Off.Allfacilitiesfeescollectedwillbegiventothehostschool.ThehostschoolcanchoosetohaveacheckcutdirectlytotheschoolortokeepthemoneyonaccountwithPSCFA.

D. Contributionstothetournamentinvitation1.Anareamapshowingaccessroutestothecollege.2.Acampusmapindicatingthelocationofheadquartersandparking.3.Alistofrestaurantsinthearea.

E.Reservationsofroomsandfacilities1.Anadequatenumberofroomsforthetournamentshouldbereserved.2.Anappropriateroomfortheawardsassemblyshouldbereserved.3.Hotelreservationsforhiredjudgesifnecessary.(PSCFAwillauthorizeandpayfortournamenthostschoolstosecureuptotwofour-personhotelroomsforguestpaidjudgeswhomustcommutemorethan30mileseachwaytothetournament.Thetournamenthostshallassigntheroomsonafirst-call,first-servebasis,withsensitivitytogender-basedassignments.Themaximumallowableamounttobereimbursedis$250.00pertournament.)4.AschoolhostingtheFallCoachesConferencewillbereimbursedupto$600forexpensesforfacilitiesfees,andcoaches’amenities.TheHostSchoolwillcoordinateallcosts.

F.ClericalHelp

Asufficientnumber(5-10)ofclericalhelpersandmessengers(undergraduatestudents,friends,etc.)aretobeobtainedthroughrecruitmentfromthehostschool.

G.Foodforjudgesandthetabroom

Thetournamenthostwillprovidevegetarian-friendlymealsforjudgesandthetabroom.PSCFAwillreimburseamaximumof$1200forFallandSpringChampionshipTournaments;$600forWarmUpand$800forCoolOffTournament.Hostschoolwillprovidereceiptsfortheseexpenses.TournamenthostsforFallandSpringChampswillbeallocated$500pluswellnessfeestoprovidesnacks(e.g.fruitbagels,water,etc…)forstudents.TheHostwillprovidefoodatatimeanddistributedinamannerwhichbestensuresallcoachesandjudgesaregiventheopportunitytoreceivethefood(asclosetoatimebetweenroundsaspossible).TheTreasurerisauthorizedtoprovideanextra$200,ifthereareextenuatingcircumstances.Hostswill(whenpossible)providemultiplewellnesslocations.

H.FinancialresponsibilityandreimbursementPSCFAwillprovide$300totheHostSchoolforexpensesincurredinthoseinstanceswhenthehostschoolcannotmeettheexpensesofprovidingtheabovematerials(exceptfood),thehostschoolcanpetitiontheExecutiveCommitteeforreimbursementnottoexceed$300(andwillprovidereceipts).

VII. TOURNAMENTDIRECTOR

A.Personnel1.Thetournamentdirectorshallselectandappointtabroomstaff2.Thetournamentdirectorshalllimittabroompersonneltoamaximumof12personsincludingapprentices,butexcludingtournamenthost(s).Amaximumofthreetournamenthost(s)shallbeallowed.3.Individualeventdirectorswhoarecoveringjudgingcommitmentsfordebateand/orreaderstheaterentriesmustbewillingtojudge2roundsofdebateorreader’stheaterontheFridayofthetournament,shoulditbecomenecessary.DebateandReadersTheatereventdirectorswhoarenotbusywithothertournamenttasksshouldbewillingtojudgeroundsontheSundayofthetournamentifnecessary.4.ThetournamentdirectorshouldcontacttheExecutiveSecretaryforalistofpersonsinterestedinbeingatabroomapprentice.Thetournamentdirectorisencouragedtouseaminimumof2apprenticesintheirtabroom.Personsinterestedinlearningtabroomoperations(apprentices)notifytheExecutiveSecretary.5.Thetournamentdirectorshouldensurethattabroomisclosed.6.TheDirectorsofPSCFATournamentsshallselectanapprenticetoactasTournamentAssistant.TheDirectorisencouragedtomentortheApprenticepriortotheTournament.SaidApprenticeshallbeincludedwithinthe12personlimitationonTabRoomStaff.

B.TournamentAnnouncement

Itisthedutyofthetournamentdirectortoprepareanddistributethetournamentinvitationonemonthpriortothetournament.Thetournamentinvitationshouldbepostedtoforensicstournament.netandemailedtothePSCFAExecutiveSecretarytodisseminate.Thetournamentinvitationshouldcontainthefollowingitems.

