Delhi University admission processwill begin from May 28NEW DELHI

The online admission registration to undergraduatecourses of Delhi University (DU) will begin from May28, an official said on Saturday.

The university will first begin online registration fromMay 28, and the offline registration will start from June5.

"The last date for registration for both online andoffline mode is June 15," DU`s spokesperson said.

The eight centres for offline registration are AtmaRam Sanatan Dharma College, Dyal Singh College,Gargi College, Maharaja Agrasen College, PGDAVCollege, Rajdhani College, Shyam Lal College, SriGuru Gobind Singh College.

The first cut-off will be released on June 25.NEW DELHI

A criminal wanted in several cases was killed in anencounter with Delhi Police at a restaurant in CentralDelhi's New Rajender Nagar area on Saturday evening.

According to a senior police official, the deceased,identified as Manoj Vashishtha who was wanted in sev-eral cases of fraud and other crimes, was hit by a bulletin the gunbattle with a team of Special Cell of DelhiPolice.

"Vashishtha was a wanted criminal and carried areward on his head. We had received a tip-off that hewould be coming to Sagar Ratna restaurant in NewRajender Nagar, following which a trap was laid.

"When he reached at the spot, Manoj, sensing policepresence, opened fire on our men. When the team firedback in self-defence, one bullet hit him and he wasinjured," Special Commissioner (Special Cell) SNSrivastava told PTI.

Vashishtha was taken to a nearby hospital where hewas declared brought dead, he said.

According to initial report, nobody else was eitherkilled or injured in the incident.

DU colleges not to impose extra crite-ria for UG admissionsNEW DELHI

Aiming at simplifying admission process, DelhiUniversity has decided that its colleges will not beallowed to impose any extra eligibility criteria for stu-dents seeking admission to undergraduate programmesfrom this year.

"A student applying in five different colleges willhave the same criteria for admission in all of them.Colleges will not be allowed to impose any extra eligi-bility criteria for students. Rules will be same for all andas per set by the university," DU's Dean of StudentsWelfare J M Khurana told reporters here today.

The decision, however, will not apply to minority col-leges such as St Stephen's and Jesus and Mary College,which will announce their own admission criteria andcome out with their cut-off lists.

"Till last year, students used to be in a dilemmawhether his/her aggregate marks will be enough to getadmission, as colleges used to impose additional riderssuch as above 85 per cent in Mathematics required foradmission.

"But from now on this practice will be stopped. Thiswill simplify the admission process, he added.

Over 80 colleges are affiliated to Delhi University.The admission process for the undergraduate courseswill begin from May 28.

Delhi: CBI arrests Service TaxCommissioner for graftNEW DELHI

CBI on Saturday arrested the Service TaxCommissioner of West Bengal's Haldia port G ShreeHarsh for allegedly receiving a bribe of Rs five lakhfrom a company engaged in loading and offloading ofcargo. The CBI claimed that the amount was the lastinstalment of Rs 20 lakh allegedly demanded by Harsh,a 1990 batch officer of Customs and Central Excise, todo favours to the company in a matter of assessment oftheir unpaid service tax.

The agency said the officer had conducted a "perfunc-tory inquiry and investigation with dishonest intent" tofavour the company. One of the directors of the compa-ny Asgar Ali and another person, Parvez Akhter, whocarried cash to the official residence of Harsh late lastnight, have also been arrested. The agency also arresteda close aide of the officer, J. Prasant Kumar, who hadallegedly received the money.

The company was engaged in stevedoring and off-shore cargo handling in Haldia Dock Complex.

After the arrest, CBI carried out searches at 13 loca-tions in Kolkata and Haldia in West Bengal andHyderabad and Guntur in Andhra Pradesh.

They were produced before a Special Judge at Aliporewho remanded them in five days' CBI custody. A caseunder various sections of Indian Penal Code andPrevention of Corruption Act has been registeredagainst the accused.

People-police clash in Gurgaon, 21 arrestedGURGAON

Twenty one people, including Gurgaon councillorNisha Singh, were arrested on charges of attempt tomurder government officials on duty and rioting whileauthorities took possession of hundreds of houses in acolony that came up on panchayat land, said policeSaturday. Nisha Singh is councillor from ward 30.

All the accused have been arrested under various sec-tions of the Indian Penal Code. Senior Congress leadersPradeep Jaildar, Khazan Singh Advocate, PradeepKashyap, Mohan Singh, Krishanpal, Kanwarpal,Ramkishan and nearly 200 unidentified people havebeen booked. Nearly three dozen people, includingwomen and children and some policemen, were onFriday injured in clashes when authorities forcibly tookpossession of hundreds of houses in Dokhar Ki Dhanivillage in sector 47 here.

Responding to a letterwritten by CM Kejriwalwhich strongly requestsJung to work within theconfines of theConstitution, a statementissued by Jung's officesaid, “It is reiterated thatthe Lt Governor has actedfully conscious of hisduties & responsibilitiesunder Constitution ofIndia.”

