Programe 1: Enhancing Inclusive Growth

Purpose: Increase the participation of the poor in the growth process through stimulating rural

development and expanding opportunities for youth employment; Developing productive social protection

schemes for inclusive growth; and building a developmental state for inclusive growth through

development exchange with the global south and addressing blockages inn service delivery.

A. BACKGROUND & CONTEXT

Since 1994, South Africa has enjoyed a peaceful transition from a system of apartheid to an inclusive

and participatory democracy. This has been accompanied by: (i) A strong human rights based

Constitution; (ii) Commitment to multilateral agreements, regional integration, peace and human

development; and (iii) Sustained economic growth.

Despite the laudable efforts, poverty and unemployment, HIV/AIDS pandemic, institutional and

human resources capacity development, and social and physical infrastructural development

continue to pose a major challenge to the country. In fact, the key challenge has been to reduce

inequality in all forms of its manifestation. In order to achieve this goal: (i) Various innovative

policies, strategies, and programs have been formulated and are under implementation; and (ii) New

institutions have been set up while existing ones have been recalibrated and strengthened.

In its 2010/2011 Medium Term Strategic Framework (MTSF), identified the following key

development challenges and priorities: (i) inclusive growth that promotes livelihoods and decent

jobs; (ii) socio economic infrastructure; (iii) rural development (including food security and land

reform); (iv) access to quality education; (v) improved basic health; (vi) fight against crime and

corruption; (vii) cohesive community; (viii) sustainable resources management and use; (ix) a

development state; and (x) creation of a better Africa and better world.

Regarding the country’s collaboration with the UN, there has been a growing concern that UN

operations in South Africa should reflect more strategically and effectively the country’s status as an

upper middle income country and provide better value added, rather than simply follow a ‘business

as usual’ model. This led to the commissioning of a Joint GoSA and UN evaluation (‘the UNEG

Evaluation’) was finalized in 2009. The report found that the UN partnership with South Africa

should reflect the country’s needs and aspirations as a major emerging economy, a development

partner for fellow African countries, and an important player on the international scene including in

global negotiations on issues such as non-proliferation, trade and climate change. The Letter of

Intent signed between the UNDP Administrator and the South African Foreign Minister in May 2010

to strengthen strategic partnership between the country and UNDP represented a first step in

UNDP’s response to this task. The programme areas identified in this document are designed to

facilitate upstream engagement between the government and UNDP. Ongoing programme activities

with signed documents will continue until their completion through 2011 while those activates

which are in line with the new strategic direction will be subsumed in the 2012 Annual Work Plan.

B. IMPLEMENTATION STRATEGY

The three programme areas and two cross cutting issues contained in the 2011 AWP require the

involvement of multiple stakeholders (Departments and other national institutions) with diverse

requirements of expertise, different implementation schedule and duration. This requires some

adjustments to the traditional approach to project management to respond to target

departments/institutions needs and requirements on a timely basis with a minimum transaction

cost. The adjustment should fully take into account the accountability parameters contained in the

UNDP internal control framework and the government’s rules and procedures governing the

utilization and management of external technical support.

Based on the AWP, an MOU will be prepared with relevant lead departments with detailed activities,

budget, and timeline.

TORs for the expertise required to provide advisory services for each programme area will be

prepared with the relevant departments.

Special working arrangement will be made with relevant national knowledge institutions, UNDP-RSC

and corporate entities, UN agencies (Joint Programmes) and other international centres of

excellence to amplify the knowledge management component (exchange and codification of good

practices) of the AWP.

There will be a single and well integrated communication and advocacy strategy for the AWP which

should inform stakeholders the strategic nature of UNDP-GOSA collaboration around the three

programmes on a regular basis.

C. PROGRAMME AREAS

PROGRAMME I: ENHANCING INCLUSIVE GROWTH

Purpose: To increase the participation of the poor in the growth process through stimulating rural

development and expanding opportunities for youth employment; develop productive social

protection schemes for inclusive growth; and build a developmental state for inclusive growth

through development exchange with the global south and address blockages in service delivery.

Key Activities:

Activity 1: Provide technical and policy advisory support to stimulate rural development.

