One of the highlights of Envision2030 was the focus on “Quality of Life.” The plan calls for a Quality of Life Council that represents community stakeholders to define and measure the quality of life in Cumming and Forsyth County. The Cumming-Forsyth County Quality of Life Council sets community quality of life goals and reports on a regular basis to the citizens on progress in reaching those goals. Citizens are involved in setting these goals, and hundreds turn out for the Council’s annual Quality of Life town hall meetings.

The Quality of Life Council began by seeking input from over 800 community, business and civic groups in a large, community survey. The community survey data revealed 12 areas of focus (in no particular order):• Access and Transportation• Business• Education• Public Safety • Taxes• Environment• Churches• Healthcare• Amenities• Strong Neighborhoods• Strong Families• Effective Government

The Council hopes that this report will serve as a meaningful tool for policy makers and civic leaders as they make decisions that impact the quality of life in Cumming and Forsyth County. While this report marks the beginning of a much larger and longer term process of establishing a definition for “quality of life” and measuring indicators, there are key areas of interest and opportunity today. Business: The overall local unemployment rate is lower than the national or state level and household income and per capita income levels are notably higher. Overall, education rates among adults in Cumming and Forsyth

County are among the highest in the nation. However, about 60% of employed residents commute out of Forsyth County to work and the local tax digest remains heavily weighted in residential tax payers (76%). Strong Families: Forsyth County out-performs the state in nearly every measure for healthy children and stable, self-sufficient families. Two areas for improvement were: the number of homeless students and the number of Temporary Assistance for Needy Families (TANF) recipients who are employed and remain employed when they exit the program. Healthcare: According to County Health Rankings, Forsyth County ranked 3 out 157 counties in Georgia for overall health outcomes. While we compared favorably to other communities, there were a few key areas in which we compared unfavorably: births to women ages 40-54, lung cancer, motor vehicle injuries, stroke and suicide. Education: Over half (52%) of Forsyth County residents have an associates degree or higher; 31% have a bachelor’s degree and 10% have a master’s degree. Forsyth County outperformed the state average in every testing category in every grade level recorded. The community is only slightly higher than the national average SAT scores. Access and Transportation: An area of substantial opportunity is in access and transportation. There are a total of 1,324.02 miles of roads in Cumming and Forsyth County. Only 0.006% of Forsyth County roads have bicycle-friendly shoulders and less than 0.04% have sidewalks. The average GRTA Xpress commuter bus ridership was 236 each day, less than 1% of the population, while nearly 60% of employed residents of Forsyth County commute to work. The estimated average travel time to work is 30.49 minutes. With expected continued growth of both residents and commercial enterprise, congestion on roads and highways is projected to increase. Taxes and Effective Government: The overall tax rates for Cumming and Forsyth County are the lowest of any of the neighboring communities and among peer communities (similar size and economic makeup)

in Georgia. Forsyth County and the City of Cumming both have triple A bond ratings. Public Safety: Since 2008, the overall crime rate in Forsyth County has gone down. In fact, of the seven selected crime indicators, incidents dropped in every category. The areas identified by the community survey that presented the greatest challenge identifying metrics were the areas of strong neighborhoods and churches. While the Quality of the Life Council recognizes these are areas of great importance to the community and to the overall quality of life, it also recognizes the need to be thoughtful in working with leaders in these areas to identify meaningful metrics. The data identified in this report is based upon carefully considered research and data. The Council continues to hold a goal of establishing a reliable data source for these two areas and include them in reports for future years.

In 2005, Cumming and Forsyth County undertook a two-year-long community planning process called “Envision2030.” Over 1,200 citizens at town hall style meetings across the community discussed their vision for Cumming and Forsyth County.

A group of stakeholders in the healthcare field were invited to attend a meeting where they outlined their vision for the future of healthcare in Cumming and Forsyth County. They identified measures and priorities

around availability of high quality care and care providers, community health, economic impact of the healthcare industry and future development of key healthcare “infrastructure.” According to County Health Rankings, a not for profit group dedicated to comparing health related data for communities around the nation, Forsyth County ranked 3 out 157 counties in Georgia for overall health outcomes. The Community Health Report produced by the Department of Health and Human Services compared us to 31 “peer communities” around the nation with similar size and demographics. While overall we compared very favorably to other communities, there were a few key areas in which we compared unfavorably – these included: births to women ages 40–54, lung cancer, motor vehicle injuries, stroke and suicide. The healthcare industry has a substantial impact on the local economy. While additional research should be conducted to investigate the overall economic impact of healthcare, there are data points relating to the economic impact of Northside Hospital-Forsyth.

According to the Georgia Hospital Association, Northside Hospital-Forsyth had a $390,329,609 impact in the area. Total household earnings generated an estimated $148,163,272 with nearly 2,000 jobs. As a key component of

quality of life, the economic viability of the healthcare industry and quality care are interconnected. Investigating the broader impact of healthcare in Cumming and Forsyth County will be important for future reports.

Access to high quality healthcare was a key component to the definition of “quality of life” for respondents in the community survey. This is more than a reflection of the peace of mind knowing that healthcare professionals are moments away if you need them. This is also a priority for economic reasons and is illustrative of a community that cares deeply about their own personal health and well-being.

diverse businesses in Forsyth County. One key indicator of the need for more business growth is the composition of the tax digest. Resident’s of Cumming and Forsyth County continue to pay 76% of the overall tax digest in property taxes. Another indicator is commuting patterns of residents. Nearly 60% of employed residents in Forsyth County commute outside of the community. Both indicate the overall need for greater commercial opportunity in Forsyth County.

