Will the Minister for Water Resources be pleased to state:

(a) the time by which Diamer Bhasha Dam will become operational;and

(b) the new dams being constructed in the country present?

Minister for Water Resources (Syed Javed Ali Shah): (a)Construction of main dam could not be started as yet due to non­arrangement offinances. However, land acquisition, construction of infrastructure / preliminaryworks, i.e. project colony at Thor Valley, Composite Model Village­II at HarpanDas are in process.

In order to prepare financing strategy for the project, a Committee hasbeen  constituted by  Ministry  of Water  and  Power, which  will  submit  itsrecommendations to the Cabinet Committee on Energy for approval. The projecthas been bifurcated into two parts i.e. Dam Part and Power Generation Part.

In this regard, PC­I of Dam Part has been submitted to the PlanningCommission on 24­03­2107. PC­I for implementation of Power Generation Partof the project will be submitted by the year 2020 after making progress onconstruction of dam.

As per timeline given in PC­I (Dam Part), the dam will be operational inabout 10 years after commencement of works related to construction of dam.

(a) whether it is a fact that the Neelam-Jhelum Hydro Power Plant/Project has not been completed due to non-availability of funds;if so, the name of authority that is responsible therefor; and

(b) the time by which funds will be provided for the said project?

Minister for Water Resources (Syed Javed Ali Shah): (a) It is a factthat non­availability of  timely  funds  remained major  cause  for delay  incommencement and completion of Neelum Jhelum Hydro­electric Plant. Due tonon­availability of funds, Project commencement was delayed to late 2008though without financial close. WAPDA commenced work on the project afterprovision of Rs. 5.2 Billion Cash Development Loan with an arrangement ofNeelum Jhelum Surcharge from Govt. of Pakistan. Government of Pakistanproceeded on arranging foreign and local  loans from December 2009 toDecember 2016. No lender was ready to finance NJHEP except the MiddleEastern Lenders. Later, with the concerted efforts of EAD, Exim Bank Chinaalso agreed initially with financing of US $ 448 Million in January 2014 andsubsequently second loan of US $ 576 Million in February 2017. The pace ofwork thus remained slow on the project due to non­provision of funds in a timelymanner.

Nobody can be held responsible as Govt. of Pakistan, WAPDA andNJHPC made their best efforts for arrangement of funds from different quartersfor the Project.

(b) Due to increase in cost with the passage of time, the financial close isstill not achieved despite the latest arrangement of funds of Sukuk of Rs. 100Billion and Exim Bank loan of US $ 576 Million by Govt. of Pakistan.

(a) the detail of agricultural subsidies given since 01-01-2013; and

(b) whether the subsidies given under the Prime Minister’s  KissanPackage are the same as announced in the Budget?

Minister for National Food Security and Research (Mr. SikandarHayat Khan Bosan): (a) FY. 2013-14

No subsidy/incentive for agriculture, was announced in FY. 2013­14.

FY. 2014-15

A subsidy of Rs. 14 billion on fertilizers was announced but due to nonexistence of the mechanism the subsidy did not materialize.

FY. 2015-16

A subsidy of Rs. 20 billion on phosphatic fertilizers was announced in the“Kissan Package”. Additionally, a cash subsidy of Rs. 5000/­ acre for cotton andrice growers having land holding of 12.5 acres was also provided. This schemewas only implemented by Punjab.

F-Y. 2016-17

A subsidy of 27.96 billion was allocated for DAP and Urea fertilizers.The subsidy included an amount of Rs. 17.16 billion for Urea and Rs. 10.80billion for DAP and other Phosphatic fertilizers. However; the amount has beenincreased to Rs. 39 billion approximately.

FY. 2017-18

The Federal Government has decided to provide the cash subsidy ofRs. 100/­ per 50 kg bag and  the price of Urea shall be maintained up  to

Rs.1, 400/­ per bag in the FY 2017­18.  Additionally, sales tax has been reducedfrom 17% to 5% for all fertilizers.

(a) the  prescribed  criteria for categorization  of  medicinesunder over-the-counter drugs and alternative medicines; and

(b) whether these drugs need prescription of medical practitioners?

