STANDERTON- Police are baffled by the latest discovery of ten firearms registered to Lekwa Local Municipality that went missing from the municipal- ity. The discovery was made by Police when three officers from the Designated Firearms Office (DFO) visited the municipality’s main building in Mbonani Mayisela Street to conduct a routine firearms inspec- tion on the morning of 10 June. It is reported that when police officers conducted the inspection, they could not find any firearm regis- ter, firearm permit register or daily firearm movement register as set out by Firearms Act 60/2000. When a Lekwa Municipal officer was asked by police to ac- count for the missing firearms, it is reported that he told police that he was not responsible for the safe- keeping thereof. The person ‘responsible’ for the safekeeping of the firearms said that he was given the keys to the safe in October 2014 after the Municipal Manager Mr Linda Tshabalala ordered that all traffic officers had to hand in their service firearms until they have applied for firearm competency certificates from the South African Police Services. The officer told Police that he was never formally appointed as the responsible person for the control and safekeeping of the firearms. Although he admit- ted that all traffic officers did return their firearms, he said that he is not the only person with access to the safe which is mounted inside a walk-in safe of which the keys are kept at the records department. Police have confirmed that ten firearms are missing and include a 32 Astra revolver, a 7,65 Astra pistol and eight 9 mm Beretta Pistols. A reliable source said that Police could not find any records to show how the firearms were booked in or out of the safe. In addition to that, there is an element of suspicion that the missing firearms might have been stolen two to three years ago without any- body detecting that it went missing due to poor or no control. It is not clear if anybody from Lekwa Municipality was aware of the missing firearms until Police con- ducted their inspection. Lieutenant Johannes Nhlabathi, the Communica- tions Officer at Standerton Police confirmed that a case of theft has been registered. He added that Police are concerned that ten fire- arms are now in the wrong hands. He is appealing to anybody who has information to call the investigation officer, Captain Mark Nortjé, on 082 771 4236. He assured the public that all information will be treated confidentially. PROVINCIAL - It has come to light that only nine out of 21 municipal managers in Mpumalanga comply with the minimum competency levels as set out by the National Treasury’s Municipal Regulations.

This means only 43% of Municipal Managers in Mpumalanga have the required skills to carry out their jobs. More than half of the prov-ince’s Municipal Managers are technically unqualified to serve.

A case in point is eMalahleni’s acting municipal manager, Theo van Vuuren, who was recently appointed, and who failed to comply with the minimum requirements. Van Vuuren who was the municipality’s admin-istrator for two years until his appointment, failed to turn the municipal-ity’s finances around. Under Van Vuuren, R20 million of ratepayer’s money was spent just on bodyguards for politicians.

The Department of Cooperative Governance and Traditional Affairs has conceded that under Theo Van Vuuren, eMalahleni has experienced inconsistent water supply, seen unaccountability in leadership and ad-ministration, experienced low staff morale, resulting in poor commit-ment to serve, and has a high level of corrupt activities.

This is according to written responses to questions posed by the Dem-ocratic Alliance to the department of Cooperative Governance and Tra-ditional Affairs. Poor service delivery in Mpumalanga is a direct result of the ANC government’s insistence on appointing officials as a reward for political loyalty and not according to their skills.

This has led to poor planning and reckless spending of public funds, which hampers service delivery. Earlier this year the National Treasury announced that non-compliant officials will be removed by 30 Septem-ber 2015. GOGTA’s steps against non-compliant officials will be moni-tored and for the benefit of our people, the DA will insist on fully quali-fied Municipal Managers. JD

Municipal Managers not skilled enough

STANDERTON - Seven days after his sacking from the ANC, Mr Nicholas Selepe came out with guns blazing to slam the Regional Office of the ANC for unprofessional and unconstitutional manner in handling his so-called breech of the code of conduct. He lambasted the office of the Regional Secretary, Mr Joshua Nkosi, and called him a clown after he has learnt of his dismissal through the media.

