Created in 1925, the Silver Buffalo Award for distinguished service to youth is awarded to those

persons who give noteworthy and extraordinary service to youth. This award is Scouting’s highest

commendation of the invaluable contributions that outstanding Americans make to youth.

The service must be national in scope and can be independent of,

or directly through, the Boy Scouts of America.

Carlos J. Arboleya MIAMI, FLORIDA

Lifelong Scouter, Tireless Leader, Citizen of the World

Carlos Arboleya has been called the Cuban Lord Baden-Powell—and with good reason. For decades, he has worked tirelessly to bring the Scouting program to South Florida’s exile community. This work has served as a model for efforts to expand Scouting in Hispanic communities across America.

Mr. Arboleya identified the first commissioners in Miami’s Cuban community and is responsible for recruiting more than 200 adult volunteers at the unit and district levels. When he saw a need for Spanish-language leader materials, he translated and distributed—at his own expense—such publications as Cub Scout Program Helps.

In 1971, Mr. Arboleya founded the Lincoln-Marti Camporee, which helped bridge racial and ethnic divides in South Florida. Forty-two years later, the event draws 3,500 Scouts.

Yet, despite all these accomplishments, Mr. Arboleya draws his greatest satisfaction from having shepherded nearly 200 boys to the Eagle Scout rank.

A James E. West Fellow, Mr. Arboleya has received numerous Scouting honors, including the Silver Beaver, Silver Antelope, and St. George awards; the Whitney M. Young Jr. Service Award; and the Scouting … Vale la Pena! Service Award. Beyond Scouting, he has been honored by numerous organizations, including the American Academy of Achievement, the Horatio Alger Association, the Greater Miami Chamber of Commerce, the state of Florida, and the Freedoms Foundation.

Mr. Arboleya holds master of business administration and law degrees from Havana University. He was the first naturalized Cuban-American to lead a national bank in the United States and eventually retired as vice chairman of Barnett Bank.

He and his wife, Marta, have one son. They live in Miami.

Jeanne D. Arnold LEBANON, PENNSYLVANIA

Visionary Philanthropist, Friend of Children, Healthcare Leader

Jeanne Arnold is a visionary who pushes the organizations she supports to higher levels of serving and other philanthropists to higher levels of giving. She has a flair for uniting disparate organizations behind the common goal of improving the lives of children.

Mrs. Arnold enlisted the Pediatric Weight Management Clinic at Penn State Hershey Children’s Hospital to work with at-risk Scouts in the Pennsylvania Dutch Council. She found a way to combine the educational programs of Lancaster Science Factory with the character programs of the BSA. And she forged an alliance between Scouting and Lebanon Valley College through which students teach Scouts sports.

With her husband, Ed, Mrs. Arnold is among Scouting’s most generous donors. The couple committed $11 million to the BSA Foundation to support Scouting in local councils where they have family connections. They matched the $3.5 million

raised through sales of the BSA centennial commemorative coin. And their $10 million gift to the Summit Bechtel Family National Scout Reserve funded the site’s logistics center and has encouraged other donors to step forward.

Beyond Scouting, Mrs. Arnold supports many charitable causes with her gifts and her expertise. At Penn State Hershey, she created a palliative care program for seriously ill children that offers unparalleled support to families, including a 24-hour help line.

A graduate of the Rhode Island Hospital of Nursing, Mrs. Arnold holds bachelor of science and master of science degrees in health services administration from Saint Joseph’s College. She is the retired senior vice president of patient care services for Good Samaritan Health System.

The Arnolds live in Lebanon, Pennsylvania.

George N. Boulukos FREEPORT, NEw YORk

Gifted Leader, Distinguished Eagle Scout, Man of God

At the intersection of faith and Scouting, George Boulukos has spent more than half a century turning ordinary boys into extraordinary men. A prominent figure in America’s Greek community, he has worked tirelessly to strengthen Scouting in the Eastern Orthodox Church.

