FERMA is committed to a consistent preventive road maintenance culture
through intensive surveillance, monitoring and repairs.

Introduction
FERMA Establishment and Mandate
The Federal Roads Maintenance Agency (FERMA) was established on
November 30th 2002 by an Act of the National Assembly cited as the
Federal Roads Maintenance Agency (Establishment, etc.) Act 2002 and
an Amendment Act 2007.
The Agency’s mandate is to ensure the efficient and effective
maintenance of all existing Federal trunk roads or such other roads as
may be declared, from time to time, as Federal trunk roads by the
National Assembly.
Since establishment in 2003, the Federal Roads Maintenance Agency
(FERMA) have made significant efforts towards effective and efficient
maintenance of the nations over 35,000km of Federal Highways.
Today, the Agency operates from 12 zonal and 38 state field operation
office.

Background
• The challenges from inception includes;
inherited huge maintenance backlogs.
funding challenges.
Resultant calls for the declaration of a state of emergency in the
road sector.
CURRENT ADMINISTRATION`S EFFORTS
Consequently, Mr. President directed that an aggressive and
strategic measure be put in place to make our Federal roads once
more motorable.
Thank God for the drive, commitment and support of the Hon.
Minister of Works.
Based on this instruction, considering that close to 80% of these

Current Administration
Thus the current FERMA management in
September 2011, developed a blueprint (Rapid
Road Recovery Blueprint-RRRB) that sets out the
Agency’s Road Maintenance Plan for 2011 to 2015:
Appropriate institutional framework was put in place
to cope with this challenge.

Current Administration
Aggressive Response by the Current Administration
The following aggressive response was adopted.
Flagged off the Preventive Road Maintenance Programme
at various zones nationwide,.
Established a Surveillance and Effective Monitoring Unit.
Acquired additional state of the art road Maintenance
equipment (patchers, back hoes etc).
Reorganized the Research and Development Unit to
develop all year round work materials for distribution and
use – cold Asphalt.

Current Administration
Developed and established the Public Works Unit to
mobilize unemployed Nigerian youths along Federal
roads alignments for routine Maintenance works.
Flagged off the Zero pothole initiative.
Commenced and sustained the reorientation of our
Engineers at various Zones to improve on productivity
and embrace good work ethics.
Commenced the quarterly Roads and projects
monitoring programme.
Commenced the Stakeholders interactive meeting
(NARTO, PTD) etc.

Current Administration
Established Federal Roads Committee on Surveillance and
Action Against Road Abuse (FERCSARA).
Installed and commissioned 3 Nos. 80TPH Asphalt Plants
for quick access to Asphaltic Concrete in Lagos, Abuja and
Oshogbo.
Prioritizing of maintenance programmes – Taking economic
roads first.

Current Administration
Other strategies explored for sustainable road
maintenance programme include:
i. Comprehensive pavement management system (PMS)
Deploying Falling Weight Deflectometer(FWD), Road Roughness,
and Dynamic Cone Penetrometer equipment for data gathering to
inform decision making and cost effective road management.
ii. Area Management Contracts
Contracting out maintenance works on a specified km of road to
competent and equipped contractors for a fixed term period.
iii. Alternative funding.
IVTC, RoW billboards(as will be approved by relevant authorities),
and MOT options etc.

SUMMARY OF CURRENT ROAD MAINTENANCE TRANSFORMATION PROGRAMME:
• Proactive Recovery of Federal roads in bad conditions.
• Acquisition of all in one state of the art Bergkamp Mobile pothole patchers – 38 Nos.
• Operational use of 2No 80TPH Asphalt plant – Kuje & Lagos.
• Regular use of over 40No. Mini Asphalt plants.
• Production of Cold Asphalt for all year round maintenance work.
• Blending of Emulsion for regular use at sites.
• Inauguration of the Public Works Programme/SURE P.
• Road Surveillance Unit for proactive maintenance.
• General reorientation and workforce motivation.
• Selective Emergency Intervention Works nationwide.

In response to an urgent need to address the abuses
and bad behavior exhibited on the road network the
Agency has recently inaugurated a Federal Roads
Committee on Surveillance and Action Against Road
Abuse(FERCSARA). The membership comprises of ;
FERMA Headquaters and Zonal officers,
Federal Ministry of Works(Highways) officers,
Nigerian Army Engineers,
Nigerian Police Force (NPF),
Federal Roads Safety Corps (FRSC),
National Union of Road Transport Workers (NUTRW),
National Security and Civil Defense Corps, and
Local Government works officials

The Committee is responsible for;
identifying major abuses and proffering solutions
monitoring occurrences of road abuse and carry out
corrective measures
liaising with law enforcement agencies to ensure the
reinstatement and replacement of damaged carriageway
and road furniture
collaborating with appropriate law enforcement agencies
for the enforcement of relevant extant rules and regulations
on willful damage to government properties in the road
infrastructure sub sector.
liaising with relevant stakeholders to stop further abuses
and ensure sustenance of good road usage by motorists.
cause arrest to be made where necessary.
discourage major haulage companies from deliberate
overloading and indiscriminate parking.

PREAMBLE:Over the years, huge investments have been made on roads &
bridges without adequate maintenance programmes put in place.
Rather, expensive corrective measures after failure was thepractice.
FERMA Preventive Roads Maintenance Operations under the SURE-P Public Works Programme involves the mobilization anddeployment of able and willing workforce for routine direct labourmaintenance works on critical federal roads close to their abode.

Then, projects commenced but completion dates were most
unrealistic.
Now many projects are completed before due dates.
Then, massive clearing/earthworks were done and paid for, that
becomes only gullies after each rainy season.
Now payments are mainly for protected works.
Then, the cry was to declare a state of emergency on roads.
Now the remark is that the roads are better.
Then, you start your trip but never predict arrival time.
Now you can predict arrival time from origin to destination.

Conclusion
Then, passengers do not fall asleep while the drivers move, due
to potholes and discomfort..
Now, along several routes, passengers sleep while on tour.
A lot has been done
More is required to be done
But put together, transformation on road subsector is outstanding
and it shows all over.
