WAUPACA COUNTY BOARD OF SUPERVISORS COUNTY BOARD SESSION
December 15, 2020
This meeting was conducted under the directive of Waupaca County Resolution #8 (2020-2021) and Governor Evers’ Emergency Order #1. As a result of these directives, the meeting was held with in-person and remote access. Chair Koeppen called the meeting to order at 9:00 a.m. with 27 members present. Present: Suprs. Bosquez, Boyer, M. Craig, P. Craig, Federwitz, Golding, Hardy, Jaeger, Johnson, Koeppen, Kussmann, Lehrer, McClone, Morack, Much, G. Murphy, T. Murphy, Nygaard, Poehlman, Ritchie, Spierings, Wengelski, Will, and Zaug present in person and Suprs. Ellis, Neumann, and Rohan present remotely. Chair Koeppen made the open meeting statement that this meeting and all other meetings of this board are open to the public. Proper notice has been posted and given to the media, in accordance with Wisconsin Statutes so the citizenry may be aware of the time, place and agenda of this meeting. A moment of silent meditation was observed followed by the Pledge of Allegiance. Supr. Zaug moved and Supr. Lehrer seconded the motion to approve the agenda. Motion carried without a negative vote. Passed the 15th day of December, 2020. Supr. Spierings moved Supr. Morack seconded the motion to approve the minutes of the November 10, 2020 meeting. Motion carried without a negative vote. RESOLUTION NO. 27 (2020-2021) TO AMEND WAUPACA COUNTY
ORDINANCE NO. 45 OF THE GENERAL CODE OF ORDINANCES COMPREHENSIVE PLAN MAP
The County Board of Supervisors of Waupaca County, Wisconsin, does ordain as follows: WHEREAS; Wisconsin Statutes 66.1001 authorizes Waupaca Country to adopt and amend a comprehensive plan map, and WHEREAS; Waupaca County has adopted written procedures designed to foster public participation at every stage of the comprehensive plan amendment process as required by section 66.1001(4)(a), Wisconsin Statutes, and WHEREAS, the Planning and Zoning Committee held a public hearing on November 17, 2020 for amendments to the Preferred Land Use Map:
PLUM-03-20: The Town of Caledonia to amend the preferred land use category for part of a parcel located in part of the NE ¼ of the NE ¼ of Sec. 25, Town of Caledonia, (part of parcel 02-25-72-12), lying along N. Crosswinds Dr. and State Road 96, from Commercial to Residential and PLUM-04-20: The Town of Lebanon to amend the preferred land use category for a parcel located in part of the NW ¼ of the NE ¼ of Sec. 13, Town of Lebanon, (parcel 11-13-12-22), lying along Johnson Rd., from Residential to Agriculture and PLUM-05-20: The Town of Lind to amend the preferred land use category for a parcel located in part of the SW and NW ¼ of the NW and SW ¼ of Sec. 19, Town of Lind, (parcel 12-19-23-5), lying along County Road E, from Commercial to Residential and PLUM-06-20: The Town of Royalton to amend the preferred land use category for a parcel located in part of the NW ¼ of the SW ¼ of Sec. 34, Town of Royalton, (parcel 16-34-32-3), lying along County Road X, from Agriculture to Commercial and WHEREAS, the attached comprehensive plan amendments were approved and deemed to be consistent with the overall planning goals and objectives by the respective township of origin. WHEREAS, Waupaca County has received a donation in the amount of $4,000.00 from the Community Foundation of the Fox Valley Region for the purpose of supporting the Waupaca County Nutrition Program.
NOW, THEREFORE, BE IT RESOLVED that the Waupaca County Board of Supervisors accepts the Community Foundation of the Fox Valley Region – Waupaca County Nutrition Program donation in the amount of $4,000.00.