1.Aletterofinvitation2.Dates,time,andplaceofthetournament3.Alistofofficials,including:Host,TournamentDirector,andEventDirectors.TelephonenumbersshouldbeindicatedforHostandTournamentDirector4.Divisions,eligibilityrequirements,conflictpatterns,andanyothertypeofregistrationlimitationshouldbeclearlymarkedanddefined.ThetournamentdirectorshouldalsoconsultthemostrecentPSCFAminutesforchangesinrulesandprocedures.ContacttheExecutiveSecretarywithanyquestionsregardingpolicychanges.5.Timeschedulefortournamentincluding:registrationperiod,allroundtimes,awards,andanyspecialeventsshouldbeincluded6.Registrationinformationincluding:fees,registrationdeadline,feeassessmentdeadline,change(s)deadline,dropdeadlines.7.Awardsandeliminationprocedures8.Anarea/campusmapwithinformationincluding:clearparkinginstructions;registrationlocation;andanyspecialcampusregulations9.TheTournamentinvitationshallincludethedebateMissionStatementfoundinArticleIIIoftheConstitutionandBylaws

C.DistributionofResults

TheTournamentDirectorshallpostalltournamentresultstoforensicstournament.netwithin48hoursofconclusionoftournament.ThepostingshallincludetheImpromptu,Extemporaneous,anddebatetopicsused.

H.Reimbursement

InthoseinstanceswhentheTournamentDirectorcannotmeetsuchexpenses,aTournamentDirectorshouldcompletetheirdutiesandPSCFAwillreimbursetheTournamentDirectoramaximumof$200.00.

PSCFAwillcreditamaximumof$300totheaccountoftheSchooloftheTournamentDirectorsforFallandSpringChampionships,and$150fortheTournamentDirectorsoftheWarm-UpandCool-Off.

VIII. RESPONSIBILITIESOFJUDGES

A.Judgeswillarriveattheballottableatleast10minutespriortothestartofeachround,andwillremaininthejudges’areauntilthetableannouncesthatjudgesarereleased.B.Judgeswillpromptlyreturncompletedballotstothejudgestableuponcompletionoftheround.C.Judgesshallnotprovideoralcritiquesinanon-debateeventpriortoturningintheirballotsD.Judgesshallprovideaccuratetimesignalsforstudentsinalllimitedpreparationeventsanddebate.E.Judgesareobligedtoprovidedetailedandconstructivewrittencriticismofanyandallroundsofcompetitiontheyevaluate.F.Eachjudgeshallrenderanunambiguouswin/lossdecisionineachdebateroundaswellasunambiguouspointsandrankineachpreliminaryround.G.Judgeshavethediscretiontodisclosedecisionsandprovideoralcritiquesindebate,aslongasitdoesnotimpactthetournamentschedule.H.TheTournamentDirectorhasthediscretiontoremoveajudgefromaroundbasedonpotentialconflictofinterest.I.Judgeswillsign-inattournaments.Judgeswillverify:thattheyarethere;thatthecommitmentlistediscorrect.Judgeswillalsoprovideacellphonenumber(iftheyhaveone).J.PSCFAwillhaveasign-in/check-inprocessattheJudgesTableforjudgeshiredbythetournamentdirector.K.AllHiredJudgesandICC’s(InstitutionContractedCritics)mustsignPSCFAJudgePaymentForm(W-9)toreceivepaymentbycheck.

IX.RESPONSIBILITIESOFTHEWEBSITEMANAGER A. ThewebsitemanagershalloverseethePSCFAWebsite.

ThewebsitemanagershallbeappointedbytheExecutiveCommitteeeachyear,andshallreceivea$200peryearstipend.

B.Thewebsitemanagershalloverseeimplementationofthefollowing:

1.ActivationoflinksfromthePSCFAcalendartoweb-basedtournamentinvitations,and/orwillpostnon-PSCFAtournamentinvitationsifsubmittedelectronically(asacourtesytoPSCFAmemberschools).

2.Maintainalistofcertifiedjudges3.Maintainapagewhereschoolscanadvertisetheirprogramstohelprecruitcompetitors,graduatestudents,and/orpostfacultyjobopenings.
