Environment, Health and Safety (EHS) the Regulatory arm of Ports, Customs and Free Zone Corporation (PCFC) and
Dubai World business units is inviting entries from eligible stakeholders for the EHS Awards 2014 scheduled to be
held later this year.
Environment, Health & Safety (EHS), Ports, Customs & Free Zone Corporation (PCFC), has since the late 80’s been
involved in the sustainable growth & development of JAFZA and Dubai World jurisdictions. Over the years, EHS
awarded companies for good performance, excellence and innovation in HSE aspects. These awards are intended to
recognize Business Units in EHS innovation & excellence and the successes they have made in overcoming the
challenges.
The 2014 EHS Award is an initiative of EHS that recognizes companies for exceptional performance and innovations
in the field of Environment, Health and Safety that have helped them push the frontiers to great heights. This is
aimed at creating the awareness, raising the bar of excellence and showcasing success, thereby encouraging the
whole jurisdiction to adopt best HSE practices within their organisations.
The eligibility criteria for each of the categories are outlined in detail in the enclosed booklet. Submission must be
sent electronically to EHS by filling out the entry form and attaching the necessary documents in support of their
submissions. A brief summary of the submission of no more than 1000 words has to be outlined in the application
form. . It is stressed that 1000 words is the maximum for each submission and the file size must not exceed 4MB
including images, graphs tables etc. Where supporting documentation is provided this must be clearly referenced in
the submission for ease of review. Hard copy with CD should be sent to EHS Main office as detailed in the
application form. It is important that each submission demonstrates clear leadership from the top of the
organization with evidence that a proactive health, safety and environmental culture exists.

Details of the sub categories, eligibility criteria, evaluation process and the submission guidelines are provided under
respective sections in the attached document.
Entry is FREE for all categories and clients.
The nomination form along with the supporting document should be submitted to [email protected]. Hard copy
folder comprising detailed reports and supporting documentation along with the CD should be hand delivered to
EHS Main office in Jebal Ali. The deadline for submission is 31 August 2014.

EHS strongly believes that this initiative goes much beyond recognition, in terms of the impact it is expected to have
in transforming the mind-set of the stakeholders towards a cleaner, safer and sustainable Dubai. Such a paradigm

to address the challenges of Expo 20-20.

THE RULES
ENTRY FEE
1. Entries must be submitted along with the appropriately filled application form and supporting document
stated in the booklet. The application should be authenticated by the top management of the applicant
with authorized stamp & signature.
2. Language: All entries should be in English
3. The entries must be well articulated, focused and clearly presented to encompass the evaluation criteria.
The eligibility criteria, evaluation process and the mandatory submissions would be as per the details
outlined under each category.
4. Submissions
All applications must be completed and submitted through awards email ([email protected]) . Hard copy
folder comprising detailed reports and supporting documentation along with CD should be clearly titled
“EHS AWARDS 2014” and hand delivered to the main office as noted below

5. Closing Date: All applications must reach EHS before 3.30 pm (UAE time) on Sunday August 31, 2014.
Incomplete or late entries will be disqualified
6. Receipt of Application: Upon receipt, the entries will be acknowledged by email. It is the applicants’
responsibility to ensure that they have received confirmation of their entry before the closing date as no
correspondence will be entertained after the submission deadline. In this regard, official receipt /
confirmation by EHS alone would serve as the proof of submission.
7. Applicants are able to submit to more than one category, as long as they meet the eligibility criteria for each
award
8. Entries, once submitted, will become the property of EHS and will not be returned.
9. The award Committee may request additional supporting documents from the applicants and may also
conduct visits to their respective sites during the evaluation period.
10. Authentication: The committee reserves the right to audit any information supplied. If required, applicants
may be subjected to further evaluation processes including meetings, site visits and submission of reports
and technical datasheets.
11. Two awards in each category, one for the Winner and one for Runner-up shall be awarded.
12. The award Committee reserves the right to withhold awards in any category where entries do not meet the
evaluation criteria.
13. Results. Entries reviewed by the award committee would be shortlisted and nominated organisations
would be notified by EHS. Winners would be announced over a Gala Awards ceremony to be held later this
year
14. The decision of the award Committees is final and it will not entertain any further correspondence or
communication.