Minister for National Health Services, Regulations andCoordination (Mrs. Saira Afzal Tarar): (a) Alternative Medicines and HealthProducts were brought into Regulatory Framework after the promulgation of theDRAP Act 2012 dated 12­11­2012. Alternative Medicines and Health Productsare defined under the DRAP Act 2012 as below:

“Alternative Medicine” means a product used exclusively inHomeopathic, Unani, Ayurvedic, Biochemic, Chinese or othertraditional system of treatment;

“Health & OTC Products (non-drugs)” include probiotics anddisinfectant, nutritional products, food supplements, baby milk andfoods, medicated cosmetics, medicated soaps and medicatedshampoos;

Alternative Medicines and Health Products (Enlistment) Rules Alternativemedicines and Health Products have been defined as below:

“Alternative Medicine” means medicinal products which include,indigenous or unani medicine, imported medicinal product,homeopathic medicines, new medicines, herbal preparation, herbalsubstance, proprietary medicines, herbal medicinal, product,phyto-medicines or any other product meant for therapeutic orpreventive use which have been derived from plant, animal ormineral ingredients alone or their combinations but does notcontain chemically defined synthetic ingredients;

“Health products” means health and OTC products (non-drugs)as defined in the DRAP Act and include pro-biotic, pre-biotic,disinfectants, food supplements, nutritional products, baby milkand foods, medicated cosmetics, medicated soaps, medicatedshampoos, medicated plasters and derma-care products or any otherproduct which may be notified in official gazette by DRAP asHealth and OTC Products;

(b) There are separate prescribed definitions for Alternative Medicinesand Health Products under the DRAP Act 2012 and Alternative Medicine andHealth Product (Enlistment) Rules 2014. All the Health Products are over thecounter (OTC) therapeutic goods used for symptomatic treatment or personalwellness and does not require prescription from the healthcare professional orpractitioner. As far as Alternative medicines are concerned these belong todifferent systems of treatment and require the prescription from the healthcareprofessional of relevant specialty i.e. Unani Medicines are prescribed by Hakim,Homeopathic medicine is prescribed by the Homeopathic doctors etc. However,there are some products in the Alternative Medicine which could be over thecounter therapeutic goods like Joshanda. Balms, Carmina etc. As far as therequirement of prescription is concerned it depends upon the diagnoses of diseaseand risk factors associated with the use of Alternative Medicine.

Minister for Ports and Shipping (Mir Hasil Khan Bizenjo): (a)

Karachi Port Trust (KPT):—

The International Shipping Lines imposed Port Congestion Surcharge onimport consignments arriving at Karachi port and its Terminals.

(b) Karachi Port Trust (KPT):—

The Port congestion surcharge was levied by the International ShippingLines on the plea that no adequate space is available to accommodate the freshcontainers / cargo vessels at the port.

(c) The collection of surcharge is not concerned with the KPT, PQAand GPA. It is in between private consignees / their Clearing Agents and theShipping Companies, hence, the collection state cannot be made available.

65. *Ms. Musarat Rafique Mahesar: (Transferred from 45th Session.)

Will  the  Minister  for  National Health  Services,  Regulations  andCoordination be pleased to state:

(a) the number of counterfeit/spurious medicines confiscated duringthe last three years;

(b) the total number of illegal drug outlets closed during the saidperiod; and

(c) the steps taken against the mushrooming of counterfeit/spuriousdrugs  and  their  channeling  into  the market  during  the  saidperiod?

Federal Government is vigilant and is taking steps to provide safe,effective and quality medicines for the people of the country andsupporting the Provincial Governments for eradicating the spuriousdrugs.

To ensure the safe, effective and quality medicines to the public,Federal  and Provincial  Governments drew  samples  from  themanufacturer premises. public and private hospitals. nursing homes,private clinics. pharmacies. medical stores, distributors, primarysecondary and tertiary health settings etc.

The year wise number of cases related to spurious drugs in fouryears arc as under:

Federal and Provincial Drug Testing Laboratories tested,’ analysed41997 samples from Jan­2017 to June­2017. Among them, 49(0.11%) samples were declared as spurious cases.

