It has been a dry month and I must admit I am a bit nervous when I see the dry ditches. We have been living here for 15 years, (on April Fools day!) and I don’t think I can remember it being so dry at this time of year. With any luck it will be like last year and start raining in May and go on for the summer. There is no Youth Club page this month, as the AGM is too late to go in. So more information next month. It was with great sadness that we heard of the death of Florrie Sage. Her family would like to thank everyone who sent messages of sympathy at this sad time. It was also with great sadness that we heard of the death of John Tucker. His whole family would like to thank everyone who sent condolences, messages of sympathy and attended the funeral. They would also like to thank everyone who donated to the charities, Luppitt Church and the Intensive Care Unit, RD&E General Charity. Have a good month and a Happy Easter Lindsey Dalgety

HIGHWAYS AND TRAFFIC Parish Highways programme – member of the public has flagged a drain under the road at Dolish as needing attention, this is on the parish maintenance programme. Items to report: A spring box is needed at Sparrowcroft, potholes at Dolish, between Meadowcroft and Newhouse Lane and on left hand fork at the top end of Shelf Lane, Beacon to Dumpdon the road needs

resurfacing and potholes filling. It was asked if highways can in future consider communicating with the parish with thought to making diversions one way systems when they are via single track lanes, this would be especially important when Windgate Hill is closed. There has also been an incident recently where the pothole crew have filled in someone’s water meter with 2” of tarmac in Lower Wick, we would request more care in future. We have been told that DCC Highways will be coming to the village road ploughing shortly, a list is to be made of the roads that still need to be done. Lengthsman visit - lengthsman is next due in Luppitt on 22 March 2012, Detailed items for attention submitted Signage for Otter brewery – following a complaint from a member of the public about vehicles being unable to locate the brewery, they are to put up discrete signs. FOOTPATHS AND BRIDLEWAYS Report from P3 Co-ordinator – There was a complaint about signage on a footpath, this has been checked, but seems adequate. Bridge at FP 1 work has been started. ENVIRONMENT/COMMUNITY FACILITIES Parish Plan/Neighbourhood Plan – It was agreed that the clerk should register the interest of Luppitt Parish in producing a neighbourhood Plan, it was also agreed that the parish should consider the option of grouping with Combe Raleigh in producing their plan. Housing Needs Survey – chairman to respond accepting EDDCs offer of a survey after April. CHAIRMANS DISCRETION The Parish Council expressed their condolences to the family of Mr Tucker who sadly passed away, his contribution whilst serving for many years as a parish councillor was acknowledged with gratitude. From Mrs Christine Page-Turner Our pilgrimage to see where my husband's late father had spent most of his life (1902 to 1930) as a Cadet and Resident to the Rajah Brookes in Sarawak started in Singapore . We don't travel very often but we relented urged on by our children who had already made the trip. Singapore would have been one of father-in-laws stops when he took the P&O. Since his day the city has changed out of all recognition. Raffles Hotel came up to all expectations, delightful staff serving up the coffee which we reckoned was all we could run to. Gin Slings 65s$ ! Great shop and museum. It is a vibrant city, clean and efficient, not a scrap of litter anywhere and very friendly people. The sidewalks and sometimes down the middle of the roads have banks of lush vegetation and orchids. The Grand Park City Hall hotel looked after us superbly with every facility. The flight of 1 3/4 hours on Saturday morning to Kuching. Lovely Malay stewardesses looked after us and provided lunch whilst we could see Sarawak beneath us with the great muddy rivers entering the sea. Our room at the Hilton overlooked the Sarawak river and the Gold Government building and the Astana where the Rajahs had lived. Friends joined us from Kuala Lumpur to make the trip to see where my father-in-law had lived and worked. Our host had been in the Malay government and his wife (our hostess) was a New Zealander. We were given a conducted tour of the Astana by officials, later paying a visit to the Orangutan rehabilitation park and were lucky enough to see two females with their young in the wild. The following day we were given a conducted tour of the Tun Jugah Foundation which promotes the Iban cultures. Travelling upcountry we visited Sri Aman (Simangang) where we tried to see the BORE but were unlucky, although the mighty Rajang river was a wonderful spectacle with thousands of swifts swooping about. All the journeys we made were through lush vegetation, with banana,

