EXECUTIVE SUMMARY
The2012/2013/2014TriennialOcean,HarborandBayWaterQualityReportprovidesanupdatedanalysisofbacteriologicalwaterqualitydataforOrangeCounty’srecreationalwatersandincludesdataonsewagespillsandrelatedocean,harborandbaywaterclosures.Thetriennialreportalsodescribesyear-to-yearvariabilityandtrendsrepresentingthe15-yearperiod(2000–2014)thatAssemblyBill411(AB411)OceanWater-ContactSportsStandardsforbacteriologicalwaterqualityhavebeeninplace.Inaddition,thetriennialreportincorporateshistoricalsewagespillandassociatedocean,harborandbaywaterclosureinformationduringthemostrecent28-yearperiodfrom1987–2014.
Major findings of the 2012 / 2013 / 2014 Triennial Ocean, Harbor and Bay Water Quality Report:
Sewage Spills and Ocean, Harbor and Bay Water Closures
• ThetotalnumberofsewagespillsreportedtotheOceanWaterProtectionProgramin2014wasatanall-timelowandrepresentsthetwelfthconsecutiveyearofdecreasesinthetotalnumberofreportedsewagespillssince1999.
• Duringthe3yearreportingperiodfrom2012through2014,theaveragenumberofsewagespillsresultinginbeachclosures(12)remained53%belowthe16-yearaverageof23beachclosuresperyear.
• In2014,thetotalnumberofBeachMileDaysduetosewagespillclosures(25.3)continuedtoremainbelowthe16-yearaverage(28.7)from1999through2014.
• Duringthelast3reportingyears,pipelineblockagescontinuedtoberesponsibleforthemajorityofsewagespillsresultinginbeachclosures.Since1999,blockageshaveresultedin61%ofallclosuresandoverhalfoftheseblockages(58%)werecausedbyinfiltrationofrootsordepositionofgrease.
Posted Warnings Due to Bacteriological Standards Violations
• TotalBeachMileDayspostedduetobacteriologicalstandardsviolationsduringtheAB411period(April1toOctober31)wereatrecordlowsin2013(34.6)and2014(35.4).Therecordlowsare81%belowtheaverage182.5daysduringthe15-yearperiodfrom2000through2014.
• In2013and2014,thenumberofBeachMileDaysforpostedwarningsatDohenyStateBeachfelldramaticallyto1.8and1.1,respectively.Thisrepresentsa98%reductionfromthe15-yearaverageforBeachMileDayspostedattheselocationsduetobacteriologicalstandardsviolations.
• Startingin2012,thetotalaverageofposteddaysatDohenyBeachduetobacteriologicalstandardsviolationsfelltoarecordlow19daysduringthelastAB411period(April1toOctober31).Thisrepresentsan88%reductionfromthe15-yearaverageof157posteddays.
• Duringthe2014AB411period(April1toOctober31),PocheBeachwaspostedwithwarningsignsfor3daysduetobacteriologicalstandardsviolations.Thisrepresentsa97%reductionfromthe15-yearaverageof116posteddays.

AspartoftheCountyofOrangeHealthCareAgency,theEnvironmentalHealthOceanWaterProtectionProgramisresponsibleforprotectingthepublicfromexposuretooceanandbaywatersthatmaybecontaminatedwithsewageormaycauseillnessalongOrangeCounty’s42milesofopenoceancoastlineand70milesofharborandbayfrontage.Oceanandbaywatersusedforbody-contactrecreationalactivitiessuchasswimming,surfinganddivingmustmeetspecificbacteriologicalwaterqualitystandardstobeconsideredsafeforsuchpurposes.
In2014,theHealthCareAgency(HCA),theOrangeCountySanitationDistrict(OCSD),theSouthOrangeCountyWastewaterAuthority(SOCWA)andOCPublicWorks(OCPW)cooperativelytestedthecoastalwatersinOrangeCountyforbacteriathatindicatedthepossiblepresenceofdisease-causingorganisms.StafffromHCA’sOceanWaterProtectionProgram,OCSD,SOCWAandOCPWparticipatedintheweeklycollectionofwatersamplesat126ocean,harborandbaymonitoringlocationsthroughoutcoastalOrangeCounty.Lastyear,over7700ocean,harbor,andbaywatersampleswerecollectedandapproximately23,121analyseswereperformedtodeterminetheresultsforthreeindicatorbacteriausedforcompliancepurposes(i.e.,totalcoliform,fecalcoliformandenterococcus).
TheOceanWaterProtectionProgramstaffreviewthebacteriologicalsampleresultsdailyandwillissueocean,harborandbaywaterclosures,postingsandhealthadvisoriesundertherequirementsstipulatedbytheCaliforniaHealthandSafetyCodeandTitle