RESOLUTION NO. 36 (2020-2021) SUBJECT: Support of Increased Child Support Funding WHEREAS, Waupaca County administers the Child Support Enforcement Program on behalf of the State of Wisconsin, providing services to Waupaca County residents including paternity establishment, obtaining child support and health insurance orders for children, and enforcing and modifying those orders; and WHEREAS, our children’s well-being, economic security and success in life are enhanced by parents who provide financial and emotional support; and WHEREAS, Waupaca County’s Child Support Agency provides services to custodial and non-custodial parents that reduce childhood poverty rates, establish parental rights and promote the involvement of both parents in the lives of their children, all having a positive effect on the lives of children; and WHEREAS, Wisconsin’s Child Support Enforcement Program demonstrates return on investment by collecting an average of $6.20 in support for every dollar invested in the program; and
WHEREAS, County child support agencies collected $935 million in child support in 2019 and 98,405 health insurance orders statewide; and
WHEREAS, Wisconsin’s Child Support Enforcement Program has dropped from a ranking of 2nd in the nation to 5th for collecting current support and as a result has lost approximately $70,000 in federal incentive payments between Calendar Year 2019 and Calendar Year 2020; and WHEREAS, Wisconsin’s strong performance in child support is at risk without additional state funding, and further drops in performance would result in additional reductions to federal funding for Wisconsin; and
WHEREAS, decreased federal funding results in less funding for Waupaca County’s Child Support Agency, potentially leading to reductions in child support staff and services and reduced child support collections; and
WHEREAS, new state investments in child support are amplified by a federal match; that is, every $1 of state GPR invested in the Child Support Program generates $2 in federal matching funds.
NOW, THEREFORE, BE IT RESOLVED that the Waupaca County Board of Supervisors respectfully requests that state funding for county child support agencies be increased by $4 million GPR in each fiscal year of the 2021-23 Wisconsin state budget, which will generate approximately $7.7 million in additional federal funding each year to ensure the efficient, effective delivery of program services to Wisconsin families. BE IT FURTHER RESOLVED that a copy of this resolution be forwarded by the County Clerk to the Governor of the State of Wisconsin, Waupaca County’s State Senators and Representatives, the Secretary of the Wisconsin Department of Administration, and the Wisconsin Counties Association for consideration. Subject: Marriage License Fee Increase WHEREAS, Wisconsin State Statutes section 765.15 allows for each County Board to increase marriage license fee of $49.50 by any amount, which amount shall become a part of the funds of the County; and
WHEREAS, the average fee for a marriage license in counties that surround Waupaca County is $98.33; and
WHEREAS, the last increase to Waupaca County’s marriage license fee was put in place by Resolution No. 15 (2008-2009) to go into effect on January 1, 2009.
NOW, THEREFORE, BE IT RESOLVED that the Waupaca County Board of Supervisors does hereby authorize the Waupaca County Clerk to increase the existing fee from eighty dollars ($80.00) to one hundred dollars ($100.00) effective January 1, 2021. RESOLUTION NO. 39 (2020-2021) SUBJECT: Clerk of Court’s Office Staff Reorganization WHEREAS, there has been a thorough review of staffing needs in the Clerk of Court office which resulted in a request to replace one Court Clerk position with one Deputy Clerk position to better serve the public and the circuit courts; and WHEREAS, any increase in personal services funding related to this position replacement will be covered by budget allocations previously earmarked for a Limited Term Employment (LTE) position in the 2021 Clerk of Court personal services budget as the LTE position will not be filled in 2021; and WHEREAS, the position replacement effective date shall commence with calendar year 2021 to coincide with available funding for the reorganization. NOW, THEREFORE, LET IT BE RESOLVED that the Waupaca County Board of Supervisors does hereby approve the replacement of one Court Clerk position to one Deputy Clerk position effective January 4, 2021. RESOLUTION NO. 40 (2020-2021)
SUBJECT: Land & Water Conservation Department Watershed Technician Position
WHEREAS, the Land & Water Conservation Department has completed several Nine Key Element Watershed Plans throughout the county which show a need for an increase in non-point source pollution work to meet Total Maximum Daily Load water quality goals in those watersheds; and WHEREAS, the Land & Water Conservation Department has secured grant funding from the Wisconsin Department of Natural Resources’ Large Scale Targeted Runoff Management Program to address the water quality goals set forth in the watershed plans; and WHEREAS, the Large Scale Targeted Runoff Management Program grants now provide a more adequate staffing reimbursement than in prior years; and WHEREAS, there has been a thorough review of staffing needs in the Land & Water Conservation Department by the Land & Water Conservation Committee and the Human Resources Committee. NOW, THEREFORE, LET IT BE RESOLVED that the Waupaca County Board of Supervisors does hereby approve the new Watershed Technician Position in the Land & Water Conservation Department. Subject: Official Lake Name Change: unnamed Lake to Chalet Lake (38 acres) Town of Lind WHEREAS, Mark Schott representing the Chalet Lake Association submitted a proposal to the State of Wisconsin Department of Natural Resources requesting that the unnamed lake located in the Town of Lind be given the name Chalet Lake; and WHEREAS, the unnamed lake has been listed as Chalet Lake since at least 1998 and the Chalet Lake Association was formed in 2004.
NOW, THEREFORE, BE IT RESOLVED that the Waupaca County Board of Supervisors does go on record in support of assigning the name Chalet Lake, Town of Lind. BE IT FURTHER RESOLVED that the Waupaca County Board of Supervisors authorizes the Waupaca County Clerk to complete the Geographic Name Proposal Recommendation form as “approved” and submit to the State of Wisconsin Department of Natural Resources Geographic Names Council. 2020-715, Z-024-20 TO THE COUNTY BOARD OF WAUPACA COUNTY: Petition #Z-024-20, Town of Caledonia The Waupaca County Planning & Zoning Committee, having considered the above petition on the 1st of December, 2020 by Whispering Winds of Caledonia for a Petition for Zoning Map Amendment from the Rural Commercial General (RC-G) District to the Rural Residential (RR) District on approximately six (6.0) acres. The following described: Located in part of the NE ¼ of the NE ¼ of Sec 25, Town of Caledonia, lying along North Crosswinds Dr. and State Road 96, Fire Number N9657 Waupaca County, Wisconsin (Part of Parcel 02-25-72-12) Having held a public hearing thereon, pursuant to the Wisconsin Statutes, notice thereof having been given as provided by law, and being duly informed of the facts pertinent to the changes proposed, and duly advised of the wishes of the people in the area affected, hereby recommends as follows: Based on the testimony presented at the public hearing, the Committee decided to GRANT the Petition for Zoning Map Amendment due to the following:
The Town of Caledonia approved this request and it is consistent with the Town’s Comprehensive Plan.

