Role of R & D in the Engineering Design
Goals of the ED Phase:• Reduce cost and risk
– Technical• Facilitate governmental (and inter-
governmental) discussions– “…engineering design of the project in sufficient
technical detail that approval from all involved governments can be sought,…”

I strongly urge that the UK reconsider its role on the ILC, and especially in regard to preserving support for the intellectual effort that has been so effective.”

and on ‘consensus – based’ design
• “Our plan in the ILC global design effort is to pursue the R&D to develop the concepts for the ILC, so that it will be possible to propose such a machine in the future. Whenever the ILC is proposed, it will have uniquely been created as the product of a combined worldwide collaboration of accelerator scientists and particle physicists.”
• These are the marks of a multi-lateral collaboration with genuine international support.