During  the  year  2016,  Federal  and  Provincial  Drug TestingLaboratories  tested/  analysed  74,031  samples. Among  them,97(0.13%) samples were declared as spurious cases.

During  the  year  2(  15.  Federal  and  Provincial Drug TestingLaboratories tested/ analysed 43,933 samples. Among them, 252(0.57%) samples were declared as spurious cases.

During the period of 2015 to 2017, 8229 cases were launched indrug courts against violation of DRAP Act, 2012 and the DrugsAct, 1976 including manufacturers retailers, whole sellers etc.,throughout the country. 4835 cases were decided and more thanRs. 198 million were fined to accused persons.

978 FIRs were registered in violation of DRAP Act, 2012, the drugsact, 1976 and the rules framed thereunder.

(b) From Jan 2015 to June 2017, 8840 premises/shops were sealed ongrounds of unregistered, illegal, spurious, counterfeit, and other violations of DRAPAct, 2012 and the Drugs Act, 1976.

(c) Steps taken by the Government:

In the high level inter­ministerial meeting of Health held on 20thDecember, 2016, the Honorable Federal Minister for Ministry ofNational Health . Services, Regulations & Coordination, Ms. SairaAfzal Tarar directed to accelerate the crackdown against spuriousdrugs.

Drug Regulatory Authority of Pakistan (DRAP) has conducted thecampaigns  of  3  months  (March­2017  to  May­2017)  againstspurious drugs in the country in collaboration with provinces andFIA, where cases were launched and stocks were seized.

Currently, another campaign (Aug 2017­ Oct 2017) is ongoing againstspurious drugs in the country in collaboration with provinces andsecurity agencies.

2D barcode system to be printed on pharmaceutical products hasbeen notified to support the eradication of the menace of spuriousdrugs.

DRAP cancelled/suspended the registration of 48 drugs from 2015.

Several  successful  raids  were  conducted  by  DRAP  team  incollaboration with FIA. The details of raids from 2015 to 2016 isattached as annex A.

Minister for National Health Services, Regulations andCoordination (Mrs. Saira Afzal Tarar):

Availability of High Quality of Medicines:

I. The built in quality of medicine is ensured by granting registration byconsidering the necessary parameters like safety, efficacy etc. So atfirst instant the people of Pakistan are safe if they utilize registeredmedicine duly approved by the competent board named registrationboard.

II. The Central Drug Testing Laboratory of Drug Regulatory Authorityof Pakistan (DRAP) is under progress for WHO Pre Qualification.QMS level I&,II have been achieved. Similarly proficiency testingby WHO has been conducted too some renovation activities areunder way as  recommended  in  the pre audit. This WHO prequalification will help to ensure high quality medicines in the countryand will also support Pharmaceuticals export. By the end of this yearWHO audit is expected or maximum by first quarter of next year.

III. The efforts are made to ensure for the availability of registeredmedicines and eradication of unregistered medicines in Pakistan forthe safety of people. Different surveys/inspections/raids are beingconducted from time to time to ensure the availability of medicines inthe country by the DRAP team.

IV. To ensure the warranted quality medicines the DRAP has notifiedthe 2D bar code system.

V. For the removal of illegal and spurious medicines DRAP launchestime to time campaigns.

VI. The DRAP with deep concern for the availability of quality medicinesis in liason with all provincial governments and agencies like FIAwhich participate in the campaigns and mission of DRAP for theavailability of safe, effective and quality approved medicines.

VII. Brief report on Action taken by DRAP to ensure qualitymedicines.

During the period of 2015 to 2017, 8229 cases were launchedin drug courts against violation of DRAP Act, 2012 and theDrugs Act, 1976 including manufacturers, retailers, whole sellersetc, throughout the country. 4835 cases were decided and morethan Rs. 198 million were fined on accused persons.

978 FIRS were registered in violation of DRAP Act, 2012, thedrugs act, 1976 and the rules framed thereunder.

From Jan 2015 to June 2017, 8840 premises/shops weresealed on grounds of unregistered, illegal, spurious, counterfeit,and other violations of DRAP Act, 2012 and the Drugs Act,1976.

