The Minutes of the 197th Meeting of the NRC held from 12th April, 2012 to 14th April, 2012

The 197th Meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from 12th April, 2012 to 14th April, 2012 at NRC, NCTE, Jaipur.

The following were present:

The Regional Director, NRC apprised the Northern Regional Committee about the provision of the NCTE Act, Rules, Regulations and instructions issued from time to time.

With the permission of Chairperson, Dr. Ram Kishor (Convener) presented the Agenda before the Committee. Item-wise decisions taken are as follows:-

In pursuance of the orders dated 6.7.2011 of the Hon’ble High Court of Punjab & Haryana at Chandigarh passed in the PIL Civil Writ Petition No. 20056 of 2009, the Northern Regional Committee in its 196th meeting held from 3-6 April, 2012 considered the case of the institution in detail.

The Committee after going through the Reports of the affiliating University, VT report alongwith all other related documents submitted by the institution viz a viz provisions of the NCTE Act, Rules & Regulations observed the following:-

(i) The institution was granted recognition for B.Ed. & D.Ed. courses Faculty for B.Ed. course with 200 students and D.Ed. course is not approved by the affiliating body. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) As per VT report size of the Multipurpose hall is 1862 sq.ft., which is less than NCTE regulation.

(iii) Building completion certificate with details duly signed by approved Engineer/Architect certified by the competent authority and counter signed by representative of management has not been submitted by the institution.

(iv) As per the VT report, Science Lab equipments need to be added and made functional.

(v) The land is still in the name of the society, The society/ trust has not transferred and vested the title of the land and building in the name of

the institution which is violation of provisiosns of clause 8(7) (iv) of the NCTE Regulation, 2009.

(vi) The institution did not submit details of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms for respective teacher training course with supporting document.

Hence, the NRC decided to issue Show Cause Notice under section 17 of the NCTE Act, 1993 before withdrawal of recognition of the institution on the above points and directs the institution to submit its reply accompanied with an affidavit within 21 days.

2. 197.3.2 HR-477 Shree Ganesh College of Education, Vill.- marwa Kalan, Bilaspur-Sadhaura Road, Bilaspur, Distt-Yamuna Nagar,HR

(i) The institution was granted recognition for B.Ed. course. Requisite number of qualified and duly approved Teachers for B.Ed. Course have not been appointed. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) Built up area of multipurpose hall is 1184.82 Sq.ft. which is not sufficient as per NCTE regulation 2009.

(iii) Science lab, language learning lab, health and physical education resource centre are not proper.

(iv) The land is still in the name of the society, The society/ trust has not transferred and vested the title of the land and building in the name of the institution which is violation of provisiosns of clause 8(7) (iv) of the NCTE Regulation, 2009.

(v) The institution did not submit details of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms for respective teacher training course with supporting document.

related documents submitted by the institution viz a viz provisions of the NCTE Act, Rules & Regulations observed the following:-

(i) The institution was granted recognition for B.Ed. course. Requisite number of qualifiedandduly approved teachers for B.Ed. Course have not been appointed.Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) The size of multipurpose hall is only 1583.89 Sq. Feet instead of 2000 Sq. Feet as required under section 8(13) of NCTE Regulation, 2009.

(iii) The land is still in the name of the society, The society/ trust has not transferred and vested the title of the land and building in the name of the institution which is violation of provisiosns of clause 8(7) (iv) of the NCTE Regulation, 2009.

(iv) The institution did not submit details of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms for respective teacher training course with supporting document.

The Committee after going through the Reports of the affiliating University, NRC VT report alongwith all other related documents submitted by the institution viz a viz provisions of the NCTE Act, Rules & Regulations observed the following:-

(i) The institution was granted recognition for B.Ed., B.Ed. (Add.) & D.Ed. courses. Post of principal is lying vacant and three lecturers are not approved by the affiliating body for D.El.Ed. course. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) Size of multipurpose hall is 1675 sq.ft. which is not as per NCTE regulation.


(iv) The institution did not submit details of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms for respective teacher training

(i) The institution was granted recognition for B.Ed. (two units), B.Ed. (Add.) M.Ed. & D.Ed. courses. List of faculty submitted by the institution shows that appointments of only seventeen lecturers have been approved by the affiliating university. Seventeen lecturers are not sufficient for three units of B.Ed. & one unit of M.Ed. course as per NCTE norms. As per the faculty list for D.Ed. submitted by the institution appointment of only three lecturers have been approved by competent authority which is not sufficient as per NCTE norms. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) The Society/Trust has not transferred and vested the title of the land and building in the name of the institution which is a clear violation of provisions of clause 8(7) (iv) of the NCTE Regulation, 2009.

