CEO
There’s something special about the staffing industry. Each day, Elwood Staffing puts tens of thousands of people to work in companies large, small, and in-between and in industries just as diverse. This gives us a unique perspective into the workforce dynamic and provides an opportunity to delve deeper into what our clients want, need, and value.
In 2006, we started what has become an annual wage and benefit survey. As with any new project, our initial survey and publication was small and focused predominantly on wages offered to manufacturing workers in and around southern Indiana. While there has always been and always will be a desire by companies to stay abreast of prevailing trends, the landscape in 2006 was very different than in 2008, 2010, or even now.
For starters, as one of only three supersectors currently above pre-recession peaks, we are in a unique position to offer valuable insight on what matters most to employers when it comes to recruiting, hiring, and retaining talent through all economic cycles. In January 2006, temporary workers represented 1.8% of the total labor market; as of the time of publication, that number is 2.1%—an increase of over 16%. This means while other industries contracted, we continued to touch more companies, industries, and individuals available for work. Looking through this wider lens, we have the advantage of seeing job market trends come full circle—from boom to bust to recovery—and use this knowledge through resources like this to help our clients make better business decisions.
Secondly, the improving labor market combined with an aging labor force and an increasing job creation rate has returned us to the days of competing for talent, making the recruitment and replacement of employees challenging and expensive. Previously, the influx of available talent between 2006 and the start of 2013 created a “buyer’s market.” High caliber candidates could be had for lower wages, while retention was not given the highest priority as many companies remained uncertain about the future. With the pendulum now swinging the other direction, there is a battle to “win the war for talent” that has forced employers to think more about the overall value of their total compensation packages, rethink retention strategies, and focus on ways to meet employees’ changing values about work; a shift you’ll see reflected throughout this year’s report.
2014 is sure to present all of us with new opportunities and challenges; our hope is that this year’s Dollars and Sense report will help you better prepare to traverse the ever-changing employment landscape.

IMMIGRATION TRENDS
FORM I-9In 1986, Congress enacted the Immigration Reform and Control Act (IRCA) which requires employers to verify that all employees hired after November 6, 1986, have a legal right to work in the United States. Employers are required by federal law to use Form I-9 to document all employees’ identities and their eligibility to work in the United States. The Form I-9 process must be completed no later than the third business day after the employee begins work for pay. There have been many changes to IRCA as well as to Form I-9 itself. The most recent change to Form I-9 took place when a new form was implemented on March 8, 2013. The document took on a new look, the instruction section increased from three to six pages and is much more comprehensive and helpful, and Form I-9 increased from two to three pages. The main changes to Form I-9, other than the increase in pages, is the addition of the option to include an email address and/or phone number in Section 1, as well as the increased fields to record more detailed information under the fourth citizenship box labeled “An alien authorized to work…” In Section 2, List A expanded from two sets to three sets of documents to account for varying types of visas. The Lists of Acceptable Documents located on Page 9 include a detailed description of Social Security cards that have restrictions and are not acceptable. Many additional clarifications are located in the “USCIS Handbook for Employers – M-274, Rev. 04/30/13” as well as I-9 Central (http://www.uscis.gov/i-9-central). I-9 Central contains many clarifications not located in the handbook. E-VERIFY® By definition, E-Verify is a voluntary program for most employers. E-Verify works by electronically comparing the information from an employee’s Form I-9 with records available to the Social Security Administration and/or the Department of Homeland Security to verify the identity and employment eligibility of each newly hired employee and/or employee assigned to a covered federal contract. While E-Verify is primarily a voluntary program, it is mandatory for some employers such as those with federal contracts or subcontracts that contain the Federal Acquisition Regulation (FAR) E-Verify clause. Also, nearly half of the states have some sort of E-Verify legislation that requires the use of E-Verify in some form. Furthermore, there are many versions of proposed legislation that would mandate the use of E-Verify within five years such as Senate bill 744: Border Security, Economic Opportunity, and Immigration Modernization Act. ENFORCEMENTImmigration reform was certainly at the top of the agenda for President Obama and Congress in 2013 and will likely continue to be in 2014 and beyond. A historic look at immigration law and enforcement patterns leads us to believe that upcoming reform will likely follow the current trend of increased work site audits and employer fines for improperly verified workforces.
In September 2013, The Wall Street Journal1 reported that the U.S. Immigrations and Customs Enforcement (ICE) office notified 1,000 companies across the country that they must submit employment verification documents for audits. This is important for two reasons. Most notably, it reflects the steadily increasing trend in annual ICE audits—rising from 250 per year in 2007 to nearly 3,000 per year in recent years. Secondly, it represents the largest mass audit since July 2009. This round of audits targets restaurants, food processors, high-tech manufacturers, the agriculture sector, and other similar industries that cumulatively employ tens of thousands of workers.
More than $110 million in fines have been issued to employers for employment verification violations. Any company, regardless of geographic location, size, composition of workforce or industry, can be audited at any point in time. In addition to Form I-9 issues, the Office of Special Counsel for Immigration-Related Unfair Employment Practices in the Civil Rights Division of the U.S. Department of Justice (http://www.justice.gov/crt/about/osc/) has investigated and fined many employers for “document abuse.” According to the USCIS, document abuse includes2:
1. Improperly requesting that employees produce more documents than are required by Form I-9 to establish the employee’s identity and employment authorization;
2. Improperly requesting employees present a particular document, such as a “green card,” to establish identity and/or employment authorization;
3. Improperly rejecting documents that reasonably appear to be genuine and belong to the employee presenting them; and,
4. Improperly treating groups of applicants differently when completing Form I-9, such as requiring certain groups of employees who look or sound “foreign” to produce particular documents the employer does not require other employees to produce.
TOP 3 COMPLIANCE ACTIVITIES
1. Create a corporate policy or standard operating procedure manual. Include policies on hiring and completing new hire paperwork, including Form I-9; policies on how Form I-9 situations are addressed; and business processes and explanations for why policies were adapted.
2. Train staff regularly on Form I-9 and E-Verify policies. Include training materials, user manuals, etc., and establish a training schedule for initial and ongoing training requirements.
3. Perform self audits of Forms I-9 and E-Verify cases. Take remedial or corrective action. Correct errors that can be corrected and document errors that cannot be corrected.