“Till date not a singleaction taken by the LtGovernor’s Secretariat isin non-confirmity with theprovisions of theConstitution. Delay on thepart of the Hon’ble CM ofover 40 hours necessitateda direction from the LtGovernor that orders beissued, it added.

The statement furthersaid the office of the ChiefSecretary cannot be leftvacant.

“The Chief Secretary isrequired not just for nor-

mal work but for anyemergency that may comeup,” it added, as per ANI.

“Lt Governor’sSecretariat regrets insinu-ation against respectedsenior civil servant &complaint will be exam-ined as per procedure. Ithas also been reported thatthe Principal Secretary(Services) has beenremoved from his posi-tion,” the statement fur-ther said. “This does nothave the approval of the LtGovernor, who is theCompetent Authority totransfer officials of thatrank,” it added.

Meanwhile, ParimalRai, who was backed by

Kejriwal for the post,declined to become actingChief Secretary, notingthat he respects the LtGovernor's directions.

Gamlin was given theadditional charge of ChiefSecretary by the LG, hoursafter she wrote a scathingletter to Jung claiming thatshe was pressured by asenior bureaucrat in CM'soffice to withdraw fromthe race.

The video of theincident, which was record-ed on camera, showsChandra and the woman ina scuffle. It shows thewoman throwing a brick atChandra's bike, who thenhurls another brick at her.

appointment of Delhi'sActing Chief Secretary, LtGovernor Najeeb Jung hasbriefed the Home Ministry,which is directly responsi-ble for the capital's admin-istration, even as UnionHome Secretary LC Goyalsaid his ministry has noth-ing to do with the issue.

Official sources said theLG has informally briefedthe Home Ministry aboutthe situation arising out ofGamlin's appointment.

The Ministry, sourcessaid, advised Jung to act asper the Constitution.

Meanwhile, UnionHome Secretary LC Goyal,when asked to comment onappointment of senior IASofficer Shakuntala Gamlinas Delhi's Acting ChiefSecretary, said his ministryhas nothing to do with it.

"The Home Ministry hasnothing to do with it. TheLieutenant Governor andthe Chief Minister arecompetent enough to han-dle the situation," Goyaltold reporters on the side-lines of a function here.

Goyal was asked to com-ment on Chief MinisterArvind Kejriwal's objec-tion to the appointment ofGamlin by Jung as actingChief Secretary.

Jung is at loggerheadswith Kejriwal over theappointment of Gamlin asacting Chief Secretary withthe Chief Minister havingopposed the LG's action.

The Kejriwal govern-ment has attacked BJPaccusing it of attempting tostage a coup through theLG. Kejriwal has sought ameeting with PresidentPranab Mukherjee over theissue.

where a dreaded gangsterwas calling the shots fromTihar jail, Delhi Policehave arrested five sharpshooters of Karambirgang and averted animpending attack on therival families of thealleged criminal.

The arrested accusedare henchmen ofKarambir who is current-ly lodged in Tihar jail.They were receivinginstructions from thegangster.

Vinod, Amarjeet,Harvinder, Lokesh andVijender were arrested by

the Special Cell of DelhiPolice on Friday.

"They were planning toavenge the brutal chop-ping off a hand ofKarambir's mother by therival Sanchit-Mintu gang.

"The accused werearmed when they werenabbed near Karambir'sresidence in outer Delhi'svillage Ghevra," saidDeputy Commissioner ofPolice (Special Cell)Sanjeev Yadav.

In the second week ofMay, information wasreceived that some mem-bers of Karambir gangwere assembling fre-quently on his instruc-

tions. Karambir was eagerto avenge the crime com-mitted on his mother.

It was also learnt thatrecently, some of themembers of Karambir'sgang had attempted a car-jacking in Kundli borderarea and had opened fireinjuring the car driver.

While fleeing, one ofthe accused had sufferedaccidental bullet injury onhis leg.

"On Friday, an inputwas received thatKarambir was found giv-ing instructions to hishenchmen to carry out therevenge killings duringthe night of the same day.

The instructions wereclear; to eliminate everymember of the rival gangwho could be foundunprepared for theonslaught.

"Without wasting time,a special team was consti-tuted and the five accusedwere apprehended after apatient watch from thehouse of Karambir situat-ed at Ghevra village ofOuter Delhi," saidYadav.

Police recovered two.32 bore pistols and 21live cartridges, two .315bore single shot firearmsand three live cartridgesfrom them.

Saturday extended till May30 the judicial custody ofthe dermatologist husbandof a 31-year-old doctor ofAIIMS who allegedlycommitted suicide due tomental torture caused byhis sexual orientation.

Metropolitan MagistrateSachin Sangwan remand-ed Dr Kamal Vedi, 34, injudicial custody afterDelhi Police informed thecourt that investigation inthe case was going on.

The court also askedKamal, who was present inthe court room with hisfather, if he has moved abail application to whichthe accused replied in thenegative.