papaya, durian, rice, cocoa, rubber and pepper plantations and also large areas of palm oil. At Sri Aman we were lucky enough to stay in the Rest House which was the Residence my father-in-law had lived and worked in. The roads were quite good but there were still many places that could only be reached by river. Our delicious lunches were usually taken in chinese bazaars by the road. We passed many SWIFT hotels, plain concrete buildings with recorded swift noises to encourage the birds in and for the owners ultimately to harvest the nests for the very lucrative birds nest soup. We had lunch in a longhouse, eating delicious river fish and tasty vegetables and enjoyed two days in Sibu on the coast before flying to Kuala Lumpur from Sibu over the South China sea. An emotional and wonderful trip.

Luppitt Wives

The Luppitt Wives met the Punch and Judy man, and if you weren't there, you missed a treat. We had a wonderful evening, and the small but appreciative audience enjoyed every minute and joined in wholeheartedly with all the usual responses!

Mr Colin John entertained us royally. A short history of Punch and Judy, known from the 16th C in Italy and brought into England by puppeteers. Punch and June (as then called) were marionettes at first, but gradually changed to hand puppets. And gradually changed the story too, all the familiar characters, doctor, policeman etc., have been added over the years. The final puppet show had the audience in tears of laughter and we could all thoroughly recommend a visit from this puppet master. Our next meeting on 19th April at 8pm will be at Pearl Pulman’s home, when we will be buzzing with bees and sticky with honey! Joan Beckett

For our March meeting we met in Upottery where Mrs Jean Jones lead us in our prayer and worship service. Our theme for this year is “Your Gift, Discover and Celebrate” which our speaker Mrs Nicky Johnson expanded on. We are all unique manifestations of God, with gifts, big or little. We must use our gifts wisely and appreciate those of others and so build up the whole. We were created to receive God’s gifts of love faith, hope, patience, kindness, understanding, compassion, caring, unselfishness, leadership etc. Many Biblical characters had some of these in abundance such as Moses, Samuel, Joseph, David, Mary, Matthew, Mark, Luke and John. We discover our gifts by prayer and reflection. And remember, we are chosen, not because we are best qualified or most suitable, but simply because ‘God desires us’! Prayer group will be 3 April 9:30 am, at Hedgend Barton. Mothers’ Union Wave of Prayer will be 10 April, 11:55 am, at Little Chems. Next meeting is 16 April, 2:30 pm, again at Upottery. Design a Sculpture for the Queen’s Diamond Jubilee

CHILDREN and young people who live in East Devon could get their drawing made into a real-life sculpture and installed in their local park for everyone to see!

EDDC’s Chairman, Councillor Peter Halse, is asking young people to draw their ideas for a sculpture to celebrate young people in the year of the Queen’s Diamond Jubilee. It doesn’t matter if they can’t see how to turn their drawing into a sculpture – the winner will get an expert local artist to work with them to make it.

If you would like some inspiration for your entry, EDDC’s Thelma Hulbert Gallery in Honiton are holding a free workshop on Wednesday 4 April. You can drop-in any time between 11.00 a.m. and 4.00 p.m. for some help.

All the designs will be on display at the Thelma Hulbert Art Gallery in Honiton between 19 May and 30 June 2012, alongside the work of internationally renowned Devon artist Mat Chivers.

There are two age categories: One for young people aged 11 and under, and one for those aged 12 and over up to the age of 18. A winner will be chosen by local art experts from each age category and then an overall winner will be selected from these two designs.

Unveiling

The overall winner will get to work with a local artist to help turn their drawing into a real life sculpture, which will then be put into the winner’s nearest East Devon town park. Once it’s been made, the unveiling of the sculpture will be the main part of a big Community Festival.

Every East Devon school and Devon County Council Youth Club is being sent copies of the entry form, or you can pick one up from the Thelma Hulbert Gallery in Honiton. You can also use your own A4 sheet of white paper. Draw your sculpture design on one side, then put your name, age, address and phone number on the other side and post it to Jamie Buckley, Community Engagement, East Devon District Council Offices, Station Road, Sidmouth, EX10 8HL.

All entries must arrive with East Devon District Council by Friday 4 May 2012.

