Thecommission also suggested that from class 5, students can choose either Kannadaor English as their medium of instruction.The commission also urged the education department to bring in a social change ingender equality by making education compulsory for girls to the level of 12+3 (12years of schooling + 3 years of UG/diploma minimum).The recommendations for higher education said all universities must be allowed toadmit students from outside their geographical regions for up to 50% of theircapacity.The commission recommended a B.Ed degree compulsory for every teacher inprimary schools. While it'll be a minimum qualification for future teachers, currentones should be given the opportunity to upgrade themselves with the B.Edqualification.The commission also stated, "All universities should have departments of educationwhere research on all aspects of pedagogy and education delivery happens."The recommendation also included the creation of a Karnataka State HumanResource Development Advisory Council "which will provide a holistic and totalview of education in state and advise on policy implementation, revision and act asan independent body development of state on education".

The Karnataka Knowledge Commission (KKC)has recommended that the government adopt amulti-lingual language policy with mothertongue or Kannada as the medium ofinstruction in state-run and private schools forclasses 1 to 4.

The Commission has recommended that students should be allowed to decidewhether to continue with the same medium of instruction or switch over to Englishmedium at the class 5.

English should be a compulsory subject from class 1 and a third language couldbe introduced from class 5 onwards.

The state language policy adopted in 1994 had made it mandatory that Kannadashould be the medium of instruction for classes 1 to 7 in all schools. The policyhas been struck down by the Supreme Court. The state is yet to come out with anew policy.

The recommendation on medium of instruction is a part of the draft “KarnatakaState Education Policy” prepared by the KKC for the consideration of thegovernment. It was submitted to the government on Saturday. The documentwhich has over 100 recommendations in the sectors of school and universityeducation besides governance was handed over by KKC Chairman and spacescientist K Kasturirangan to Primary and Secondary Minister Tanveer Sait andHigher Education Minister Basavaraj Rayareddy in Bengaluru.

Education for allBriefing reporters, Kasturirangan said the KKC has recommended that thegovernment should take steps to ensure 12 years of uniformised and high-quality,standardised education for every child.

No child must be deprived of quality education because of birth or geographicalreasons. For the girl child, the government should ensure 12+3 years ofguaranteed education.

Single-discipline varsitiesThe panel has also suggested phasing out of single-discipline universities. Thestate has a host of single-discipline universities including one for technicaleducation, medical sciences, agriculture, horticulture, veterinary sciences,Sanskrit among others.

Universities must be allowed to offer education in all disciplines, includingengineering, medicine, law, architecture, skill development, Kasturirangan said.The KKC has recommended that at least 1% of teachers should be trained in topinstitutions abroad every year.

Rayareddy and Sait said the government will study the draft policy of the KKC anddecide on its implementation by placing it before state Cabinet within the nextthree months.

Rs 107 cr for economics schoolThe state government has earmarked Rs 107 crore for the proposed school ofeconomics in Bengaluru, Higher Education Minister Basavaraj Rayareddy said.Addressing a press conference here on Saturday, Rayareddy said the school ofeconomics will be named after the architect of Indian Constitution B R Ambedkarand will come up on the Bengaluru University’s Jnana Bharathi campus. “We haveidentified a 50-acre plot for the school right opposite to the National Law School ofIndia University (NLSIU),” the minister said.A committee headed by former chief secretary S V Ranganath will work out themodalities and framework for the institute, which will be modelled on theprestigious London School of Economics, he said. “We will make efforts to openthe school from the next academic year,” he said.

Bengaluru, Nov 5: In a big shot in the arm for Kannada protagonists, the Karnataka Knowledge Commission(KKC) has recommended Kannada, the mother tongue, as the medium of instruction in all schools up to Class 4with English taught as the second language.

In a report on ‘Karnataka State Education Policy’ submitted to the State Government, KKC Chairman KKasturirangan said: “As Kannada is the mother tongue of the majority population in the State and is also theState language, it would be most practical to have Kannada as the medium of instruction in all schools up to Class4.”

