2005AnnualOceanandBayWaterQualityReport-PageV

The2005AnnualOceanandBayWaterQualityReportprovidesananalysisofbacteriologicalwaterqualitydataforthe112milesofOrangeCounty’soceanandbaywatersfortheyears2000–2005,andincorporatessewagespillandrelatedoceanandbaywaterclosuredatafrom1987–2005.Thisfifthannualreportalsodescribesyear-to-yearvariabilityandtrendsinbacteriologicalwaterqualityforOrangeCounty’soceanandbaywaters.

Major findings of the 2005 Annual Ocean and Bay Water Quality Report are:

Sewage Spills and Closures

• In2005,thenumberofsewagespillsreportedtotheOceanWaterProtectionProgramdecreasedforthethirdconsecutiveyear.Thisrepresentsthefirsttimea3-yeardecreasehasoccurredsince1987.

• ThetotalnumberofBeachMileDaysofclosureduetosewagespillssignificantlyincreasedin2005to74.5.ThisrepresentsthehighestnumberofBeachMileDaysofclosuresincethisdatawaschartedin1999.

• In 2005, Orange County experienced intense rainstorm events with record rainfall totals in the monthsofJanuaryandFebruarywhichresultedineightstorm-relatedsewagespillclosuresaccountingfor58.8BeachMileDaysofclosure(79%ofthetotal74.5BeachMileDays).

• Therewereatotalof17oceanandbaywatersewagespillclosuresinthemonthsofJanuaryandFebruarythataccountedfor90%ofthetotalnumberofBeachMileDaysofclosurein2005.

• In2005,themedianvolumeofsewagespilledperclosurewas1,000gallonsandtheaveragenumberofBeachMileDaysclosedpersewagespillclosureincidentwas2.1,thehighestforbothmeasurementssince2000.

• From1999–2005,sewagesystempipelineblockagescausedthemajority(61%)oftheoceanandbaywaterclosuresinOrangeCounty,andtheinfiltrationofrootsanddepositionofgreasewerethemajortypesofblockages(61%)thatresultedinoceanandbaywaterclosures.

• Privatepropertyownersewagespillscontinued tobe responsible forasignificantnumber (14of36)ofoceanandbaywaterclosuresin2005.

Postings

• ThetotalnumberofBeachMileDayspostedduetostandardsviolationsduringthe2005AB411period(ApriltoOctober)remainedvirtuallyunchangedfrom2004andwasthesecondlowestsince2000.

• In2005,thetotalnumberofpostingsandthetotalnumberofdayspostedduringtheAB411periodandthecalendaryearwerethelowestsince2000.

• From2000–2005,violationsoftheenterococcussinglesamplestandardaccountedforamajority(64.6%)oftheoceanandbaywaterpostingsduringtheAB411period.

• ViolationsofmultipleAB411standardsaccountedfor14.8%oftheoceanandbaywaterpostingsduringtheAB411periodof2005.ThepercentageofviolationsofmultipleAB411standardshasremainedvirtuallyunchangedduringtheperiodof2000–2005.

• In2005,thenumberofoceanandbayBeachMileDayspostedduetoAB411violationsrepresentsasmallpercentageofthetotalnumberBeachMileDaysavailableforrecreationalwaterusefortheAB411period(0.8%)andcalendaryear(1.5%).

• From2000-2005,DohenyStateBeachhadthehighestnumberofBeachMileDayspostedduetoAB411standardsviolations.

CaliforniaHealthandSafetyCodeandTitle17oftheCalifornia Code of Regulations.When the results oftestingindicatethatoneormoreoftheOceanWater-ContactSportsStandardshavebeenexceeded, thepublic isnotified(i.e.,signsarepostedatthebeach,hotlineandwebpageareupdated),andthesamplingfrequencyandlocationsmayincreaseuntilthesampleresultsmeetestablishedstandardsand/orthesourceof the problem is eliminated. In addition, the OceanWater Protection Program staff respond on a 24-hourbasis to investigate reportsof sewageorothercontamination incidents affecting Orange County’soceanandbaywaters.

