About LAW CENTRE II

The Law Centre-II was started in the year 1971 at the premises of ARSD College, Dhaula Kuan to offer full-time LL.B. program.

It has a glorious past of 46 years. The Centre has excellent professors of national and international repute. The Law Centre-II had

the privilege of being headed by the top law scholars of India, such as Prof. UpendraBaxi, Prof. Tahir Mahmood and Prof. A.K.

Koul.

In 2016, due to Legal Education Rules, 2008, which prohibits the classes of LL.B. being conducted in the evening, Law Centre-II

has taken a new avatar. It has been shifted from the ARSD College premises to the state of the art building (UmangBhawan) in

North Campus. Now the classes commence at 8:00 AM and go upto 1:30 PM. Adding strength to the centre is its well-qualified

and dedicated faculty for the overall development of the students which help them to become innovative legal professionals and

public leaders.

The former In-charges of Law Centre-II paved the way to make the Centre one of the premier educational institutions imparting

education in law in the country. Presently, Dr. V. K. Ahuja is In-charge of Law Centre-II, a dynamic leader in the field of legal

education. Law Centre-II has produced many Judges, distinguished jurists, leading advocates, ministers and some of the best

teachers in the country. Its alumni include Mr. K. J. Alphonse, Minister of Tourism and Information Technology, His Excellency

Mr. B. D. Mishra, Governor of Arunachal Pradesh, Justice B.D. Ahmed, Justice Kailash Gambhir, Justice S.N. Dhingra, Justice

Rajiv Shakdhar, Justice V.K. Rao, SEBI Chairman Mr. M. Damodran, TDSAT Chairman Mr. G.D. Geha,among many more

legal luminaries.

The Centre brings out an Annual Peer Review Publication National Capital Law Journal regularly since 1996. The Centre has a

number of societies viz. the Legal Aid Society, the Moot Court Society, the Seminar and Conference Society etc. which remain

active throughout the year in organising various programmes and competitions. A substantial number of students from the Centre

act as para legal volunteers (PLVs) every year. The Centre organizes a number of seminars, workshops, conferences, guest

lectures, debates, and Moot Court Competitions. There are a number of Scholarships and Medals instituted by the Centre to

honour meritorious students of the Centre.

MESSAGE FROM THE IN-CHARGE, LAW CENTRE II, UNIVERSITY OF DELHI

It gives me immense pleasure to announce the First National Mr. and Ms. International Law

Competitionto be organized by Law Center II on 28th February, 2018. This first-of-its-kind-event

has been envisaged and conceptualized in the form of competition for LLB students (3 yr/5yr) to

reinforce and promote International Law amongst the students. The burgeoning importance of

International Law cannot be doubted. The inexorable advance in technology in its wake had

vigorously fashioned this ‘shrinking-world’ into a ‘global village’ which is not only dynamic but seamlessly inter-connected as well. The ‘International’ character of ‘local problem’ or otherwise

has indubitably rendered International Law as the realm of law of worthwhile pursuit requiring

persistently better understanding of this subject. The intricacies of International Law forces the

international community to discuss and deliberate the issues of contemporary relevance.

I take this opportunity in inviting the law students to participate in this novel initiative and make

it a gala event.

I hope this event will spur the legal mind into the challenges of International Law and kindle great interest in the ever-expanding

ABOUT First National Mr. and ms. International law competition

The International Law Competition “Mr. and Ms. International Law” is a contest for

students of LL.B. (3yr/5yr) from prestigious Law schools across India. The participants are

expected to demonstrate excellent knowledge of public international law. The Competition

provides students with a wonderful opportunity to enrich and extend their knowledge in the

sphere of international Law. The National Competition for “Mr. and Ms. International

Law” is the first ever event of its kind which is being organized by Law Centre II, Faculty of

Law, University of Delhi. The Competition will consist of three rounds. Each of the rounds

will be evaluated by the judges who have proficiency in International Law and it is important

for the final assessment of the individuals’ standings.