During two decades as national chairman of the Eastern Orthodox Committee on Scouting, Mr. Boulukos built the group from a handful of units around New York City to a far-reaching organization with hundreds of church-chartered units and large regional chapters and events across the country. On the international level, he is one of six founders of DESMOS, the International Link of Orthodox Christian Scouts.

Mr. Boulukos’ Scouting involvement extends beyond his church. He has worked on the staffs of five national and two world jamborees, served on the national Religious Relations Committee and the

national Religious Task Force, and been a member of the Theodore Roosevelt Council’s executive board for more than three decades.

A Distinguished Eagle Scout and Vigil Honor member of the Order of the Arrow, Mr. Boulukos has received the Silver Beaver, Silver Antelope, Distinguished Commissioner Service, and International Scouter awards. The Eastern Orthodox Church has honored him with the Prophet Elias Award. He is a James E. West Fellow.

Mr. Boulukos holds a bachelor of arts degree from Brown University. He has retired twice—from Nick’s Marina, a full-service facility he created from a small Long Island fishing station, and from the Boulukos Insurance Agency.

Mr. Boulukos and his wife, Kathy, have two children and two grandchildren. They live in Freeport, New York.

Jack S. Butler II BLAIRSVILLE, GEORGIA

Distinguished Arrowman, Proven Leader, Eagle Scout

Since he joined the National Order of the Arrow Committee in 1991, Jack Butler has been at the heart of every major Order of the Arrow event.

He was a critical member of the group that planned the 2005 ArrowCorps5 project, he was a key leader of SummitCorps in 2011, and he has led the effort to recruit nearly a thousand Arrowmen to serve at the 2013 National Scout Jamboree. Along the way, he served as vice chairman of the National Order of the Arrow Committee for more than a decade; led OA crews to Philmont, Northern Tier, and the Florida Sea Base; and taught five OA conferences at the Philmont Training Center.

Mr. Butler’s Scouting involvement goes beyond the Order of the Arrow. In nearly 50 years as an adult volunteer, he has been a Cubmaster and a Scoutmaster, served on the executive boards of two councils, and participated in camp

visitation teams for many years. Even when serving on the National Order of the Arrow Committee, he worked with new Scouts as an assistant Scoutmaster in a local troop.

An Eagle Scout, Mr. Butler has received numerous honors, including the Silver Beaver and Silver Antelope awards and the William T. Hornaday gold badge. The Order of the Arrow has recognized him with the Vigil Honor, the Distinguished Service Award, and the Founder’s Award. He is a James E. West Fellow.

Mr. Butler holds a bachelor of arts degree in political science from Stetson University and has completed additional course work at Florida State University. He is a retired account executive for Standard Register.

Mr. Butler and his wife, Karen, have two children, Zachary, an Eagle Scout, and Brooke, a Philmont trekker. They live in Blairsville, Georgia.

Raymond Capp NASHVILLE, TENNESSEE

Tireless Leader, Cheerful Servant, Distinguished Eagle Scout

Over the past 23 years, Ray Capp has held numer-ous roles at the unit, district, council, regional, and national levels—often simultaneously. Today, he serves as a unit commissioner, a council executive board member, and a member of a half-dozen national boards and committees.

Mr. Capp’s primary focus is the Order of the Arrow. As chairman of the National Order of the Arrow Committee since 2009, he has overseen the second-largest National Order of the Arrow Conference ever (held in 2012) and the 2011 SummitCorps project, which was one of the largest service projects in the history of the National Park Service. Just as importantly, he has worked to align the OA mission with that of the BSA.

Mr. Capp’s respect for Scouting’s heritage has fueled a decade of service on the National Scouting Museum board. In that position, he has played an essential role in securing a major

donation, turning around the museum’s finances, and developing an outreach plan that allows the museum to better connect with today’s youth.