The percentage of available spurious medicine has progressivelydeclined by the efforts of DRAP as evident from the approveddrug testing laboratories reports which during the period of2015­2017  analysed 159961  samples out  of which  only(0.24%) were spurious, with year wise decline in 2015, 2016and 2017 as 0.57%, 0.13% and 0.11%.

VIII. The DRAP, on its part, make utmost efforts to ensure that noregistered drugs should be of short supply. However, due to limitedmanpower and other resources, sometime it is difficult to regularlymake extensive market survey to assess availability of drugs.Nevertheless, the authority always keeps vigilant on availability ofdrugs in general, particularly the drugs used in life threatening situationsand take prompt actions, wherever there is any risk of shortages.

IX. Generally, it is the responsibility of manufacturer/importer to ensureavailability of the drugs in the market and in case the manufacturer/importer foresee shortage of any drugs for the reason beyond itscontrol, the matter has to be considering by DRAP in consultationwith concerned firm find out possible solutions for ensuring availabilityof the drug in question.

X. in number of cases, the reason for shortage is low prices, making itcommercially unfeasible to market these products. In number of suchcases, the Drug Pricing Committee has recommended increase inprices and the notification in this regard will be issued shortly afterthe approval of Federal Government.

Xl. Similarly, the Drugs having controlled substances like Ephedrine,Pseudoephedrine, quota allocation process is facilitated. Efforts arealso made to have more than one manufacturer / importer for the lifesaving drugs, so that supply problem form one source can be coveredby the alternate sources.

XII. Moreover, local manufacturers are also encouraged and facilitatefor getting registration of such drugs in order to avoid dependenceon one source.

XIII. Sometimes there are genuine reasons like international shortage etc.Normally, in such cases the approach is to resolve the problem, inorder to make the drug available to the patients. However, the DRAPis always vigilant to avoid any un­justified shortages of the drug onthe part of manufacturer / importer. Explanations of the manufacturersare also issued on reports of shortages of drugs.

Availability Of High Quality Of Surgical Items and stents:

Following steps have been taken by the Government to ensure availabilityof high quality of surgical items and stents for patients in the country:—

I. Before promulgation of Drug Regulatory Authority of Pakistan Act,2012, the Federal Government vide various SROs declared certainmedical devices like disposable syringes, disposable infusion sets,blood transfusion sets, cannula, catheter, stent, auto­disable syringeand butterfly needles as drugs under Drugs Act, 1976 and werebeing regulated accordingly.

II. Under Drug Regulatory Authority of Pakistan Act, 2012, the DrugRegulatory Authority of Pakistan (DRAP) promulgated MedicalDevices Rules, 2015 on 9th March, 2015 for phase wise regulationsof all classes of medical devices including surgical items and stents.

III. Thereafter, on the directions of the Honorable Supreme Court ofPakistan in Human Rights Case No. 623­P/2017 regarding stentissue, the Federal Government has issued SRO. 167(1)/2017 dated15th March, 2017 to regulate 134 life saving medical devicesincluding cardiac stents for legalizing the import, sale and usage ofthese medical devices, if these are approved for use and sale by

regulatory authorities of USA, Japan, Australia, Canada, Austria,Belgium, Denmark, France, Germany, Ireland, Italy, Netherland,Norway, Spain, Sweden, Switzerland, UK or CE mark by EuropeanUnion Notified bodies. At present cardiac stents are being regulatedunder this SRO.

IV. Medical devices provided in SRO. 167(1)/2017 including stents shallnot be imported, sold or used in Pakistan except from above sourcesas mentioned above.

V. Application forms for grant of Provisional Establishment Certificateand for Provisional Registration of a medical device for import havebeen devised and uploaded on the official website of DRAP andwidely publicized in the print media.

VI. Medical Devices Rules, 2015 have been reviewed in order to makethem implementable. Amendments in Medical Devices Rules, 2015namely Medical Devices Rules, 2017 have been drafted which wereapproved by the Authority in its 48th meeting held on 21st June,2017. The rules are under process of approval by the FederalGovernment. All medical device including surgical items and stentsshall then be regulated according to these new rules.