The Karnataka Knowledge Commission (KKC) has recommended that grant-in-aid to be linked to performance ofuniversities and colleges.

In a comprehensive report with as many as 200 recommendations on primary, secondary, higher and technicaleducation, which was submitted to the State Government on Saturday, the KKC suggested grant-in-aid needs tobe changed and funding from government must be tied to accreditation and learning outcomes.

The grant-in-aid is presently not linked to performance of universities and colleges and the policy must bechanged for better results, it said.

The report on Karnataka State Education Policy (KSEP) said the performance of colleges must also be monitoredby ensuring that all of them are accredited at regular intervals.

K Kasturirangan, eminent scientist and chairman of KKC, said universities should be encouraged to accreditthemselves on a regular basis by globally rated agencies. They must aim to grow continuously and becomeinternationally competitive at the earliest.

Proposals put forward by KKC for school education are:

Guarantee of 12 years of school education for every child.Composite school system from pre-school to Class 12 in a single campus in every gram panchayat.Amendment to RTE Act to provide quota in private schools up to Class 12.Every girl child after completion of 12 years of school education must be guaranteed 3 years of collegeeducation.Appointment of Vice-Chancellors must not be politicised.Elections to positions in governing bodies must be abolished.Adopting CBSE curriculum; inclusion of specific topics relevant to the State.Pre-service teacher education under Higher Education Dept.Phasing out stand-alone teacher education institutes.

Endorsing the State government’s stand on the medium of instruction in primacy school education, Karnataka Knowledge Commission (KKC)has recommended Kannada, the regional language, as the medium of instruction in all schools up to class 4, with English taught as the secondlanguage.

Report submitted

In a 92-page report on ‘Karnataka State Education Policy’ submitted to the government, KKC chairman K. Kasturirangan said, “As Kannada isthe mother tongue of the majority population in the State and is also the State language, it would be most practical to have Kannada as themedium of instruction in all schools up to class 4.”

The KKC said that from class 5 onwards, students must have the option to continue their education either in Kannada or in English as themedium of instruction.

“There is a strong scientific evidence to support the fact that children learn best when the medium of instruction is the mother tongue of thechild,” he said.

Three-language formula

However, acknowledging that “future citizens need to be proficient in many languages”, the KKC said the CBSE model for language teachingalso adopts multilingual approach.

From class 5 to 7, it suggested three-language formula — with medium of instruction and two additional languages as per the choice ofstudent.

The Karnataka Knowledge Commission (KKC) has recommended linking grant-in-aid toperformance of universities and colleges, in an attempt to improve the quality of higher educationin the State.

KKC, which submitted 200 recommendations on primary, secondary, higher, and technicaleducation to the government on Saturday, pointed out that grant-in-aid is presently not linked toperformance and it “needs to be changed and funding from government must be tied toaccreditation and learning outcomes”.

The report on ‘Karnataka State Education Policy (KSEP)’ said the performance of colleges mustalso be monitored by ensuring that they are accredited at regular intervals. K. Kasturirangan,scientist and chairman of KKC, said universities should be encouraged to accredit themselves on aregular basis by globally-rated agencies. They must aim to grow continuously and becomeinternationally competitive at the earliest.

“Each university department and the university as whole should be reviewed every five years by acommittee consisting eminent academicians from outside the university. The V-C must ensurediligent implementation of the recommendations of such committees. The review reports and theaction-taken report must be made available in the public domain,” the KKC said.

Tenure-track system

It recommended a tenure-track system for hiring new faculty. Fresh faculty must be hired for afive-year period and be given tenure either during this period or at the end of term only if they are

considered suitable.

It said one per cent of higher education faculty could be trained annually in excellent institutions.The panel suggested creation of new Karnataka Science, Technology, Humanities, and SocialScience Foundation to foster research in these subjects in colleges and universities. The task forcereport said that the B.Ed degree must be made the sole eligible criteria for school teachers. A four-year B.Ed teacher training programme should be introduced, it said, and suggested scrapping thetwo-year Diploma in Education in a phased manner.
