1. How could this be used to improve spectrum efficiency in the TV bands?
The primary driver of improved spectrum utilization is the need for spectrum within markets and in adjacent markets to provide for the overlapping service areas of stations, however, very little improvement in overall spectrum efficiency might be expected in major urban corridors by changing to a cellularized transmission structure.
Description of Analysis The analysis attempted to determine the number of Full
Power TV channels, and Class A that are being received for every county in the US. The analysis also include in the count the existing Land mobile channels in the top 11 markets. (not including LPTV or translators)
The purpose of the analysis is to show that in large metro areas on the East coast, California, Chicago, etc. the number of channels required to serve these counties is large.
The data is plotted in the following slides:

Broadcast Spectrum is Fully Utilized
Reclaiming Broadcast spectrum in the major metro areas will not be possible.

TV Stations currently offering Full Power, Class-A , LPTV and translator DTV service
NY- 65 stations. LA -154 stations .
As demonstrated by this example, channel reuse is already practiced