Many employers waited out the Supreme Court ruling regarding the Affordable Care Act (ACA) in June 2012 before deciding how to react to ongoing health insurance coverage for their employees. One of the initial reactions floating around was to completely drop health insurance coverage, pay any associated penalties, and allow employees to seek coverage through the health insurance exchanges—the so-called “pay or play” decision.
Recent reports from the International Foundation of Employee Benefits (IFEB) and Mercer Human Resource Consulting (Mercer), as well as a conversation with Elwood Staffing’s insurance brokerage firm, The Hylant Group (Hylant), provide insight on how the ACA is impacting the employer-provided health insurance landscape.
· IFEB reports that few organizations are changing their workforce hiring or reduction strategies in response to the ACA. Only 16% have or plan to adjust hours so fewer employees qualify as full time.
· According to the IFEB, 94% of organizations surveyed say they will definitely or very likely continue providing coverage in 2014. This response was supported in a conversation with Hylant which reports that they have very few clients dropping coverage for their employees in favor of the exchanges.
· Mercer reports that 93% of large employers surveyed plan on continuing to offer health benefits for at least the next five years, and Hylant reports that the primary reason employers are maintaining coverage is to retain and attract talent. However, Hylant reports an increase in the use of spousal surcharges and carve-outs, provisions that impose increased costs for a spouse’s coverage or restrict coverage for spouses who are eligible for other coverage.
· Mercer reports that the prevalence and enrollment in CDHPs has nearly doubled in three years and that more employers are moving to consumer driven health plans (CDHP) in response to the ACA. In 2012, 42% of employers surveyed only offered CDHPs, up from 26% in 2010.
· According to Mercer, 18% of employers surveyed plan to only offer high deductible health plans (HDHP) within the next five years.
· Mercer also reports that health management programs such as case management, disease management, health advocates, nurse advice lines, and health assessments have now become the norm for large employers, and Hylant reports there has been an increased investment in wellness initiatives and incentives among self-funded plans that does not appear to be mirrored in the fully-insured environment.
Unquestionably, the health insurance landscape has changed drastically in the last decade or more, well before the passage of the ACA. Trends toward CDHPs, medical case management, and
wellness, for example, were in motion long before the ACA. Some of these changes, however, have occurred as a result of the ACA, such as dependent coverage, pre-existing conditions, preventive care, waiting periods, and the elimination of lifetime limits on coverage.
The information we collected and analyzed in our survey supports the information provided by IFEB, Mercer, and Hylant. Many companies already have a plan in place to address the employer mandate of the Affordable Care Act that will go into effect on January 1, 2015, and—by far—the majority of those companies plan to offer health insurance that meets or exceeds the minimums set forth.
Regardless of the future of the ACA, our healthcare landscape will continue to change. The organizations that remain abreast of these and other significant health policy developments will be best placed to provide cost-effective solutions to their employees in the future.

Employers of all sizes compete for the same pool of candidates. In the current climate of growth, job seekers with in-demand skills are choosing positions based on a multitude of factors, both quantitative and qualitative. We looked to see what, if any, connection there is between employer size and wage and benefit offerings. We asked survey respondents how many people are employed at their facilities and divided them into three size classes: small (100 or fewer employees), medium (101-550 employees) and large (551+ employees).
We found a few overarching trends:
1. Small and medium employers typically don’t have the resources to compete on comprehensive health insurance offerings or top tier wages.
2. Most small and medium employers attract talent by offering greater flexibility, benefits that don’t require cash outlays, quicker promotion opportunities, and the potential for advancement.
3. Some candidates are drawn to smaller employers because of a more personal employment environment with more opportunities to stand out as an individual.
PAYAcross the board, our contacts at larger companies reported higher pay rates. This trend was more pronounced in some jobs than others, but was true across occupational group, geography and industry.