As part of the County of Orange Health CareAgency(HCA),EnvironmentalHealth’sOceanWaterProtectionProgramisresponsible forprotecting thepublic fromexposure tooceanandbaywaters thatmay be contaminated with sewage or may causeillness along Orange County’s 42 miles of openocean coastline and 70 miles of harbor and bayfrontage.Oceanandbaywatersusedforbody-contactrecreationalactivitiessuchasswimming,surfinganddivingmustmeetspecificbacteriologicalstandardstobeconsideredsafeforsuchpurposes.

Over the past 40 years, the Health Care Agencyand two local sanitation agencies (Orange CountySanitation District and South Orange CountyWastewaterAuthority)havebeencooperativelytestingthe coastal waters in Orange County for bacteriathat indicate the possible presence of disease-causingorganisms.ThesanitationagenciesandHCAprogram staff participate in the weekly collection ofwatersamplesatapproximately150ocean,bayanddrainagelocationsthroughoutcoastalOrangeCounty.Eachyear,thesanitationagenciesandHCAroutinelycollect over 13,300 water samples and performapproximately40,000analysesfortherequiredthreetypes of indicator bacteria (i.e., total coliform, fecalcoliformandenterococcus).TheHealthCareAgencyandtheOrangeCountySanitationDistrictcollectandanalyzeover5,000samplesper yeareach,and theSouth Orange CountyWastewater Authority collectsandanalyzesover3,300samplesperyear.

Ocean Water Proctection Program staff review thebacteriological water sample results daily and issueocean and bay water closures, postings and healthadvisories under the requirements stipulated by the

In1998,AssemblyBill411 (Wayne)waschapteredinto law and added Sections 115880-115915 tothe California Health and Safety Code. The lawauthorizedthecreationofbacteriologicaloceanwaterqualitystandardsthatareconsideredmoreprotectiveof public health (California Code of RegulationsSections7956-7962).

The standards are informally called “AB 411Standards”andincludethefollowing:

• Required testing of the waters adjacent to alloceanandbaypublicbeachesfortotalcoliforms,fecal coliforms and enterococci bacteria thatmayindicatethepresenceofpossibledisease-causingbacteria,virusesorprotozoa.

• Required maintenance and updates of theOceanandBayPostingandClosureHotline.

• Established single sample standards for totalcoliforms, fecal coliforms and enterococcibacteriawhichshallnotexceed:

•TotalColiforms:10,000organismsper100millilitersample.

•FecalColiforms:400organismsper100millilitersample.

•Enterococci: 104 organisms per 100 millilitersample.

•Fecal:Total ratio: >1,000 total coliforms if ratioexceeds0.1.

• Established30-daygeometricmeanstandards(offiveweeklysamples)fortotalcoliforms,fecalcoliformsandenterococcibacteriawhichshallnotexceed:

•TotalColiforms:1,000organismsper100millilitersample.

•FecalColiforms:200organismsper100millilitersample.

•Enterococci: 35 organisms per 100 millilitersample.

• Whenanywatersadjacenttoapublicbeachfailtomeetanyofthestandardsdescribedabove,the local health officer shall post signson thebeachtorestrictaccesstotheaffectedwaters.

• WeeklytestingisrequiredfromApril1toOctober31ifthefollowingapplies:

•Thebeachisvisitedbymorethan50,000peopleannually.

•The beach is located in an area adjacent to astormdrainthatflowsinthesummer.

•Inthecaseofaknownreleaseofsewageintooceanorbaywatersadjacenttoapublicbeach,thelocalhealthofficerisrequiredto:

•Immediatelyclosetheaffectedoceanorbaywatersuntilthesourceofthesewageiseliminated.

•Collect bacterial samples from the affectedwaters.

•Continuetheclosureuntiltestingresultsofwatersamplesmeettheestablishedstandards.

Contaminatedrunoffanduntreatedsewagereleasedintooceanandbaywatersmayresultinswimmerexposuretopathogenicbacteria,virusesorprotozoa.Thesedisease-causingmicroorganismsmaybepresentatornearthesiteswheredischargesenterthewater.

Membrane Filtration (MF)

Themembranefiltrationmethodinvolvesfilteringwaterthrough a porous membrane to concentrate or trapbacteriafromthewatersampleonthefiltersurface.Themembranefilterisplacedontoaculturemediumdesignedto encourage the growth of the target indicator. Thefilterisincubatedfor22-24hourstoallowthebacterialcellstomultiplyintovisiblecolonies.Theoretically,eachbacterialcell(orclumpofcells)producesasinglecolonyon the membrane. The colonies are viewed under a10Xmagnifyinglensanddistinguishedfromnon-targetbacteriabasedonthetype,sizeandcolorofthecolonies.