“It is pathetic for a big organisation like the ANC to run to the media and release a statement about the action taken against their members without any formal notification,” Selepe said. In a joint statement with his co-accused, Mr Madoda Sigasa, who was slammed with a three year suspension, they said that the Provincial Disciplinary Committee must go on holiday, because they are not going to appeal the verdict imposed on them. They say it is an insult to be expelled by a group of corrupt leaders, who are not committed to serve the interests of the masses of this region but put their personal greed ahead of service delivery. They say that the people of Lekwa should decide for themselves. When asked about the charges against them, they said that they were wrongfully accused for being part and parcel of SANCO who marched to hand out a memorandum calling for the three senior officials of Lekwa Municipality ,namely the Executive Mayor, the Speaker, and the Municipal Manager, to step down.

The charge sheet against Selepe states that he undermined the ANC Provincial leadership by addressing the memorandum to ANC headquarters. “They seem to forget that the first memorandum delivered on August 8, 2014 was addressed to the provincial leadership, when SANCO did not receive a response it went the extra mile to engage with the national leadership in October 2014,” Sigasa said. He said that he did not receive a notice about charges against him. “It was only in February 2015 that I received notification of charges against me after the disciplinary hearing was concluded on the 1st January 2015. None the less that could have not changed they intention to expel us.” Asked what steps they are considering, they stated that they are going to start where we left off in 2014. “We will continue to serve the people of Lekwa who have been calling for the three incompetent officials to step down.

Their failure to deliver on water crisis, the billing system and the Eskom bill has brought the economy of Standerton to its knees. Lekwa Municipality is in the state of collapse. They say an example is the disastrous failure of the administrative head, the Municipal Manager Mr Tshabalala who has been declared a failure by the MEC of Cooperative Governance and Traditional Affairs (Cogta), Ms RM Mtshweni. “We will not rest until the taxi rank at Roikoppen is returned to Lekwa Municipality after it was illegally sold for R100 000 in a corrupt deal.” Asked about their political future within the alliance, they said: “We will remain members of SANCO, and the South African Communist Party respectively. In fact our political future will blossom outside the ANC.” They confirmed their loyalty to SANCO and the SACP. At this stage SANCO and the SACP have not decided to act against the two members.

Mr Selepe could not confirm or deny rumors that they are on the verge of launching a new political movement except to say people have the right to their opinion. Mr Tsotetsi, who was also slammed with a three-year suspension from the ANC, was not available for comment. DM

Selepe hits back at ANC

Mr Nicholas Selepe and Mr Madoda Sigasa at the Office of SANCO slammed the ANC stating that they were not given a fair trial. They are stil adamant that the local leadership is failing the community dismally.

JD

STANDERTON / VREDE - A prolonged family feud over who should pay the undertakers after the death of a man from Vrede has now reached breaking point. The question over who should pay for 54-year-old Richard Henry Owen’s body, which is still lying in the cooling fa-cility of the funeral home in Harrismith, nearly six months after his death on Christmas Day in 2014.

“Enough is enough,” said his brother, Llewellyn, from Pretoria. “It looks as if the family won’t find peace. Av-bob, a Mutual insurance society, also wants to sue my sis-ter.” The family can’t understand why the eldest sister, Elza Whelan from Vereeniging, ordered a second autopsy in Harrismith.

Llewellyn said the account with Avbob in Harrismith was in excess of R10 000, and to bring the body back to Standerton will amount to a further R3 000. “We were in Vrede three days after Christmas to say farewell to my brother, but we were shocked at the state he was in. The woman with whom he lived is to blame for not informing us in time.”

Llewellyn and the family went to a detective, a mag-

istrate and a prosecutor who agreed to an autopsy. He, his wife Marinda, his brother Tony Whelan, and his sis-ters Elza and Anna-Marie van der Nest went together to Standerton where they again looked at the body and took photographs.

