Letter of resignation has been received from Cllr Julia Sparks from both the parish council and her role as P3 Co-ordinator. HIGHWAYS AND TRAFFIC Highways – issues to report – there are two deep potholes one at Jacks House heading south and one between Luppitt cross roads and Windsor Farm. There are several potholes between Higher Wick and Barn both more than four inches deep. It is understood that someone from Highways has looked at the drains reported last meeting, clerk to ask if there is any news on when these will be jetted. The verges have just been cut, and although the first cut was good, the second cut has not been done in an effective manner. The hedges at the A30 junction have been cut, clerk to thank the owners for their help in improving the visibility. Salt bins – clerk to chase the funding application for the salt bins, if this is successful then it would be preferable to have the funding towards these than the salt spreader. Members of the public have expressed a strong opinion about retaining a salt bin at Mountstephens that location, so it will be left where it is. It was agreed to request five tonnes of salt from DCC under the snow warden scheme. Ford Bridge – Cllr Tucker has spoken to the land owner and who is to have a look at whether he thinks it should be cleared.

ENVIRONMENT/COMMUNITY FACILITIES Boundaries Commission – review of parliamentary constituencies in England consultation closes 5th December 2011 http://consultation.boundarycommissionforengland.independent.gov.uk/ The 2013 Review of Parliamentary constituency boundaries will introduce substantial

changes. It will reduce the number of constituencies in England from 533 to 502 and make sure that each constituency has a similar number of registered electors. DCC Waste Core Strategy Bulletin received which provides details of the forthcoming 'call for sites' exercise circulated by email. There is a new Police non- emergency number 101, this will be for information, reporting non urgent crimes and to speak to local officers. WELL WISHES A local farmer wisely said " it’s a funny thing water, either you have

too much or not enough and either way it’s in the wrong place". So it is

at Riggles Farmhouse just now that our deep spring feeding our well

water has dried up, along with the channels that feed the ponds.

Wonderfully, two different locals worked together to help us get a full

water bowser here so we have something to keep us afloat!

Many are surprised to hear this news apart from those who depend on

well water. A friend at Hemyock is switching from well water to mains

and water companies are having a busy time. Wonder just how many new

pipes are being laid or replaced by Wessex water in the local

environment and you can't help but think about the new housing

developments and their impact. It seems the Devon water table is low,

despite the feeling that its been damp. In fact, folk restoring a mill

at Stapely couldn't get their mill pond cleared of mud as there weren't

enough consecutive days without rain.

However, rainfall is low here and we've had two dry springs in a row. A

talk at Blackdown Hills Gardening Club this year did warn after careful

analysis that Blackdown Hills would struggle with water during this

changing climate. Luckily there is enough local knowledge and wisdom to

help us fall back on the springline mires still running in the woodland

and an emergency team are working here today. Our salads are being

delivered today as usual and we hope the guests booked in for half term

will have running water!

Still, there have always been changes in the springs and wells so lets

hope and pray for the rain and water needed to sustain life on this

precious earth. Anyone else in the parish or environs are welcome to

contact us to let us know about your watery tales.

Garden Jottings by D.Street

I walked in the woods today, taking the Packet across to

Rawridge. Crisp October leaves crunched under foot. Sunlight filtered down through jaded foliage. Scattered acorns and hazel nuts

pattered onto the ground. Here and there a hurrying squirrel wove across high branches. Sticky warmth was everywhere - an October

day like no other.

At home squirrel families seem to have abandoned us now for a good few weeks. They have forsaken their peanut boxes, their

peanuts left spurned and uneaten. Only occasional shrieking squabbles in high branches announce, “We are still here”. And the

occasional brief sighting. The ground has been littered with hazel nuts for some weeks,

and that is probably the answer. Now too acorns are carpeting the ground - squirrels’ boundless plenty. Usually they are running round

hiding peanuts or burying peanuts. Every plant tub has had a sprouting peanut seedling.

Or have they been struck down by some bubonic squirrel plague? Too many "squirrels" here. There must be another word for

them - a word in -ine, like feline or equine. Must see if I can find one sometime.

This year too we have lost our moles. After ten or so moleless years, recently the garden had suffered a mole onslaught. They were

quite a nuisance. You could even watch while one of your favourite plants heaved up and suffered a mini earthquake. This year the dry

spring may have sent the worms they feed on too deep, and the earth became too dry and hard. Or perhaps they sensed JCS padding about

on the prowl. Maybe they've just moved on to pastures new. Well, they're welcomed to, nimbywise.

The ground may be littered with wild acorns, and blackthorns may be blue with sloes. But apples and pears and plums have also

cropped well, although some sort of fungus got to the apples and

crabs. As for the small plums dropping like manna on to the hens, they love them, and there's often a fight.

Spring 2011 was warm and dry and sunny, but summer 2011 was cool and cloudy and damp. So while spring fruit set, summer

crops in the poly did not do so well. Tomatoes and cucumbers were very successful, but the melons and peppers Jacki tried out were poor,

and the squashes decided not to bother with flowers, let alone fruit. Despite the warmth of early October gardens seem well past

their best. Yet at Budgell’s, my last port of call that strange October morning, splendid marigolds shone glistening orange in the sun -

simple and ordinary is often the best. And now summer is coming to an end - in the words of Philip

Wynne - a darkening sky, a gathering storm, the fiery red of an autumn dawn.

