to plan for reviving the sport. Under the active leadership of members of the West Allis Cycle Club, German American Cycle Club, North Side Cycle Club, Polish Italian Club, Horn Wheelmen, and the Cream City Wheel men, rides and races were scheduled, and it was decided to form the one Milwaukee Wheel men Club.

The club is a non-profit group formed for the Advancement of bicycling, both touring and racing. Activities include picnics, dances, meetings, roller riding, and other club activities .

In 1960 and 1961, Milwaukee and Brown Deer Park was the site of some of the finest National Amateur Bicycle Championships ever held. Races were co-spon­sored by the Milwaukee County Park Commission .

Duri ng the 1970's with Americans becomi ng more popu lation concious there once again is a rekindling of interest in all aspects of cycling and the Milwaukee Wheelmen are right in the thick of it.

~ Presently the Wheelmen are promoting the following: Spring training rides, Bike Day in Milwaukee, Humboldt Park, Grant Park and the Summerfest Races, as well as other exciting events which will be published in the local papers. As cycling grows in Milwaukee and the State the Wheelmen encourage being a cycling enthusiast - so join the Club. See membership application on the last page. TYPES OF RACES Races in general can be classified as follows:

OPEN RACES - - 1\1ay be of any length and are open to all qualified riders.

CLASS RACES - - Also may be of any length. However, only riders of a particular class, such as novice, C, B, or A are eligible.

HANDICAP RACE - - May be run over any distance. In shorter races -­such as 1/2 to 1 mile - - riders are handicapped over a measured number of yards or meters. In longer races, on a road or course, the handicap is usually in minutes.

MATCH RACE - - Usually two or three name riders set to compete in a specially-arranged race. Normally this is at 1,000 meter or 1/2 mile length and is decided by two out of three wins.

POINT RACE - - A race in which the contestants sprint for points. The rider getting the greatest number of points in the sprints being declared the winner. As an example, a 5 mile point race, with a sprint each mile. Points may be awarded as desired, the usual order being 7-5-3-2-1.

PURSUIT RACE - - Usually between two men or two teams starting on opposite sides of the track. The race may be run either for a specified distance or until one rider has passed his opponent. In the case of a specified distance, the rider or team covering the distance in the least amount of time is the winner. However, if a rider ' is overtaken he is de­clared the loser, regardless of the distance covered. In team pursuit races, the time is based on either the second or third member of the team. This point, of course, must be clearly specified in advance.

MISS-AND·OUT RACE - - In this race, the last man across the finish line on each or every other lap, is eliminated from the race. Eliminations may continue down to the last man or to a specified number of riders, who then sprint for the finish on the bell lap.

TIME TRIAL - - On tracks, the distance is usually 1,000 meters. Rider is in a neutral position, that is, not giveri any assistance in his start, and time is kept over the entire distance.

TEAM RACE - - A team race is undoubtedly the most thrilling type of race. Some experience on the part of the rider is required before being attempted, however. Actually a team race is a relay race between two men on a team. The number of teams is limited only by the size of the track. One member of the team must always be in the race. His partner rests during this time. At intervals or times determined by the team mem­bers, they exchange places.

Team races may be run either for a specified distance or time, such as a one-hour race or a 20-mile team race. Usually there are a number of sprints at various distances, such as every two miles. The team gain­ing the greatest number of points in the sprints is declared the winner. However, should a team gain a lap, that team is declared the winner re­gardless of the number of points they have garnered in the sprints . By the same token, should a team lose a lap, they would not win the race, regardless of the points compiled in the sprints.

OFFIC IALS The number and type of officials needed to conduct a series of races

is flexible . A little experience and a little stud y will enable the proper selection of people for each position.

The following officials are suggested as a guide :

RE FEREE - - The general conduct of the event and all interpretations of the rules are under the jurisdiction of the referee. His decision shall be final. For large tracks, it is advisable that tht~ referee have one or more assistants who are delegated authority by the referee.

CLE RK OF COURSE - - The Clerk of Course is in control of all opera­tions in preparing for the races, except for the actual races themselves. He also should see that all materials necessary for the conducting of the races are available. (See list in previous chapter.) The clerk, with the approval of the referee, will undoubtedly need one or more assistants.

Duties of the Clerk of Course are; 1. Designation of registration clerks to register riders for various events.

2. Assignment of numbers for the riders. This can be done by the regis­tration clerks.

TIMERS - - A chief timer should be appointed, who will appoint two or three assistants. In a series of races this is important so that compari­sons can be made between various riders and their improvement noted. The chief timer should forward the time of each event to the chief judge, in writing, as soon as possible.

Two other posts, not properly classified as officials, are important;

ANNOUNCER _ - Someone familiar with the rules, a knowledge of racing and the riders themselves, is desirable for an annoLinc~r.

PUBLICITY - - Be sure the publicity man sends out the results immedi­ately or coverage may suffer. Include a thank you note: But be sure the results are accurate. This is important.

EARLY PROGRAMS Probably no sport is able to offer so many types of races as cycling.

It is best, perhaps, that your races are not made too com plicated until your riders have accustomed themselves to the track or riding con­ditions. The spectators, too, should have the opportunity of being able to recognize individual riders by name or style before team races or match sprint races will be enjoyed at your events.

Let us assume you are in an area where there has been no " !r,<lnized cycling activity and are planning your program in a manner sImilar to those which have proven so successful in Kenosha and Northbrook.

You will, of course, start with no various classes of riders. Ho w­ever, it wi ll be necessary to start this classification in the first series of races . Age, a fter the youngsters reach 17, is not an important factor in the shorter bicycle races. The ABL of A classifies all riders under 17 as juniors. It might be well that you consider as juniors those WflO are 15 and 16, and those under 15 as intermediates. Classes of riders are as follows: (for example)

NOVICE - - A rider who has not won an award in open competition. On winning an awa rd, the rider moves into Class C.

CLASS C - - A group of riders who have graduated from the novice class but have not yet acc umulated 15 points in class type races. (Points counting 5 for first place, 3 for second place , 2 for third place and 1 for fourth.)

CLASS B - - Riders who are gradu<ltes from Class C, but who have not acquired 20 points in class type races, USing the same system of award­ing points.

CLASS A - - Riders who have graduated from the B class, acqu irin g more than 20 points in class type races.