The purpose of this award is to recognize companies in PCFC Jurisdiction who have pushed the boundaries in HSE
performance and kept ahead of their peers in dealing with the ongoing challenges. It is also the intent of this award
to foster greater sense of awareness amongst individuals, organisations and society about the great relevance of
good HSE performance.
The PCFC EHS Award besides benchmarking the organisation and demonstrating its commitment to high standards
aims to increase awareness amongst individuals, organizations and society about the importance of HSE in the UAE
and across the region. This award will provide the winners and their organizations with a prestigious accolade for
their best practices in EHS. The winners in addition to receiving the winners’ plaque will also receive positive
exposure and publicity in the media. The participants get the opportunity to attend the winner’s gala dinner and
network with like-minded organisations for furthering the objectives. Furthermore, these best practices will be
shared and disseminated to the rest of the candidates and the community in this most appropriate platform.

1. Excellent HS&E management systems (e.g. strong audit/documentation results – system used and level
achieved e.g. OHSAS 18001 or equivalent) and a rigorous approach to occupational health, Safety &
Environment (e.g. Annual Training)
2. High levels of compliance (Spot inspection of nominated company as well as annual records), with No
enforcement issues ( notices/prosecutions)
3. Below average and reducing rates of error (e.g. near misses), harm (accidents and work related ill health)
and loss (e.g. accident and ill health costs) and no fatal or major injuries (Accident records/stats)
4. Technology & Automation - Use of the best available technology to primarily enhance the safety aspects of
operations, plus an overall assessment of the training of personnel using this technology and employee’s
general knowledge on matters of safety and good operation
5. Training & Awareness - Above Average levels of HS&E Training & Awareness
6. Objectives: What objectives have been set for 2014 in relation to health, safety and welfare? Explain why
these objectives were selected.
According to the criteria and award category, the evaluation process for the Awards will be performed in two
stages:
1. First Stage: All entries will be screened for compliance of submission, explanation and meaningful
documentation to support the applicable criteria for the award category and demonstrated merit to be
short listed by the Award Committee. Site inspection will then be carried out to the short listed companies.
2. Second Stage: The Award Committee will evaluate and score the short listed applicants in each category and
determine the recommended winners in each category.
Submissions must be based around the following and include any necessary supporting documentation.
1. Describe in detail initiatives that your organisation has implemented successfully to improve Environment,
Health and Safety performance in the past years. These initiatives could cover training, HS&E Certifications,
procedures, policies, new safety equipment, improved processes, awareness campaigns etc.
2. Detail how these initiatives have been driven and supported by top/senior management in your
organisation. For example, what involvement has top/senior management or project management had?

development of a proactive health and safety culture etc.

The purpose of this coveted award is to emphasize the importance of food safety in PCFC Jurisdiction and inculcate
the best practices among individuals and organizations alike by sowing the seeds of hygiene and food safety culture,
as inspection alone cannot ensure food safety.
It is also in the interest of this initiative that we foster greater sense of awareness & encouraging self-inspection
amongst individuals, organisations and society in order to ensure highest level of compliance with regulations. It is
highly expected that the applicants share their track records with a wider community so as to motivate them to
practice it in their ventures and help move from ‘command and control’ approach to ‘regulations by management’
approach or in other wards from reactive approach to proactive approach. The aim of the award is to:
Reduce the incidence of food borne infections
Reduce food damage
Increase economic impact of food industry
Recognize and reward caterers who adopt and maintain a high degree of food safety and standards as well
as offering their customers healthier options/choices on menus.
The Award aims to increase awareness amongst individuals, organizations and society about the importance
of food safety; food hygiene and food control and reach hygienic level of food safety culture in Trakhees
jurisdiction.
The Award will provide the winners and their organizations with a prestigious accolade for their good
practices such as Good Manufacturing Practices (GMP), Good Health Practices (GHP), Good Warehouse &
Distribution Practices (GW&DP) in Food Safety Management System (FSMS). The winners will also receive