Kamal was arrested by

police on May 19 from hisresidence in AIIMS quar-ters in south Delhi after hiswife, Priya, an anaesthetistat AIIMS, was found deadwith her wrist slit at a hotelin Paharganj in centralDelhi where she hadchecked-in after a fightwith herhusband. According topolice, the couple weremarried five years ago andsoon after that, Priya cameto know that her husbandwas a "gay".

AHMEDABADThe Gujarat Government onSaturday signed MoUs with aChinese enterprise in Beijing envis-aging Rs 29,000 crore investmentsin the state.

The MoUs, inked in Beijing dur-ing Chief Minister Anandi Patel'svisit to China, related to an invest-ment of Rs 19,000 crore for theSmart City project and another Rs10,000 crore for setting up anindustrial park in Gujarat, an offi-cial statement said here.

"An MoU signed between theChina Small and MediumEnterprise Investment Ltd(CSMEI) and iNDETXb (IndustrialExtension Bureau)- a GujaratGovernment entity - envisions USD3 billion (Rs 19,000 crore) invest-ment for the Smart City project inGujarat," said the government.

DAHODEight robbers allegedly kidnapped anewly-married woman after looting jew-ellery worth around Rs four lakh inGarbada taluka of the district on Saturday,police said.

NEW DELHIThe amendments proposed by theCentre to allow employment of childrenbelow 14 years in 'non- hazardous' fami-ly enterprises will lead to "rampant" useof child labour as it is impossible to reg-ulate such businesses, CPI(M) onSaturday claimed as it slammed the "ret-rograde" move.

Charging that the proposed amend-ments will legalise the exploitation ofchildren, the party said, "Narendra Modigovernment's economic reforms pro-mote 'outsourcing'. Many developedindustries farm out work to contractorswho further farm out work to familieswho work round the clock at exploitativerates.

"This is in addition to other tradessuch as bidi making, agarbattis, carpetweaving, etc., where children are forcedto work. Since it is impossible to regulate'family enterprises', such an amendmentwill open the floodgates to the rampantuse of child labour."

The party claimed that the proposedamendments have been mooted in the

wake of "severe" cuts in budgetary allo-cations for children's development. Itfurther alleged that the step exposes theCentre's "callous" approach towards therights of children.

With the government citing the coun-try's "social fabric and socio-economicconditions" while proposing the saidamendments, CPI(M) said that to use"poverty and social fabric of India" tojustify use of child labour is "to punishchildren for their poverty".

"People expected this Modi govern-ment to take meaningful measures toameliorate growing poverty among themajority of our people," the party saidwhile calling upon "democratic- mind-ed" citizens to come together to force thegovernment to withdraw the "anti-child"amendment.

In major changes to the child labourlaw, the Cabinet on May 13 approved theemployment of children below 14 yearsin 'non-hazardous' family enterprises,entertainment industry and sportingevents after school hours while relaxingthe penal action against the parents.

NEW DELHIThe row over the appointment ofsenior bureaucrat ShakuntalaGamlin as acting Delhi ChiefSecretary deepened on Saturdayafter Aam Aadmi Party-led DelhiGovernment ordered the removalof Principal Secretary (Services),Anindo Majumdar from services.

Majumdar had issued orders forthe appointment of Gamlin to thepost of acting chief secretary on thedirections of Delhi Lt GovernorNajeeb Jung.

Meanwhile, Jung has objected toMajumdar's removal and his officeissued a statement that the decisionwas taken by the Delhi governmentwithout his approval and declaredit as void.

About removal of Majumdar, arelease issued by the Jung's officestated that the order "does not havethe approval of the Lt Governor,who is the competent authority totransfer officials of that rank. Thisorder is ab-initio void."

The issue started after Gamlintook charge as the acting Chief

Secretary of Delhi despite DelhiChief Minister Arvind Kejriwalwriting a letter asking her not tojoin as the acting Chief Secretary.

The Delhi CM had also written aletter to Jung asking him to reviewhis "questionable" decision toappoint Gamlin as the ChiefSecretary.

Jung had yesterday appointedGamlin as Delhi Chief Secretary,notwithstanding strong oppositionto her nomination by Kejriwal dis-pensation which alleged that shehad close links with BSES discoms.The 1984-batch officer has, howev-er, denied the charges saying theywere baseless.

NEW DELHIIn the wake of the Nepal quakes,the Centre on Saturday stressedon the building of capacities ofthe National Disaster ResponseForce (NDRF) and State DisasterResponse Forces (SDRFs) toeffectively tackle natural andman- made disasters.

Inaugurating a conferencehere to review the status of pre-paredness for South-WestMonsoon 2015, Union HomeSecretary LC Goyal, noting thatonly 21 of the 29 states have setup SDRFs, said the Centreexpects the remaining ones toestablish such a force within agiven timeframe.

He said that since the primaryresponsibility for disaster man-agement rests with the stategovernments, they shouldutilise the funds given to themby the 14th FinanceCommission for this purpose.

The Centre has already sanc-tioned two more NDRF battal-ions in addition to the 10 exist-ing ones in order that it maysupplement the efforts of the

state governments for disasterresponse. The National DisasterManagement Authority(NDMA) is also providing tech-nical support and logistics to thestates, he added.

