Real Estate Development Project Experience:   Parkmerced Project: Parkmerced is an existing 152 acre campus under single ownership in San Francisco. The project will provide rent control affordable housing, and will increase the number of housing units from 3,200 to 8,900. Project cost is estimated at $850 Million. You may find additional information for the project posted at http://www.sf-planning.org/index.aspx?page=2529.   Major Accomplishments for Phase I of Parkmerced Includes: •  Responsibility include overall management of $100 million of project infrastructure. Directly responsible to

lead design consulting team coordination for delivery of infrastructure improvements in line with project phasing priorities of development, permitting coordination with City/County of San Francisco Agencies and outside third party utility agencies.

•  Master Budget & Schedule: Working with our design team, general contractor partners and internal team in developing pre-construction GMP budgets at 60% & 95% design level Street Improvements Plan, and 100% Design Development for In-Tract Infrastructure, assist in development of permitting and construction delivery project master schedule.

•  Phase 1 Tentative Map Approval totaling approximately 1,200 multifamily residential condominium units, and final mapping;

•  95% Street Improvement Plans submittal to C/CSF for review and approval of permit plan set, PIA, and Final Maps for Phase I;

•  PG&E JT/Temp Power/Perm Power Coordination: As part of Parkmerced, PG&E is undertaking gas and electrical power system capacity betterment improvements to serve Parkmerced. Obtained PG&E global JT approvals in June of 2016.

•  Vertical Construction & Building Permitting: Participated with design team & partners (Civil, Landscape Architect, Architects & GCs) on VE and Cost validation to inform design changes from Schematic Design, Design Development to 100% Construction Documents for GMP contracts. Participated in strategizing for building permit phasing, and permit addenda’s.

Transit Area Specific Plan (TASP) Projects, Milpitas: Principal civil engineer for this area specific plan that encompasses 437 acres and promote the development of 7,109 dwelling units; 287,075 square feet of retail space; 993,843 square feet of office and industrial space. The development plan includes $208.3 million of infrastructure to be funded through impact fees. Accomplishments since 2011: •  Integral Mixed Used; The project included and OPA over the next 10 years of RDA tax increment

participation for 1,400 dwelling units, and 92,000 square feet commercial/office space. Project fully entitled with Planning Commission and City Council Approval in 2010 and moved forward with design and construction of public improvements and commercial/retail product in 2011.

•  Citation Project with 638 dwelling units; Project fully entitled with Planning Commission and City Council Approval in 2010.

•  Milpitas Station with 318 dwelling units; Project fully entitled with Planning Commission and City Council Approval in 2010. Phase I which includes public infrastructure and 40 single family product is in the process of moving forward to design and construction by 2011/12.

•  Piper Towers Project with 480 dwelling units; Project submitted a pre-application and provided initial draft comments.

Facebook East/West Campus, Menlo Park: As City Engineer, I was part of the development team to oversee entitlement approvals for 440,000 SF new West Campus, participated in OAC team meetings to assure project approval, mapping and construction document approvals, and permit issuance and assure all all COAs were met, and mitigation measures implemented. Project included major grading, on site and off site infrastructure to support the project including a tunnel final completion to connect East and West Campus. Redevelopment Projects and Ravenswood Business District, East Palo Alto: City engineer responsible for the review and oversight of consultant’s preparation of Program EIR related to build-out impacts and mitigation, and engineers report for the formation of assessment district to fund $58 million of infrastructure improvements. Project consisted of 140 Acres of redevelopment with a matrix mix of development of 1,200 residential units, 620,000 square feet of commercial use, 25,000 square feet of retail, and a supermarket. The Ravenswood Business District included: •  Olson Company-Clarke-Weeks-Pulgas 2.58-acre site to be developed with 55 town-homes •  DKB Homes-Pulgas Mixed Use Planned Unit Development- 8-acre project site with 51 new

single-family housing units including seven live-work units, 22 industrial condominiums •  Jack May-Tara Road Project would consist of 74,000 square feet of industrial condominiums with a

maximum of 25 units on a 4.85 acre site •  The Bay Road Gateway to Ravenswood and Northern Access was a community-driven urban

design study, completed in 2000, which concluded that road improvements along Bay Road are critical to the successful redevelopment of this 130 acre industrial Brownfield area. The project will serve as the main access to the RBD project area targeted as the catalyst to entice redevelopment investment, and connection to the San Francisco Bay Trails along the Byland's'. Working with city manager and lobbyist, was able to secure over $11 million of federal funds for backbone infrastructure and seed money to fund the $58 million improvements needed as part of the assessment district. Phase I of Bay Road included working with a design committee to finalize the plan line for Bay Road, Phase I Completed.

