The Australian Racing Board is pleased to publish the Thirteenth edition of the Australian Racing Fact Book, our annual reference guide to the Australian thoroughbred racing industry.

The Board’s objective in publishing the Fact Book is to draw together under one cover the key results and statistics for the Australian thoroughbred sector for each season. While a number of books and journals report in detail particular aspects of Australian racing and breeding, we can well and truly say that the Australian Racing Board’s 1999 vision has been achieved, and the Fact Book has established itself as a useful and reliable source of the broadest range of information relating to Australian thoroughbred racing and breeding.

The facts and figures contained in the Fact Book will speak for themselves. To breathe some life into this statistical record it is useful to briefly touch on some of the stand-out achievements that have occurred during the period under review.

Black Caviar captured the imagination of the nation and stamped herself into racing folklore when taking all before her, including Champion Racehorse of the year award. Trained by Peter Moody, the Champion mare has amassed over $4 million in prizemoney and at the time of going to print remains undefeated after 16 races.

Sepoy took out the honors as Champion 2yo of the year after winning five of his six starts as a 2yo, including both the G1 Blue Diamond and G1 Golden Slipper, providing trainer Peter Snowden his first Golden Slipper winner.

2011 saw the Melbourne Cup handed over to a French-trained horse for the second consecutive year, after Dunaden scored the narrowest of victories over the english

trained Red Cadeaux. The race that stops the nation has now well and truly turned into a global event with 20 of the 23 starters being overseas bred horses.

Stepping back to examine the broader canvas, in August 2011 the High Court heard appeals against the full Federal Court’s decisions upholding the validity of NSW race fields legislation and its administrative application by Racing NSW. This is a watershed moment in the history of Australian racing. If the High Court dismisses the appeals then the future is bright, conversely, if the High Court rules against the legislation then we will face a funding crisis.

Remember what is at stake here. This great sport spans both the calendar and the continent: some 370 race clubs conduct 18,000 races right around the year, barring only Good Friday and Christmas day. To give you some sense of the scale of the industry: 50,000 employees, $5 billion in gross domestic product, and 2 million Australians attending at least one race meeting a year. The Australian breeding industry once again produced the second-largest foal crop in the world, exporting to 18 countries.

Compiling the Fact Book depends on the co-operation of a range of people and organisations, and our genuine thanks are expressed to all of them for their willing assistance.

Finally, I would like to acknowledge the enterprise and excellent work performed by Jake Howard, the Fact Book’s editor, resulting in this outstanding publication.

AUSTR ALIAN RULeS OF R ACING

The Australian Racing Board is the only authority that is empowered to make the Australian Rules of Racing which for more than a century have provided common practices, conditions and integrity standards for racing throughout Australia.

The individual State and Territory racing administrations may make Local Rules for specific local conditions provided that they are not inconsistent with the principles established by the Australian Rules.

Broadly described, there are nine parts to the Australian Rules of Racing:

INTERpRETATIONi.

STEwARDSii. (providing for the appointment, functions and powers of the Stewards)

REGISTRATIONiii. (providing for the registration of race clubs and race meetings and the appointment, functions and powers of the Registrar of Racehorses)

RACE mEETINGSiv. (providing uniform conditions for the conduct of race meetings including nominations and acceptances, stakes and forfeits, weight penalties and allowances, scratching, weighing out and weighing in, starting, running, judging and protests)

LICENSINGv. (providing for the licensing of jockeys, apprentice jockeys, amateur riders and trainers, their movement between States and outside Australia, apprentices allowances, rider safety)

SYNDICATESvi. (Regulating the formation, conduct and termination of racing syndicates)

OffENCESvii. (proscribing dishonest, corrupt, fraudulent, improper or dishonourable actions or practices in connection with racing, including setting out the regime relating to prohibited substances)

pENALTIESviii. (providing the penalties of fines, suspension, disqualification, warning off)

CONSTITUTIONALix. (providing the structure, powers and functions of the Australian Racing Board)

The major benefits of the Australian Rules have been:

(i) free traffic between States. Uniform rules allow horses, trainers and jockeys to move freely between States.

(ii) mutual recognition of disciplinary and protective action. The Australian Rules provide a disciplinary code that has been tested to the level of the privy Council, and allow mutual recognition of disciplinary and protective actions across the Commonwealth and internationally.

(iii) International Racing and wagering are globalising rapidly. The Australian Rules are recognised by international racing authorities and wagering operators.

PRINCIPAL R ACING AUTHORITIeS

The Australian Racing Board’s membership consists of the six State and two Territory racing authorities, which are recognised by the Australian Rules as principal Racing Authorities.

The principal Racing Authorities in each State and Territory are as follows: -

Licensing trainers, jockeys, bookmakers, bookmakers’ clerks and other industry participants

Handicapping

Industry marketing

Industry publications

Administration of industry funding

Appointing Stewards’ panels to apply the Rules of Racing

Industry strategic planning

MAJOR R ACING ASSOCIATIONS

major Racing Associations are bodies that represent a number of race clubs within a specific a region, usually a group of non-metropolitan race clubs within a State. The major Racing Associations in each State and Territory are as follows: -

www.risa.com.au – Racing Information Services Australia (RISA) is the official thoroughbred racing industry organisation responsible for the compilation of race fields and form and the maintenance of race results across Australia.

RISA’s primary objective is the encouragement and promotion of horse racing by establishing and conducting a national consolidated racing materials services business to support the Australian horse racing industry and other users of horse racing materials.

As a national body, RISA is uniquely placed to provide an innovative range of products and services across the industry. In doing so, RISA is able to achieve considerable efficiency and cost savings for industry stakeholders.

RISA provides a number of integrated products and services to meet the needs of industry participants such as principal racing authorities, race clubs, owners, trainers, breeders, jockeys and punters.

CLASSIFICATIONSThe Australia-New zealand Classifications represents, on an annual basis by way of an agreed criteria, the assessments of the quality performers from the Australasian thoroughbred racing season. for consideration a horse must have won or been placed to sixth in a Group event or won a Listed race in Australia, New zealand or another per-formance worthy of inclusion. The weight allotted each horse represents an assessment for a race within the indicated distance range at the end of the racing season in July.