The annual conference wasattended by relief commission-ers and secretaries of thedepartment of disaster manage-ment of the states and UnionTerritories.

Goyal said that the three 'Cs',or the three pillars, of disastermanagement were 'Capacity,Coordination and Community'participation and added that therole of civil society, includingNGOs, has become critical indealing with natural calamities.

He added that disaster man-agement is a joint effort andpreparedness for effectiveaction becomes critical in thehour of crisis.

He asked government andcivil authorities, NGOs and peo-ple in general to join in what hesaid was real social service dedi-cated to the saving of humanlives.

The Home Secretary saidevery warning issued by theIndian MeteorologicalDepartment, whether big orsmall, must be taken seriously.

Goyal said that the annualconference should be held twicea year. Every year, apart fromthis annual conference, anotherconference should be held inOctober/November toreview/assess the work done inthis field and take lessons andbest practices for better man-agement of different disasters.

KATHMANDUIndia, one of the key donors to quake-ravaged Nepal, has said that it willextend support to the Himalayannation according to its needs and prior-ities for reconstruction and rehabilita-tion.

India's Ambassador to Nepal, RanjitRae during a media interaction said onFriday that Nepal has assured Indiathat it would assess its needs by June10, adding that Prime MinisterNarendra Modi has already made acommitment towards this end.

The Narendra Modi gov-ernment wants a compre-hensive overhaul of pub-

lic sector banks (PSBs), whichaccount for more than 70 percent of assets in India’s troubledbanking sector. It’s hard toquarrel with the idea: whatcould be more attractive than arevamped and shining publicsector? It is important, however,to focus on what can beachieved quickly. The govern-ment must do what it takes torevive bank lending and privateinvestment at the earliest ratherthan pursue ‘reforms’ thatwould keep PSBs in limbo foran extended period.

There are three sets of issuesin PSBs: governance, manage-ment and operational issues.The key governance issues con-cern the composition and func-tioning of the board. The impor-tant management issue is theselection of the CEO. The oper-ational issues are the resolutionof non-performing assets(NPAs) and the infusion of cap-ital in banks. It’s useful to takestock of where we are andwhere the government intendsto go.

Separation of rolesThe government is moving in

the direction suggested by theP.J. Nayak committee’s May2014 report on bank gover-nance. For starters, it has decid-ed to separate the roles of thechairman and managing direc-tor (CMD) in all PSBs exceptthe State Bank of India. Bankchairmen will be selected by apanel headed by the ReserveBank of India Governor.

The case for separation ofroles — that there was too muchconcentration of powers in thehands of the CMD — is notvery persuasive. Bank boardshave one representative each ofthe government as well as theRBI. They also have two ormore executive directors aswell as representatives of bothofficers and workers of the

bank. It is not true that theCMD could act as he or sheliked.

The Nayak committee hadwanted the roles to be separatedat the end of a three-phase peri-od. The committee reckonedthat PSBs by then would haveacquired substantial autonomy,and that the power to appointchairmen, independent directorsand the CEO would havedevolved fully to the boards.The government has chosen toseparate the two roles at thevery beginning.

There are two dangers indoing so. First, however distin-guished the panel that willselect the chairman, it is alwayspossible for the government toinfluence the chairman once heor she is appointed. The resultwould be to pit a politicalappointee against the CEO whohas to deliver results. Second,the chairman may have his orher own agenda; this would ren-der the CEO ineffective. Itwould have been better to deferthe separation of roles untilPSB boards had begun to func-tion effectively with independ-ent directors.

Now that the decision to sep-arate the roles has been taken, itis vital to strengthen the boards.The Nayak committee arguedthat PSBs do not have inde-pendent directors at all. Theyhave directors nominated by thegovernment – these, the com-mittee stated, cannot be said tobe independent. They also havedirectors elected by sharehold-ers. Since it is Life InsuranceCorporation of India that callsthe shots as an important share-holder, the shareholder direc-tors are not independent either.

Further, the Nayak committeecontended that private banksdid better when it came to hav-ing independent directors. Thiscontention must be stronglyrefuted. Directors on the boardsof private banks are chosen bythe promoter or managementand are therefore hardly inde-pendent of either. If anything,

the PSBs are a little better off: agovernment-appointed inde-pendent director is not beholdento the CEO for his appointmentand hence can act independent-ly of the CEO.

There is an unresolved issueof governance in India: can adirector appointed by the domi-nant shareholder — whethergovernment or a private owneror management — be said to betruly independent? As this issueis not likely to be addressed in ahurry, the best we can do untilthen is ensure that independentdirectors have the credentials toadd value to the board. Thegovernment proposes to achievethis by setting up a Bank BoardsBureau (BBB) as recommendedby the Nayak committee. TheBBB will select CEOs, inde-pendent directors and bankchairmen. It will consist ofthree former bankers, two emi-nent professionals and theSecretary of the Department ofFinancial Services.