(iii) The institution did not submit details of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms for respective teacher training course with supporting document.

The Committee after going through the Reports of the affiliating University, NRC VT report alongwith all other related documents submitted by the institution viz a viz provisions of the NCTE Act, Rules

& Regulations observed the following:-

(i) The institution was granted recognition for B.Ed. course. Faculty is not approved by affiliating body. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) Size of Multipurpose hall is 1619.16 Sq.ft. which less than NCTE regulations.

(iii) Building completion certificate is not signed by competent authority.

(i) The institution was granted recognition for B.Ed. & D.Ed. courses. Faculty for 3 units of B.Ed. i.e. one Principal and 19 lecturers and for D.Ed. – 1 Head/Principal and 6 Lecturers are not approved by affiliating body. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) Total built up area is 3716.12 Sq. Meter which is less than the required builtup area as per NCTE Regulations for 3 Units of B.Ed. and one unit of D.Ed.

(iii) Size of Multipurpose hall is 1650 Sq. Feet which is less than required size.

(iv) Building completion certificate is not signed by authorized engineer and approved by competent authority.

(v) The land is still in the name of the society, The society/ trust has not transferred and vested the title of the land and building in the name of

the institution which is violation of provisiosns of clause 8(7) (iv) of the NCTE Regulation, 2009.

(vi) The institution did not submit details of salary paid to teachers as per clause 4(v)(d)/4(a) (d) of NCTE norms for respective teacher training course with supporting document.

(i) The institution was granted recognition for B.Ed.,B.Ed. (Add.), D.Ed. & D.Ed.(Add.) courses. There is no documentary evidence to establish that the appointments of one principal and 13 lecturers have been approved by the affiliating university. Furthermore, no documents are available with regard to the constitution, proceedings and recommendations of the selection committee with regard to the selection of these teachers. The list of teachers with regard to two D.Ed. courses reveals the following:-

a) There should have been qualified Principal / Head for D.Ed. course but it has been shown that the Head/ Principal of B.Ed. course is also the Head of D.Ed. course.

b) For two D.Ed. courses only six teachers have been appointed. The number of teachers should have been 12.

c) Teachers having M.P.Ed. degree and post graduation in Music/Fine Arts/Dance have not been appointed.

The list of teachers for D.Ed. course have not been approved by the competent authority. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) The built up area is only 3000 sq.mts. whereas it should have been 4000 sq.mts.

Multipurpose size is duly 1600 sq.mts. whereas it should have been 2000 sq.mts.

Sant Nischal Singh College Of Education For Women, Santpura, Yamuna Nagar,HR

B.Ed.D.Ed.



(i) The institution was granted recognition for B.Ed. (two units ) & D.Ed. courses. Copy of the salary statement of faculty for D.Ed. course indicates that there are only four lecturers (i) Monika (ii) Poonam (iii) Chetna Rathore & (iv) Jaspreet Kaur, whose appointments have been approved by Kurukshetra university. There is no principal and the appointments of other lecturers have not been approved by competent body. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) Copy of the Building completion certificate shows that it has not been certified by the competent Govt. Authority/ Local Govt. Body as required under NCTE rules.

(iii) The land is on lease in the name of the society. The Society/Trust has not transferred and vested the title of the land and building in the name of the institution which is a clear violation of provisions of clause 8(7) (iv) of the NCTE Regulation, 2009.


Hence, the NRC decided to issue Show Cause Notice under section 17 of the NCTE Act, 1993 before withdrawal of recognition of the institution on the

(i) The institution was granted recognition for B.Ed., M.Ed. & D.Ed. courses. Institution has not appointed reader (Associate Prof.) duly approved by affiliating body for M.Ed. course. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) The size of Multipurpose hall is 1728 sq.ft. which is less than required as per NCTE Regulations.

(iii) Building completion certificate submitted by the institution is not certified by competent authority.

(iv) The land is on lease in the name of the society. The Society/Trust has not transferred and vested the title of the land and building in the name of the institution which is a clear violation of provisions of clause 8(7) (iv) of the NCTE Regulation, 2009.

Institution has not submitted the list of faculty for B.ED. selected through duly constituted selection committee and approved by the affiliating university. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) Area of Multipurpose hall is 1350 Sq.ft. which is not sufficient as per NCTE norms.

(iii) Language learning lab has not been established. Number of psychological tests is less than required.

(ii) Size of Multipurpose hall is 1152 which is less than the required size as per NCTE Regulations.