In1998,AB411(Wayne)waschapteredintolawandaddedSections115880-115915totheCaliforniaHealthandSafetyCode.Thelawauthorizedthecreationofbacteriologicaloceanwaterqualitystandardsthatareconsideredprotectiveofpublichealth(CaliforniaCodeofRegulationsSections7956-7962).
Thestandardsareinformallycalled“AB411standards”andincludethefollowing:
• Requiredtestingofthewatersadjacenttoalloceanandbaypublicbeachesfortotalcoliforms,fecalcoliformsandenterococcibacteriathatmayindicatethepresenceofpossibledisease-causingbacteria,virusesorprotozoa.
• RequiredmaintenanceandupdatesoftheOcean,HarborandBayPostingandClosureHotline.
• Establishedsinglesamplestandardsfortotalcoliforms,fecalcoliformsandenterococcibacteriawhichshallnotexceed:
•TotalColiforms:10,000organismsper100millilitersample.
•FecalColiforms:400organismsper100millilitersample.
•Enterococci:104organismsper100millilitersample.
•FecalColiformtoTotalColiformratio:>1,000totalcoliformsifratioexceeds0.1.
• Established30-daygeometricmeanstandards(offiveweeklysamples)fortotalcoliforms,fecalcoliformsandenterococcibacteriawhichshallnotexceed:
•TotalColiforms:1,000organismsper100millilitersample.
•FecalColiforms:200organismsper100millilitersample.
•Enterococci:35organismsper100millilitersample.
• Whenanywatersadjacenttoapublicbeachfailtomeetanyofthestandardsdescribedabove,thelocalhealthofficershallpostsignsonthebeachtorestrictaccesstotheaffectedwaters.
• WeeklytestingisrequiredfromApril1toOctober31ifthefollowingapplies:
•Thebeachisvisitedbymorethan50,000peopleannually.
•Thebeachislocatedinanareaadjacenttoastormdrainthatflowsinthesummer.
• Inthecaseofaknownreleaseofsewageintooceanorbaywatersadjacenttoapublicbeach,thelocalhealthofficerisrequiredto:
•Immediatelyclosetheaffectedoceanorbaywatersuntilthesourceofthesewageiseliminated.
•Collectbacterialsamplesfromtheaffectedwaters.
•Continuetheclosureuntiltestingresultsofwatersamplesmeettheestablishedstandards.

Contaminatedrunoffanduntreatedsewagereleasedintooceanandbaywatersmayresultinswimmerexposuretopathogenicbacteria,virusesorprotozoa.Thesedisease-causingmicroorganismsmaybepresentatornearthesiteswheredischargesenterthewater.

Membrane Filtration (MF)
TheMembraneFiltrationmethodinvolvesfilteringwaterthroughaporousmembranetoconcentrateortrapbacteriafromthewatersampleonthefiltersurface.Themembranefilterisplacedontoaculturemediumdesignedtoencouragethegrowthofthetargetindicator.Thefilterisincubatedfor22–24hourstoallowthebacterialcellstomultiplyintovisiblecolonies.Theoretically,eachbacterialcell(orclumpofcells)producesasinglecolonyonthemembrane.