Indicator Bacteria Testing Methods

The detection and enumeration of disease-causingorganisms (pathogens) identified with waterborneillness is difficult, time-consuming and costly. Thus,mostwaterquality laboratories test for fecal indicatorbacteria (i.e., total coliforms, fecal coliforms andenterococci) as a means to ascertain the likelihoodthathumanpathogensmaybepresentinrecreationalwaters.Fecal indicatorbacterianormallyoccur in theintestinesofallwarm-bloodedanimals,areexcretedinhighnumbersinfeces,butcanalsobefoundinsoilanddecayingvegetation.Since there isno ideal indicatorgroup, water should be tested for more than oneindicator.TotalcoliformsareabroadgroupoforganismsthatincludefecalcoliformbacteriaaswellasE.coli.Theenterococcigrouphasbeendeterminedtobeagoodindicatorof swimmingassociatedgastroenteritis.Themethodsmostcommonlyusedtodetectfecalindicatorbacteriainwaterinclude:

• MembraneFiltration(MF)• Multiple-TubeFermentation(MTF)• Colilert®• Enterolert®

Allofthemethodsareculturebased,whichmeansthattheindicatorbacteriapresentinwatermustbeallowedtogrow in order to bedetected.Differencesbetweenthemethodsincludehowthebacteriaaredetectedandcounted,howsoontheresultsbecomeknown,andcost.Each method has its advantages and disadvantages.Mostof the limitationsdependonfactorssuchas theothertypesofconstituentsinthewateranddensityofbacteria present, and all require at least an 18-hourincubationperiod.Thefollowingisabriefsummaryofthesemethods.DetaileddescriptionsforthesemethodsareavailableinthelatesteditionofStandardMethodsfortheExaminationofWaterandWastewater.

Target bacteria are indicated by pigment productionresultingfrombacterialenzymaticreactionstospecificsubstrates. The number of colonies present in 100millilitersofwater,alsoknownas“colonyformingunits”(CFU),iscountedandtheconcentrationoforganismsintheoriginalsampleiscalculated.TheCountyofOrangeHealthCareAgency/PublicHealthLaboratory,theSouthOrange County Wastewater Authority Laboratory andthe Orange County Sanitation District Laboratory usetheMFmethodfortheanalysesoftotalcoliforms,fecalcoliformsandenterococciinoceanandbaywaters.

Multiple-Tube Fermentation (MTF)

Themultiple-tubefermentationtechniqueisbasedontheabilityofcoliformbacteriatoproduceturbidityandgas inspecific liquidmediaafter incubationfor24-48hours.Becausethereisapresumptiveandconfirmationstep required by this technique, results may take upto 96 hours for completion. Multiple dilutions of thewater sample are pipetted into test tubes containing

culturemedia.Bacterialgrowthresultsinturbidityandproductionofgas.A“MostProbableNumber” (MPN)ofbacteriavaluepresent in100millilitersofwater isdeterminedbasedonthecombinationoftubesthatarepositivefortheconfirmatorytest.MTFcanbeusedtotestfortotalcoliforms,fecalcoliformsandE.coli.

Multiple-TubeFermentationSet-Ups TestTubeswith/withoutTurbidityandGasFormation

TotalColiformColilert®Tray E.coliColilert®orEnterolert®Tray

Enterolert®

TheEnterolert® technique isanother typeofdefinedsubstratetestthatissimilartotheColilert®technique.Thetestdetectsthepresenceofanenzymeproducedby enterococci. A positive reaction is determined by

checkingthetrayforfluorescence.Resultsarereportedas the “most probable number” (MPN) of bacteriapresent in100millilitersofwaterandtestresultsareavailablein24hours.

Colilert®

TheColilert®techniqueisadefinedsubstrateanalysiswhich detects the production of enzymes specific tototal coliform and E. coli. Coliform bacteria enzymesbreakdownspecificchemicalsubstratestoproduceayellowcolor. If totalcoliformsarepresent, the testingmediumturnsyellow.IfE.coliarepresent,theyellow

wellswill fluoresceblueunderanultraviolet light. Astatistical estimation of their numbers is determinedbyusingamulti-welltrayandisreportedasthe“mostprobable number” (MPN) of bacteria present in 100millilitersofwater.Testresultsareavailableineither18or24hoursdependingontheformulationused.

