CIRCULAR

SUBJECT: Regarding admission of candidates of the 1st computerized draw of lots for the session

2019-20.

Directorate of Education conducted computerized draw of lots to fill the available seats

under EWS/DG category at the entry level class(es) in Private Unaided Recognized Schools for the

session 2019-20.

All concerned Private Schools were given instructions/directions vide circular dated

27/02/2019 to give admission to the successful candidates of the first computerized draw of lots

subject to verification of the requisite documents and update the online status viz. Admitted, not-

reported, rejected, in-waiting and provisionally admitted at the departmental module on regular

basis.

At present about 1564 candidates have been shown as "in-waiting' candidates by the

respective Private Schools. The District DDE's have been repeatedly requested to ensure the

admissions of the in-waiting candidate by Deputing DDE(Zone) & DE Nominee but the required

action is still awaited from the side of District Authorities. Needless to mention that all the 1564

candidates are running from the piller to post of their admissions. Which is carving ill reputations to

the Dte despite all it best effort & steps taken so far for improving on status of EWS/DG category

admission at entry leVel in Private Unaided Recognized Schools of Delhi in recent years. Hence, all

the District DDEs are again requested to take immediate action for ensuring the admission of the

inwaiting candidates under this respective District within 7 days.

Further some following successful candidates of 1st draw of lots have been approaching the

Directorate of Education. Continuously for their admission as allotted schools are yet to admit them.

Therefore, all concerned District DE Nominee are requested to ensure specially the

admissions of aforesaid candidates in allotted schools through 1st computerized draw of lots for the

session 2019-20 immediately as are being denied admissions by the schools concerned on one

pretext or the other.

As regard the plea, being taken the schools regarding lesser number of general category

admissions so far, the circular dated 27/02/2019 is referred which states as under:

"It is clarified that clause 18 of the circular dated 27/02/2019 is applicable only for those

schools which have obtained the permission from Directorate of Education to admit lesser number

of students by showing that they have made all possible efforts for admitting the requisite number

of students under general category and are also ready to admit students under general category if

the same are forwarded by Directorate of Education. The clause is applicable only for such schools

where this Directorate has verified and confirmed the claim of the school and permitted them to

admit lesser number of a students as stated in their order by Hon'ble Delhi High Court in WPC No.

3358 of 2013 and WPC No. 5172 of 2013. In the case, a school does not have specific permission to

admit less number of students, the school is bound to comply with notification dated 28.02.2012

and the school shall admit each and every student allotted to the school through the

computerized draw of lots subject to verification of documents."

Hence unless and until on the request of the school, a reasoned speaking order is issued by

DDE District concerned, in light of the above clarification, to reduce the seats as per the general

category admissions done in the school, all concerned schools are also hereby directed to admit all

the EWS/DG category candidates allotted through 1St computerized draw of lots without any further

delay failing which strict action shall be taken against the defaulter schools as per provisions of RTE

Act, 2009 & DSEAR, 1973.

This issues with the prior approval of Competent Authority.