7.14 ALL-TERRAIN VEHICLES AND UTILITY TERRAIN VEHICLES (Created 6/19/18)
A. INTENT
1. The County of Waupaca, Wisconsin hereby adopts the following ordinance permitting all-terrain vehicle (ATV) and utility terrain vehicle (UTV) traffic upon roadways listed in Section C. This ordinance is enacted in due consideration of the recreational and economic value to connect trail opportunities and weighed against protecting the safety of motorists by maintaining the road edge and surface; the integrity of the right-of-way; public safety; liability aspects; terrain involved; and traffic density and patterns.
2. Municipality is defined as any Village, City or Township that is in the territorial jurisdiction of Waupaca County.
3. The County of Waupaca adopts a “blanket” approach and permits all local municipalities that create an ATV/UTV route or trail within their territorial jurisdiction by local ordinance the authority to utilize any bridge, county trunk highway or state highway located within the municipality as part of a dedicated ATV/UTV route or trail.
B. STATUTORY AUTHORITY AND STATE LAWS ADOPTED
1. The ATV/UTV route or trail designation is created pursuant to town, village, city, or county authority as set forth in sec. 23.33 (8) (b), Wis. Stats.
2. The applicable provisions of sec. 23.33, Wis. Stats., regulating ATV/UTV operations pursuant to routes and trails are adopted.
3. Except as otherwise provided in this Chapter, the statutory provisions in Wisconsin Statutes Chapters 23, 340 to 348, and 350 establishing definitions and regulations with respect to ATVs and UTVs, and Wisconsin Administrative Code Ch. NR 64, All-Terrain Vehicles, exclusive of any provisions therein relating to penalties to be imposed and exclusive of any regulations for which the statutory penalty is a fine or term of imprisonment, are hereby adopted and by reference made a part of this chapter as if fully set forth herein.
4. Unless otherwise provided in this chapter, any act required to be performed or prohibited by any statute incorporated herein by reference is required or prohibited by this ordinance. Any future amendments, revisions or modifications of the statutes incorporated herein are made part of this chapter in order to secure uniform statewide regulation of ATVs and UTVs.
C. ROUTES AND TRAILS
1. The County of Waupaca designates to the Waupaca County Highway Committee with consideration of the Highway Commissioner the authority to temporarily close, terminate, or modify routes and trails at anytime. Any restrictions of trails and routes placed by the Highway Commissioner shall be considered by the Waupaca County Highway Committee at the
next regular Highway Committee meeting and properly noticed on its agenda. The Highway Commissioner will communicate the restrictions to the local municipality. The local municipality or its designee shall immediately mark the ATV/UTV trail or route with the restriction.
2. The local municipality or its designee shall maintain all ATV/UTV routes and trail signs within its jurisdiction, including on county trunk highways, which are adopted by the municipality.
3. All ATV/UTV routes and trails shall be signed in accordance with Wis. Admin. Code NR 64.12 and NR 64.12(7)(c).
4. Local municipalities that adopt ordinances authorizing ATV/UTV routes and trails within their jurisdiction utilizing county trunk highways, roads, streets, sidewalks, alleyways and transportation-marked corridors shall be designated as ATV/UTV routes. Private lands subject to public easement or authorized leases are designated ATV/UTV trails. Waupaca County grants permission and mutual authority for use of county trunk highway system within local municipalities upon adoption of a local ordinance of an ATV/UTV designated route or trail.
5. The local municipality shall maintain a route and trail map and provide current routes to Waupaca County Highway Commissioner.
D. CONDITIONS
1. All ATV/UTV operators on routes that are portions of roadways shall observe and comply with posted roadway speed limits; at no time shall speed exceed 35 miles per hour.
2. All ATV/UTV operators shall ride single file. 3. All ATV/UTV operators shall observe all state laws pertaining to the
use of an ATV/UTV; said state laws are further adopted by reference in this County ordinance.
E. ENFORCEMENT
This ordinance shall be enforced by any law enforcement officer authorized to enforce the laws of the State of Wisconsin.
F. PENALTIES
ATV/UTV penalties as found in § 23.33(13)(a), Wis. Stats., and as may be subsequently amended are adopted by reference.
G. SEVERABILITY
If any section, provision or portion of this ordinance or the application to any person or circumstances is held invalid by a Court of competent jurisdiction, the remainder of the ordinance shall not for that reason be rendered ineffective, but rather shall be enforced, to whatever degree possible, as if the provision which was declared invalid had not been enacted.