We had a very good attendance for our October meeting which was held at the meeting room at the Sidmouth Arms in Upottery. We had a very lively talk given by Mrs Chloe Brice on the life of John Coleridge Patteson, known as Coley. There is a monument to Patteson by the old A30 at the Feniton crossroads, and also a carving in the pulpit in Exeter Cathedral of his death and another at Merton College. He was born 1 April, 1827 and was educated at King’s School, Ottery St Mary, Eton and Balliol College, Oxford. After his schooling he did the Grand Tour of Europe and then became vicar of the little church at Alfington. He was influenced by Bishop Selwyn to become a missionary to the South Seas. While at school he was a good sportsman especially in Cricket and tennis, but was very academic and mastered many foreign languages. This was a gift he was able to use to good advantage as the Solomon Islands had different dialects and local languages on every island. She contrasted his life in England to how he would have to live in Melanesia in the 19th century. His health suffered many times due to the climate and he would have to take a rest but that was when he could translate the Bible into their language. He toured the islands many times in the sailing ship “The Southern Cross” the first time being in 1856. After 6 years he became a bishop and also founded a school for boys. He was murdered by the natives but no one quite understands why. His body was found, floating in a canoe, wrapped in a reed cloak, with 5 spear wounds. He is remembered in the church calendar on 20 September. Mrs Brice is a member of “The Brothers of Melanesia”, and keeps in touch with the work going on there. The MU does a lot of work especially with battered women. They have a “Safe House” for the women but they usually return to their village however the MU raises funds so that they go home with £100 to - pay for their shame. The prayer group will meet at Bridgend, the home of Jean Jones on Tuesday, 1 November. Next meeting is at Little Chem, Olive Clapp’s home on Monday, 21 November, 2:30 pm when our speaker will be Mr Fred Sage speaking on Zambia.

All we need is Love Mike and I have been fortunate enough to be a guest at four weddings over the last six months. All were different, even though all were church weddings, which is unusual in itself these days as castles, beaches and football grounds become the favoured place for couples to tie the knot and formal marriage itself seems to be falling increas-ingly out of favour. Yet in all the different styles of marriage service, both secular and religious, what ever form of words is used and vows made, the promise to love each other is always at the heart of it. What does this word “Love” mean? I can say I love my husband, my children, my God but equally I can say I love sunny weather and fish and chips but I do not mean the same thing. The New Testament, written in Greek, is much more helpful as different words are used for different kinds if love. The first is “eros” which means desire, passion, strong sexual attraction. We get our word “erotic” from it. I’m sure my four young married couples felt plenty of that kind of love. The second is “philios” which has more of the connation of friendship, sharing enjoyment at doing things together. Many of our lei-sure pursuits have “phil” as part of our name for them e.g. bibliophile – a person who loves reading and books. Both of these types of love are emotions and require little conscious effort. The third type of love “agape” is one that requires an act of will as well as emotion. It is the type of love that puts the other person first, the type that carries on loving even when it is difficult. This sort of love is what is needed when times get tough; when unemployment or ill health strike. It is loving the unlovely as Mother Theresa did when caring for the dying untouchables on the Indian streets. This is the kind of love that Christ showed when he died on the cross for our sins, and that is meant in the first chapter of St Paul’s letter to the Corinthians, which is probably the most popular of Bible readings for weddings: “Love is always patient and kind; it is never jealous; love is never boastful or conceited; it is never rude or selfish; it does not take offence, and is not resentful. Love takes no pleasure in other people's sins but delights in the truth; it is always ready to excuse, to trust, to hope, and to endure whatever comes. The Reverend Rik Peckham is currently Team Vicar in the Sid Valley

Team Ministry, and whilst the date is yet to be announced, is likely to

join us in February 2012.

Upottery Pre-School is situated in the grounds of the recently refurbished Upottery village school, which ensures a secure, safe environment for all the children.

The Pre-School has recently celebrated a successful OFSTED inspection and the children attending our pre-school were shown to be making, 'good progress and

achieve standards above those typical for their age’.

The Pre-School runs Monday, Tuesday and Thursday from 9:15am till 12 noon, with the option of a lunch club till 1pm, on Wednesdays and Fridays we are open all day till 3pm

and children are taken from 2 ½ years old.

We also run parent, baby and toddler sessions on a Monday (with music) from 2.15 – 4pm and on a Thursday from 2-4pm. All are welcome.

The Aviator Press Release:

The Aviator coffee bar and restaurant is due to open on

the 8th October 2011. Formally known as the Dunkeswell Air Centre, The Aviator will have a fairly substantial re-fit and re-model. The Aviator will be split into a Coffee Bar and a Restaurant. The Coffee Bar,

opening on the 8th of October, an aviation themed Costa Coffee style coffee bar and take away. Freshly made soups, sandwiches, breakfasts, cakes etc will be available for eating in or take away.

The restaurant will be opening on the 1st of November 2011. Comfortable fine dining with good service is our aim. Many of our dishes will be our interpretation of

variety of traditional dishes. We can cater for weddings, functions and Christmas parties.

Members of the Flying schools, Skydive Centre, and Businesses on the airfield will be giving a discount

loyalty card.