The Finance Ministry,through its website, has invitedapplications for the post ofindependent director. Some ofthe best people are unlikely tosend in applications; they willjoin only if invited. The BBBwill need to scout for talent.According to some reports, thePrime Minister’s Office willfirst vet candidates for the post.It will then send a shortlist tothe BBB which will make thefinal selection.

When Chief Minister ofGujarat, Mr. Modi got politi-cians removed from the boardsof these enterprises andreplaced them with profession-als of repute. The ChiefMinister’s Office played a keyrole in selecting independentdirectors for these enterprises.This approach resulted in betterboards and improved perform-ance. Why not replicate thisapproach at the Centre insteadof creating another body for thepurpose?

Management issue

Next, the management issue.A professional body to selectCEOs for PSBs is by no meansa novel idea. In the past, we hadan Appointments Board whichwas headed by the RBI gover-nor and included eminent pro-fessionals and a FinanceMinistry official. Yet, this dis-tinguished body was not able toget appointments of bank CEOsright. The political will to letthe Board do its job was absent.It was the Finance Ministry thatdecided the appointments.

The BBB’s outcomes cannotbe very different unless the gov-ernment is willing to let it func-tion independently. And if thegovernment is willing to let go,why not stay with theAppointments Board? If thegovernment can entrust theselection of bank chairmen to apanel headed by the RBI gover-nor, why not do the same forCEOs and independent direc-tors?

The Finance Ministry hasthrown open the CEO’s job infive leading PSBs to privatesector professionals. The initialresponse, it appears, was notsatisfactory. Some requirementshave since been relaxed so thatthere is wider pool of appli-cants. Flexibility in respect ofpay has been promised, mean-ing the appointee will not begoverned by PSB pay scales.

The government seems tohave bought the contention ofthe Nayak committee that PSBshave not performed, and a hugegap between private and publicsector performance has openedup because the public sectorlacks the right talent and theright incentives. These are bothdubious propositions.

PSBs improved their perform-ance after bank reforms com-menced in 1993-94 and contin-ued up to 2010-11. If there hasbeen a deterioration since, it ismainly for two reasons. First,PSBs got into infrastructurefinancing in a way in which pri-vate banks did not. Second, theselection of the CEO went

wrong in many cases. Gettingthe choice of CEO right is halfthe battle won. Incentives canbe addressed in due course.

Infusion of capitalFinally, the operational issues

in PSBs need to be quicklyresolved. The issue of stalledprojects is being addressed.Lenders will have to write downsome of their loans and promot-ers have to take a hit with bankloans getting converted intoequity. At the same time, thegovernment must infuse morecapital into PSBs. This is onearea in which banking policyhas disappointed the most.

PSBs cannot be expected toperform unless they are giventhe necessary capital. Theyneed about Rs. 20,000 crore byway of government equityevery year for the next fiveyears. In 2014-15, the new gov-ernment promised Rs. 11,200crore and ended up infusing Rs.6,990 crore in nine PSBs. In2015-16, it proposes to provideRs. 7,940 crore. Who so?Because the government wantsunderperforming banks toimprove their performance firstbefore asking for more capital.Such an approach is seriouslyflawed. Improvement in per-formance will follow infusionof capital; it cannot precede thelatter. That, after all, was thelogic behind the bailout ofbanks that failed in the sub-prime crisis.

The government can bring outa sea change in PSBs by doingjust three things: appointing theright CEOs, backing them withthe requisite capital and bring-ing independent directors ofcompetence and stature onboard. These can be done expe-ditiously with the existingmechanisms and the existingtalent in PSBs. It is more impor-tant right now to secure quickoutcomes in banking than topursue some grand design.

The Union Cabinet’s approval of a set of amendmentsto the Child Labour (Prohibition and Regulation)Act, 1986 raises serious doubts and concerns. One of

these proposes to ban the employment of children below 14years in all occupations except family enterprises and theaudio-visual entertainment industry, on condition that suchwork does not interfere with their education. One amend-ment proposes to regulate “adolescents” in the 14-18 agegroup by prohibiting their employment in hazardous occu-pations unsuitable to their age. There is no doubt that the1986 Act itself needs to be amended. First, the law hasproved to be weak and ineffective in curbing child labour.Second, it is in contradiction with Article 21-A of theConstitution and the Right of Children to Free andCompulsory Education Act, 2009 that makes schoolingcompulsory for all in the age group of six to 14 years. Third,the 1986 Act does not regulate adolescent labour as mandat-ed by ILO Conventions 138 and 182. Although the govern-ment’s intention to amend the Act is to be appreciated, whatis deeply problematic is its intention to exempt from the banemployment in family enterprises. It is suggested thatpoverty and socio-economic conditions in India justify chil-dren helping their families in certain occupations where thepossibility of any harm coming upon them does not exist,provided that they balance the work with schooling. Thismay sound reasonable but may prove unworkable. The lawpotentially opens loopholes that will sustain or even encour-age child labour, creating a regulatory nightmare. Here thegovernment fails to recognise that family enterprises canalso prove to be exploitative and oppressive for children.‘Family enterprises’ fall in the unorganised sector, makingthem an amorphous legal category that is hard to govern.Such a law will adversely affect girl children who are oftenforced into domestic work, or Dalits and those from theminorities who work out of dire poverty but are ultimatelydenied the joys of childhood. Moreover, instead of just tin-kering with the 1986 Act, the government needs to compre-hensively overhaul it, focussing on the rehabilitation ofchildren rescued from traumatic working conditions. Thisrequires an interlinking of ‘rescue, rehabilitation andschooling’ through greater coordination among Ministriesand organisations, and the inter-locking of the provisions ofexisting laws such as the RTE Act, the Bonded LabourSystem (Abolition) Act, 1976; the Factories Act, 1948; theBeedi and Cigar Workers Act, 1996 and so on. It is mean-while also disheartening that the budget allocation for theMinistry of Women and Child Development has beenreduced from Rs.18,588 crore to Rs.10,382 crore.

