During their Feb. 5 District of 100 Mile House committee of the whole meeting, councillors discussed a letter they received from Enderby regarding the shortage of doctors.
Like Enderby, 100 Mile House is having trouble attracting and retaining physicians, and councillors realize having medical practitioners is critical for the residents’ quality of life not only here but in the sur-rounding areas.
The main problem smaller rural commu-nities are facing is getting doctors to move to the community and stay and raise their families.
Many communities are turning to internationally trained medical graduates (IMGs) to fill the rural void because British Columbia and other provinces just don’t train enough doctors, and those who do graduate, are attracted to the larger cities in Canada, and in some cases, across the border into the United States.
However, the IMGs run into problems when they move to B.C. because they don’t have the certification that’s acceptable to the College of Physicians and Surgeons of B.C. (CPSBC).
In its letter, Enderby council noted its conversations with the CPSBC showed that significant barriers prevent B.C. from having IMGs with restricted licences that would allow them to practice in their specific area of qualifications either on a permanent basis or while they upgrade to full registration requirements.
Enderby council’s letter noted the CPSBC had stated the hurdle is the college’s lack of capacity and resources to assess the IMGs, and if they are found to have incomplete training, they are not able to access univer-sity programs to upgrade their skills.
Mayor Mitch Campsall said it is defi-nitely a problem in 100 Mile and as the Enderby letter pointed out the barrier is at the CPSBC level. Campsall said he believed “liability is the big issue.”

People in the South Cariboo really showed their hearts recently by helping a physically challenged little boy get his name on a Variety Sunshine Coach.
Loretta Findlay of 100 Mile House appealed to the public for sup-port in raising $1,047 needed for the tribute to her three-year-old grandson, Connor Findlay Dejonghe, of 103 Mile.
In less than a week, Loretta received dona-tions that amounted to $1,442.86, with the lion’s share coming from people who know the family and $400 coming from the Findlay family. The entire amount was handed over to Variety during the 47th Annual Variety Show of Hearts Telethon.
Loretta says Connor’s name is already on the van, which was present-ed to the Boys and Girls Club of Kamloops.
“I’d like to thank everyone who helped put Connor’s name on the Sunshine Coach. Not bad for a small fun-draising.”
Connor’s pituitary gland, optic nerve and frontal lobe of his brain did not develop fully before birth, caus-ing him to be blind
and unable to walk. His underdeveloped pituitary requires him to receive hormone replacement therapy on a daily basis.

100 Mile & District Minor Hockey Association played host to a five-team Midget House hockey tournament at the South Cariboo Rec. Centre, Feb. 15-17.
A couple of Williams Lake teams took top honours, with the Williams Lake Blues earning the championship by beating the Greywolves, 5-3 in the final.
The tournament included
three squads from 100 Mile House and saw 100 Mile House Legion and Pharmasave in the battle for third place. Pharmasave won the game by a score of 11-1, and Home Hardware settled for fifth place.

Premier Christy Clark kicked off the pre-election legislature session Feb. 12 with a pledge to establish a new fund from natural gas exports to support social programs and pay down debt.
The main purpose of the “British Columbia Prosperity Fund” will be to pay down debt, starting in 2017 when the first lique-fied natural gas facilities begins to ship LNG for export from the northern coast to Asian markets. It will be funded by a tax on LNG exports, as well as gas produc-ers’ corporate taxes and traditional natural gas royalty revenues.
The new fund is pat-terned after Alberta’s Heritage Fund, set up in 1976 as a legacy for Alberta’s oil and gas revenues. The B.C. fund would receive an esti-mated $100 billion from LNG revenues over 30 years, based on an assumption of five LNG production facilities exporting gas from the Kitimat-Prince Rupert region.
The plan was pre-
sented in the throne speech delivered by Lieutenant Governor Judith Guichon, to open a four-week legislature session leading up to the May 14 provincial election.
The key task for the B.C. Liberal govern-ment in that session is to pass legislation returning the Provincial Sales Tax (PST) to B.C. effective April 1, and the speech hinted at relieving that tax as one use for the new fund.
“ W h e t h e r it is eliminat-ing the [PST], or making l o n g - t e r m investments in areas like edu-cation or vital infrastructure that strengthen communities –
these are the kinds of opportunities the B.C. Prosperity Fund can provide,” the speech stated.
NDP Leader Adrian Dix said the govern-ment’s focus on LNG development is at odds with its heavily adver-tised jobs plan, with little mention of for-estry, mining, tourism, film and TV production or high technology. The government missed its natural gas revenue tar-gets in a budget update six months ago, so pro-
jecting LNG revenues many years in the future is questionable at best, he added.
The government esti-mates that if B.C.’s LNG mega-project develops as expected, and all of the fund’s revenues are directed to debt reduc-tion, B.C.’s $56 billion debt could be paid off within a decade. The province currently pays about $2.5 billion
a year in interest on the debt.
There has been a rush of international investment interest in north eastern B.C.’s shale gas deposits. Companies include Mitsubishi Corp., Shell Canada, China National Petroleum Corporation and Petronas, a trans-national gas player owned by the govern-ment of Malaysia.