Indicator Bacteria Testing Methods
Allofthemethodsareculturebased,whichmeansthattheindicatorbacteriapresentinwatermustbeallowedtogrowinordertobedetected.Differencesbetweenthemethodsincludehowthebacteriaaredetectedandcounted,howsoontheresultsbecomeknown,andcost.Eachmethodhasitsadvantagesanddisadvantages.Mostofthelimitationsdependonfactorssuchastheothertypesofconstituentsinthewateranddensityofbacteriapresent,andallrequireatleastan18-hourincubationperiod.ThefollowingisabriefsummaryoftheMembraneFiltrationmethod,themethodusedbytheCountyofOrangeHealthCareAgency/PublicHealthLaboratory,theSouthOrangeCountyWastewaterAuthorityLaboratoryandtheOrangeCountySanitationDistrictLaboratoryfortheanalysesoftotalcoliforms,fecalcoliformsandenterococciinoceanandbaywaters.DetaileddescriptionsfortheMembraneFiltration(MF),Multiple-TubeFermentation(MTF),Colilert®andEnterolert®methodsareavailableinthelatesteditionofStandard Methods for the Examination of Water and Wastewater.
Thecoloniesareviewedundera10Xmagnifyinglensanddistinguishedfromnon-targetbacteriabasedonthetype,sizeandcolorofthecolonies.Targetbacteriaareindicatedbypigmentproductionresultingfrombacterialenzymaticreactionstospecificsubstrates.Thenumberofcoloniespresentin100millilitersofwater,alsoknownas“ColonyFormingUnits”(CFUs),iscountedandtheconcentrationoforganismsintheoriginalsampleiscalculated.
Thedetectionandenumerationofdisease-causingorganisms(pathogens)identifiedwithwaterborneillnessisdifficult,time-consumingandcostly.Thus,mostwaterqualitylaboratoriesarerequiredtotestforfecalindicatorbacteria(i.e.,totalcoliforms,fecalcoliformsandenterococci)asameanstoascertainthelikelihoodthathumanpathogensmaybepresentinrecreationalwaters.Fecalindicatorbacterianormallyoccurintheintestinesofallwarm-bloodedanimals,areexcretedinhighnumbersinfeces,butcanalsobefoundinsoilanddecayingvegetation.Sincethereisnoidealindicatorgroup,testingisdoneformorethanoneindicator.TotalcoliformsareabroadgroupoforganismsthatincludefecalcoliformbacteriaaswellasE. coli.Theenterococcigrouphasbeendeterminedtobeagoodindicatorofwater-contactassociatedgastroenteritis.Themethodsmostcommonlyusedtodetectfecalindicatorbacteriainwaterinclude:

PublicnotificationandriskcommunicationisacriticalcomponentoftheOceanWaterProtectionProgram.Publicawarenessandenhancingthecapacityforinformedpersonalchoiceareimportantfactorsinensuringpublichealthprotectionsareprovidedtorecreationalwaterusers.TheOceanWaterProtectionProgramhasestablishedandmaintainsanintegratedmanagementsystemtoinformthepublicofthepotentialhealthrisksassociatedwithwatercontactactivitiesincoastalrecreationalwatersthatdonotmeetapplicablewaterqualitystandards.Multiplecommunicationmeasuresarepromptlytakentonotifythepublicwhenocean,harbororbaywaterareasdonotmeetorareexpectednottomeetAB411OceanWater-ContactSportsStandards.TheOceanWaterProtectionProgramimplementsthefollowingtypesofpublicnotificationmeasurestocommunicateinformationregardingbeachwaterqualityandtoprotectthehealthofbeachusers:
• Beach Signs–Signsarepostedtonotifybeachusersofthecurrentstatusoftheocean,harbororbaywaterarea.Postedbeachsignsarelocatedwheretheyaremostlikelytobenoticedbybeachusersandprovideavisualnoticeatthepointofoceanwateraccess.

Theterm“BeachMileDays”isusedtorepresentthemeasurementofthenumberofdaysandthelinearareaofocean,harbororbayfrontwatersthatareclosedduetoasewagespillorpostedforaviolationoftheAB411OceanWater-ContactSportsStandards.
BeachMileDays(BMD)arecalculatedbymultiplyingthenumberofdaysofaclosureorpostingbythenumberofmilesofbeachclosedorposted:
(NumberofDays) x (MilesofBeachClosed/Posted) = BeachMileDays
Forexample,ifasewagespillresultedintheclosureof½mileofbeachfor7daysthen:
(7days) x (0.5milesofbeachclosed) = 3.5BeachMileDaysofclosure
Anotherexample,if300feetofbeachispostedforaviolationoftheAB411OceanWater-ContactSportsStandardsfor5consecutivedays,then:

UsingBMDasameasurementofoceanandbaywateravailabilityismoremeaningfulthanusingthenumberofincidencesorthenumberofdayssinceBMDtakeintoaccountboththelengthofbeachandnumberofdaysforaclosureorposting.TheStateofCaliforniaWaterResourcesControlBoardandallCaliforniacoastalcountiesuseBMDforreportingclosuresandpostingswhichprovidesastandardizedmeasurementthatallowscomparisonofdifferentareas(beachtobeachorcountytocounty)andtheassessmentofclosureandpostingtrendsovertime.