“Elza arranged the autopsy in Bloemfontein, but when the results came back that Owen died a natural death, she was not satisfied. At that stage, Elza and Anna-Marie were still involved in everything. “From here, the sparks began flying. Elza apparently said the family was not the family. The fight got out of hand. “My sister Charmaine Bezuidenhout and I are being left out.

Elza took a doctor from Vanderbijlpark and drove to Harrismith for a second autopsy on April 30th. From there the body was taken to Avbob in Harrismith.”

Meanwhile, Elza has said she is “fed up” with her fam-ily and that she is not a bank. “I have already paid R7 000 from my own pocket for the second autopsy. Now nobody wants to help pay anymore. I’m in conversation with my lawyer.” JD

Byval – Groot byval vind.

Bres - ‘n Bres (meervoud, bresse) is ‘n gat in ‘n fortmuur of verdedigingslinie. Jy tree in die bres vir iemand (nie in die bresse vir iemand nie) as jy hom of haar ondersteun of in gevaar verdedig.

Bril of brille - Die term ‘brille’ word gewoonlik verkeerd gebruik.

Okay so we are all thinking about Father’s Day. What to get for that special guy we call dad. How to surprise him, maybe breakfast in bed or a big supper with all his favourite food. But how many of us actually know how Father’s Day came to be? Father’s Day was first celebrated in 1909, which makes it over one hundred years ago.

It all started with Sonora Smart Dodd, a woman whose father (William Smart), had raised her and her five brothers and one sister on his own. She wanted to create an occasion to celebrate all that her father meant to her and her siblings. The story goes that she decided to institute a “Father’s Day” after hearing a Mother’s Day sermon.

What exactly happened after that and how it all fell into place is unclear, but it exists today because of one daughter who loved her father enough to make it happen.

What we do know is that the very first Father’s Day was celebrated on 19 June 1910. In 1924, it won the support of US President, Calvin Coolidge and Father’s Day is now celebrated all around the world. In South Africa, we always celebrate Father’s day on the third Sunday of June. GB

NATIONAL - New regulations are to be introduced at the beginning of July for the use of drones, the SA Civil Aviation Authority (Sacaa) recently announced. “I have the pleasure of announcing that South Africa will be introducing new regulations that will help regulate remotely piloted aircraft systems, popularly known as drones,” director Poppy Khoza said in Midrand. “These regulations have recently been signed by the Minister of Transport, Ms Dipuo Peters and will be published and implementable by July 1, 2015.”

A person would need a licence to fly a drone, at minimum be 18-years-old, and hold at least a valid class four medical certificate for beyond visual line of sight operations, or operations involving drones classified as class 3 or higher. Alternatively, they would need to hold a restricted certificate of proficiency in aeronautical radiotelephony, and a drone pilot would also need to provide proof they speak English at a proficiency level of four or higher.

If a person has the correct licence, they would still need an issued letter of approval, valid for a period of 12 months. A drone could not be sold unless the seller notified the buyer of the operational requirements as imposed by the Sacaa. Among the raft of new regulations, known as Part 101, it specifies that a drone cannot tow another aircraft, perform aerial or aerobatic displays, or be flown in a formation or swarm.

Further, drones cannot be flown next to or above a nuclear power plant, prison, police station, crime scene, court of law, national key

point or strategic installation. No drone could be operated 121.92m above the surface, or within a radius of 10km from an aerodrome, be flown overhead any person or group, or within a lateral distance of 50m from any person, or within a lateral distance of 50m from any structure or building.

The use of public roads for the landing and taking-off of a drone was also prohibited, unless for civil defence of law-enforcement purposes.

Khoza said drones were a relatively new component of the civil aviation framework and had caught many regulators around the world by surprise. “I am pleased to say that the Sacaa together with the department of transport and other key industry role-players rose to the occasion and collectively worked tirelessly to develop these new regulations,” she said.

