Introduction
BASIC FUNCTION OF POSITION: Applying professional accounting principles, theories and practices, the
incumbent serves as a senior FSN Supervisory Accountant who co-ordinates and monitors professionalaccounting, budgeting, and reporting activities of a broad scope and complexity on a regional platform.
Minimum Requirements
The position is open to Current USG Foriegn Service Nationals (FSNs), Locally Engaged Staff (LES) of
the U.S. Mission to Kenya. Employees currently on probation are ineligible to apply.

REQUIRED QUALIFICATIONS
1. Education: CPA(K) or ACCA certification and a Masters degree in accounting, finance orbusiness administration, from an accredited institution, is required.
2. Prior Work Experience (40%):7-10 years of progressively responsible experience in professionalaccounting or auditing is required. At least five years of this experience should have been with a
U.S. Government (USG) agency.
3. Post Entry Training:Completion of the USAID/Washington Financial Management Program,with an emphasis on USG accounting and budgeting, leadership skills course, and other related
professional training. All courses are subject to the availability of funds and course availability.
4. Language Proficiency:Level IV oral and written English and Kiswahili (Fluent) are required.Excellent writing and verbal skills are required.
5. Knowledge (30%):A thorough knowledge and understanding of professional accountingprinciples, theories, practices, and terminology, USG and local law, including regulations and
procedures governing USAID financial management, is required. The Supervisory Accountant
must have a comprehensive understanding of Agency organization and operations.6. Skills and Abilities (30%): The work requires a high level of analytical skills, professional
expertise, and sound judgment. The Supervisory Accountant must be able to apply professional
accounting principles and practices to the demands to USAID accounting and reporting
requirements; be able to maintain effective working relationships with American and FSN
colleagues and client Mission staffs; and, be proficient in Phoenix, Microsoft Office Suite, and
other standard Mission Windows applications.

BASIC FUNCTION OF POSITION
Applying professional accounting principles, theories and practices, the incumbent serves as a senior
FSN Supervisory Accountant who co-ordinates and monitors professional accounting, budgeting, and
reporting activities of a broad scope and complexity on a regional platform. To accomplish this, the
Supervisory Accountant is supported by seven to ten professional Accountants.
MAJOR DUTIES AND RESPONSIBILITIES
The Supervisory Accountant directs and supports the maintenance of the Phoenix accountingand control system covering all appropriated funds and numerous subsidiary accounting
systems required for accurate tracking and reporting on appropriations and allowances,

projects, project components, operating expenses, administrative and management activities,
and specialized accounts such as foreign currency trust funds; provides professional guidance
and supervision to subordinate professionals engaged in these fiscal and accounting activities;
recommends certification of funds availability and provides professional accounting advice to
strategic objective (SO) team officials engaged in program/SO implementation; establishes and
monitors pre-validation techniques to ensure availability of funds to meet legitimate needs and
avoid Anti-Deficiency Act violations.
The Supervisory Accountant serves as accounting resources for client operating units of USAIDactivities, budgetary controls, and other complex aspects of USAID Financial Management
services as the USAID Financial Management Office representative on SO teams to advise on the
accounting and financial aspects of anticipated and ongoing activities; participates on evaluation
committees for the selection of US/TCN/FSN positions for SO teams; perform TDYs to client
operating units to cover for Accountants or Controllers while they are on leave or during gaps in
assignment.
The Supervisory Accountant provides monthly, quarterly, and year end reports of the financialstatus of activities, including narrative, statistical, and ad hoc reports as required by
USAID/Washington and Mission Management; directs reviews of financial records to determine
the status and validity of un-liquidated obligations, and initiate action to de-obligate funds inexcess of determined requirements (this is done as a continuous Section 1311 review for the
U101 certification); and ensures the accuracy of USAID/Washington reportsU101, U106,
U111, U102, W-03, W-04, and others. Other activities include tracing incoming advances of
charge (AOC), intra-government payments and collections (IPACS), and accrual generation and
verification among others.
The Supervisory Accountant prepares OE budgets for USAID/EA and USAID/Kenya, andsupervises the preparation of those of other client Controller and non-Controller missions within
the region; monitors the execution of approved OE and project budgets, and forecast
deficiencies and excesses of budgeted funds; clears all accounting documents for certification by
the Controller, using the delegated responsibility to approve others (e.g., correction journal
vouchers, etc.); conducts formal and informal training of the professional accounting staff in theController and USAID at large; performs miscellaneous related duties assigned by the Controller
(e.g., preparation of one-time reports required by either USAID/Washington or local USAID
management).
Performs other duties as assigned or required.
POSITION ELEMENTS:
1. Supervision Received: The Supervisory Accountant reports directly to the Deputy Controller.The supervisor makes special assignments, but the bulk of work occurs in the normal course of
Mission operations and is done independently. Guidance is normally restricted to policyquestions, while technical adequacy and accuracy is assumed.
2. Available Guidelines: Guides include the Automated Directives System (ADS), USAID Handbooks(esp. HB19), the Controllers Guide Book, Standardized Regulations, Controllers Bulletins and
Notices, Phoenix guides, etc. However, considerable reliance is placed on the personal
knowledge and understanding of professional accounting gained out of experience.
3. Exercise of Judgment: The Supervisory Accountant must exercise extensive judgment as theyadvise professional staff and SO team leaders in the management of bilateral and special

financial issues. Some of these issues must be resolved urgently and on a priority basis, since
they are, often time, funding and/or politically sensitive. The Supervisory Accountant must be
able to maintain a high level of confidentiality as he/she will handle personal and semi-sensitive
materials.
4. Authority to Make Commitments: With delegation from the Controller and the supervisor, theSupervisory Accountant is fully authorized within the law to commit staff resources and
establish priorities. In the absence or preoccupation of the supervisor, the Supervisory
Accountant will become the de-facto office chief.
5. Nature, Level, and Purpose of Contacts: The Supervisory Accountant works closely with SO teamleaders, Controllers in missions serviced by the Office, Washington CFO staff, and EXOs in non-
controller missions serviced by RFMS/Nairobi in the execution of assigned duties.
6. Supervision Exercised: The Supervisory Accountant supervises seven to ten professionalAccountants.
7. Time Required to Perform Full Range of Duties after Entry into the Position: One year.

Current USG employees must meet the "time-in-grade" requirement of 52 weeks in the previous lower
grade to qualify for the position at the level in this vacancy announcement or be at the same grade for
which the position is being recruited.