Britain feels and looks very dif-ferent now from only a weekago.

The general election, of May 7,threw up many surprises — the re-election of a majority ConservativeGovernment, the scale of the ScottishNational Party (SNP) landslide, andScotland and England pointing incompletely opposite political direc-tions.

The SNP won 56 of Scotland’s 59constituencies, reducing the domi-nant Labour Party north of the borderfrom 41 seats at the previous electionto a single seat. A whole host of lumi-naries lost their seats including theScottish Labour leader, Jim Murphy,the Shadow Foreign Secretary,Douglas Alexander and the ShadowScottish Secretary, Margaret Curran.

How did this happen, when onlymonths ago the SNP lost the inde-pendence referendum, and the BritishPrime Minister, David Cameron,considered the whole issue “settled”?And what does it mean for the SNP’saim of Scottish independence and thefuture, if any, of the UnitedKingdom?

Quiet satisfaction

The mood in Scotland at this timeis difficult to fully convey. Scottishpublic opinion, despite its centre-leftcredentials and traditions, doesn’t dooutward celebrations of victory. Thisisn’t the culture of a Milan or BuenosAires where people take to the streetsin their cars tooting and cheering tomark a political event.

Allowing for this Scottish reti-cence, there is a sense of quiet satis-faction in parts of the country. Manypeople felt that Scottish Labour hadbecome the political establishment —complacent, out of touch, showinglittle respect for its own professedvalues — and wanted to punish it.

The explanations offered for thisrange from observations that “Blair

destroyed the Labour Party” to “theIraq war”, from “I don’t know whatthey stand for anyone” to “they arethe same as the Tories” and that“Labour do not stand up for Scotland,but take their orders from London”.

A mixture of public anger and dis-appointment exists towards Labour inScotland that has built up overdecades. It began to find voice whenLabour lost the 2007 ScottishParliament elections to the SNP, bythe thinnest of margins, leading to aSNP minority government underAlex Salmond. There then followedthe 2011 Scottish Parliament electionSNP landslide, and the May 7Nationalist triumph.

There is a general air of goodwilltowards the SNP and its record as theScottish Government. People like thesense that the Nationalists talkScotland up, think positively aboutthe potential of a self-governingnation, and are competent and credi-ble in how they administer devolvedservices.

The SNP has now been in office foreight years, and yet is still able topresent itself as insurgents and out-siders, particularly in relation toWestminster. This is strengthened byLabour still being perceived asincumbents and insiders — responsi-ble for many of the shortcomings ofmodern Scotland.

This may not be altogether fair, butit undoubtedly had traction in therecent May election — with bothLabour and Westminster being heldto account by many voters for what iswrong in Scotland, and the SNPrewarded. This state of affairs cannotlast indefinitely.

Independence referendum

A critical factor in all of this wasthe experience of the independencereferendum. Scotland voted 55:45 tostay in the union last September. Justas important, for three yearsScotland’s constitutional status wasdebated up and down the country

resulting in an unprecedented 85.6per cent turnout.

The referendum question —“Should Scotland be an independentcountry?” — allowed for two simul-taneous debates, one on the constitu-

tion, the other on what kind of coun-try and society people wanted to livein. This emboldened the SNP andindependence opinion. The degreeand depth of the pro-democraticengagement altered the parameters ofScottish society. This was combinedwith two other factors which haveworked in the SNP’s favour.

First, when the campaign began,strategists in “Yes Scotland” (theofficial independence organisation)felt that the voters had no mental mapof what an independent Scotlandwould like and thus presented a con-ditional vision of independence,retaining many key institutions of theU.K. (the Treasury, the monarchy).

However, over the course of thecampaign, the constant discussion ofindependence meant that it becamenormalised, and by the end, the“idea” of independence had movedcentre stage, so much so that after thevote, one poll showed 69 per cent ofScots believing independence wasinevitable.

Second, on the morning after theSeptember 18 vote, Alex Salmondtook responsibility for the defeat andresigned as SNP leader, handing overthe baton to Deputy Leader NicolaSturgeon. This allowed the SNP a

seamless transition, the chance torenew, and, importantly, to changetone from Mr. Salmond’s abrasivestyle to Ms. Sturgeon’s more concil-iatory manner.