Mr. Capp is a Distinguished Eagle Scout, a Vigil Honor member of the Order of the Arrow, and a James E. West Fellow. He has received many honors, including the St. George Roman Catholic emblem and the Silver Beaver, Silver Antelope, OA Founder’s, OA Distinguished Service, William T. Hornaday gold badge, and William D. Boyce New-Unit Organizer awards.

Mr. Capp holds a bachelor of arts degree from the University of Notre Dame and a master of business administration degree from Vanderbilt University. He serves as CEO and chairman of ConduIT Corporation, a Nashville-based business incubator.

Mr. Capp and his wife, Diane, have two sons, both Eagle Scouts. They live in Nashville, Tennessee.

Ralph de la Vega ALPHARETTA, GEORGIA

Gifted Executive, Creative Thinker, Friend of Youth

As president and CEO of AT&T Mobility, Ralph de la Vega is an expert at connecting people with each other. But he is just as adept at connecting people with such vitally important organizations as the Boy Scouts of America.

Mr. de la Vega has chaired the BSA’s national All Markets Committee since 2007. In that position, he has overseen Hispanic marketing efforts and an accelerated program to create bilingual and Spanish-language versions of key publications such as Cub Scout Program Helps and core merit badge pamphlets.

Prior to joining the National Executive Board, Mr. de la Vega served councils in Florida and Georgia, doing on the local level what he would later do on the national level in Texas. In the Atlanta Area Council, for example, he spearheaded the council’s first Hispanic dinner.

Mr. de la Vega has been just as active in other organizations, chairing Junior Achievement Worldwide and serving on the boards of such groups as the Georgia Aquarium and Metro Atlanta Chamber of Commerce. He is a member of the Hispanic Scholarship Fund’s Alumni Hall of Fame and a recipient of the Scouting … Vale la Pena! Service Award. He is the author of Obstacles Welcome: How to Turn Adversity Into Advantage in Business and in Life.

A native of Cuba, Mr. de la Vega holds a bachelor’s degree in mechanical engineering from Florida Atlantic University and a master of business administration degree from Northern Illinois University. He is a graduate of the Executive Program at the University of Virginia.

Mr. de la Vega and his wife, Maria, have two sons. They live in Alpharetta, Georgia.

J. Russell Hunsaker SALT LAkE CITY, UTAH

Gifted Leader, Visionary Planner, Man of God

As chairman of the 411 Team, Russ Hunsaker is charged with nothing less than ensuring all BSA programs are appealing, exciting, and culturally relevant to today’s youth and families. And that’s just one way he is working to improve the experience of both current and future Scouts.

During his 18 years on the national Volunteer Development Training Committee, he has chaired task forces addressing critical topics including new leader training and Boy Scout Fast Start. As chairman of the national Youth Development Committee, he oversees such key functions as adult awards and recognitions, Scouts with disabilities, the National Court of Honor, and development of the new, two-volume Troop Leader Guidebook. This summer, he will chair the Summit Center, the visitor experience area at the national Scout jamboree.

Mr. Hunsaker has served as a Cubmaster, Scoutmaster, and Venturing Advisor in units chartered by the Church of Jesus Christ of Latter-day Saints, where he has held numerous leadership posts. He considers his proudest moments in Scouting to be those times when the young men he has served receive recognition.

A James E. West Fellow, Mr. Hunsaker has received numerous awards, including the Duty to God emblem and Silver Beaver and Silver Antelope awards. He is a Vigil Honor member of the Order of the Arrow.

Mr. Hunsaker holds a bachelor of arts degree in economics from the University of Utah and a master of business administration degree from Westminster College. He works as a senior guidance consultant for Fidelity Investments.

Mr. Hunsaker and his wife, Rose, have five children. They live in Salt Lake City.