VII. DRAP has also launched and activated the first IT based NationalRegistry for cardiac stents which shall provide a mechanism formanufacturers / importers and Catt Laboratories. It is compulsoryto enter the data of manufacturing / importation and utilization ofcardiac stents in National Registry. Under the aforesaid SRO, allCatt Labs are required to be registered with the Pakistan Society ofInterventional Cardiology (PSIC).

Minister for National Health Services, Regulations andCoordination (Mrs. Saira Afzal Tarar): To define the role and responsibilitiesof  the  Federal  Ministry  of  National  Health  Services,  Regulations  andCoordination  (NHSR&C),  Islamabad  after  18th Amendments  in  theConstitution of Pakistan, a meeting was held in the M/o NHSR&C, Islamabadon  22­23  November,  2013  participated  by  all  national  and  provincialstakeholders wherein all the participants Federal and Provincial agreed thatthe mandate of the Ministry of NHSR&C, Islamabad is well acknowledgedand accepted that includes formulation of a National Health Vision, settingService Delivery Standards, regulation of quality and performance of healthservices including pharmaceutical regulation, inter­provincial coordination, andcompilation and sharing of information on the status of health service, programsand outcomes.

With regard to performance of the Federal Government in the field ofhealth, it is stated that:

The Federal Ministry of NHSR&C has developed National Visionfor Health (2016­2025) in consultation with provincial and regionalgovernments which outlines key priorities under eight thematic areas,to be followed by provincial government for strengthening of thehealth sector and provision of quality care.

Similarly, another important vision document on Reproductive,Maternal, Newborn, Child and Adolescent Health and Nutrition(RMNCAH&N) was developed with mutual consultation, focusingon improving the services and providing financial resources byprovincial governments for quality care.

In  order  to  achieve  universal  health  coverage  under  SDGs,Government has initiated Prime Minister Health Program to provideaccess to quality healthcare services to poor population all over thecountry in a phased manner.

Ministry is also strengthening its regulatory bodies i.e. DRAP,PM&DC, PNC to improve the quality and standard of medicaleducation in the country as well as regulation of pharmaceutical sectorin provision of quality medicine at lowest price.

Conductedonce every 2 years, the JPRM is a process of generating consensus basedprioritization of activities through mutual consultations between WHO, ProvincialHealth departments and M/o NHSRC. This prioritization is also linked tointernational commitments of the GoP as well as current prioritizations from highlevel forums such as World Health Assembly (WHA) and other such global prioritysetting bodies including requirements of the Sustainable Development Goals (SUGs)

The details of the funds allocated to Pakistan for the period under questionhave been elicited from the WHO Country office as well as their utilization statusis at (Annex-I).

(b) The budget is utilized in various technical areas which are agreedwith all provincial and regional governments. Furthermore, the budget utilizationfor the period 2016-2017 is ongoing and the figures listed under this head reflectutilization till the 3rd quarter of 2017. This will be updated on completion of thecurrent 2 year cycle.

In March, 2015,the Drug Pricing Policy 2015 was notified after approvalby the Federal Government and Economic Coordination Committee of the Cabinetand in consultation with the Pakistan Pharmaceutical Manufacturers Association(PPMA), Pharma Bureau (PB) and Pakistan Chemists and Druggists Association(PCDA) & public sector stakeholders namely Ministries of Finance, Industries &Commerce and Board of Investment.Salient features of this Policy are as under:

i. Prices of Originator Brands are fixed on the basis of reference priceof the same brand in India & Bangladesh.if new drug is not availablein these countries price shall be fixed at lowest level of the developingcountries which regulate drugs prices or whole sale prices in UK,Australia, New Zealand.

ii. Prices of generics are fixed 30% less than the originator brand ofnew drug which will provide economic option to patients in Pakistan.