All of this is magnified by longer-term factors: the decline of theScottish Tories, Labour’s hollowingout and replacement by the SNP asthe dominant party, the secularisationof society and weakening of religion,and changing patterns of work, econ-omy and industry.

Emphasising distinctiveness

Scotland, in many respects in thelast 40 years, has become more likeelsewhere in Western Europe, andwith this, people increasingly wish toemphasise their distinctiveness innational identities and cultures.

The SNP has played all of this well— nurturing a soft civic nationalismand social democratic sentiment,which sits at ease with most Scots,and is far removed from the right-

wing populism of the UKIndependence Party (UKIP), whichwon the 2014 European electionsacross the U.K., as could be imag-ined.

Success brings with it its own pres-sures. The SNP’s near-clean sweep ofScottish Westminster constituenciesmeans that many supporters nowexpect immediate change. The SNPcampaigned on three main themes: anend to U.K. austerity, opposition tothe ‘Trident’ nuclear weapons systemand more devolution of powers toScotland.

No substantive concessions will beforthcoming on the first two. But onthe third, with Prime MinisterCameron conscious that hisConservative Party won 14.9 per centof the vote and one seat in Scotland— the former, their lowest vote in150 years — a more pragmatic linemay well be evident fromWestminster.

The big issue underneath all this isthe independence question. SomeNationalist supporters are hoping forprogress on this very soon, or morerealistically, a SNP manifesto com-mitment in the 2016 ScottishParliament elections to a second ref-erendum.

EU referendum trigger

Ms. Sturgeon has consistently saidin the 2015 campaign that a vote forthe SNP was not one for independ-ence. At the same time, she has notruled out bringing the question backif there is a change in “material cir-cumstances”. What this is remainsimprecise, but the most likely triggerwould be the Tory initiated EuropeanUnion ‘in’/’out’ referendum that willtake place at the latest by the end of2017.

If the U.K. voted to come out of theEuropean Union, and Scotland andEngland found themselves facing indifferent political directions, thiswould be more than enough to justifya second independence referendum.

Scotland has consistently been per-ceived as less Eurosceptic thanEngland, and the gap between thetwo nations has grown markedly inrecent years.

Even if it doesn’t happen as simplyas described, the U.K. is, in a verypeaceful and very British way, frag-menting and fracturing, and becom-ing a series of very different politicalcultures. This was more than obviousin the recent U.K. election wherethere was no one overarching“national” contest going on, but ahost of subnational, regional andlocal contests.

In this, Scotland is the mostassertive and advanced in decouplingitself from the union of the UnitedKingdom, while Wales and NorthernIreland follow in the slipstream,becoming more autonomous and dis-tinctive.

The old United Kingdom, familiarto people around the world, no longerexists. Its traditions, histories andvalues have given much we should bethankful for, as well as much thereshould be a sense of shame andatonement for. In recent decades,“Britain plc” — the corporate, busi-ness and political class version of thecountry — has grown less and lessinclined to support or understand mil-lions of working people and focussedon the self-interests of global winnersand elites.

The overwhelming consensus inScotland is that this Britain isn’t goodenough and that changing it mightnot be possible in the immediatefuture. Scotland increasingly aspiresto a “revolution of the normal” — tobe democratic, progressive, and amodern, European nation, character-istics which Britain is sadly increas-ingly turning its back on.

Gujarat inks MoUs...an investment of Rs 19,000 crore for the

Smart City project and another Rs 10,000crore for setting up an industrial park inGujarat, an official statement said here.

"An MoU signed between the ChinaSmall and Medium Enterprise InvestmentLtd (CSMEI) and iNDETXb (IndustrialExtension Bureau)- a Gujarat Governmententity - envisions USD 3 billion (Rs19,000 crore) investment for the SmartCity project in Gujarat," said the govern-ment.

"Gujarat's Additional Chief Secretary(Industries and Mines) Arvind Agarwalexchanged MoU documents with GuoZhixin, Deputy Secretary General,CASME, in presence of Chief MinisterAnandi Patel," it said.

Patel, who is on a six-day visit to China,announced that Gujarat has also inked apact with CSMEI to set up a Rs 10,000crore industrial park in the state.

She was part of the delegation thataccompanied Prime Minister NarendraModi during his tour of the neighbouringcountry.

TCS woman employee...victim kept lying on the road unattended

for about half an hour after she was hit bythe vehicle, they said.

"The woman, identified as ArchanaPandya, was mowed down by an unknownvehicle and we are investigating the case,"a police official from Vanrai police stationsaid.

Robbers loot ornaments...woman, who got married yesterday, was

with it a complete MaterialDesign user interfacerevamp.

Now on version number2.12.84, the updatedWhatsApp app for Androidon Google Play brings UIchanges that have beenpresent on the 'beta' appavailable on the Facebook-owned company site forover a month.