“In developing the regulations, the Sacaa sourced and received valuable input from relevant state entities as well as industry role players, including operators, manufacturers, and other airspace users.” After months of amendments, refining and incorporating requests by various stakeholders, a draft was sent to Peters for review and approval. The regulations were finalised on May 5. The regulations did not apply to toy aircraft, and an aircraft operated in terms of Part 94 - non-type certified aircraft - of the civil aviation regulations. Nor did they apply to autonomous unmanned aircraft, unmanned free balloons and their operations or other types of aircraft which cannot be managed on a real-time basis during flight. JD

KRIEL - Police have launched a manhunt for the perpetrator who kidnapped and aban-doned a month-old-baby in Thubelihle near Kriel.

On the 7th June 2015, the infant’s mother left him in the care of her grandmother when she went to the local hair salon.

The grandmother kept an eye on the baby boy while she was busy with her chores.

To the granny’s dismay at around 13:00 when she went to check on the little boy, he was nowhere to be found.

The matter was reported to the police and the search for the baby was conducted, inten-sified by the frantic neighbours and the com-munity at large as they were going door-to-

door. The following day while commuting to

work in a taxi, the infant’s uncle informed other passengers and the driver to spread the word of the missing baby.

At around 10:00, the police received an anonymous call from someone using the main road in the outskirts of Thubelihle who no-ticed a baby lying next to the road.

The family was called and they identify the baby who was in a good state of health.

The Police are investigating the case to de-termine the motive for the kidnapping.

Any person with information can call the Police at 017 648 4713 or Crime Stop at 08600 10111.

AMERSFOORT – A 29-year-old man, who was wanted for burglary cases that were committed at Zamokuhle Location near Amersfoort, has been nabbed and ap-peared before the Amersfoort Magistrate’s Court tomorrow, on 10 June. He faces three counts of housebreaking and theft.

The suspect has been on the run for months and he was spotted by a police offi-

cial who was busy with other official duties around the area. He then called for back-up and the suspect was arrested. Police say that he is linked to three burglaries through fingerprint identification.

The first incident took place in 2012, where he broke into a bottle store and stole liquor. The other two were committed in November and December of 2014. He will be remanded into custody.

JD

MORGENZON - Die op-en-wakker optrede van Mnr Fanie Rothman, ‘n reaksiemagbeampte by Kasselman Veiligheidsdienste

JD

STANDERTON - Thusong Services Centre played host to a glitzy graduation ceremony on Wednesday last week. 35 Candidates who call themselves BBTs or “Born Before Technology” class of 2015 were clad in black gowns for the occasion as they paraded proudly to receive their hard earned basic computer lessons certificates. The class of 2015 was different from previous classes in that it was dominated by working class of people.

School teachers, the likes of Mrs Mahlangu, principal at Leseli Combined School, Mrs Thabile Buthelezi, a teach-er at Igugulabasha Primary school to name but a few, in-cluding two officers from Correctional Services and South African Police Services respectively. One of the teachers, who wanted to remain anonymous, said: “the Department of Education has provided all teachers in basic education with tablets to do their job easily using modern technol-ogy, so it has become a nightmare for most of the teachers who have never touched a computer in their lives.

We therefore decided to go for a four-month basic com-puter course, and here we are today, I am proud of my achievement at an older age and I can do my job easily in the class room now. I want to encourage all teachers like myself to swallow their pride and register for the course.” Ms J Nkosi who is conducting lessons at the centre told Cosmos News that the second term, which kicks off on Monday 8 June, has 45 candidates of which nine are school teachers. She encouraged elderly people to come forward and register for lessons in order to empower themselves in the field of technology. It is never too late to learn.

Classes are scheduled from Monday to Thursday: 09:00 - 11:00, 13:00 – 15:00, and again from 16:15 – 18:15. Registration for classes in 2016 will commence on 15 De-cember. For more information please call Ms J.Nkosi on 017 714 7719 during office hours.

NATIONAL - June is officially ‘Youth Month’ in remembrance of the youth of 1976 who stood up against unequal education and the apartheid regime’s policy of Afrikaans as the medium of instruction, above their native mother tongue and third language English. The Democratic Alliance attended Parliament’s annual Youth Parliament, which provides an opportunity for political parties to engage directly with the youth of South Africa.

