Having every character in suits shows the professionalism of them, implying that they are smart, maybe very successful people within the film.  Also pool players have always worn smart clothes so it again portrays the characters as pool players, but them having the cigarette, make them look casual, implying the hustler look.  

The clothing worn is very effective in the era that this film is set. The suits being worn all show a smart casual look from all characters, the hats in this scene suggest more the time era of the film, portraying an importance of these characters, making them stand out.  

The scenery in this image still, suggests a bar or pub like setting. The banisters in the background suggest this. And the group of people and the way they are sitting, dressed and acting in the image.

importance within the characters, whether it 

being involved in the game they are playing or 

the conversation taking place.