There are no visualchanges between the app(2.12.38) released on thecompany's site back inApril and the one nowavailable on Google Play.For users who haven't triedthe 'beta' app yet, theupdate will introduce sev-eral design changes to

them, however, the func-tionality remains muchthe same with everythingstill in the same places -thus, no-one is going to beconfused with the newinterface.

The revamped MaterialDesign interface ofWhatsApp brings newicons, animations, andcolour-flipped emoji tray.After the update, the app'stask bar, which is placedon top, is merged withcalls, chats and contactsbar under a single colour.

On opening a chat,users would see a newround green-colouredvoice-recording iconplaced besides the textbar. The chat conversationnow features a bubble-like chat design alongside

several minor animationchanges.

Notably, after rolling outWhatsApp Calling to allAndroid users at the end ofMarch, the company began

HTC India on Thursdayannounced the startof the Android 5.0

Lollipop update rollout forfour of its smartphones - theDesire 816 (see above),Desire Eye, One (E8), andOne Dual SIM.

The company confirmedthe news via a tweet earlierthis week that read, "Weknow you've been waitingfor the Android Lollipop. Itis finally here. Update yourHTC Smartphones today!"

To recall, HTC startedpushing out the Android 5.0Lollipop update for the HTCDesire Eye and HTC Desire816 last month in the UK.The single-SIM variant ofthe HTC One (see below)started receiving the updatein February.

HTC Desire 816, HTCDesire Eye, HTC One (E8),and HTC One Dual SIMusers can also manuallycheck for the update bygoing to Settings > Aboutphone > Software update on their handsets. Asyet, there is no official changelog for theupdate.

Android5.0 Lollipop, besides adding Material Design,also includes a new lock screen and notificationtray along and enhanced privacy features.Improvements to search function and support

Belgium's PrivacyProtection Commission(CPVP/CBPL), which isworking with German,Dutch, French and Spanishcounterparts, launched theblistering attack after try-ing to find out more aboutthe US tech giant's prac-tices.

It urged Internet users toinstall privacy software toshield themselves fromFacebook's tracking sys-tems, whether they have anaccount with the social net-work or not.

The show of strengthfrom the Belgian regulator,which does not have thepower to levy fines, high-lights a growing willing-ness across the 28-memberbloc to ensure big US techcompanies abide byEuropean laws.

"Facebook tramples onEuropean and Belgian pri-vacy laws", theCommission said in astatement on Friday afteranalysing changes thecompany made to its priva-cy policies in January.

It said Facebook hadrefused to recogniseBelgian and otherEuropean Union nationaljurisdictions, with thecompany insisting it wassubject only to the law inIreland, the site of itsEuropean headquarters.

A. I guess. But you haveto constantly keep workingto maintain that, to keepwinning over the audience.

After Wake Up Sid andRocket Singh, though itdidn't work, people had anidea of what I do. Theybuilt that perception. Butwhen you do a bad film,like I did Besharam, thenthe audience starts wonder-ing where you are reallyheaded. That affects you.So you have to constantlykeep doing better.

Q. Did you sit back andreevaluate your choicesafter Besharam's deba-cle?

A. Subconsciously, yes. Iunderstood that I was tak-ing my audience for grant-ed. So it was a good lesson.It was a very positive mis-take that I made.

Q. Do you think it affect-ed your brand value?

A. We are all as good asour last film. Nobodyremembers anything butyour last film. Like recent-ly I was dubbing for theaudio visuals for ShashiKapoor and that's when Irealised how much he's

contributed to films. I hadforgotten all about his con-tributions. So yes,Besharam affected me andalso perhaps that's the rea-son why there is a negativ-

ity around Bombay Velvet.It is a kind of a pressure,but that is exciting,because I know the inten-tion here is right.

Q. For someone who's anurban kid, was gettingthe body language of a'60s guy in BombayVelvet difficult?

A. I try to marry thedirector's mind. I don'thave a solid personalitymyself; I find myself veryboring. So I borrow thepersonality that the direc-tor brings to me. It is adeparture from who actual-ly I am. I don't do anyhomework, I just try tounderstand what the direc-tor wants. I am arrogantenough to know that I havethe talent, but I am alsowise enough to know that Ineed to borrow from otherpeople's experiences.

I am a closed person. Iam incapable of openlyshowing my emotions.And cinema is where Ihave found a medium toexpress myself. I was bornin Bandra and went toAmerica for studies. Howwill I ever have the depthof experience of directorswho have had a different

kind of life? Like ImtiazAli comes fromJamshedpur, Anurag(Kashyap) comes fromGorakhpur, Ayan(Mukherji), these peoplegive me another facet tomy personality. I don'tknow better than them. Iam the Wake Up Sid, YehJawaani Hai Deewani fel-low. I have no life experi-ences beyond that. So I amgrateful that these peopleare giving me what I don'tknow. Aamir Khan hadgiven me a solid advicebefore I joined films. Heasked me to travel acrossthe country, saying it willexpand your horizon. Atthat time I wondered whatwas he saying.