• Take a recognized avalanche skills train-ing course (offered through the Canadian Avalanche Association).
• Have the right equip-ment with you, practise with your equipment and check conditions before heading out into the backcountry.

• Take the conditions into account and plan appropriately. Learn

100 Mile & District Minor Hockey Association is host-ing a Hockey Against Bullying 3-on-3 hock-ey event in support of Anti-Bullying Day on Feb. 27.
The mini tournament takes place from 6 to 8:30 p.m. at the South Cariboo Rec. Centre and the public is invited to attend and dress in pink to show support.
Association presi-dent Darrell Blades says all members of the club, from Initiation to Midget divisions, will have a chance to play.
Ice will be divided into three sections and
Blades says it will com-pare to a pond hockey format, with three games going simultane-ously.
He says a small amount of bullying exists within the associ-ation and members are doing everything they can to eliminate it.
“We’ve had issues in the past where kids pick
on kids for not being as good. We recognize it’s there and want to bring it out in the fore-front.”
Admission will not be charged for the event, but the club will be sell-ing pink jerseys and T-shirts in the lobby. Money raised will be donated to an anti-bul-lying organization.

Hockey 3-on-3 event takes shot on bullying
Following are notes from the Cariboo Regional District board meeting in Williams Lake on Feb. 8.
Invasive plant management reportThe Cariboo Regional
District (CRD) direc-tors received the annual review of the Invasive Plant Management department.
Treatment crews completed an inventory on 1,448 sites during the 2012 operational season, which began in May.
The CRD follows the concepts of an integrat-ed pest management program; employing a whole suite of tools to control invasive plant species depending on the species and/or site conditions. Treatment activities included mechanical, chemical, and biological.
The presentation also provided an over-view of the 2013 plan, which includes the start of a five-year 50/50 cost share program within the Landowner Assistance Program.

It appears a number of moose have been sight-ed in the 108 Ranch.
I received a call from Tim Matlock on Block Drive on Feb. 10, say-ing four moose were on his property. He added it was difficult to take good pictures as the moose blended in with the scenery.
Graham Allison of Canium Court also noted there was evi-
dence of moose had been on his proper-ty as he could see the tracks and the locations of where they had laid
down in the snow.

The moose are back

Sally Gimse had her first close-up experience with a moose when it visited the backyard of her Smith Road home in 108 Mile Ranch on Feb. 15. The cow moose roamed the property for a few days browsing on the Saskatoon berry bushes, and a bull calf was also in the vicinity.

Kamloops-Thompson-Cariboo MP Cathy McLeod recently announced support for the Clinton Museum and Visitor Information Centre under the federal government’s Community Infrastructure Improvement Fund (CIIF).
The fed’s $5,900 grant will go towards updating the electrical system for the safety of local resi-dents and visitors. This project will allow the Village of Clinton to fur-
ther showcase its rich heritage as the Gateway to the Cariboo.
“CIIF program is assisting the village with a much needed upgrade to the electrical system at our local museum. The Museum/Info Centre contributes to our economy by drawing in tourists, and it is a building that houses our vil-lage heritage,” said Clinton Mayor Jim Rivett. “This project will safeguard the artifacts and the building for future generations to enjoy.”