Winter 2021
In March of 2020, Partners in Transportation began a planning process led by Waupaca County Community Development
Educator Jessica Beckendorf. Through the process, the group determined that coordinating with existing programs that provide
transportation services would be the most efficient and effective way to find and fill transportation gaps in the county - an effort
referred to as “mobility management.”
Who is Partners in Transportation?
Partners in Transportation is a collection of public and private organizations who care
about collaborating with and working alongside existing transportation services in
order to fill transportation gaps in Waupaca County to make sure that residents in need
of service are able to obtain it, regardless of age or mobility. So far, the fledgling
partnership includes: ThedaCare, Make the Ride Happen, East Central Wisconsin
Regional Planning Commission, the Greater Wisconsin Agency on Aging Resources,
and Extension.
Next Steps
Keep collaboration at the center of our efforts by connecting and coordinating with more stakeholders. This ensures coordinated efforts, and avoids duplication.
Continue working with the New London transportation committee, building support and effectively making use of local assets and knowledge.
Conduct an inventory of transportation service assets - private and public. Share this with all stakeholders.
Begin offering services in the New London area to start, with a focus on workforce transportation gaps, while offering referrals for those that can be served by another program (to avoid duplication).
The effort has received some grant funding to begin work, and is seeking to work with existing stakeholders such as
transportation companies, non-profits who provide rides, and governmental bodies for the purpose of understanding the needs
and gaps and coordinating efforts.

Project Boxes Provide Hands-on Learning at Home
By Penny Tank, UW-Madison Extension 4-H Program Educator for Waupaca County
4-H project boxes offer a variety of 4-H projects for both youth and adults including
lesson plans, directions and supplies to continue 4-H learning at home. Based on
evaluation results from the first set of project
boxes earlier this year and interest within the
county, a second set of project boxes was created
and promoted this winter. Since in person project
meetings are limited at this time, the project boxes
are a way for families to get everything they need
to continue hands-on 4-H learning at home.
Youth Ambassadors and volunteer leaders helped
determine some of the project box ideas. Two of
the boxes included more holiday focused projects,
one box was a woodworking step stool kit, one
box was string art, and the last box had a literacy
focus for younger children with the book The
Rainbow Fish and activities that relate to the book. One hundred four boxes were
purchased, compared to 54 with the first set of boxes in July/August. Two 4-H clubs
offered to purchase a box of choice for each family to complete as club projects. With
this set of project boxes, two live zooms were planned where families could sign on to
make a project together and the Rainbow Fish box will include a time where we read the
book together, discuss, and make a project. Boxes were advertised to 4-H and non 4-H
families through 4-H emails, facebook, and the Extension facebook page. Feedback will
be collected soon for this set of project boxes, some remarks from the first set of project
boxes included “please keep offering things like this”, “we took our boxes camping with
us for 5 days; lots of fun
activities that we got to share
with friends and family,”
“excellent project; I have
promoted it to current
members and a new family”.