While they believe it is important to create platforms that enable meaningful engagement with the youth on a number of critical issues, they are however concerned about the high number of youth unem-ployment in Mpumalanga. The youth are being robbed of their eco-nomic power by a government that is not doing enough to create the

opportunities we need for skills training and work experience.Last year, 80.2 percent of matriculants including those who wrote

the supplementary exams passed the National Senior Certificate in Mpumalanga and of those learners some are currently seeking employ-ment and this will still be the case in the years to come. This is why we need a real Youth Wage Subsidy and not the Employment Tax Incen-tive (ETI). With youth unemployment unacceptably high, the results of the government’s weakness are becoming clear. We need stronger policies to bring about a significant decrease in youth unemployment. Youth unemployment has led some young people into abusing sub-stances and engaging in criminal activities. JD

Nasal congestion usually sorts itself out within a week or so. But, while it lasts, it can make your life really unpleasant. It’s no fun not being able to breathe normally.

When you are sleep-deprived and walking around with a blocked nose, all you want is something to soothe the discomfort. Although many over-the-counter drugs are available, you might want to give some powerful home remedies a go. Your kitchen cupboard stores many natural remedies that can help you find some relief. If you combine them with certain health practices and routines, you might be able to breathe and feel a lot better, a lot faster. Eat garlic galore.

Make sure you always stock it and use it both as prevention and as a powerful home remedy.

Use a humidifier, humidifiers convert water to moisture and increase the humidity in your room, which helps to thin mucus. Irrigate with saline solution. Irrigating your blocked nose with a mixture of water and salt can make a real difference. Neti pots can be used on a daily basis and research has shown they are more effective than nasal saline sprays.

• Mix 1/2 – 1 teaspoon of salt in 2 cups of warm water and pour it into your neti pot.

• You need to use previously boiled water to prepare the solution. Don’t use tap water.

• Insert the spout into one nostril and tilt your head, so the saline solution irrigates the passages and comes out

through the other nostril.• Then, repeat on the other side. (If

you don’t have a neti pot, use a dropper instead or use a special bottle).

Steam. Steaming is one of the best ways to reduce congestion and clear your nasal passages. Take a steamy, hot shower, a pampering bath, or inhale over a pot of hot water and experience great relief. Add a few drops of eucalyptus essential oil and enhance the healing effect of your steaming. You can use other essential oils as well. Pour a few drops of eucalyptus essential oil on your pillow and inhale the oil while you sleep.

Stay hydratedWhen you’re not well, it’s important to

watch your fluid intake. If you keep hydrated, the symptoms of colds and flu, such as nasal congestion, are more likely to subside faster or present in a milder form.

Apply hot compressYou can put a hot pack over your nose and

experience some relief. The pack doesn’t reduce the inflammation, but it can make you feel better and open your nasal passages. For a hot pack, wet a washcloth, wring it out, and heat it in a microwave for a minute; then lay it across your face. When to see a doctor?

If your congestion doesn’t get any better after 7 to 10 days, visit a doctor. Longer lasting nasal problems might indicate a bacterial infection that sometimes requires antibiotic treatment to prevent any complications. JD

A sure sign of winter is red and runny or stuffy noses. An easy and effective homemade remedy may be just what you are looking for. All you need is:1 cup baking soda 1/3 cup water Essential oils: eucalyptus, rosemary, and lavender. Muffin tin Muffin linersAdd the baking soda to a mixing bowl. Slowly add water until you’ve made a thick paste. Add just a little water at a time, you’ll want the mix to feel like putty. Add 15 drops of each essential oil. Spoon in to a muffin tin, and let sit out for 12-18 hours. For a less crumbly disk, you can also bake these for 20 minutes at 350 °C.Pop these disks out of the paper liner, plop it in your shower, and let the essential oils steam away your stuffy nose. You can put them anywhere on the floor of the shower; it doesn’t matter where. Keep in mind, always consult your doctor. JD