The purpose of this activity is to increase the participation of rural communities in the

country’s growth process by promoting rural development to reduce poverty, inequalities,

and unemployment. A UN Interagency Task Team will work with national stakeholders to

review and articulate national rural development policy and strategy and develop a

programme of support that will ensure small scale farming is integrated into the mainstream

economy; expansion of rural development knowledge base through research and exchange

programme using South-South Cooperation (SSC) modality; and capacity enhancement of

key rural institutions including local governments responsible for rural development

mandate. The programme will also carry out an advocacy programme that focuses on

national policies and strategies on rural development to ensure expanded support and

broader participation of stakeholders.

Activity 2: Develop a support programme to expand opportunities for youth employment.

The purpose of this activity, which will be conducted on an interagency basis, is to support

the ongoing government initiatives to reduce unemployment among the youth. In

consultation with stakeholders and other youth formations, in particular the National Youth

Development Agency (NYDA), a thorough analysis of lessons learned during the past years

from within the country and abroad will be conducted with a view to informing the

continuous articulation of inclusive and sustainable strategies to create job opportunities for

the youth by also tapping on the available skill base. This approach to youth employment

will also be informed by a National Youth Summit on youth job creation. The summit will be

preceded by a series of consultations with stakeholders.

Activity 3: Support to a developmental state for inclusive growth.

The purpose of this activity is to support national initiatives in addressing the challenges of

state implementation capacity. It will focus on the expansion of the knowledge base for

more informed policy choices, strategic support to unblock service delivery challenges, and

macroeconomic analysis. Hands-on assistance will be provided to unblock service delivery by

identifying and addressing capacity gaps including PM&E. The activity will also focus on

formulating policy options for accelerating MDGs through macroeconomic modeling.

Another key component of this activity is the establishment of a national forum to facilitate

national consultations on the various dimensions of a developmental state by drawing on

experiences and good practices from the global south.

Activity 4: Review existing national policies, programmes, and institutional arrangements

against international experiences and best practices on social protection.

The purpose of this activity is to support the South African government to develop a well

designed sustainable mechanism to use social protection as an instrument for inclusive

growth. A comprehensive situational analysis to identify the gaps in the present social

protection system will be conducted to inform further possible policy

articulation/interventions. A knowledge based management system will also be constituted

that draws lessons and generates knowledge through the modality of South-South

cooperation that can enhance South Africa’s capacity to apply better forms of social

protection while stimulating long-term economic growth.

PROGRAME II: GREENING SOUTH AFRICA’S ECONOMY

Purpose: To explore and help unleash the transformative potential of a green economy in terms of

addressing structural imbalances that are at the root cause of high and persistent unemployment;

sustainable development; scale-up tested/proven renewable energy solutions; and harness South

Africa’s biodiversity resources to create economic opportunities.

Activity 1: Support the South African Government and civil society in their leadership role

to engage in the multilateral processes on climate change

The purpose of this activity is to provide technical support to the government in successfully

hosting the Conference of Parties (CoP17) in Durban from 28 November – 09 December

2011. This activity will require participation in government preparatory committees and the

formation of UNDP preparatory committees that will include the Regional Service Centre

(RSC), headquarters and other relevant agencies. The UNDP support will include hosting

consultative forums between the Africa negotiators and civil society to consolidate their

negotiation position for CoP17. It will also involve the development of technical papers on

the climate change and green economy nexus. These technical papers and other UNDP

policy material will be used for advocacy during COP17. The UNDP will use its interagency

cooperation framework to facilitate stakeholder engagement (including African negotiators)

and bringing-in key expertise and analysis from UN agencies for the formulation of skills

development plans linked to Green Economy.

Activity 2: Review of national guidelines, and international policy documents to inform

national policy formulation process

The purpose of this activity is to support, on a UN inter-agency basis, the ongoing

Government’s effort around the articulation and implementation national policies and

strategies on Green Economy. This will focus on facilitating access to international

knowledge, experiences and best-practices on the green economy. The support will also

involve the establishment of a Green Economy Forum to develop a research agenda on the

green economy including exploring and expanding rural energy solutions to the poor. Key

interdisciplinary research areas will be identified and research will be conducted to provide

the knowledge base for green economy policy and planning. A study on the job absorption

potential of the renewable energy sector will also be conducted to inform the

industrialization process in the sector.

Activity 3: Building the knowledge base and capacity for action on climate change, the

green economy and sustainable development.

