    STEPS IN SETTING UP A SMALL SCALE INDUSTRYIn an industry, as in anywork, one has to gothrough various steps be-fore he reaches the goal.These are enunciated be-low :STEP-I. DECIDING TO BEAN ENTREPRENEURA strong entrepreneurial at-titude is the most vital factbehind every successfulproject. Therefore, the im-perative need is to knowones qualities, strengthand weaknesses as an en-trepreneur Ones strengthcould be his qualifications,training, experience, per-sonality traits, knowledgeetc. Every person, irrespec-tive of his financial statuspossesses sufficientstrength to become an en-trepreneur. One may evenstart with a low investmententerprise and graduallybuild it up. After one hasresolved himself in regardto the above consideration,the next step would be togear himself for the en-deavour.STEP-II. TRAINING : Thereare organisations whichprovide training to potentialentrepreneurs which ismotivating as well as en-

    couraging. Training may betechnical or managerial. Theentrepreneurship develop-ment training is conductedby over 700 organisations allover the country such as bySISIs (Small Industries Ser-vice Institute), District Indus-tries Centres (DICs), Banks,State Financial Corporations,Institutes or Centres of En-trepreneurship Develop-ment, Technical ConsultancyOrganisations, Small Indus-tries of Entrepreneurs Asso-ciation, Chamber of Com-merce & Industries and oth-ers. Such training is usuallygiven freely and in certaincases one may even get astipend particularly whenEDPs (EntrepreneurshipDevelopmenf Programmes)are conducted by the SISIs.STEP-III. PROJECT IDENTI-FICATION AND SELECTIONScrutmization of the selec-tive project of ones choiceout of the many existingitems, is the discretary pre-requisite for starting of anyindustry. First, short listing ofideas generated, can bedone by considering avail-ability of Technical know-how, investment, health ofindustry, raw material avail-

    ability, market demand andsupply position etc. How-ever, the final selectionshould be done based on anactual market survey. Onespersonal assessment withregard to his experience,qualification, aptitude, per-sonality characteristics,family background, financialposition and the like, servesas a vital fact for project iden-tification. Further, the projectshould be profitable enoughto meet his financial require-ments at present as well asin the years to come.STEP-IV. LOCATION OFTHE ENTERPRISE : Locationis of paramount importancefor ensuring success of anybusiness including an indus-trial enterprise. An ideal lo-cation will be one where allraw materials/inputs/feedstocks are available locally,market is in the vicinity,skilled labour is abundant andinfrastructural facilities, par-ticularly power, ensured.The site selected should besuitable for construction ofindustrial structure to housethe plant and machinery etc.Also, the area should havean industrial culture and mar-ket to send ones project.

    Further, an entrepreneurcan arrive at a worthwhiledecision after taking intoaccount the following as-pects:1. Nearness to mar-ket and raw materials, 2.Availability of adequatetransport system for theprocurement of raw mate-rials, despatching finishedgoods to markets 3. Avail-ability of an industrial area/ estate or an industrial zonewith essential services viz.power, water supply andfacilities for effluent dis-posal, 4. Availability of re-quired skills at reasonablewage rates, 5. Climatic con-ditions/environmental fac-tors effecting the industry,6. Incentives/concessionsapplicable for industriallybackward areas.STEP-V. ARRANGINGTECHNICAL KNOW-HOW :Appropriate technicalknow-how is the key toentrepreneurial success.Quality products are en-sured withright technology.However, care should betaken the technology cho-sen is commercially ac-ceptable and is similar to orbetter than that acquired byones present and potential

    competitions. One signifi-cant consideration to be keptin view is that for any prod-uct there may be more thanone way of manufacturing.A close study of the advan-tages and disadvantagesof each of the processesshould be made prior tochoosing the best option.STEP-VI. CONSTITUTIONOF THE FIRM : Constitutionof a firm can be done in va-riety of forms; proprietor-ship, partnership, privatelimited company, public lim-ited company or a co-opera-tive society. A co-operativesociety as a form of enter-prise is a very convenientform to arrange loans, butextremely difficult to run. Aco-operative society is rec-ommended only if the mem-bers are confident of ensur-ing smooth operations un-der all circumstances andfor all times. Also, there is alimit on the distribution ofdividends in case of a co-operative society. How-ever, certain advantagesare offered like getting ex-clusive facilities under vari-ous government schemes.Whether the firm is sole pro-prietorship or partnership,

    ones liability is unlimitedThe firms creditors can sueone and recover their debtsfrom ones personal assetsalso. When size of opera-tions are huge, a private lim-ited company may be theanswer. This way when thefirm faces bankruptcy, onesliability is limited to the extent of .his shareholding thepersonal assets are not atstake. A public limited company shall come in handywhen one expands andgraduates into a medium orlarge scale industry.STEP-VII. REGISTRATIONAfter the formation of an enterprise, the entrepreneurwhile establishing a unit hasto get his firm registered withRegistrar of Firms, IncomeTax Department andDTDIC.If the firm is a partnership firm the partners mayget their partnership regis-tered with the Registrar ofFirms. For corporate entities(Private or Public LimiteCompanies) registrationwith Registrar of Companyis essential.
