EXECUTIVE SUMMARY The theme for the PLP 2016-17 is “Accelerating the pace of capital formation in agriculture and allied sector through Bank credit. YSR district is said to be the heart of Rayalaseema as it is centrally located and well connected with 4 districts. Kadapa is one of the chronically drought affected region of Andhra Pradesh. The total geographical area is 15,359 sq. km. with 3 revenue divisions, 12 mandals, 972 revenue villages and 790 gram panchayats. The rainfall of the district is mainly influenced by South-West monsoon contributing monsoon contributing 55% and 30% from Northeast monsoon mainly in Rajampet, Kodur, Rayachoty and L. R. Palli Mandals. The normal rainfall of the district is 700 mm as against the state average of 940 mm. As per 2011 census, the population of the district is 28.82 lakh which is 5.84% of total population of the reorganized State. The density of population is 188 persons per sq.km. The literacy rate of the district is 59.57%. The economy of the district is predominantly agrarian in nature. Around 70% of the population is engaged in agricultural and allied activities for their livelihood. The area available for cultivation is around 5.69 lakh ha, of which 1.80 lakh ha has been created irrigation facilities through 4 major, 5 medium and 1841 tanks. The Principal crops grown in the district are Paddy, Bengalgram, Groundnut, Sunflower, Jowar, Bajra, Red gram, Maize, Turmeric, Chillies, Cotton, Coriander, etc. The District is one of the most potential district for the development of various horticultural crops. The soil and climate conditions of the district are most suitable for growing horticultural crops viz., Acid Lime, Mango, Banana, Sweet Orange, Papaya, Betelvine, etc. The district is endowed with rich mineral resources particularly Barytes, Asbestos, Lime Stone, Clay, quartz, Kadapa slabs, dolomite, etc. The Barytes deposits in Mangampet area are considered to be the best and largest in the World. Pulivendula area is engaging monopoly in superior christolite asbestos deposits in the State. Mining is also one of the major large scale business. The geographical advantages of the Kadapa basin has made this particular industry flourish. As a result, 14 large industries were established in the district, comprising of 7 cement factories, 3 power generation plants, two textile industries, one each in Thermal, Solar and Biomass, etc. There are three mineral based clusters viz., fly ash bricks at Proddutur, baryte powder at Kodur and Kadapa slab polishing at Yerraguntla. The district has a network of 32 banks, which include 18 public sector Commercial Banks, 11 private sector Commercial Banks, one RRB, one District Cooperative Bank and APSFC. These banks have a network of 346 branches as on 31 March 2015, out of which 150 are in rural areas, 103 in semi urban and 93 in urban areas besides 77 PACS in the district. The outstanding deposits and loans and advances as on 31 March 2015 was ` 7710 crore and ` 9779 crore respectively. Of which the priority sector advances was ` 8025 crore i.e., 82% of total advances. The CD ratio in the district was 127%. Andhra Pragathi Grameena Bank is having major presence in all rural areas in the district. The priority sector lending during 2014-15 in the district was ` 3071 crore, showed a negative growth over the level of ` 3839 crore achieved during 2013-14. There was 9.7% growth of deposits and negative growth of 5.18% in loans and advances during 2014-15 over the previous year. It is observed that the achievement under ACP targets during 2012- 13 and 2013-14 was 99 and 99.8% respectively, whereas it was only 70% during 2014-15 due to drought conditions. The target of ` 4993 crore has been projected under priority sector during 2015-16, of which ` 3741 crore under Agriculture sector. There is a lot of

thrust on primary sector mission by the Government of Andhra Pradesh to achieve the double digit growth in which a lot of interventions are on-going including expansion of additional area. As a result, there is a demand for investment credit for capital formation in the district by way of bank credit. Highlights of Sector-wise Credit potential in the District for 2016-17 The PLP for 2016-17 has been prepared keeping in view the revised PSL guidelines, GOI guidelines regarding increasing the term lending and allocation of LTRCF, importance of primary sector mission and due consultations with the bankers and line department officials. Taking all the initiatives into consideration, there is an immense growth opportunities and offers a good scope for increased lending under Investment credit for agriculture and allied activities, Food and Agro Processing, MSME, Renewable Energy and Other sectors. The estimated credit potential under the priority sector projected at ` 6083.23 crore for 2016-17 as against the ACP target of ` 4992.58 crore for the year 2015-16 i.e., a growth of 21.85%. Broader sector wise potentials for crop production and term loans for agriculture, allied activities, agriculture infrastructure has been projected at ` 3075.88 crore and `1091.77 crore respectively. The projections for MSME and other sectors is estimated at `805.27 crore and `1110.31 