Councillor Peter Halse said: “Children and young people are a vital part of every community and are our future. To celebrate the Queen’s Jubilee, I wanted to run an event that would celebrate their imagination and skills and would help them leave a legacy for years to come.

“I would encourage children and young people to take part in this project and send us their ideas, be exhibited alongside the work of a famous sculptor and have the chance to get their idea made into a reality”.

Luppitt who would enjoy a trip around the Brewery, a ploughman’s

lunch in the Green Shed or garden, and a wander around the garden,

It probably will be a working day, so sensible shoes a must not only for

the brewery but the whole garden is on a slope! We aren’t very smart

up here either!

Have known you eyeing, all an April day, The springing pastures and the feeding kine (Matthew Arnold)

Have you ever had a dodgy experience with a bunch of cows or

bullocks in a field? We English don’t seem to have a good word for

both of them these days, like neat in olden times. A neat was a cow,

bullock or bull, any of them. Kine is out too, and you never could

have a kine.

Anyway about that herd of bullocks. There I was, all innocent

and harmless, walking actually along a Luppitt Parish Footpath, would

you believe it. Minding my own business and admiring the green grass

and hedges and the blue sky. Care-free I was. Swinging my bag. I

don’t know about you, but I don’t feel completely dressed without a

bag these days. It so completes one’s ensemble. Fashion experts

seem to recommend carrying one too.

Suddenly I realised I had been noticed. The bullocks in the field

were no longer munching grass. They had their eyes on me.

As you all know, I firmly believe in live and let live. So I take no

notice of them. I stroll jauntily along towards the exit stile with my

bag. Then before I know where I am, there‘s a great long arc of

inquisitive bullocks just behind me. They’re all looking at me.

The worst thing about all this was the papers had just been full

of a story about a couple of hikers being trampled by some cows in a

field, and on a footpath too. I don’t think one of hikers had actually

survived either.

By now a grey and white spotted bullock was in front of the

others. Must have said. “Don’t worry, mates, I’ll soon sort this one

out” - me that is of course. “Just you watch. Makes you wonder

what he thinks he’s doing in our field.“

“Hello, cow,” I said, “alright?” Being friendly like this was a

mistake. He wasn’t a cow either. So grey brute replies by coming

right up and grabbing my bag in his teeth. What he wanted with a bag

of Luppitt Packets I couldn’t quite make out.

That bag’s mine, I pointed out, and tugged it from him. Clearly

the fun had started. The arc came closer and nearer. Grey spot tried

again. Once again I pulled the bag out of his mouth. “Meum”, I said,

“ not tuum”, patting him on his grey head. Being a long-time townie, I

hadn’t realised how low down cows' heads are.

Meanwhile I walked ever, ever so slowly towards the stile. If I go

slowly, they’ll never notice I’m running away. Ages later we came to

an electric cable, and they wouldn’t come any further. So I said

goodbye and left them. “See you later.”

Usually I come back through that field. But I had a really good

think this time. I don’t suppose you’ll believe it, but I came back via

the lane, just in case.

Which lets me get back to the springing pastures. The major

weed springing up for me at the moment is plaguey yellow celandine.

The more I dig it up one year, the wider it spreads it green mats

everywhere the next spring. Later on by June it’s disappeared

altogether, and you don’t know it’s there. But how do you get rid of

it?

VESTRY & ANNUAL PAROCHIAL CHURCH MEETINGS

The Vestry and Annual Parochial Church Meetings will take place on Thursday,

19 April 2011 at 7:45 pm in the Village Hall. The Vestry Meeting will elect two

Churchwardens: you are entitled to attend this part of the meeting and vote if you

are either on the Church Electoral Roll, or are resident in the parish and on the

register of local government electors. The Annual Parochial Church Meeting will

then follow immediately, which any person may attend, but at which only those on

the Church Electoral Roll may vote.

If you wish to join the Church Electoral Roll (or would like to be removed from it),

Dear Friends

It does not seem that Elaine and I have been here for a month already! We have been greatly encouraged by all the good will and enthusiasm we have found in all the parishes. Thank you everyone!