Virtual Parenting Workshops Provide Opportunity to Learn and Connect

Parenting workshops that were once held in-person, moved to a virtual format. In a survey from last spring/summer, parents reported feelings of stress, isolation, and difficulty parenting during the pandemic. These virtual workshops held through Zoom allowed parents to learn and connect, with the purpose to learn easily-implemented strategies and have support from others.
Last fall and winter, the workshops were offered once a month on Tuesday in the evening and covered the following topics:
How to Talk to Kids About Tough Stuff
Emotion Coaching
Easy Routines for Families
These evidence-based workshops were developed through the Human Development and Relationships Institute as part of the prevention education and brief interventions programs and to potentially spark interest in more in-depth longer duration programming.
The virtual format allowed parents from multiple cities and towns to participate. As a result of these workshops:
Nearly 93% reported feeling an increased feeling of support
100% reported that they “strongly agree” or “agree” that the topic was helpful to them and their family
About 87% reported that the session helped them learn something they did not already know
Next steps include expanding access to more community members and to offer other brief intervention topics.

FoodWIse Helps Promote Farm Market During Pandemic By Christi Gabrilska, UW-Madison Extension FoodWIse Coordinator for Calumet, Outagamie, Winnebago & Waupaca Counties
After serious consideration, Waupaca Farmers Market Manager decided they would go ahead with the 2020 market season after COVID precautions and policies were put in place. FoodWIse stayed in close connection with the market manager throughout the summer sharing updates with the community. In the absence of in-person contacts and market promotion at partnering agencies such as WIC and the Waupaca Area Food Pantry, Nutrition Educator Hailee Struck, created promotional materials for the Farm Market. The importance of shopping local, accessing fruits and vegetables, how to use SNAP and WIC Farm Market Checks at the Market and updated market policies and procedures were highlighted.
Farm Market highlights of the year included:
Double your dollar days were offered two times/month
Online ordering and curbside pick-up were offered through a newly created market website www.waupacafarmersmarket.org
EBT and WIC were accepted online as well as in person at the market
The market was highlighted by Farm2Fact for their safety policies
“This week’s #modelmarketmonday is Waupaca Farm Market. They have made various changes due to COVID...Thanks for doing your best to keep your community safe!"
The market manager reported over a $15,000 increase in market sales in 2020 compared to 2019 and a huge increase in vendor participation at the market. Although customer counts were down, Lindsey, farm market manager said vendors noticed every customer was shopping with intention. FoodWIse is hopeful they will be able to continue promoting the farm market and help increase access to fruits and vegetables in person at partnering agencies again next year.
Providing Resources to Maintain Partnership By Hailee Struck, UW-Madison Extension FoodWIse Educator for Waupaca County
Throughout the last nine months, our jobs as educators have looked quite different with the restrictions of in person
programming and telecommuting from our homes. This has presented the challenge of how to connect with
participants and continue a strong relationship with our partners. We have had to get creative, troubleshoot and go
about things in a completely different way.
Over the course of time, we have established a fluent partnership with the Waupaca
Area Pantry. Pre-COVID 19 we were going in person to provide individuals with
resources, recipes, Farm Market incentives, and recently had started bringing a prepared
recipe for participants to try and take home the ingredients in addition to their
allotment. Although this method is not currently an option for us we have continued to
provide assistance to our partner in the best way we are able. We have had multiple
conversations about innovative ways of how to enhance food distribute during this
significant time. Flyers were made to promote “pop-up” themed pantry distribution
days. Health resources and recipes were provided to be placed in the participants bags through their drive-up food pick
up process. Farmers Market promotion and surprise kitchen incentives were also provided to be given to participants.
We are anxiously awaiting the day we can be back in person to provide our nutrition education but we will remain an
open source to our partner and will continue to assist an any way we possibly can. The pantry is continuing their drive-
up process until an undetermined date but they deserve a round of applause for their response. We value our
partnership with them and have recently discussed starting a Hunger Network, where we can connect with them and
other pantries in the county to continue to troubleshoot different trials and difficulties during this time.