HEALTH BENEFITSThe vast majority of respondents indicated that they do provide health coverage (Figure 4). Employees at larger companies have more options for health coverage (Figure 5). Almost half of large employers reported multiple choices for health coverage, while less than 1/3 of small employer respondents indicated two or more health coverage options.

PTO BENEFITSThe amount of PTO days and carryover privileges varied little by company size (Figures 6 and 7).
ADVANCEMENT AND INCENTIVESSmaller employers are quicker to offer raises and advancement to workers (Figure 8).
We also saw evidence of the “individual attention” some job-seekers cite as a benefit of smaller employers. Medium and small employers are much more likely to report increases for merit (Figure 9), while large employers are most likely to base pay increases on seniority or tenure (Figure 10). The smaller the employer, the more chance a job-seeker has to share in the company’s growth and success through profit sharing (Figure 11). These are powerful motivators that smaller employers are using to attract ambitious candidates.
Our results show clear size-based wage and benefit offering trends. Larger employers overall are offering higher wages and a wider variety of health coverage choices. Smaller employers are countering this with quicker advancement, merit-based pay, and profit sharing. As competition for talent heats up throughout 2014, we expect to see even more creative benefit offerings from employers seeking to differentiate themselves in the recruiting market.

YEAR-OVER-YEAR COMPARISON AND SUMMARY OF WAGES
Competition for skilled workers heated up in the second half of 2013 as a growing number of companies, markets, and industries expressed the inability to attract and retain talent as one of the biggest challenges faced. A company’s ability to make its wage and benefit offerings stand out among peers, or at least be considered competitive, is a differentiating factor that often determines which companies continue to struggle and which get over the hurdle and attract the talent needed for growth. A clear understanding of where one’s wage rate stands in the market is paramount. MANUFACTURING WAGESWage increases in the manufacturing sector varied substantially among the different percentiles. Unlike the prior year, in which the most pronounced wage increases occurred at the upper percentiles, the sharpest increases were seen in the lowest percentiles. Fifty percent of the 18 positions surveyed recorded at least a $0.50 increase in the starting wage at the 25th percentile. By comparison, only thirty-nine percent of the positions at the 50th percentile recorded at least a $0.50 increase and only twenty-eight percent of those at 75th percentile recorded this level of increase. This finding indicates that companies at the lower end of the wage scale worked hard this past year to make their starting wages more attractive to candidates. This compression of the scale also indicates that companies at the higher end of the scale no longer have the same rate advantage over those at the lower end. Wage movement within individual positions was varied as well. The titles of payroll clerk, packer, material handler, assembler, and welder all experienced rate increases in excess of $0.50 at two of the three percentiles. Receptionist and data entry clerk positions experienced rate increases in excess of $0.50 at all three of the percentiles. The data entry clerk position actually recorded a $1.00 per hour rate increase at the 75th percentile. All other positions incurred rate increases that were less pronounced. DISTRIBUTION WAGESWage increases recorded in the distribution sector were counter to those observed in the manufacturing sector this year and within the distribution sector last year. In the current year, the largest rate increases were recorded in the 75th percentile as the lower percentiles saw more muted changes. Forty percent of the 15 positions surveyed recorded at least a $0.50 increase in the starting wage at the 75th percentile while only thirteen percent saw this same level of increase at the 25th and 50th percentiles. Therefore, the disparity in the wage scale in the distribution sector actually increased this year as companies that were already paying higher wages increased the already above market wages at a rate greater than the increase given by companies offering market or below market entry-level wages. There was less differentiation among positions in the distribution sector than within the manufacturing sector. The receptionist and assembler positions experienced rate increases in excess of $0.50 at two of the three percentiles. All other positions realized rate increases that were less pronounced. The movement within the scales of this sector was simply more percentile and less position specific. Specific rates of change within industries, percentiles, and positions vary from year-to-year, but the presence of change is a constant. It is important to remember that labor has inherent supply and demand factors and therefore is a dynamic market in the same fashion as any other market. Understanding one’s competitive position in this market, and using this intelligence to create a strategy as to how one wants to compete for talent, is truly the first step in overcoming the recruitment and retention challenges that exist today.

INFORMATION COLLECTIONThe information contained within was compiled from participant responses obtained through the annual wage and benefit survey conducted by Elwood Staffing in November 2013. Survey participation was not limited to those companies that employ temporary workers or have a direct business relationship with Elwood Staffing. Responses were solicited from client companies, business partners, and other local employers through direct contact from Elwood Staffing or through receipt of the survey from a peer or one of our community partners, such as a Chamber of Commerce or Economic Development Board. As such, survey responses are representative of the starting wages and benefits offered to all employees regardless of permanent or temporary status. Responses were, however, limited to those companies that actively participate in the manufacturing, distribution, or oil and gas industries. All responses are anonymous and confidential.