The purpose of this activity is to support the South African government’s key departments in

programming for the green economy. It will also include conducting a feasibility study on the

proposed establishment of a Centre for Sustainable Development that aims to be the

knowledge base for natural resource management, climate change and sustainable

development. Consequently, this will lead to the development and implementation of a

roadmap of the Centre. This activity will also involve the development and implementation

of a national capacity building programme on climate change and green economy targeting

key government departments, and Local Economy Development (LED) units at a local level.

Further support will be given to assess previous national engagements on Green Economy,

international best practices, and implementation modalities.

Activity 4: Identify country resource needs and potential sources of funds to promote

The purpose of this activity is to support Government to develop and implement a resource

mobilization strategy. UNDP will assist hosting a national consultative stakeholder forum on

climate change funding and green energy. Ultimately, this will lead to the development and

implementation of a resource mobilization strategy that aims to raise funds internationally

for local projects and programmes on climate change and green economy.

Activities

Activity 1: Support the review process of South African role regarding promoting peace

and security within and outside South Africa

The purpose of this activity is to enhance the capacity of the South Africa’s Government in

promoting peace and security on the African continent. A baseline study will be conducted

to look into further opportunities for South Africa’s role on regional cooperation on peace

and development. The study is envisaged to identify strengths and challenges of South

Africa’s past and current engagements, and lessons learned from international best practices

on peace-keeping and peace-building initiatives.

PROGRAMME IV: GENDER TRANSFORMATION

Purpose: To Support ongoing national efforts, at strategic level, on gender transformation

National Outcomes (NO):

NO 12: An efficient, effective and development oriented public service and an

empowered, fair and inclusive citizenship.

Activities

Activity 1: UN integrated gender transformation support to national initiatives

UNDP will assist to organise skills-based training programmes on enhancing the legislative

and oversight role of women legislators and political leaders across all tiers of government.

The training will focus on enabling women legislators to become more functional, effective

and result-oriented, and strengthening skills for their oversight role. Further technical

support will be given to empower women in monitoring and assessment of gender

sensitivity to policies, programmes and budgets. UNDP will facilitate the process of

establishing a functional coordination mechanism, and build capacity of institutions dealing

with resource mobilisation for gender issues and in particular for promoting women

entrepreneurship. UNDP will also facilitate a process of bringing together gender

researchers, gender-based NGOs, feminist intellectuals and grassroots organizations, for

more coherence and sustained voice on gender-related issues. Further assistance will be

given to replicate identified good practices.

mutual support, and targeted skills development. Support will also be provided in using

E.- MANAGEMENT AND MONITORING ARRANGEMENTS

The general Assembly, in its resolution 47/199 of 22 December 1992, reiterated that national execution should be the norm for programmes and projects

supported by the United Nations system. The Annual Work Plan (AWP) will be implemented through the National Execution Modality (NEX). This modality

aims to achieve: (a) Greater national self reliance by effective use and enhancement of the management capabilities and technical expertise of national

institutions and individuals; (b) Enhanced sustainability of development programmes and projects by increasing national and local ownership and

commitment to development activities; and (c) Reduction of workload and integration with national programmes through greater use of appropriate

national systems and procedures.

In light of the nature of the AWP, which involves multiple stakeholders/beneficiary institutions and in view of the transformation process of the UNDP-GoSA

collaboration, the National Treasury, as the coordinating authority of the Official Development Assistance, will be the executing agency while

implementation of specific programme activities will be undertaken through MOUs with partner institutions. This modality is selected to minimize

transaction cost for the AWP implementation without compromising on accountability. In this regard, the following specific management arrangements will

be followed:

A joint National Treasury/selected national departments/UNDP Programme Management Committee (PMC) will be established to provide overall

guidance and oversight of programme implementation. The PMC will meet bi-annually.

The PMC will approve work programme with budgets for beneficiary institutions/entities on an annual basis or for the implementation period. The

work programme will include the type of support required for a given activity and period in accordance with the road map laid down for the

repositioning process of GoSA-UNDP collaboration;

The disbursement of funds by UNDP for agreed activities will be done in conformity with the National Execution Modality and UNDP rules and

regulations

UNDP together with counterpart institutions will provide both narrative and financial reports on quarterly basis.

The implementation of the AWP will be monitored by the PMC against the deliverables contained in the document. Then MOU will specify targets and

indicators for the agreed set of activities. UNDP will prepare an Annual Report in full consultation with the National Treasury and targeted beneficiary

institutions, including annual Consolidated Financial Report. Preparation of quarterly progress report will be coordinated by the national Treasury and

UNDP.