OCEAN AND BAY WATER CLOSURES DUE TO SEWAGE SPILLS

WhenaknownreleaseofsewageisreportedtotheOceanWaterProtectionProgram,theoceanorbaywater areas that may be affected by the sewagedischarge are immediately closed to body-contactrecreational activies.The closure area is based onmanyfactorsincludingtypeofsewage(e.g.,untreated,secondary treated,etc.),volumeofspill, locationofspill,oceancurrentsandtides,historicalsewagespillsinthearea,andotherpertinentinformation.Aftertheinitial closure area is established, the appropriateagenciesarenotified,theareaispostedwithclosuresigns,apressreleaseisissued,theOceanandBayWaterClosureandPostingHotlineandWebPageareupdatedwiththebeachclosureinformation,anddailybacterialsamplingoftheaffectedareaisinitiated.

Theclosedoceanorbaywaterareawillbereopenedor reduced in size when the contamination sourcehasbeeneliminatedandaftertwodailyconsecutivesamplingresultsindicatetheaffectedareameetstheAB411OceanWater-ContactSportsStandards.

OCEAN AND BAY RAIN ADVISORIES 2000 – 2005

Duringandafterasignificantrainstormevent,stormdrains, creeks and rivers carry floodwaters andurbanrunoff(whichmayincludefertilizers,roadoils,litter and large amounts of bacteria from a varietyofsourcessuchasanimalwasteanddecomposingvegetation)tooceanandbaywaters.

Thelevelsofbacteriacanrisesignificantlyinoceanandbaywatersclosetodischargingstormdrainsandoutletsofcreeks,riversandstreamsduringandafterrainstorms.Toensurethatpublichealthandsafetyisprotected,theOceanWaterProtectionProgramstaffadvisesagainsttheuseofoceanorbaywaterswherethere may be contamination due to storm runoff.The elevated bacterial levels in the coastal oceanwaters may continue for a period of at least threedaysdependingon the intensityof therainand the

volume of runoff. Swimmers should avoid OrangeCounty coastal waters during and after rainstormsandbeachusersshouldavoidcontactwithanyrunoffonthebeachduringdryorwetweatherconditions.

Apressreleaseisissuedduringorafterarainstormeventofgreaterthanorequaltotwo-tenthsofaninch(³0.20”),unlessmultipleeventsoccurduringthe72-hourwindowofthepreviousrainstorm.Inthosecases,theexistingrainadvisorycontinuesforanadditional72 hours. The Ocean and Bay Water Closure andPostingHotlineandWebPageareupdatedwiththerainadvisoryinformation.

OCEAN AND BAY WATER POSTINGS DUE TO BACTERIOLOGICAL WATER QUALITY STANDARDS VIOLATIONS

Upon implemention of the AB 411 Ocean Water-ContactSportsStandardsinJulyof1999,theOceanWaterProtectionProgrambeganpostingtherequiredhealth warning signs at public beaches where theoceanorbaywatersfailedtomeetthebacteriologicalstandards.

Bacteriological water samples are collected eachweekatapproximately150ocean,bayanddrainagelocations throughout Orange County. The OceanWater Protection Program receives the resultsof 650-750 bacteriological ocean and bay wateranalyseseachweek.Theresultsarerevieweddailytodeterminecompliancewiththesevenstandards.

When a bacteriological water sample fails to meetany of the AB 411 Ocean Water-Contact SportsStandardsthefollowingoccurs:

•Warningsignsarepostedattheaffectedoceanor bay areas indicating that the waters haveexceededhealthstandards.

•The information regarding the posted areas isupdatedon theOceanandBayWaterClosureandPostingHotlineat(714)433-6400andWebPageatwww.ocbeachinfo.com.

• Additional bacteriological water samples arecollected at the posted areas and the resultsare evaluated daily to determine if the areaspostedwithwarningsignsshouldbeincreased,reduced,shiftedorremoved.

Becauseoceanorbaywaterswhichviolate theAB411 Ocean Water-Contact Sports Standards maycauseillnesstousers,theCountyofOrangeHealthCareAgency recommendsstayingoutof thewaterat all beach areas that are posted with the healthwarningsignshownbelow.