IKEA, EAST PALO ALTO, CA.; City Engineer Responsible to review and over see the construction of infrastructure to support the project, and responsible to oversee the traffic management plan for the grand opening. UNIVERSITY CIRCLE AND FOUR SEASONS HOTEL: EAST PALO ALTO CA.; City Engineer responsible to review and over see the construction of infrastructure to support the project. The University Circle Project consists of 475,000 square feet of office and the Four Seasons Hotel with 230 rooms on a 12.2 acres site. This project total cost was estimated to be over $100 million. GATEWAY -101- SHOPPING CENTER, AND DEVELOPMENT INFRASTRUCTURE, EAST PALO ALTO, CALIFORNIA; Associate Civil Engineer responsible for the coordination with developers, design firm representatives during the design development, subdivision mapping, improvement plan approval and permit process. Project included major new street network with all related infrastructure and utilities. Responsibility included contract bidding and award for off site improvements. Coordination with utility companies for Rule 20A under-grounding of overhead utilities and low voltage utility providers. Construction inspection of off-site and on-site improvements Alameda Point East Housing for Catellus Development, Alameda, California: Project Engineer responsible for civil engineering design of on-site infrastructure improvements. 56 acre site for commercial and housing redevelopment and conversion of former Alameda NAS. ENGINEERING SERVICES MANAGER/CITY ENGINEER, CITY OF MENLO PARK, CALIFORNIA SEPTEMBER 2012 TO SEPTEMBER 2014, NOTABLE ACCOMPLISHMENTS: •  Sharon Heights Pump Station ($4,000,000) - Instrumental in finishing the PS&E, TCE

agreement, award of contract, and bringing on board a construction management team to manage the project. Project included an interim PS while the new one was being constructed. Project is complete.

•  Water Main Replacement Project (WMRP), TRINITY PROJECT, Menlo Park

($2,000,000): Project consisted of installing approximately one-half mile of new water main along Trinity Drive. These new water mains will replace existing water mains that had major breaks three times in the last six-years. These breaks appear to have been caused in part by local ground movement. To safeguard against similar breaks in the new water mains, a pilot project to install KUBOTA Earthquake Resistant Ductile Iron Pipe (ERDIP) was selected.

•  Street Resurfacing- Development of various PS&E bid contracts, contract award. Accomplishments

included completion of $7 Million in street resurfacing for approximately 26 centerline miles roadways. Project included negotiated settlement of a $1.2 Million claim, to $300,000 settlement agreement, project completed.

•  Bedwell Bayfront Park Flare ($500,000)- Contract award, permitting, and installation, project

completed. •  Emergency Wells Project ($3,000,000)- City Engineer responsible for managing project, design

consultant contract award for the preparation of project CEQA environmental review process, community outreach, design services for water quality assessment & testing for well capacity yield, preparation of plans and specifications and bid documents for well installation and wellhead facilities.

•  PG&E California Solar Initiative Rebate with securing a CIS rebate for the City a total of $385,961

in energy rebates for design and construction of City solar facilities. Project is complete. •  SR US 101/Willow Interchange $43 Million Project- Instrumental in leading the community

engagement process to get community input, commission’s recommendations, and finally Council approval of a project alternative to be included in the Project Environmental Analysis. Supported project through completion of the environmental final report.

•  PG&E Sand Hill Road Gas Transmission Pipeline Reconstruction and Realignment.

Responsibility included permitting, inspection and on going construction coordination. •  SFPUC Bay Division Pipeline No. 5 project close out. •  SAN FRANCISQUITO CREEK FLOOD DAMAGE REDUCTION AND ECOSYSTEM RESTORATION PROJECT,

(AUGUST 2003 - APRIL 2007; SEPTEMBER 2012 – SEPTEMBER 2014) . $70 MILLION PROJECT ²  Project will provide 1 percent flood protection to the communities of the City of East Palo Alto,

Palo Alto, Menlo Park, and portions of San Mateo and Santa Clara Counties, while protecting and enhancing long-term water quality, riparian, fish, and wild life values of the watershed and San Francisco Bay. Project includes 45 square mile watershed with over 70 miles of creek system. The floodplain area includes three important bay area and state highway connector systems, a regional commuter rail system, and a local airport. San Francisquito Creek is one of the last continuous natural riparian corridors, and is home to one of the last remaining viable steelhead that runs on the San Francisco Peninsula. Steelhead is federally listed as threatened in central California. In addition, the creek system supports several special-status species including the salt marsh harvest mouse, California clapper rail, California red-legged frog, and the tiger salamander.