SEWAGE WASTE DISCHARGES
Sewagewastedischargescommonlyknownas“sewagespills”occurwhenwastewaterbeingtransportedviaundergroundpipesoverflowsthroughamanhole,clean-outdrainorbrokenpipe.Sewagespillscancausehealthhazards,damagetohomesandbusinessesandthreatentheenvironment,localwaterwaysandbeaches.Untreatedsewagehashighlevelsofdisease-causingbacteriaandviruses.OrangeCountyHealthCareAgency/EnvironmentalHealthisresponsibleforprotectingpublichealthbyclosingocean,harborandbaywaterareasaffectedbysewagespillsandwillclosefood-serviceestablishmentsifasewagespillposesathreattopublichealth.
Common Causes of Sewage Spills:
Greasebuildsupinsideandeventuallyblockssewerpipes.Greasegetsintothesewerfromfoodestablishments,householddrains,aswellasfrompoorlymaintainedcommercialgreasetrapsandinterceptors.
Infrastructure problemscausedbytreerootsinthelines,broken/crackedpipes,missingorbroken
cleanoutcaps,orundersizedsewerscancauseblockages.
Infiltration and inflowimpactspipecapacityandiscausedwhengroundwaterorrainwaterentersthesewersystemthroughpipedefectsandillegalconnections.
Localandstateagencieshavelegaljurisdictionandenforcementauthoritytoensuresewagespillsareremediated.Allowingsewagetodischargefromahome,businessorpublicpropertymaysubjecttheresponsiblepartytopenaltiesand/orout-of-pocketcoststoreimburselocalandstateagenciesforclean-upeffortsandfornotreportingthesewagespill.AsmandatedbytheCaliforniaHealthandSafetyCode,anypersonwhocausesorpermitsasewagedischargetoanystatewatersmustimmediately notifythelocalhealthagencyofthedischarge.

WhenaknownreleaseofsewageisreportedtotheOceanWaterProtectionProgram,theoceanorbaywaterareasthatmaybeaffectedbythesewagedischargeareimmediatelyclosedtowater-contactrecreationalactivities.Theclosureareaisbasedonmanyfactorsincludingtypeofsewage(e.g.,untreated,secondarytreated,etc.),volumeofspill,locationofspill,oceancurrentsandtides,historicalsewagespillsintheareaandotherpertinentinformation.Aftertheinitialclosureareaisestablished,theappropriateagenciesarenotified,theareaispostedwithclosuresigns,apressreleaseisissued,theOcean,HarborandBayWaterClosure&PostingTelephoneHotlineandWebPageareupdatedwiththebeachclosureinformation,anddailybacterialsamplingoftheaffectedareaisinitiated.
TheclosedoceanorbaywaterareawillbereopenedorreducedinsizewhenthecontaminationsourcehasbeeneliminatedandaftertwodailyconsecutivesamplingresultsindicatetheaffectedareameetstheAB411OceanWater-ContactSportsStandards.

UponimplementationoftheAB411OceanWater-ContactSportsStandardsinJulyof1999,theOceanWaterProtectionProgrambeganpostingtherequiredhealthwarningsignsatpublicbeacheswheretheocean,harbororbaywatersfailedtomeetstatemandatedrecreationalwaterqualitystandards.
FromApril1toOctober31bacteriologicalwatersamplesarecollectedaminimumofonceaweekatapproximately124ocean,harborandbaylocationsthroughoutOrangeCounty.SampleresultsarerevieweddailybytheOceanWaterProtectionProgramtodeterminecompliancewiththesevenAB411bacteriologicalstandardsestablishedbytheStateofCalifornia.EachyeartheOceanWaterProtectionProgramwillreviewbacteriologicalresultsofapproximately5,200ocean,harborandbaywatersamplescollectedfromApril1toOctober31.
WhenabacteriologicalwatersamplefailstomeetanAB411OceanWater-ContactSportsStandard,thefollowingactionsaretaken:

Duringandafterasignificantrainstormevent,stormdrains,creeksandriverscarryfloodwaterswithurbanrunoffintolocalocean,harborandbaywaters.Urbanrunoffmayincludefertilizers,roadoils,litterandlargeamountsofbacteriafromavarietyofsources,suchasanimalwasteanddecomposingvegetation.
Thelevelsofbacteriacanrisesignificantlyinoceanandbaywatersclosetodischargingstormdrainsandoutletsofcreeks,riversandstreamsduringandafterrainstorms.Toensurethatpublichealthandsafetyisprotected,theOceanWaterProtectionProgramstaffadvisesagainstbody-contactrecreationaluseofocean,harbororbaywaterswheretheremaybecontaminationduetostormwatercarryingurbanrunoff.Theelevatedbacteriallevelsinocean,harborandbaywatersmaycontinueforaperiodofatleastthreedaysdependingontheintensityoftherainandthevolumeofrunoff.