crore respectively. The other sectors include, Renewable Energy, Education, Housing, Social Infrastructure, Informal Credit, etc. Crop Loans: Crop loans form more than 73.8% of the major components of bank credit under agriculture in the district. Majority of the area is rainfed depending on the rainfall for irrigation. Generally, the major crop in the district is groundnut followed by sunflower and pulses. Due to erratic rainfall and low yields of groundnut, bengalgram has replaced the groundnut as a major crop during the last five years in the district. Paddy is grown in areas with assured irrigation facilities including under K C Canal. There is no major crop diversification being practiced by farmers, which required to create awareness on the issue. Supply of quality inputs to the farmers is also one of the major constraint. During the year 2015-16, a target of `2736.06 crore has been fixed for the sector under ACP and the credit potential for 2016-17 is estimated at ` 3075.88 crore i.e., 12% more than the target. Water Resources: As per the Ground Water Department estimates, there are 2 over exploited and 5 semi critical mandals in the district in respect of ground water utilization. Due to overexploitation of the ground water, the water depths have reached alarming levels in several places in the district compelling farmers to cut down the fruit crops. There is every need to motivate the farmers to go for water harvesting devices and recharge structures for all the bore-wells in the district. The potential for various activities under water resources for 2016-17 has been estimated at ` 101.25 crore. The major constraints identified are indiscriminate exploitation of ground water without enforcing distance and density regulations for MI structures, resulting in lowering of water table, which in turn lead to drying up of wells. Farm Mechanisation assumes importance in agriculture production and productivity for achieving food security. Due to high investment of capital, Central and State Governments introduced various subsidy schemes for farm mechanization and purchase of agri implements, setting up of custom hire centres, etc. Being a major groundnut producing area, there is also potential for setting up of CHC in each mandal. The Government of Andhra Pradesh has proposed various interventions under Primary Sector Mission including mechanization of farming activities. Keeping in view the GOI directions, Primary Sector Mission of State Government, the potential for the sector during 2016-17 has been assessed at ` 237.94 crore.

Plantation and Horticulture: The district is one of the potential sector for the development horticulture crops. Mango is the major fruit crop grown in the district followed by Sweet orange, banana, acid lime and papaya. Spices comprise of Turmeric and Coriander and the major vegetables grown are tomato, onion, brinjal and chillies. The developmental initiatives of government viz., APMIP, National Horticulture Mission, RKVY, etc., boosted the horticulture production in the district. The major constraints are absence of appropriate risk mitigation interventions including insurance products for several perennial horticulture crops, lack of proper marketing facilities, inadequate processing and storage facilities for horticulture crops. Absence of reeling and twisting units is considered as a major gap under sericulture. The potential for plantation & horticulture and sericulture sector is estimated at ` 129.37 crore and ` 4.18 crore respectively for 2016-17. Forestry and Wasteland Development: The geographical area of the district is 15.359 lakh ha. of which about 5.0 lakh ha is occupied by forest i.e., 32.55%, the second largest in the State. The only distinction of the forest of the district is that its most important species is the famous Pterocarpus santalinus or red sanders. The district has wastelands of 4.52 lakh ha which includes 1.89 lakh has underutilized/degraded modified forest land, 0.19 ha is rocky and steep slopes, leaving an area of 2.38 lakh ha., to be developed through credit. There are 4.7 lakh members have enrolled for wage employment in the district. The waste lands in the district may be properly identified and assigned to private agencies / individuals / JLG and SHGs for development of forest plantations with economically remunerative species especially red sandal which may fetch a good income generating activity to the Government besides generating employment under MNREGS. The financial assistance is available from NABARD under RIDF. An amount of ` 15.31 crore is projected under the sector. Animal Husbandry: The sector offered an excellent employment avenues to landless labour, small and marginal farmers and rural women for the last two years as an alternative sources of income during the drought situations. There is a need for promoting dairy/poultry / sheep rearing as an option for every farmer in the district so as to provide assured source of income during the years of drought. There is a good scope for the sheep rearing activity in the district due to the presence of a large number of shepherd community. A chunk of disbursements to SHGs are using for the activity. Keeping the