William H. Cardinal Keeler TIMONIUM, MARYLAND

Distinguished Eagle Scout, Friend of Youth, Man of God

William Cardinal Keeler became an Eagle Scout in 1952, and he has spent the last six decades living up to that title. His lifelong devotion to serving young people is legendary in Scouting circles, in the Roman Catholic Church, and beyond.

As archbishop of Baltimore from 1989 to 2007, he focused his attention on strengthening the parochial school system. In 1992, he launched the Lenten Appeal (now the Archbishop’s Annual Appeal), which has raised more than $70 million to support area Catholic schools, the needs of the less fortunate, and a variety of spiritual development efforts. In 1996, he started the Partners in Excellence program, which has awarded scholarships to more than 16,500 at-risk and needy students.

But he has also had an impact on the larger church. Not long after his ordination, he became an eyewitness to history as secretary to Bishop George L. Leach during the Second Vatican

Council (1962–1965). And in 1993, he chaired the Catholic Church’s Eighth World Youth Day in Denver, an event that brought together more than 180,000 young people. It was the first such event held in North America.

A Distinguished Eagle Scout, Cardinal Keeler has received the Silver Beaver, Silver Antelope, and St. George Roman Catholic awards. The National Jewish Committee on Scouting presented him the Shofar Award in recognition of his tireless efforts to improve Catholic-Jewish relations.

Cardinal Keeler holds a bachelor of arts degree from St. Charles Borromeo Seminary and a licentiate in sacred theology and a doctorate in canon law from Pontifical Gregorian University. In 1994, he became the first Eagle Scout elected to the College of Cardinals.

He lives in Timonium, Maryland.

Steve McGowan CROSS LANES, wEST VIRGINIA

Summit Pioneer, Visionary Leader, Eagle Scout

Steve McGowan is a key reason the Summit Bechtel Family National Scout Reserve is being built in West Virginia. He has used his deep knowledge of Scouting, the law, and state government to shepherd the project from the request-for-proposals stage to its scheduled opening this summer.

Beginning in 2008, Mr. McGowan organized a broad public-private task force to develop his state’s bid for the project, marshaled resources ranging from Blackhawk helicopters to discounted legal services, and secured passage of legislation in the West Virginia legislature that streamlined site development. He has also hosted many events at the site for donors, government officials, BSA representatives, and members of the team planning the 2019 World Scout Jamboree—the first world jamboree to be held in the United States since 1967.

Beyond his work on the Summit, Mr. McGowan has served in numerous positions across three decades. He has taught at the Philmont Training Center several times, served on four national task forces, and worked at three national jamborees.

Mr. McGowan is an Eagle Scout and Vigil Honor member of the Order of the Arrow. A James E. West Fellow, he has been honored with the Silver Beaver and Silver Antelope awards.

He holds a bachelor’s degree in criminal justice and a Juris Doctor from West Virginia University. He is a member of Steptoe & Johnson in Charleston, West Virginia, the firm where he has practiced law since 1984.

Mr. McGowan and his wife, Judy, have three children. They live in Cross Lanes, West Virginia.

Eleanor Smith Morrison wACO, TExAS

Gifted Trainer, Servant Leader, Distinguished Commissioner

Ellie Morrison may claim to be “just” a housewife from Waco, Texas, but she is also a driving force behind improvements in Cub Scouting, Wood Badge training, and commissioner service.

As a member of the National Cub Scout Committee, Mrs. Morrison cochaired Cub Scouting’s 75th Anniversary celebration, chaired the Cub Scout Themes Task Force, and served as national editor of the Cub Scout How-to Book. As a member of the Wood Badge for the 21st Century National Design Committee, she helped ensure that the course would focus on the learner, not the syllabus. And as a member of the national commissioner support staff, she spearheaded creation of the Commissioner Award of Excellence in Unit Service and helped set a record for commissioner recruitment.

Mrs. Morrison has also served on four national and world jamboree staffs. At the 2013 National Scout Jamboree, she will be responsible for the entire visitor program.