Minister for Housing and Works (Mr. Akram Khan Durrani): (a)The membership drive phase-I for registration of FG Employees for allotmentwas launched in 2009 whereas process of issuance of Consent Letters commencedin April, 2015. The said project was delayed due to following reasons:

The Honorable Supreme Court of Pakistan took Suo-Moto Noticeon purchase of land in June 2009 and the case was disposed on27-02-2013. The Supreme Court order that no escalation in, theproject cost any ground be allowed.

M/s Green Tree did not honor its obligation as per agreement anddid not undertake preliminary development work of the area. Insteadit took stay order from Islamabad High Court and the matter remainedsubjudice in Islamabad High Court since 2014.

The issue of payment to M/s Green Tree has also been resolved withthe help of NAB and Housing Foundation has made payment of Rs.68 crore to M/s Green Tree through NAB to start developmentwork

With the intervention of NAB Authority, an addendum is being finalizedwith M/s Green Tree. Therefore, it is expected that developmentwork will be started soon.

(b) Yes.

(c) The Housing Foundation has taken various steps in order to settleoutstanding issues:—

Series of meetings have been held with M/s Green tree to removebottleneck.

NAB has been taken on board and requested to intervene in thework as an arbitrator.

Payment of Rs. 680 million has been made through NAB for start ofdevelopment work.

(c) List of 415 essential medicines as per National Essential MedicineList (NEML) is at Annex-C. Most of the essential drugs are manufactured locallyin Pakistan.

Will the Minister for National Health Services, Regulations andCoordination be pleased to state the steps being taken by theGovernment to control the increasing prices of medicines and tocontrol the doctors of the Federal Government hospitals who lodgeprotest nowadays?

Minister for National Services Regulations and Coordination(Mrs. Saira Afzal Tarar): The following steps have been taken by the FederalGovernment to control prices of registered medicines in the market at approved rates:

I. Regulation imposed:

In March, 2015, Drug Regulatory Authority of Pakistan, with theapproval of Federal Government. and Economic CoordinationCommittee of the Cabinet, notified a Drug Pricing Policy -2015

II. Freeze on prices of drugs

Prices of medicines were kept frozen till June, 2016 except drugsunder hardship category which have become non-viable to market.

III. Annual increase in prices of drugs

After July, 2016, annual increase in prices of drugs have beenrestricted to 50% of Consumer Price Index (CPI) in case of scheduleddrugs, 70% to 50% of CPI in case of non-scheduled drugs andequal to CPI of lower priced drugs.

IV. Market surveys

DRAP field offices have been advised to be vigilant, conduct market surveysand take actions against the companies if found overcharging of drugs.

V. Encouragement of production of generics

i. Manufacturing of generic drugs is being encouraged andfacilitated, as by and large the generic products are cheaperthan the branded drugs. Priority and all facilitations are beinggiven to the manufacturers of generic drugs and to make theirinvestment fruitful in the shortest possible time. For that purpose,meetings of the various boards are being held frequently.

ii. Priority is also being given to grant registration to new licenses/new sections to increase production of drugs which increasecompetition in the market which in turn results in the reductionof prices of drugs.

VI. Coordination with provincial health authorities to monitorprices in the market

Under Section 6 of the Drugs Act, 1976, the storage and sale ofdrugs in the market is regulated by the Provincial Governments,therefore, DRAP has advised the Provincial Health Authorities totake action under the law against the companies who increase pricesof drugs more than approved prices.

VII. Vacation of courts restraining orders

During the last year, 30 out of 700 pharmaceutical companiesincreased prices of 463 out of around 70,000 registered drugs withoutapproval of the Federal Government after managing to obtainrestraining orders by these firms and their associations by misleadingthe Sindh High Court at Karachi.

DRAP and the Federal Government are vehemently contesting thesecases with the assistance of the office of the Attorney General of Pakistan.

After completion of arguments / counter arguments from both sides,single bench of the Honorable Sindh High Court. Karachi passedthe judgment on 19-12-2016.

Against these orders, the companies filed intra-court appeals andhave again obtained restraining order from the double bench of the

To control doctors of the Federal Government hospitals who lodge protestnowadays is not under jurisdiction of this Ministry, therefore, if deemed appropriate,this part of question may be referred to the concerned Ministry.