As we approach the great festival of Easter we look forward to the fulfilment of hope in the resurrection of our Lord and Saviour Jesus Christ. At the Bible Study group at the Rectory these last few weeks during Lent we have been studying the ‘Lyfe’ course published by the Bible Society, and I am finding new understandings and challenges emanating from these studies (see www.lyfe.org.uk). One of them has been the realisation that there is a real need for us to communicate the gospel message of salvation and forgiveness found in Jesus Christ. We so often take it all for granted – yet, we are reminded in the gospels and in the Acts of the Apostles, unless we tell others of this living God we worship, everything we do is in vain!

The Christians of old had a passion to tell others just what God was doing in their lives – sharing their joy and peace and love in the world about them. We would do well to do likewise. For when we share this love of God we find that, instead of being depleted by giving it out, we are instead filled with something new and wonderful – God’s Holy Spirit! The more we pour it out, the more it will fill us up! So over this Easter Festival let us make a point of telling others just how much we believe and trust in our God – and if you feel this may be difficult, then give me a call and I will happily put you on the next bible study course!

At Easter there will be a service in all our churches: this service is for everyone to come and enjoy Easter worship of our God and Saviour, Jesus Christ. Why not come along?

Upottery Pre-School is situated in the grounds of the recently refurbished Upottery village school, which ensures a secure, safe environment for all the children.

The Pre-School has recently celebrated a successful OFSTED inspection and the children attending our pre-school were shown to be making, 'good progress and

achieve standards above those typical for their age’.

The Pre-School runs Monday, Tuesday and Thursday from 9:15am till 12 noon, with the option of a lunch club till 1pm, on Wednesdays and Fridays we are open all day till 3pm

Blackdown Hills Transition Group April. How to bridge ‘The Energy Gap’? By 2015 in the Uk we will be generating 20% less electricity than we currently use, as the re-maining Magnox nuclear power stations are shut down, together with five of the seven Ad-vanced Gas Cooled Reactors [AGR’s] and most of the coal fired plants. EDF are proposing to further extend the life of existing AGR’s from 2016 to2021, but there will be huge opposition. New power stations are not projected to begin generating until at least 2020.…and those five years form what has been called ’The Energy Gap’. What to fill this gap with is a hotly debated topic, with hopes being variously pinned on nuclear, fossil fuels, renewables or new technology [a magic bullet]. What is certain is that it will be a real test for all of us. Which 20% of my own use of electricity would I like to cut: Refrigeration? Cooking and laundry? Lighting or the gadgetry that includes my tv and laptop? What will our collective response be? Government seems to be pinning it’s hopes on privatised nuclear generation whilst also com-mitting itself to ensuring that 15% of energy comes from renewables by 2020. Many of us when polled expect renewables to account for around 20% of supply by 2020, although that will be a major challenge unless the government give them the backing and direction they need as we only produce 6.8% now. I’m sure many of us are either secretly or openly hoping for a magic bullet that cleanly and constantly supplies us with as much power as we want. I recently heard that enough sunlight falls on the earth in one hour to power our human world for a year! There are in fact many fabulously creative people working towards this on projects such as using Thorium [cleaner, more plentiful, minimal radioactive waste and some say safer]. Glasgow Solar Fuels seems to be trying to do something exciting using artificial photosynthesis as a basis for creating and storing energy. It does seem certain that people will come up with some-thing…. just as certain though, is that it isn’t going to happen before the 2015 to 2020 energy gap opens up….and we all fall in it! The Transition approach is to first reduce the need for resources and then source as much as possible locally. This approach to the generation, delivery and use of electricity is made more complex because of how the national grid works. In order for it to function there has to be a constant balancing act between demand and supply across the whole country. If demand ex-ceeds supply the system will have to shut off supply to large parts of the country in order to maintain its balance. Where localised, renewable generators can help is to prevent overload of the local supply network.. Where Solar or Wind Farms are put up or proposed it can be chal-lenging to accept these new objects in the landscape, however we are going to need whatever forms of generation that are made available to us if we want to have even the slightest chance of enjoying the power that we currently use…..and when they do come up with that magic bul-let, all those wind turbines and PV arrays can be decommissioned, recycled and the fields returned to agriculture in a tiny fraction of the 50 years it takes to do so for a nuclear reactor with it’s million year legacy of toxic waste.