The Waupaca County Veterans Service Office reaches out to, coordinates with, and empowers the veterans of
Waupaca County. We stand ready to assist, educate, and advise resident veterans (and eligible dependents) on
non-profit, local, state, and federal benefits associated with military service.
Vision
The Waupaca County Veterans Service Office will remain a relevant and reliable source of contemporary benefit
delivery as well as guidance related to veteran services provided by non-profit, local, state, and federal
entities. In order to accomplish this vision the Waupaca County Veterans Service Office will:

Provide accurate, timely, and consistent service/information
Engage the resident veterans of Waupaca County through a creative variety of medias and venues

2020 Annual Report - Veterans STRATEGIC HIGHLIGHTS
In 2020, the office focused effort toward strategic goals aligned with our Mission, Vision, and Values.
Specifically, we sought improvement in staff competence and office operations. This year, a long-time team
member transitioned to retirement and we welcomed our new Intake Veteran Benefit Specialist, Craig
Hokenstad. In the midst of a dynamic environment created by the COVID-19 global pandemic, we
successfully on-boarded, oriented, and trained Craig to his new role supporting local veterans. We
accomplished this critical process while maintaining focus on first class veteran benefit delivery, and we
could not have been successful without the patience and support of our veteran community. We thank our
veteran community for their part in this success. Additionally, we made progress in our professional
development program and organizational culture assessment working with Jeff Tierney & Team Tierney
Enterprises, LLC.
FINANCIAL HIGHLIGHTS
The Waupaca County Veterans Service Office operates under State of Wisconsin Statute 45, at the pleasure
of the Waupaca County Board of Supervisors, the Waupaca County Veterans Service Commission, and the
citizens of Waupaca County. Cindy, Craig, and I are humbled and honored to provide services to our veteran
community free of charge. In CY 2020, our office provided $3,350.96 in direct emergency assistance and
$5,040 for care of veteran’s graves. In FY 2019, our office assisted the County Veteran population (~4,178)
receive a total of over $48.7 million in earned Federal Benefits from the U.S. Department of Veterans Affairs
(according to the Geographic Distribution of VA Expenditures for FY19 NCVAS, USDVA).
OPERATING HIGHLIGHTS
This year, presented remarkable challenges to operations. Thankfully, with the patience and support of the
veteran community we maintained operations throughout the pandemic. This included the successful off-
site operations of our staff as needed. With little to no adverse impact on providing services, the seamless
agility our staff demonstrated ensured first class benefit delivery in one of the most dynamic and difficult
operational environments in recent history. These successful efforts prove our resolve to improve the
consistency, efficiency, and effectiveness of our office in delivering benefits and services. Thanks to all the
agencies and individuals who assisted our office and our county veterans this year.
LOOKING AHEAD
The work of the Waupaca County Veterans Service Office is more important than ever. Since 1934, the
concept of our office has been to provide a local veteran advocate who links local veterans with benefits
and services. That focus remains as relevant today as it was in 1934. The state of Wisconsin and Waupaca
County, in particular, should be proud of the CVSO model. We look forward to continued engagement with
the veteran community as our moral obligation and honored duty.

The Waupaca County Veterans Service Office is composed of three full-time staff members committed to
serving our county’s veteran and eligible dependent community. Our veteran population is approximately
4,178 (this number does not account for the total number of eligible dependents). If we assume one

GRANT AWARDS
In 2020, the Waupaca County Veterans Service Office applied for two grants. The State of
Wisconsin Department of Veterans Affairs controls and disburses both grants. The first grant is
administered under Wisconsin §45.82 and is intended to aid in the improvement of services to former
military personnel of the county through the county veterans service office. Per Wisconsin §45.82(2), the
Waupaca County Veterans Service Office is eligible for an $11,500 grant. We are pleased to report receipt
of this grant subsequent to a successful application.
The second grant is administered under Wisconsin §45.83 and is intended to aid in the
reimbursement of costs associated with developing, maintaining, and expanding transportation services
for veterans. Per the terms of the grant outlined in Wisconsin Administrative Code VA 16.02(3), the
number of transportation miles determines the amount of the grant during the grant period (period ending
June 30, 2020). The grant amount is based upon the applicant’s pro rata share of miles claimed by all
eligible applicants, except that a grant may not exceed the unreimbursed expenditures of the applicant for
transportation services for the grant year. We are pleased to report receipt of this grant for $7,212.15. This
transportation program and grant is coordinated with our partners in the Aging and Disability Resource
Center Volunteer Driver Transportation Program.