The Food Safety Award is offered for three categories namely
1. Best Hotel(BH)
2. Best Small and Less Developed Businesses (BSLDB)
3. Best Manufacturing and logistics ( BML)
All Businesses working with licensed food activities such as Retail, Warehouse/logistic, hotel/leisure, food
services, manufacturing etc. can enter the nomination process.
Nomination form and supporting documents will be major materials that the selection committee will use to
assess your contribution to food safety.
Nominators will remain as the point of contact during the submission and selection process and will be
responsible for ensuring that all requirements are met.
Companies may submit multiple nominations provided they are for separate categories.
Out of Trakhees jurisdiction clients also can submit their nominations.
Information furnished should be specific &relevant to the selected category.
Winning more than one award is possible.
Categories
Eligibility Criteria
Food Facility must have already complied with all food safety requirements as required. The facility must have
shown excellence in 4M i.e. Material, Method, Manpower, Machine and 5C i.e. Cleaning, Cooking, Chilling, Cross
contamination & Control. Food Facility must be designed aesthetically and operated by qualified and trained food
handlers. Acceptable food Facility should be the one that has received OFC or AVC with proper Food Safety
Management System (FSMS).
The potential candidates shall demonstrate implementation of their Good Manufacturing Practices (GMP)/ Good
Health Practices (GHP)/ Good Warehouse & Distribution Practices (GW&DP) and Food Safety Management System
during assessment process. The winners would be decided based on their performance in following:
1. Design and construction innovations and implementation procedures
2. Personal Hygiene & Practices
3. Equipment
4. Training
5. Cleaning
6. Pest Control, Liquid & Solid Waste Disposal
7. Preparation and or Handling of Raw & Cooked Food
8. Recall & Traceability
9. Inspection Grades
The committee will review submissions in each category to determine award recipients based on a scoring system
utilizing the following criteria:
30 points General: Outline of the facility, design, area, equipment and volume of activity.
30 points Implementation of FSMS
30 points Compliance percentage of the facility as a whole
10 points Merits or awards received from reputed bodies. Deliberations or proactive initiatives done by the
company in the field of food safety.

2. A brief description of facility activities, goals, objective and achievements.
3. Supporting documents such as inspection reports, photographs, verification records, and certificates.
4. Third party audit reports and its certificates.
5. Food handlers’ training records.
6. Corrective action record.
7. Submit the documents supporting your initiative with regard to social responsibility compliance.
Mandatory Submissions
Trakhees-EHS will recognize and drive environmental excellence by encouraging facilities with strong environmental
records to go above and beyond legal requirements and achieve environmental excellence through continuous
improvement with the Environmental Performance Award. Companies that have a sustained record of compliance,
implemented outstanding environmental management system, constantly improve their environmental
performance and work closely with their employees will be distinguished.
The Environmental Performance Award is one approach of Trakhees-EHS to further encourage its Clients to:
Institutionalize an environmental management system within its organization;
Motivate compliance with environmental regulations; and
Foster public-private partnership in caring for environment while simultaneously supporting commercial
development.
The Environmental Performance Award will be divided into two (2) different categories based on the nature of their
activity as cited below:
1. Industrial Category – facilities having industrial and/or manufacturing activities
2. Non-Industrial Category – facilities with no industrial and/or manufacturing activities

All companies operating within the jurisdictional areas of PCFC-Trakhees and have at least one (1) year of operations
are eligible to join the Environmental Performance Award.
Judging committee will be institutionalized for the Environmental Performance Award. The committee will be
composed of the Trakhees-EHS Environment Department and external parties.
All submissions received for the Environmental Performance Award shall be judged on a point-based system. There
will be two (2) marking sheets – one for the document submission and the other one for the audit. Audit schedule
shall be arranged with the company accordingly and will be attended by the judging committee.
A company shall be able to establish their observance to each of the following:
1. Environmental Management System (EMS) –implemented an EMS or any other systems founded with the
Plan-Do-Check-Act framework in the protection of the environment.
The company shall be judged according to the management system with regards to environment that they
are currently practicing. They must have an EMS in place for at least one (1) completed Plan-Do-Check-Act
cycle (usually one year time frame). Third party certification/s (e.g., ISO 14001:2004, etc.) is not necessary
but an added value towards the company.
2. Sustained Compliance – means that there is conformity with environmental regulations and commitment to
maintain the level of compliance and implementing measures for continuous and sustainable environmental
progress. The company should have not received any Warning Notice and/or Financial Penalty for the past
one year.
3. Continuous Improvement – demonstrate continued improvement in waste management, resource use, air
and water pollution prevent and all other environmental aspects.
4. Public Outreach – an environmental project or outreach program has been implemented as a means of
maintaining involvement and being active in the locality.