Envision 2030 indicates that by 2030 “Cumming-Forsyth County has become a significant employment center, which means that many who live in the community can now work here.”

The focus group discussing this particular area of interest was the largest of any organized by the Quality of Life Council. There were over 75 individuals representing dozens of organizations that serve the needs of families and children in the community. There are thousands of measures to determine the health and well-being of families. With input from the focus group, the Quality of Life Council narrowed the focus to the indicators that also reflected the vision outlined by the focus group for long-term success in this interest area. Forsyth County outperforms the state rate in nearly every measure for healthy children and stable and self-sufficient families. Importantly, the rate of mothers who received prenatal care in the 1st trimester was 11% higher than the state rate. Low birth weights were 2% lower than the state, as was infant

mortality. Instances of child abuse were 7% lower than in the rest of the state. Two important areas for improvement were identified from this data. The first was the number of homeless students as defined by the McKinney-Vento Homeless Education Act. While this number is less than 1% of the total public school enrollment, the total numbers are an area of concern and should be given consideration. The second area of improvement is with the number of Temporary Assistance for Needy Families (TANF) recipients who are employed and remain employed when they exit the program and who have earnings in all four quarters of the first year after leaving the program. This is an area in which our community does not outperform the numbers for Georgia. Consideration should be given to the reason for this and to ensure that a negative trend is not developing in this area.

The community survey indicated a value of strong, healthy and self-sufficient families as an area of interest as it relates to the respondents overall quality of life in Cumming and Forsyth County.

The Quality of Life Council identified key measures around literacy, community education levels, quality school measurements, per-capita institutions at all levels, home schooling opportunities, and adult education opportunities.

Over half (52%) of Forsyth County residents have an associate’s degree or higher; 31% have a bachelor’s degree and 10% have a master’s degree. Across the nation, 36% of those over 18 have an associate’s degree or higher; 18% have a bachelor’s degree and less than 1% has a master’s degree. The National Center for Education Statistics estimates that Forsyth County’s population of those lacking prose literacy skills to be at 8%. This is compared to the rate of illiteracy for Georgia at 17% and the US at 14.5%. Forsyth County outperformed the state average in every testing category in every grade level recorded. The community is only slightly higher than the national average SAT scores. The graduation rate is currently at 90% as compared to the state average of 80%. Importantly, the drop out rate is less than half that of the state average. 3,442 students are enrolled in one or more AP courses and 81% score a 3 or higher in testing. There have been $26.5 million in scholarships awarded to the Class of 2011. Upon graduating, Forsyth County students go on to the following (each school collects data differently):

An area for future investigation identified by the Quality of Life Council included the success of students enrolled in private schools, home schooled students and adult education / continuing education opportunities and performance. The data available in these areas are important in gaining a more complete picture of the overall health of the education environment in Cumming and Forsyth County. Currently the data available is either incomplete or inaccessible. Additional resources should be invested to make this a meaningful part of the review of the education focus area.

Opportunities for a great education are a critical component to the overall quality of life in any community. For Cumming and Forsyth County, the idea of education is more complex than having great schools.

have triple A bond ratings. Forsyth County is one of only three counties in the state to have that distinction. There are several metrics available to determine local government service efficiency. The Quality of Life Council recognizes the need for additional research and work with local government to establish reasonable metrics for government service delivery.

The Quality of Life Council made the decision to combine the taxes and effective government focus areas because of their natural ties to one another.

The overall tax rates for Cumming and Forsyth County are the lowest of any of the neighboring communities and are the lowest among peer communities (communities of a similar size and economic makeup) in Georgia. below is an overview of the Metro Atlanta MSA and not necessarily the immediate Forsyth County area. Air quality is truly a regional issue and the community is impacted by the entire region. Transportation Alternatives – An area for growth in Cumming and Forsyth County are multi-modal transportation opportunities. The Quality of Life Council will monitor data points in the future to determine if, as a community, we are trending in a direction that is of benefit to the environment and community. This is discussed in the Access and Transportation section of the document.

Survey respondents emphasized the importance of Cumming and Forsyth County becoming the leader in protecting and enhancing its natural environment.

Drinking Water Quality – Drinking water quality is measured by the City of Cumming and Forsyth County. The quality of drinking water in Cumming and Forsyth County well exceeds national standards. Air Quality – Air quality monitoring stations are scattered throughout Georgia. An air quality monitoring station is not located in Forsyth County. There are nearby stations located in Dawson and Hall Counties. For the purposes of air quality, Forsyth County is included in the Metro Atlanta Metropolitan Statistical Area (MSA). The data

Crime statistics are not the only indicators of a safe community. Many other factors contribute as well. Examples include overall training and effectiveness of public safety staff, emergency personnel response time and community cooperation. The average dispatch to on scene time is 3 minutes and 25 seconds. While no national average for response time exists, the top 50 metro areas around the nation had an average response time of 6 minutes for EMS and other data indicates an average of 8 minutes for law enforcement. The response time in Forsyth County for emergency personnel is well below these averages.