The Competition will consist of the three rounds: Preliminary Round (MCQ), Quarter Final

(Debate I) Semi-final Round (Debate II) and Final Round (Buzzer Round). Complete

registration form (Performa attached) for participation should be sent to the Organizing Committee (OC) latest by 10th Feb.2018.

GENERAL INSTRUCTIONS

ELIGIBILITY

❖ Only the bona fide students pursuing LL.B in Three Year/Five Year Degree Programs in any Law School across India, during the current

academic year are eligible to participate.

MEDIUM OF COMMUNICATION FOR THE COMPETITION

❖ Working language of the Competition is English.

TEAM COMPOSITION

❖ The maximum number of participants from one Law School shall be two, preferably one male and one female. Individual participations are also

allowed.

ANNONYMITY OF THE PARTICIPANT

❖ The identity of the team will not be disclosed to the judges. Any such disclosure shall lead to disqualification.

DECISION

❖ The panel of Judges of the Competition will consist of highly-competent experts and impartial judges selected by the Organizing Committee.

Decisions of the Judges and Organizing Committee are final and are not subject to appeal. Decision of the Organizing Committee shall be

binding in interpretation of any rules or for any query or otherwise. During the Competition, the participants are not allowed to use literature

and other sources of information, as well as technological means like mobile phones or internet access. Results after every Round are

announced. Based on the participants’ performance the judges will select: Winner of the Competition. The OC has an exceptional right to make

changes in the rules of the Competition without prior notice.

WORKING OF THE COMPETITION

The Competition will consist of the following rounds: Preliminary Round (MCQ) Quarter Final (Debate I) Semi-final Round (Debate II) and

Final Round(Buzzer Round).

For Preliminary Round all the participants will appear in MCQ based test which will consist of 60 questions (60 marks) for one hour duration. In

Quarter final round, top 20 participants will be allowed to debate on the given topic (maximum 5-7 minutes for each contestant). Top 12 Contestants

will debate on second topic. Topics for the Quarter Final and Semi final round shall be:

1. Legal Status of Jerusalem (Quarter Final)

2. Legality of denial of Consular access to Kulbhushan Yadav (Semi Final)

Six students (three males and three females in the top rank by taking the scores in Quarter Final round and semi-final round will qualify for the final

round. The final round will be buzzer round. In this round, questions will be asked at the spot and the finalists will have to answer by pressing their

buzzer. The finalist pressing buzzer first and answering the question correctly will be awarded one mark for each question. For every wrong answer,

one mark will be deducted.

REGISTRATION

❖ Complete registration form along with draft for participation should be sent to the Professor-in-Charge, Law Centre II, Faculty of Law,

University of Delhi, Chhatra Marg, New Delhi-110007 latest by 10th Feb2018.It must enclose the following details.

❖ Registration Form with all required details and duly signed and forwarded by the authorized person for Team/students (Maximum two

students, preferably one male and one female)

❖ Written consent of the authorized university representative (Principal/Dean of Faculty/ Head of the Department) for the team's participation in

the Competition is mandatory.

❖ Draft for Rupees 1500 (fifteen hundred) for team (two students, preferably one male and one female) and Rupees 800(eight hundred) for

individual entry should be sent in the name of Registrar, University of Delhi, Delhi.

❖ Draft for Rupees 4000 (four thousand) for registration with accommodation and Rupees 3300 (thirty three hundred) for registration with

accommodation for single participant.

❖ The registration fee is non-refundable. The registration fee covers expenses for participation in the Competition including refreshment/ tea etc

Deadline for the confirmation of participation, payment of the registration fee etc is to be adhered strictly. The teams that fail to confirm

their participation before this date or fail to pay the registration fee, will be not allowed to participate in the Competition.

Draft for Rupees 1500 (fifteen hundred) for team (two students, preferably one male and one female) and Rupees 800(eight hundred) for individual

entry should be sent in the name of Registrar, University of Delhi, Delhi. Draft for Rupees 4000 (four thousand) for registration with accommodation

for a team and Rupees 3300 (thirty three hundred) for registration with accommodation for single participant. Due to last minute changes we would not

be able to provide accommodation for all, but the organizing committee would try its best. Please note: Accommodation will be provided for one day

only.