significant element of risk.

The purpose of this award is to facilitate the best construction contracting companies for implementing HSE
standards within Trakhees jurisdiction. EHS strongly believes that safety & productivity work “hand in hand” to
achieve the goals of development within the region. The efforts by the companies to implement the EHS rules &
regulations are recognized through this gesture by EHS for continual improvement in HSE & also to motivate other
companies to improve their standards with respect to HSE on construction sites. We encourage all the companies to
take active part in this drive along with us for achieving best safety standards in the industry & there by making
Trakhees a leader in construction safety implementation with in the region.
The EHS Construction Safety Award aims to increase awareness amongst individuals, organizations and society
about the importance of safety in the UAE and across the region.
The Award will provide the winners and their organizations with a prestigious tribute for their best practices in
safety management and site safety implementation. The winners will also receive positive exposure and publicity in
the media. Furthermore, these best practices will be shared and disseminated to the rest of the candidates and the
community.

The eligibility criteria for the categories specified above are as below
The companies in this category should be involved in the construction of High Rise Buildings with height
exceeding 23 Meters or even more. Also the companies involved for the development of the Infrastructure
for the Large Residential/Industrial community, construction of major sites such as more than 50 Villas
building can be considered as large scale companies for the awards purpose.
Duration of work with Trakhees involved in New Construction (Minimum 3 years of active construction
projects with in Trakhees jurisdiction).
An application received by EHS which is duly completed in all respects with the necessary documents as
addendum to the application.
The companies in this category should be involved in the Construction of Villas & Warehouses or any
building with height exceeding 09 meters or even more.
Duration of work with Trakhees involved in New Construction (Minimum 3 years of active construction
projects with in Trakhees jurisdiction).
An application received by EHS which is completed in all respects with the necessary documents as
addendum to the application
The assessment process for the two categories are outlined below
1. Total HSE Management system(HSE Organization Chart & Persons Available on Sites)
2. Accident Record/History of the company. Records of Corrective & Preventive actions taken to prevent the
recurrence.
3. Regular Documentation Updating as per EHS regulation requirements. E.g. Regular Inspections, Trainings to
Operators etc.
4. Site Safety Compliance .E.g. Proof of Identifying & taking actions on unsafe acts & unsafe conditions on sites.

The purpose of this coveted award is to recognize the sustainability champions in PCFC Jurisdiction that epitomize
the best “Low carbon / Sustainable” Green building policies, programs, designs, construction, implementation and
operation through appropriate, region specific and responsible tools , technologies and approaches. It is also the
intent of this award to foster greater sense of awareness amongst individuals, organisations and society about the
great relevance of sustainability in general and the built environment in particular in the region. It is proposed to
share these successful strategies with the wider community so as to drive innovation, motivation and accelerate
deployment of such practices within their developments and wider society.
The PCFC EHS Award aims to increase awareness amongst individuals, organizations and society about the
importance of sustainable built development in the UAE and across the region. It goes a great length in
benchmarking the organisation and demonstrating its commitment to high standards in the arena of built
environment sustainability / green buildings. This award will provide the winners and their organizations with a
prestigious accolade for their best practices in energy management, conservation and a wider impact of greenhouse
gas emissions and climate change adaptation in the built environment. The winners in addition to receiving the
plaque will also receive positive exposure and publicity in the media. Furthermore, these best practices will be
shared and disseminated to the rest of the candidates and the community thereby achieving the wider goal of rapid
internalisation of these principles across the society. Lastly, participants get the opportunity to attend the winner’s
gala dinner and network with like-minded organisations for furthering their objectives