A Vigil Honor member of the Order of the Arrow, Mrs. Morrison has received the God and Service emblem and Silver Beaver, Silver Antelope, and Distinguished Commissioner Service awards. She is a James E. West Fellow.

Mrs. Morrison holds a bachelor of arts degree from Southern Methodist University and a diaconate degree from SMU’s Perkins School of Theology. She has served First United Methodist Church in Waco in many roles, including director of Christian education and director of children’s ministries.

Mrs. Morrison and her husband, Edwin, have two children, including Eagle Scout Evan Morrison. They have three grandchildren, among them Tiger Cub Eric Morrison. The Morrisons live in Waco, Texas.

John F. Pyfer Jr. LANCASTER, PENNSYLVANIA

Benefactor, International Scouter, Distinguished Eagle Scout

John Pyfer attended a national Scout jamboree and a world Scout jamboree as a youth, and he hasn’t stopped since. Across four decades, he has been a fixture on Scouting’s largest stage, staffing 13 national and world jamborees as an adult. At this summer’s national Scout jamboree, he will serve as base camp chief for Venturers and international Scouts.

Mr. Pyfer has also served as the BSA representative to the Interamerican Scout Foundation, chaired the national Direct Service Committee, and led an international conference at the Philmont Scout Ranch. He served on both the Northeast Region Executive Board and the Area 4 Committee for more than a decade.

Yet Mr. Pyfer’s first love remains the Pennsylvania Dutch Council. A member of the council’s executive board for 28 years, he served as the council’s pro bono attorney for more than

two decades. The council’s Eagle Scout class of 2000 was named in his honor, as is the trading post at the J. Edward Mack Scout Reservation.

A Distinguished Eagle Scout and Vigil Honor member of the Order of the Arrow, Mr. Pyfer has received numerous awards for his service to Scouting, including the Silver Beaver, Silver Antelope, International Scouter, and Daniel Carter Beard Masonic awards. He is a James E. West Fellow, an Honors-level Baden-Powell Fellow, and a recipient of the Order of the Condor from the Interamerican Scout Foundation.

Mr. Pyfer is president and senior managing partner of the law firm Pyfer Partners, PC. He holds a bachelor of arts degree from Haverford College and a doctor of jurisprudence from the Vanderbilt University School of Law.

Mr. Pyfer and his wife, Carol, have two children; their son, John F. Pyfer III, is an Eagle Scout. The Pyfers live in Lancaster, Pennsylvania.

James Wilson MCLEAN, VIRGINIA

Advocate for Youth, Gifted Leader, Eagle Scout

Jim Wilson has used his expertise in organiza-tional leadership to benefit every Scout in the Northeast Region and across America.

Most recently, Dr. Wilson led the formation of the National Youth Protection Committee, working with the national director of youth protection to develop a charter, forge affiliations with other youth-serving agencies, roll out the BSA’s Cyber Chip Internet-safety program, and develop a new anti-bullying initiative for Scouting.

As president of the Northeast Region, he was instrumental in developing a vibrant executive board and aligning council, area, and regional operations with the national organization, moving the region to first place on key performance measures.

Dr. Wilson has served councils in three states in positions ranging from assistant Scoutmaster to president. He currently serves as a member of the executive boards of the National Capital Area Council and the Northeast Region.

An Eagle Scout, Dr. Wilson has received the Scoutmaster Award of Merit and the Silver Beaver, Silver Antelope, and Distinguished Commissioner Service awards. He is a James E. West Fellow.

Dr. Wilson holds a bachelor of arts degree in mathematics from Marietta College, a master of business administration degree from Golden Gate University, and a doctor of management degree from the University of Phoenix. A retired captain in the Naval Reserve, he is the principal for SLOFLT Group, a consultancy that mentors, coaches, and trains managers and leaders in the defense industry and beyond.

Dr. Wilson and his wife, Cynthia, have two children and three grandchildren. They live in McLean, Virginia.