demand for the sector and various government promotional programmes, higher potential have been estimated at ` 255.53 crore for the year 2016-17. Agriculture Infrastructure and Ancillary Activities: The district has a lot of scope for agriculture infrastructure and ancillary activities viz., land development, storage facilities, financing to landless agricultural labour for purchase of land, food and agro processing, promotion of Farmers Producers Organisations in watershed areas, etc. The credit assessed under the sector for the year 2016-17 is ` 172.56 crore. MSME Activities: The area is rich in mineral deposits and supplies. Trade in mineral based industry is flourishing. The district is also richly endowed with horticultural resources. There is a vast potential for setting up mineral based industries in the category of limestone, barytes, asbestos, Kadapa slabs, skill based industries like wood crafts, brass metal, handlooms, etc. Taking the investments towards MSME sector, working capital requirement and agro processing industries into consideration, the credit requirement under the sector has been estimated at ` 805.27 crore. Keeping in view the revised PSL, availability of raw material, policies of Govt of Andhra Pradesh, a higher potential is estimated for the year 2016-17. Export Credit: Although the barytes powder and mineral is exported from the district, the Companies are availing export credit elsewhere. It is reported that a sizeable quantity of KP

onion, turmeric and dupion silk are being exported by traders to Singapore, Malaysia, Japan, Indonesia and Gulf Countries either from Chennai or Mumbai. An amount of ` 35.00 crore is estimated under export credit for the year 2016-17. Other Activities: The district is centrally located in the Rayalaseema region with good infrastructure and connectivity which offers a good scope for medium and large industries due to its rich mineral resources and horticulture crops. Further, the presence of 3 Medical colleges, 24 Engineering colleges, 7 Polytechnics, one college each in Horticulture and Veterinary sciences, 5 MCA, 3 Management colleges, 11 University PG colleges besides 53 degree colleges in the district boosts the growth in education, housing, renewable energy, social infrastructure, SRTO, Retail business, SHGs, etc. The potential estimated under other activities for the year 2016-17 is 1093.75 crore. As directed by the Government of India/RBI, NABARD has initiated various interventions to boost the capital formation in agriculture and allied sectors. A separate fund of 15,000 crore, allocated to NABARD for the purpose of providing refinance support to Cooperative Banks and Regional Rural Banks for financing Long term Agriculture projects. Concessional rate of refinance (0.5% less than the applicable ROI from time to time) for specific innovative / thrust areas for various activities under plantation and horticulture and area based schemes under banking plan. Further, the NABARD convened State Level Unit Cost Committee to fix the unit cost for various activities in the State during the year 2015-16. NABARD has been assisting State Governments in completion of ongoing rural infrastructure projects and also to take up new infrastructure projects. NABARD has set up Rural Infrastructure Promotion Fund (RIPF) with an objective to support activities required for promotional efforts of RIDF. There are 175 projects with financial assistance of Rs.357 crore are under implementation for different purposes in the district. During 2014-15, an amount of Rs.78.60 crore has been sanctioned under RIDF XX covering different departments. Thirty four activities are eligible for sanction under RIDF. Financial support under Financial Inclusion Fund is available from NABARD for issuance of Rupay Kisan Cards and establishment of POS/Micro ATMs at the field level and other technological innovations by RRBs/DCCBs. A lot of programmes have been conducted to create awareness on different banking options available including PMJDY, PMSBY, PMJJBY, APY, etc. Three FLCs and 150 Financial Literacy Awareness Campaigns were sanctioned in the district to spread the financial literacy among the rural masses. There is an urgent need to focus on investment credit for enhancing capital formation in agriculture and allied sectors so that the assets can generate income over a period of time to farmers. Construction of rainwater harvesting structures and artificial recharge structures should be taken up scientifically in the overexploited mandals. Exploring the possibilities of diversion of surface water through canals/pipes for filling up of existing dried up tanks in over-exploited mandals.

Development and strengthening of industrial, handicraft and handloom clusters, wood works and brass metal cluster with appropriate skills and capacity building would boost employment opportunities besides enhancing the income to the artisans in the district. Coordinated efforts required from Bankers as well as from the Government to provide required credit along with training on skill and marketing. Further, the reporting GLC should be stabilized so as to enable for better monitoring and review at JMLBC, DCC meetings, etc.