According to this package, Secretaries /BS-22 officers are entitled for allotment of an additional plot on payment in additionto the plot being given to them through FGEHF’s regular scheme. The eligibilitycriteria of the scheme were devised by the M/o Interior and communicated to theFGEHF wide its letter U.O. No. 1/7/2006-SECY(I) dated 01-08-2006, accordingto which the period of re-employment as the Federal Secretary/ Secretary General /Special Secretary was counted toward eligibility tenure of one year Annex-B.

Regulation of sale of Drugs:-

“The provincial Governments shall regulate the sale of drugs in theprescribed manner and may for that purpose make such orders, and issuesuch directions to the importers, manufacturers, stockiest, retailers or otherdealers of drugs, as they may deem fit.”

In the public interest and safety, the field force of Drug Regulatory Authorityof Pakistan (DRAP) during their market survey, and investigationalinspections, do take legal actions including the expired drugs which arethen forwarded to respective provincial authorities as per Section 30 ofthe Drugs Act, 1976.

• Federal Inspector of Drug, Lahore (Mr. Ajmal Sohail Asif) inspectedM/s Ali Medicare Pharmacy situated at 03- Sultan Town, 1/2 KmRaiwind Road Lahore on 21-08-2017 and seized the expired 05drugs on form-2. The case is under process.

• The Federal Inspector of Drug-I Islamabad inspected ShifaDistribution Services at Shifa international hospital Islamabad on 15-03­2016 and seized expired 14 drugs. The case referred to ICT asper Law.

• Federal Inspector of Drug-I Lahore visited the premises of M/s BBraun Pakistan (Pvt) Ltd, 108/4 Model Town, Lahore Pakistan on16-01­2016 and seized the expired drug Aminolasma Hepa -10% .The case is under process.

Steps being taken by provinces are as under:

Balochistan

The Irrigation Department Balochistan has initiated a number of small andmedium dam projects for conservation of Surface / Flood Water flow for rechargeof ground water, agriculture development and drinking requirements in variousdistricts of the province with details as under:

• Small Dams constructed in the province : 444 Nos.

• Feasibility Study for Small and Medium Dams is being conductedthrough consultants throughout the province (18 River Basins) foridentification of 20 potential Dam sites

• Asian Development Bank is providing technical assistance toBalochistan Province for Feasibility Study of Water ResourceDevelopment Projects in two (2) Basins including Zhob River Basin

• In addition a number of Dams are being implemented through FederalPSDP

Punjab

• Irrigation Department Punjab, has established the “GroundwaterManagement Cell” Data of groundwater levels and quality is beingcollected twice in a year (pre-monsoon & post-monsoon) by thefield offices.

Sindh

Government of Sindh has taken up project of Construction of Small StorageDams and ISSO Barriers to recharge ground water for utilization foragricultural and domestic purpose.

(b) The groundwater depletion rate is varying from area to area.

Groundwater monitoring is being undertaken in irrigated areas lying withinIndus Basin. The annual groundwater depletion being quoted in the question i.e.more than 3 km is actually 3 km

3 (volume of groundwater) and is seconded here

based on study conducted by IWASRI, WAPDA (2014). Whereas for Bari Doab,it was stated that “based on groundwater levels of 2002 and 2012, it is estimatedthat 23.3 BCM (18.9 MAF) volume of groundwater has been depleted from theaquifer under Bari Doab in 10 years duration, which is equivalent to a groundwatermining of 2.33 BCM (1.89 MAF) per year”.

The figure of 2.33 BCM for Bari Doab is equivalent to 2.33 km3. Thus, it

is concluded that overall groundwater depletion in the country could be even morethan 3 km

(b) whether it is a fact that the Ministry and the Estate Office arenot processing applications of the retired/deceased employeesof the Constitutional Bodies for allotment of Governmentaccommodation under the aforesaid rule at present; if so, thejustification thereof alongwith the detail of pending applicationsof such nature with the Ministry and Estate Office at present;and

(c) the steps being taken by the Government to settle the said matterat the earliest?
