www.bcroad.org Berrien County Road Department (BCRD) is requesting a proposal to complete survey and design services related to the Sawyer Road Rehabilitation Project. The purpose of this project is to improve the overall surface conditions of the roadway along with providing an asphalt shoulder to accommodate non-motorize traffic from Red Arrow Highway to Flynn Road. All roads are Berrien County roads, as such the County has worked closely with the Township to provide a schematic design. The purpose of the Request for Proposal is to complete the following activities:

• Complete engineering and landscape design elements, to include: o Road improvements o Addition of Non-motorized facilities o Road Diet from 4 lanes to 3 lanes o Stormwater Management o Utility Coordination o Public Engagement o Related Permitting o Construction Document o Construction Bid Support

The selected firm will utilize the schematic design elements to complete detailed construction documents meeting Michigan Department of Transportation Standards and Specifications. The project will be funded with local Michigan Transportation Funds (MTF). This project will be exempt from SHPO, NEPA, and 5323 submittals. This Design Completion is expected to be in January 2022. BCRD is estimating a project cost of $400,000. Project Limits: Sawyer Road which lies within Chikaming Township extending from Red Arrow Highway to Flynn Road. This will include the intersections of Three Oaks Road, Bonnie Lane, Crestview Drive, Arlington Drive, I-94 entrance and exit ramps, Tatro Avenue, South Wolcott, Peck Avenue, and Flynn Road. (See attached map) Scope: The following is the scope of work expected for the survey and design services related to the surface and non-motorized improvements of the Sawyer Road Rehabilitation Project. Project scope includes:

• Due Diligence o Geotechnical investigation: Perform field investigations to support proposed improvements. Soil borings should

occur every 500 feet and should be to a depth of 5 feet. Provide recommendations for: Road section Related facilities

• Survey Services o Consultant to perform full survey of project area including but not limited to:

Existing storm sewer Existing right of way limits Existing Roadway All objects within right of way Property boundaries

system.

Minimum Proposal Information and Proposal Evaluation: Respondents should organize Proposals into the following Sections:

Fee Schedule shall include estimated hours of work for the three following categories: Survey, Design, and Public involvement.

The following describes the proposal format. Please limit the main body of the text to 10 pages in standard font type and style. Resumes, attachments, and cover sheet are excluded from the page limit. Electronic submission preferred. A. Professional Qualifications

• State the full name and address of your organization and, if applicable, the branch office or other subordinate element that will perform, or assist in performing, the work hereunder. Indicate whether it operates as an individual, partnership, or corporation. If as a corporation, include whether it is licensed to operate in the State of Michigan.

• Include the name of executive and professional personnel by skill and qualification that will be employed in the work. Show where these personnel will be physically located during the time they are engaged in the work. Indicate which of these individuals you consider key to the successful completion of the project. Identify only individuals who will do the work on this project by name and title. Resumes and qualifications are required for all proposed project personnel, including all sub consultants. Qualifications and capabilities of any sub consultants must also be included.

• Years of experience of all personnel working on the project. • State history of the firm, in terms of length of existence, types of services provided, etc. Identify the technical details which

make the firm uniquely qualified for this work. • Please provide a project organizational chart.

B. Project Understanding • Firms must detail their understanding of the project and what unique value will be brought to this project. Innovative

design ideas may be presented as alternates. • Provide a Quality Assurance and Quality Control plan for the project design.

C. Past Involvement with Similar Projects and Familiarity with the Project Area

implementing similar projects for the firm and the individuals to be involved in the project. Three client references must be provided for similar projects recently completed. It shall include the firm/agency name, address, telephone number, project title, and contact person.

D. Proposed Work Plan • A detailed work plan is to be presented which lists all tasks determined to be necessary to accomplish the work of this

project. In addition, the work plan shall include a timeline schedule depicting the sequence and duration of tasks showing how the work will be organized and executed.

• The work plan shall be sufficiently detailed and clear to identify the progress milestones (i.e., when project elements, measures, and deliverables are to be completed) and the extent and timing of the County personnel involvement. Additional project elements suggested by the Proposer are to be included in the work plan and identified as Proposer suggested elements.

• The work plan must identify information the Proposer will need from County staff in order to complete the project. Include estimated time and resource commitment from County staff.

• The work plan shall include any other information that the Proposer believes to be pertinent but not specifically asked for elsewhere.

• Also include in the work plan all proposed steps, if any, to expedite completion of the project. This will be given due consideration during evaluation of proposals.

• A breakdown of hours estimated for each phase including but not limited to Survey, Design, and Public involvement.

E. Fee Schedule • Include your firm’s proposed fees for the services to be provided.

F. Project Engineer/Manager • Include the name, phone number, and e-mail address of persons(s) in your organization authorized to negotiate the Scope

of Work with the County.

G. Attachments • Include any appropriate attachments, such as project examples, resumes, and references needed to support this

submission and reflect your qualifications. H. Selection Criteria