There is no principal for D.Ed. course. The faculty engaged for D.Ed. course has not been approved by competent body. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) The size of multipurpose hall is 1500 sq.ft. which is less than the requirement of NCTE norms.

(iii) Building completion certificate issued by competent Govt. authority/ Govt. local body on prescribed proforma has not been submitted.



Hence, the NRC decided to issue Show Cause Notice under section 17 of the NCTE Act, 1993 before withdrawal of recognition of the institution on the above points and directs the institution to submit its

Institution has submitted the letter of approval of proceedings of the meeting of selection committee issued by affiliating university, but the list of the appointed faculty for B.Ed., D.Ed. and M.Ed. approved by the competent authority has not been submitted. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) Institution has not submitted the certificate copy of bank statement of salary being paid to staff.

(i) The institution was granted recognition for B.Ed. & D.Ed. courses. Appointment of one teacher has only been approved by the university. Her name is Dr. Mrs. Laxmi Sharma and her appointment as Principal has been approved w.e.f. 01.09.2007. However, there are no documentary evidences to establish that the appointments of other teachers selected, appointed and working have been approved by the affiliating university/ Competent

Authority. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

20056 of 2009, the Northern Regional Committee in its 196th meeting held from 3-6 April, 2012 considered the case of the institution in detail.


(i) The institution was granted recognition for B.Ed. course. The Principal was not present at the time of inspection. A certificate submitted by the institution shows that one Principal and seven lecturers have been appointed by the institution. Faculty is not approved by the affiliating university. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) Size of multipurpose hall is 1000 sq.ft. which is less than NCTE Regulation.




22. 197.3.22 HR-444 Ramanujan College of Education, Vill. – Mitrol, Teh – Hodal, Distt. – Palwal (Haryana)



(i) The institution was granted recognition for B.Ed. course. There is no proof of approval of the university for appointment of Principal and the lecturers of the institution. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) The VT report states that the institution did not submit original sale deed to VT for verification on the date of visit.

(iii) The size of the multipurpose hall is 1885 sq.ft. which does not match the NCTE norms.




23. 197.3.23 HR-948 Maa Omwati College of Education, V.P.O. – Hassanpur, Teh – Hodal, Distt. – Palwal - 121107



(i) The institution was granted recognition for B.Ed. course. Approval letter of appointment of faculty for B.Ed. has not been submitted by the institution. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) Built up area of the multipurpose hall is 1697 sq.ft. which is not sufficient as per provisions of NCTE regulations 2009.



24. 197.3.24 HR-685 Lal Bahadur Shastri College of Education, V.P.O. – Jamalpur, Teh – Farukh Nagar, Distt. – Gurgaon – 123503, Haryana

(i) The institution was granted recognition for B.Ed. course. As per the letter of MD University approving the proceedings of the selection committee, selection of one principal and six lecturers has been approved by the University. Appointment of Ms. Suman & Mrs. Rekha Narang has not been approved by the university. As per NCTE norms there is one teacher less in the approved letter of university. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) The land is on lease in the name of the society. The Society/Trust has not transferred and vested the title of the land and building in the name of the institution which is a clear violation of provisions of clause 8(7) (iv) of the NCTE Regulation, 2009.

M.K.M. College of Education For Women, Near Bus Stand, Old G.T. Road, Hodal, Distt. – Palwal, Haryana - 121106



(i) The institution was granted recognition for B.Ed. course. The post of the Principal is lying vacant. At the time of visit, only 11 teachers were present. Only 8 lecturers are approved by the affiliating body & remaining faculty for two units are not approved by the affiliating body. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009. Thus the institution has violated the pre-condition for appointment of eligible teaching staff duly approved by the affiliating body which is a clear cut violation of the provisions of the NCTE Regulation, 2009.

(ii) Size of Multipurpose hall is 1020 sq.fts. which is less than the required norms.

(iii) Building compilation certificate is not signed

Colonel Elementary Teacher Training School has been granted recognition vide order F. NRC/NCTE/F-3/PB-201/14215-14223 dated March 9th, 2005 by NRC, NCTE, Jaipur. This order directed the institution to appointed qualified teachers and get their appointments countersigned from the Director, SCERT. This process has not been completed by Colonel Elementary Teacher Training School till with the time appointment of Smt. Kulwant Kaur.

The date of grant of recognition is 09.03.2005 whereas the teaching experience certificate shows that Smt. Kulwant Kaur was appointed on 24.01.2005.

Moreover, Elementary Teacher Training Institutes do not have a post termed as “Lecture is Sociology.”

Hence, The Teaching experience certificate of Smt. Kulwant Kaur submitted by the society is not accepted.