SPECIAL PROJECTS COMPLETED AND SUPPORTED, CITY OF MILPITAS, CA. Project Role: Principal Civil Engineer (August 2008 – September 2012)   •  Wrigley/Ford Flood Control Channel Maintenance Project: Scope of work includes sediment

removal, vegetation removal, and wetland & riparian mitigation. Project included CEQA Environmental Phase, permitting by 401 Regional Board Certification, 404 Army Corps permit, and Department of Fish and Game. Project construction was completed by the end of 2012. Total project budgeted at $900,000.

  •  Storm Drain System Master Plan updated complete June 2012.   •  Silicon Valley Rapid Transit Program Berryessa $2 billion BART Extension Project: Scope of

work includes a master agreement for the BART extension through Milpitas (project extends from Freemont to Milpitas and San Jose), review of BART Campus, utility relocation, South Milpitas Boulevard extension, Dixon Landing grade separation, permits, and sub agreements. Including review of design and construction of initial phases for some front end projects which are now completed. This major project included the $25 Million Freight Rail Relocation C210 Project which included relocating major utilities, S. Able Bridge seismic retrofit; realignment of Lower Berryessa Creek; and C211 Wrigley Creek $2 million geomorphic, wetland and riparian channel improvement project.

•  Water & Sewer Master Plans: Participated in the updates including the environmental documents. •  Regional Projects Review and Coordination:

²  $95 million I-880 HOV CMIA widening project with the Santa Clara Valley Transportation Authority and Caltrans. PS&E approved and project under construction started in 2012. Right-of-Way Transfers from the City of Milpitas to State Department of Transportation for I-880/SR 237, I-880/Tasman, and I-880/Dixon Landing.

²  Lower Berryessa Creek flood control projects; Coordination of for the Berryessa watershed with Army Corps of Engineers and Santa Clara Valley Water District, both estimated at over $100 million.

²  Participate as Vice Chair in the Santa Clara Valley Water District (SCVWD) Coyote Watershed advisory committee & district’s water master plan update.

Developing and negotiated an MOU with Fairfield to construct the transmission line as one project. Including design coordination with two design firms, recruitment of a construction management firm, special inspection firm, and contract award.

URBAN WATER MANAGEMENT PLAN, EAST PALO ALTO, CA. Project Role: City Engineer/District Engineer Completed the City’s first Urban Water Management Plan WATER MAIN REPLACEMENT, SERVICE REPLACEMENT AND SAMPLING STATIONS PROJECT, EAST PALO ALTO, CA. Project Role: City Engineer/District Engineer Replacement of over 2 miles of water mains, over 200 new water services, and over 40 new Sampling Stations in various locations in East Palo Alto. REPLACEMENT OF THE CRYSTAL SPRINGS PIPELINE NO. 1, BRISBANE, CA. As a consultant to the City of Brisbane represented the City in negotiations with The City and County of San Francisco Public Utilities Commission in the Replacement of the Crystal Springs Pipeline No. 1. My involvement in the project consisted working together with City staff in the review and approval of an MOU to issue a partial encroachment permit. Preparation and review of an Encroachment Agreement (Cooperative Agreement) in lieu of an easement for the alignment of the new proposed pipeline, easement exchange agreement for a portion of a City Park in exchange for a City and County of San Francisco owned and operated pipeline within the City of Brisbane. SAN PEDRO CREEK/ESPLANADE RULE 20 A, PACIFICA, CA. Project Role: Senior Engineer/Project Manager Responsibility: Worked with City staff in the design development of joint trench alignment and project constraints of under-grounding overhead utilities under State Highway 1. Obtaining approval from PG&E & PacBell for projects as Rule 20 A, and Rule 32 A and Caltrans encroachment permit.   UNIVERSITY AVENUE RECONSTRUCTION, EAST PALO ALTO, CALIFORNIA Project Role: Project Manager/Project Inspector Managed construction contract, and construction inspection of the project. Prepared change orders, responded to RFI’s, preparation of punch list and project completion. CONSTRUCTION OF THE BELL STREET PARK POOL HOUSE BUILDING FACILITY, EAST PALO ALTO, CA. $3 MILLION Project Role: Project Manager My responsibility was to work as a team with the architect, consultants, and the general contractor in processing and approving submittals, requests for information and clarifications of unclear situations during construction. This was a design bid build project. Responsible for construction management and contract administration of the project by keeping records of the project activities, overall coordination of construction inspections with building official, special inspections, Fire Marshal, water department, PG&E, and sanitary district.