The Green Building Award is being offered for two categories namely
1. New Building
2. Existing Building (Refurbished / Retrofitted building)
All Organizations whose primary mission involves ownership and management of Office, Retail, Warehouse/logistic,
hotel/leisure, mixed-use and residential developments can enter the nomination process. Further, specific criteria
for the above two categories are highlighted as under:
Buildings must have been already built with all the green credentials being projected and must be located in PCFC –
EHS Jurisdiction The building must have shown excellence in design, construction management and readiness from
the point of green standards. They must have been designed and put into operation in the last 2 years. Acceptable
projects will include the ones that have received LEED, EHS, BREEAM or an equivalent certificate and must be well
into the operational phase of the building / facility.
Winning organizations must demonstrate a strong vision, leadership and implementation of Green building policies,
programs, practices and technologies. The winners would be decided based on their success in achieving the
sustainability in their new facility one or more of the following priority areas

This category recognizes the achievements of clients and its energy managers in their efforts to implement
sustainability practices in their existing buildings including highly quantifiable parameters such as energy, water and
greenhouse gas emission reductions. The building must have been existing for a minimum of 5 years and included
within this would be 2 years of operation post refurbishment (Greening)
Winning organisations must demonstrate a strong sense of vision, leadership, awareness and commitment in driving
sustainability across the organisation at all levels. Included in the above are the education program offered to staff
to encourage them to engage in sustainable practices. Winners would be decided based on their success in
rendering their existing facility green through the following priority key aspects
1. The Management buy-in process for time and money
2. The measures developed, measures implemented and the method of implementation
3. Quantified results/achievements in relation to
i. Energy efficiency i.e. Envelope, HVAC systems, Lighting, Controls, energy efficiency practices and

An award judging committee comprising technical experts from both within EHS and external arena would be
constituted for undertaking the evaluation of the submissions. The submissions would be subjected to a phased
approach / grading system formulated by the committee.
All the entries will be screened for compliance of submission, explanation and meaningful documentation to support
the applicable criteria for the award category and demonstrated merit. The Committee will evaluate and score the
short listed applicants in each category and determine the recommended winners in each category. Key parameters
that form part of the evaluation mix are as stated below
1. Completion of the submission package in line with the requirements of the category in term of clarity and
aptness to the category.
2. Organization’s perspective, orientation and profile In relation to the sustainable built environment as
disseminated in the submission brief. This looks into the management’s vision and leadership in integrating
sustainability within their operations and across the organization
3. Quality of the submissions and the extent to which the requirements specified for the category have been
genuinely attempted and met. This is an indication / barometer of the extent to which they have
successfully met with the criteria
4. Outcome of the site Audit carried out by the award committee as deemed essential.
1. Applicants are able to submit to more than one category, as long as they meet the eligibility criteria for each
award.
2. Synopsis about the project , sustainability / green building standards followed, key design aspects,
construction methodologies, green building management, targets vs achieved, post occupancy status etc.
This section should elaborate on the uniqueness of your project in terms of the technologies adopted,
innovativeness, and specific strategies, aspects that have never been attempted earlier, sustainability goals
and related aspects.
3. Supporting materials play an important role in the judging process as they can provide additional insights
into the organisation’s activities, commitments and priorities. Applicants are therefore advised to submit
comprehensive documentation of high quality material that may include Reports, Brochures, Audio / Video
CDs, Brand Media Coverage, Clippings, Photos, Research Documents and Testimonials

from your efforts and the savings and other benefits that accrued to your organisation
7. The submission should have specific mention of carbon footprint reduction, resources efficiency and its
potential and targeted impact on the society
8. Submitted entries should highlight the critical role and involvement of diverse set of stakeholders such as
engineering community, end users, customers, suppliers, public during the development of the project.
9. Specific tasks undertaken by the management for raising the awareness to the community should be
mentioned.