To the Finance Committee:
Our Mission: To provide and protect the integrity of the official county repository for Real estate records and
Vital records. To provide safe archival storage and convenient access to these public records. To implement
statutory changes, system modernization, program and procedure evaluation and staff development to assure a
high level of timely service for our citizen-customers.
The filing or recording of other documents with the ROD is a way of putting the world on notice that
something important has happened or will happen. The time of the act or transaction is often an important
element in rights or relationships. The ROD records the time when, in effect, the public record is established.
Vital record numbers- 2020 Certified Copies of Vital Records issued are as follows: Birth 894 and 469
additional copies, Deaths 835 and 6,342 additional certified copies, Marriages 595 and 558 additional copies.
As of January 2020, we issue marriage certificates for anyone married in Wisconsin from 1907 to present,
Deaths 2013 to present. Since January 2017, we issue birth certificate for anyone born in Wisconsin from 1907
to present.
Another large portion of revenue in the office comes from the sale of recorded real estate documents. There
are now 7 companies that have a contract to receive documents at the cost of $500.00 per month. Several
surveyors also pay a flat fee of $50 per month. There are individuals that have escrow accounts and others that
use a credit card online access to obtain real estate documents. Over $90,000 of revenue is generated from
companies and individuals obtaining copies of real estate documents.
The latest innovation is electronically recording documents. In 2020 the office recorded 7,879 documents
electronically of the 11,558 documents or roughly 68%.
Also in 2020 the office collected $754,518.00 in Transfer Fees 80% is submitted to the state of Wisconsin. The
transfer fee is a collected on real estate sales @ $3.00 per thousand. That figure represents $251,506,000
Million dollars of real estate sold in Waupaca County last year. That fee is up 30 million over 2019.

Waupaca County Economic Development Corp. 2020 Annual Report
December is the time to review the accomplishments of the most recent year, as we plan for the upcoming year. Below are some of the major projects and activities the WCEDC has focused on during 2020, as well as a preview of the 2021 work plan. • Worked with the Waupaca County Board of Supervisors and the Marion City Clerk/Treasurer and Mayor to prepare the required documents for completing the WI Department of Administration (DOA) Community Development Block Grant (CDBG) Public Facilities CLOSE applications. These two applications, along with the Public Facilities CLOSE application being prepared by the City of Clintonville Administrator, will utilize the $956,570.51 of returned revolving loan funds currently being held by the DOA for projects in Waupaca County (broadband), Clintonville (removal of abandoned building) & Marion (reconstruction of a water system well house).
• Worked with the Waupaca County Planning & Zoning Director and the City of Waupaca’s Internet Service Provider, Waupaca Online, to develop a plan to install/construct broadband towers that will expand high-speed internet service to a portion of the unserved and underserved areas in Waupaca County. This project will concentrate on providing high-speed internet service to low-and-moderate income households, according to CDBG CLOSE requirements.
• Helped to coordinate the countywide effort regarding the dissemination of all of the federal information, response actions, and programs that were put in place very quickly, as a result of the pandemic’s devastating effects to the normal business and economic activity throughout the U.S. Worked closely with the WI Economic Development Corporation Regional Director to disseminate all of the information related to the “We’re All In” grant programs for the Wisconsin small businesses that have been hit the hardest economically, by the health crisis.
• Purchased another data package from Claritas for the Waupaca County Marketing Cooperative project. Claritas is the research company we used when we launched the Marketing Cooperative 9 years ago, via a WI Department of Tourism JEM grant. That initial data set focused on identifying the lifestyles of visitors to Waupaca County. The data set we purchased in 2020 focuses on the lifestyles of current Waupaca County residents (see 2021 work plan bullet point below for more information).
• Joined the NE WI Regional Inspire Network as the coordinator for Waupaca County. This is a joint initiative launched in 2020 by the WI Department of Public Instruction and the WI Economic Development Corporation. This program will build a statewide network that uses the same software platform (Inspire) in order to connect students and businesses.
• The 2021 work plan will include the implementation of a new Waupaca County Marketing Cooperative strategy to help attract new residents/students/workers for communities, schools, and businesses. Another high priority task will be putting together a transition process for the next executive director. This will include the duties involved with selecting a candidate for a start date of August 2nd. A third key undertaking will be to define and establish a more sustainable financial model for the WCEDC.