100 Mile House and District SPCA has a couple of impor-tant fundraisers going on and organizers hope the public will support them.
Until Feb. 28, a penny drive is being hosted by Pharmasave in its Cariboo Mall store next to the pharmacy.
People can deposit cash donations in a large water
jug located in the store and SPCA branch manager Randi Dewhirst says the drive isn’t limited to just pennies.
“Silver coins and bills are appreciated as well.”
She adds Pharmasave came up with the fundraising idea and approached her about it.
“We’re thrilled to bits about it. It’s like someone saying, ‘Hey, we know there’s a need in
the community and we’d like to be there with you’.”
National Cupcake Day for SPCAs & Humane Societies is Feb. 25 and the local SPCA will be
exchanging a deli-cious cupcake for a
cash donation. Again, Pharmasave has
shown its support by providing space in the mall store, where the SPCA will have a table set up for the event from 10 a.m.
to 4 p.m. Dewhirst says fundraisers
are extremely important in keeping the SPCA in a position to help needy animals.
“We have a cat that was 24 hours from death, and thanks to the vet clinic, which helped, she goes to a new home at the end of March.”
She explains that proceeds from fundraisers were used to help cover the cat’s medical costs.

District of 100 Mile House councillors went through a number of business items during the Feb. 5 council meetings.
Carbon neutralityDistrict planner
Joanne Doddridge led the discussion on a draft Corporate Carbon Neutral Plan for council’s review and discussion.
Noting it was very comprehensive, Doddridge said it was intended to be a guidance or planning
document for the dis-trict, as it would change as guidelines are updat-ed and as council makes decisions on what to prioritize.
Councillor Ralph Fossum asked if it would change how the district operates, and Doddridge said it
would make significant changes.
Noting that if coun-cil just received the plan, the planner said it would be agreeing to the recommendations in the document. She suggested council might want to prioritize what changes it wants to work on.
Fossum said when he read the document, it struck him that if the district makes the sug-gested changes, it would significantly reduce ser-vice levels. There were nods of agreement around the table.
Mayor Mitch Campsall noted there would be a huge finan-cial burden to do everything. He added the district is already looking at its fleet of vehicles and equip-ment, and is changing
over to energy-efficient vehicles and multi-use equipment to help reduce greenhouse gases.
At the end of the dis-cussion, it was decided to direct staff to pri-oritize options that would be economically feasible and have the greatest impact on car-bon neutrality.
Sani station agreementNoting there were
concerns voiced a cou-ple of years ago about Cariboo Regional District residents using the 100 Mile House sani station as water refilling site, the CRD offered to share half of the opera-tion costs.
Council unani-mously agreed to give a three-year renewal to the existing agree-
ment, and accepted the increased funding from the regional district – taking it from $2,000 to $2,500 per year.
Development feesCouncil gave first,
second and third read-ing to the Land Use & Development Permit Application and Fees Bylaw.
The move is to bring the fees in line with the
district’s actual cost to process them.

and second reading to an Official Community Plan Amendment Bylaw to deal with development permit exemptions.
This bylaw would reduce some of the work for both the devel-opers and district staff.

The new $2,500 scholarship is in honour of the longtime employ-ee of the Canada Safety Council and a passion-ate advocate for child and traffic safety.
She made medical history in 2006 as the first Canadian organ donor after cardiac death. Her medical leg-acy has gone on to save hundreds of lives so far, a number that contin-ues to grow week after week.
The award is also intended to raise the profile of safety in the minds of young Canadians.
The competition is open to graduating high school students enter-ing their first year of
post-secondary studies. Current undergraduate and college students are also eligible to apply.
Applicants must clearly describe initia-tives they undertook to improve safety in their community or at home, school, or work. The initiatives must have demonstrated results that can be verified by references.
The application form for the Sarah Beth Therien Memorial Scholarship is now available on the coun-cil’s website at www.canadasafetycouncil.org. To apply, print and complete the form, and follow all the stated instructions.
The application dead-line is June 15, 2013.
